He was speaking to the media at Christ the King in Accra during a visit to observe the ongoing Ghana Immigration Service screening exercise.

The Minister said recruitment remains the responsibility of the individual security agencies, while the Ministry ensures the process is seamless, transparent, and free from interference.

“As a Ministry, we exercise a supervisory role over the agencies under us, and that means ensuring that the recruitment process is free, fair and credible,” he explained.

Mr Mohammed-Mubarak noted that the centralized recruitment system being used is robust and intentionally designed to limit human interaction that could be exploited or compromised. He added that this is why all security agencies have adopted the same system.

“All officers at the various recruitment centres are security personnel, not staff of the Ministry. So how can it be said that the Ministry has taken over the recruitment?” he questioned.

The Interior Minister also revealed that a dedicated email address, recruitment@mint.gov.gh, has been set up for the public to report cases of fraud, misconduct, or irregularities related to recruitment. A specialized Ministry team will receive and investigate all complaints submitted through this platform to ensure a credible process across all agencies.

He further reiterated the government’s commitment to sanitizing recruitment by eliminating middlemen, bribery, and other unethical practices that have previously undermined public confidence.

The Minister commended applicants for their patience and discipline and warned against individuals claiming they can influence recruitment outcomes for a fee, describing such claims as fraudulent.

Mr Mohammed-Mubarak concluded by reaffirming the government’s commitment to professionalism, transparency, fairness, and respect for human dignity within all security agencies.

Recruitment for Prisons, Immigration, Police and GNFS goes fully digital https://www.adomonline.com/recruitment-for-prisons-immigration-police-and-gnfs-goes-fully-digital/ Fri, 14 Nov 2025 16:18:56 +0000 https://www.adomonline.com/?p=2600161 Interior Minister Mohammed Muntaka Mubarak has announced plans to fully digitise recruitment for the Prisons, Immigration, Police, and Fire Services to prevent long queues and avert future tragedies during national enlistment exercises.

The Asawase Member of Parliament (MP) disclosed this at a press conference on Friday, November 14, 2025, explaining that the new system will replace paper-based applications with an online platform, streamlining and harmonising recruitment across all security services.

“Our hope is to have a seamless process. Everything will be moved from paper to paperless. Applicants can start and complete the process from the comfort of their homes using their mobile phones, with the code to be published on Sunday, November 16,” he said.

“The process we’re developing is a robust, centralised e-recruitment portal to ensure harmonisation,” he added.

The announcement follows the deadly stampede at the El-Wak Sports Stadium during the military recruitment exercise, which left 28 applicants affected, including 12 in critical condition, five in intensive care, and six confirmed dead. A similar event in Kumasi resulted in five additional injuries.

Minister Muntaka Mubarak noted that transitioning to a fully digital recruitment system is expected to reduce congestion, improve safety, and enhance the efficiency of the enlistment process.

The committee has been tasked with reviewing the recruitment procedures for the Ghana Police Service, Ghana Prisons Service, Ghana National Fire Service, Ghana Immigration Service, and other related agencies.

Addressing the gathering during the inauguration, the Minister emphasized the government’s commitment to building strong, professional, and accountable security agencies.

He noted that ensuring a fair and transparent recruitment process is a critical component of achieving this vision, as it directly affects the credibility and effectiveness of the country’s security forces.

“The integrity of these processes directly impacts the credibility of our security agencies. The government is determined to ensure that recruitment practices align with our national security needs and uphold the highest standards of professionalism and fairness,” he stated.

The committee’s work comes in response to concerns raised regarding the fairness, efficiency, and transparency of the 2024 recruitment processes for these agencies.

The Ministry of the Interior, which oversees recruitment into key security institutions, aims to address these concerns through a comprehensive review to ensure alignment with best practices.

The committee will assess the transparency, fairness, and integrity of the recruitment procedures, evaluate compliance with due process, and propose measures to enhance accountability and efficiency in the recruitment system.

The final report, due within two weeks, will include findings, challenges, and recommendations for both procedural and institutional reforms.

The committee’s work will also guide future recruitment practices to ensure they are in line with the country’s security objectives.

The committee is made up of seasoned professionals in the fields of security administration, public service, and law, including Yaw Akrasi Sarpong as chairperson. Other distinguished members, such as former police and prison officers, legal experts, and public servants, include:

  • Bright Oduro (COP Rtd.)
  • Eric Afari (DCOI Rtd.)
  • Ben Lartey (DDP Rtd.)
  • Lawyer Elsie Appau
  • Paa Kwesi Adutwum (DCFO Rtd.)
  • Alexander Twum-Barimah Esq. — Secretary

Security service recruitment: NDC, NPP MPs had protocol for constituents – Afenyo-Markin https://www.adomonline.com/security-service-recruitment-ndc-npp-mps-had-protocol-for-constituents-afenyo-markin/ Fri, 24 Jan 2025 17:58:53 +0000 https://www.adomonline.com/?p=2496962 The Minority Leader in Parliament, Alexander Kwamena Afenyo-Markin, and member of the Appointments Committee, has questioned Interior Minister nominee, Mohammed Mubarak Muntaka, about his role in officiating the passing-out ceremony of recruits once they complete their training.

Speaking during Muntaka’s vetting on Friday, 24th January, Afenyo-Markin confirmed the perceived protocol recruitment into the country’s security services.

He revealed that MPs from both the National Democratic Congress (NDC) and the New Patriotic Party (NPP) secured recruitment opportunities for the youth in their constituencies.

He specifically noted that from 2017 to 2024, some NDC and NPP MPs secured recruitment protocols for young Ghanaians, giving them the opportunity to join the security services.

“As we know, from 2017 all the way to 2024, when elections were being held, some NDC MPs got protocols for recruitment, and some NPP MPs got protocols for recruitment. Ghanaian youth who got forms had the opportunity. Would you ensure that Ghanaians who are currently in training will conduct their training peacefully and, upon completing their training, you as minister will officiate their passing-out ceremony?” he queried.

In response, Muntaka affirmed his commitment to prioritising the national interest over partisanship.

“What I have said and I am repeating is that I, Muntaka Mohammed Mubarak, will act in the best national interest. That I will say on this, I will act in the best national interest,” he reiterated.

However, Member of Parliament for South Dayi, Rockson-Nelson Dafeamekpor, refuted claims made by the minority leader, stating that he had never been involved in any such recruitment protocols.

“The ranking member has just said that between 2020 and 2024 every NDC member got protocol, I never got, please…” he stated.

I’ll expose you if you dare me – Henry Quartey to Minority [Listen] https://www.adomonline.com/ill-expose-you-if-you-dare-me-henry-quartey-to-minority-listen/ Tue, 21 May 2024 13:19:31 +0000 https://www.adomonline.com/?p=2397859 The Interior Minister, Henry Quartey has taken great exception to what he believes are calculated attempts by the Minority in Parliament to politicise the recruitment of security services.

The Ayawaso Central Member of Parliament (MP) has threatened to name Minority Members of Parliament who have come to beg for the recruitment of their people.

This follows the Minority’s alleged recruitment of New Patriotic Party (NPP) members in the various services and the 30 slots to parliamentary candidates to get people into the services.

In an interview on Adom FM’s morning show Dwaso Nsem Tuesday, he challenged the caucus to name one MP or parliamentary candidate who has benefitted from the alleged slot.

“They are making all sorts of allegations about giving slots to parliamentary candidates and the recruitment of vigilantes. I dare them to mention just one person from these groups.

“Don’t they also come to us always to beg for their people to be recruited? They shouldn’t go that line. If they dare me, I will mention their names and the people they brought. I’m saying it on authority; if they dare me,” he fumed.

Mr. Quartey urged the Minority to desist from putting false information into the public domain.

Stop the secrecy; there is no backlog in security service recruitment – Gov’t told [Audio] https://www.adomonline.com/stop-the-secrecy-there-is-no-backlog-in-security-service-recruitment-govt-told-audio/ Tue, 21 May 2024 12:16:41 +0000 https://www.adomonline.com/?p=2397790 A former Deputy Interior Minister, James Agalga has said there is nothing like backlog clearance with regards to security services recruitment.

According to the Builsa North MP, recruitment processes are done per financial clearance for a specific year and do not exceed into another.

His comment comes after the Minority, led by its leader, Dr Cassiel Ato Forson had alleged that, the government had given 20 slots to NPP parliamentary candidates to get people into the various security services and intelligence agencies.

However, Interior Minister, Henry Quartey dismissed the allegation, stating they were false.

He said that even though there were plans for recruitment, the target was persons who had previously applied for jobs in the security and intelligence agencies but were not selected and are still desirous of being recruited.

This, the Ayawaso Central MP described as the clearing of backlogs, adding it would be  inconsiderate for the government to still advertise and sell forms to people, knowing that there was limited space.

However, Mr Agalga on Adom FM’s morning show, Dwaso Nsem Tuesday, questioned the basis for backlog, insisting it is a secret recruitment of NPP members into the services.

“There’s nothing backlog; it is just the creation of the NPP government. They should stop acting in secrecy. Recruitment are always advertised for eligible Ghanaians to apply, so what is this backlog they are talking about.

If people are unable to meet the requirement for a specific year and the process elapse, you can’t go back to that same year with the claims of clearing backlog,” he stated.
