Mr. Asafo Agyei’s visit on Monday, July 21, 2025, was to formally introduce himself and engage in discussions regarding the allocation of scholarship slots for personnel within the Ghana Police Service.

During their meeting, Mr. Asafo-Agyei acknowledged the need for increased support for police personnel and highlighted the importance of providing educational opportunities for them.

He stressed the necessity of formal support structures to nurture personnel and equip them with essential skills to thrive in their careers.

Mr. Asafo-Agyei reaffirmed the Secretariat’s commitment to ensuring that deserving personnel benefit from scholarship programs to pursue special courses.

He stated that the government recognizes the contributions of the Ghana Police Service and will work towards allocating resources to support personnel pursuing careers in various fields.

For his part, IGP Yohuno expressed appreciation to Mr. Asafo-Agyei for the visit and assured him of the Ghana Police Service’s full support in fulfilling his mandate.

He also welcomed the initiative aimed at extending scholarship opportunities to police personnel, expressing optimism about its successful implementation.

Speaking at Pope John’s Senior High School’s 63rd Speech and Prize Giving Day, Dr Agyeman stated that the school has the potential to propel students toward excellence in their pursuits.

He also stated that it is an honour to be nominated as the special guest of honour by his peers for the event.

“For your peers to nominate you as the special guest of honour for the school that you attended, I think it’s very humbling. This year’s speech and prize-giving day was organised by my year group. It’s my peers. It was very humbling and very touching.”

“If you want to go very high, you have to go down very deep. So the foundation is as good as the structure. For me, donning the colours of yellow and blue means that it is within these walls that characters are formed. It is not easy. It is a privileged position to have a mission school.”

Dr. Agyeman highlighted the Catholic ethos of the school, emphasising the importance of religious guidance in shaping students’ character.

Additionally, he cited the school’s track record of producing high-achieving individuals.

“It is well documented in literature that academic performance, moral uprightness and discipline, there is a correlation or association. You can’t treat the other with the other. They move together. So we told them to grab the ethos of Catholicism that is the morality aspect of it. Work very hard. At Pope John, we work very hard. It is not surprising that we have produced a lot of high-flying people.”

“As you see, this is a pure boy’s school but we have everything. So they should keep pushing themselves up and we being here, various year groups that came here is a clear testament of what Pope John can make them become. I believe the boys are fired up and they will improve themselves in the coming WASSCE. Don’t forget we are the current regional champions for the national math and science quiz.”

He highlights the current challenge faced by officers in making decisions due to the absence of clear legislation defining who qualifies as a needy individual for a scholarship.

According to him, even though the acquisition of scholarships under his watch has been decentralized and digitized to minimize centralized discretion and to enhance the openness of the process, many still hold misconceptions about how scholarships are issued.

Dr Agyemang’s stance comes in response to a recent publication by the Fourth Estate dubbed ‘Scholarship Bonanza’ alleging, among other things, that scholarships are being unfairly distributed to well-connected affluent individuals.

However, in an interview with Joy News, Dr Agyemang emphasizes the necessity of legislation to dispel any misconceptions about eligibility criteria.

“Sorry to say that there is no establishment Act for the Scholarship Secretariat. It’s been an issue that needs public discussions. There’s no enabling Act. So looking into the future, I think we need a scholarship Act.”

According to him, the claims that middle-income earners are unjustly benefiting from the scholarships and that such persons do not need to benefit from them are untenable, as many of the so-called middle-income earners in Ghana are largely civil servants whose incomes are nothing to write home about.

“In Ghana, those we usually refer to as middle-income earners are public sector workers. Or those that we are defining as middle-income earners, are they really middle-income earners in tandem with best practices or best economic conditions?”

He added that “Civil servants are largely paid between a 100 dollars or maybe 300 dollars, and you call that one a middle-income earner? So of course, every Ghanaian qualifies except the high earners. Who is a needy person? How do you guys assess who a needy person is?”

He believes that a scholarship legislation, if introduced, will set out comprehensive parameters for how funds ought to be administered and who deserves to benefit, adding that such a law must be crafted in line with the National Development Planning Commission (NDPC) in tandem with the country’s priorities.

“So looking into the future, I think a scholarship legislation is so eminent and that will set out everything that we need to do and how the funds need to be managed. It’s been managed over the years by the dexterity of leaders; what they think is so important. This can be done in conjunction with maybe the National Development Planning Commission (NDPC) to identify priority areas that as Ghanaians we need to focus on.”

The Fourth Estate in its latest publication christened ‘Scholarship Bonanza’ has named persons close to key government officials as beneficiaries of scholarships that it deems inappropriate. But the Registrar maintains the secretariat did nothing wrong.
