Addressing lawmakers during deliberations, the minister explained that the construction of the expressway aligns with regional and continental transport protocols, which permit tolling on expressways as long as motorists are provided with a free alternative route.

“The ECOWAS and AU protocols say that when you build an expressway, you are allowed to charge a certain level of toll to recover the cost, but you must have an alternative. If somebody wants to go to Kumasi in six hours, they should also have that option,” Mr Agbodza stated.

He stressed that the current Accra–Kumasi highway will remain operational, giving road users the choice between the existing road and the new tolled expressway, depending on their travel needs and preferences.

The Roads Minister also underscored the strategic importance of the corridor, describing it as the most critical road link in the country.

“There’s no road in Ghana that is more important than the road between Accra and Kumasi,” he said, adding that the project represents a long-term investment in national development.

According to him, the expressway, which will be developed as a six-lane dual carriageway, is expected to significantly improve road safety, reduce travel time and enhance overall transport efficiency between the two major cities.

“Indeed, we are doing something that we’ll be proud of maybe in five years,” he added.

Speaking at the board’s inauguration, he reminded members that the fund exists solely to enhance Ghana’s road network, not for personal or political gain.

“It is not a fund to fix your friends. It is not a fund to make your family happy. It is a fund to fix the roads in our country,” he cautioned.

Mr Agbodza explained that the ministry deliberately delayed disbursement of the 2025 allocation until the new board was constituted to promote transparency and collective oversight.

He noted that President Mahama established the restructured fund to improve accountability and ensure parliamentary oversight of resource allocation.

“Accountability must be upscaled,” he emphasised, highlighting the need for greater financial discipline and transparency.

The minister urged the board to prioritise payments to Small and Medium Contractors (SMCs), describing them as the backbone of routine road maintenance.

“They are the ones who weed the roadside, desilt culverts, and patch potholes,” he said, lamenting that many have not been paid since 2019 despite their crucial role.

Mr Agbodza stressed that SMCs must be placed at the top of the payment schedule under the new fund.

“We would encourage you to prioritise paying SMCs as against paying big contractors,” he affirmed, expressing optimism that some may receive payments before Christmas. “This narrative must change,” he added.

He commended the calibre of individuals appointed to the board, including engineers, surveyors, traditional leaders, representatives from the Attorney General’s Department and Parliament, and members of civil society.

“Ghana looks forward with great hope that under your tenure, we are going to see improvement,” he concluded before administering the oath of office.

He further announced new measures to ensure transparency and accountability in road project execution. Going forward, the Ministry will publicly disclose not only contractors awarded projects but also the beneficial owners of these companies.

“If you do a good job, everyone—including your church members and community—will know you are a contractor of integrity. If you do a bad job, we will hold you accountable. That is why every contractor must now take proper insurance to ensure defective work is corrected at no cost to the state,” the Minister emphasized.

He also linked the Big Push project to the government’s 24-hour economy agenda, urging contractors to create opportunities for young graduates in civil engineering and construction management. By mentoring new graduates, he said, contractors like First Sky can help build Ghana’s next generation of engineers.

The redevelopment of the Atimpoku–Asikuma–Anyirawase–Ho–Denu–Aflao road is expected to transform transportation across the Volta Region and beyond, improving connectivity, trade, and economic activity.

Speaking at Titrinu near Ho, the Volta Regional capital, during a sod-cutting ceremony for the reconstruction of the Ho-Aflao highway under the BigPush project, Mr. Agbodza said the government was committed to investing in infrastructure but insisted that contractors must meet expectations by ensuring value for money and durable roads.

The Minister, who is also the Member of Parliament for Adaklu, emphasized that road infrastructure remains central to the government’s development agenda, linking communities, enhancing trade, and improving lives.

“This project is not just about asphalt and bitumen. It is about connecting people, facilitating business, and ensuring that our people travel safely and comfortably,” he said.

The Ho-Aflao road, a major stretch connecting Ghana to neighbouring Togo, has been in deplorable condition for years, causing discomfort to commuters and traders. Residents and transport operators have often raised concerns over its poor state, which has slowed economic activity and posed safety risks.

Mr. Agbodza assured stakeholders that the project would be delivered on schedule and according to specifications, stressing that the government would not compromise on standards. He warned contractors that shoddy work would no longer be tolerated, noting that the ministry had strengthened supervision and monitoring mechanisms.

“Ghanaians deserve the best. We cannot continue to waste resources on roads that deteriorate within a short time. Let us work together to change this narrative,” the Minister added.

Traditional leaders, opinion leaders, and residents of Ho and surrounding communities expressed joy at the commencement of the project, describing it as a long-awaited relief. They appealed to the government to ensure the project is completed and not abandoned midway, as has happened with some previous road works.

The Ho-Aflao highway project is expected to enhance regional integration, boost cross-border trade, and contribute significantly to Ghana’s economic growth when completed.

He described the initiative as a “bold intervention” that goes beyond politics.

Speaking at the sod-cutting ceremony on Tuesday, September 16, Mr Agbodza acknowledged the heavy debt burden currently hanging over the Ministry, estimated at GH¢40 billion owed to contractors, but insisted that the government was committed to delivering results this time around.

“Mr President, if you come to the Ministry of Roads and Highways, we probably owe 40 billion Ghana cedis in debt to contractors,” he revealed.

“But when we went round the country, the 16 regions, it was difficult to see what the money was spent on.”

Mr Agbodza lauded President John Mahama for his leadership in pushing through what he called the largest single intervention in Ghana’s road sector.

“Despite all that, Mr President, you made a bold commitment to institute an intervention that will go down in history as the president that gave the biggest dose of intervention at a single time on our roads,” the Minister declared.

“The Big Push is not a campaign promise, it is a bold intervention by your government.”

Mr Agbodza moved to ease concerns about potential delays, emphasising the capability of the contractor handling the Afienya stretch.

“When we say we can do this project within four months, we mean business. The people of Greater Accra and Ga-Dangbe, don’t be worried,” he assured.

“The contractor that is on this stretch, I believe, can do this project in less than 24 months.”

The Minister further promised that Ghanaians would see tangible progress under the Big Push, with the government closely monitoring timelines and delivery.

“We shall implement Big Push, and the results will be there for everyone to see,” he said.

The government has allocated GH¢13.85 billion (US$892.9 million) for the Big Push programme.

There are 42 road projects under the Big Push Programme.

“The era of uncontrolled, unregulated award of road contracts is far gone,” he stated. “We now have in place strict procurement procedures and prioritisation mechanisms to ensure that every project we undertake is necessary, properly funded, and delivered on time.”

The Minister assured the public that his office would continue to scrutinise all ongoing and future road projects, working closely with relevant state institutions to promote accountability and value for money.

“We are building a system that focuses not just on numbers, but on quality, integrity, and sustainability,” he added.

When completed, the 1,028-kilometre highway will link five West African nations—Côte d’Ivoire, Ghana, Togo, Benin, and Nigeria—connecting major economic hubs including Abidjan, Accra, Lomé, Cotonou, and Lagos. According to the Minister, the initiative is expected to play a critical role in the region’s economic integration.

“The project, when completed, will facilitate the free movement of goods and services, thereby enhancing the socio-economic development of the sub-region,” Hon. Agbodza stated.

He further noted that Ghana’s portion of the corridor spans approximately 520 kilometres, representing more than half of the entire route.

This section is expected to be constructed as a greenfield project, traversing key towns and cities such as Apimanim, Takoradi, Cape Coast, Saltpond, Winneba, Accra, Tema, Kasseh, Akatsi, and Akanu.

The stakeholder engagement campaign aims to raise awareness and educate the roughly 32 communities set to be impacted by the highway project.

The Minister emphasised that community participation is central to the project’s success, saying, “We are committed to ensuring that affected communities are fully informed, consulted, and involved in the development process.”

His comment comes after the Roads Minister, Kwame Governs Agbodza, in recent weeks reaffirmed his commitment to ensuring that only qualified and competent contractors are engaged, warning of serious consequences for those who fall short.

In an interview on Channel One news on Sunday, Mr Cherry said it was unnecessary for the Minister to repeatedly warn contractors about termination and non-payment over poor performance, as such measures are already outlined in contractual agreements.

He added that just as the Ministry is firm on penalising underperformance, it must also honour its obligations when contractors meet expectations.

Mr. Cherry stressed the importance of fairness, noting that contractors must not be left vulnerable to delayed compensation for their investments and efforts.

He further noted that delayed payments continue to cripple the operations of many contractors, some of whom pre-finance projects with loans under tight timelines.

“If the minister is saying that if you do shoddy work, he’s not going to pay you and terminate the contract, it’s enshrined in the document. Therefore, he does not need to even say it. The document is there to dictate.

“The same applies as he is vehemently championing this, he must also prepare that if a contractor is also able to do good quality work, he must also pay on time.”

Speaking to the media after the inspection, Mr. Agbodza highlighted the importance of the Buipe and Yapei bridges.

He described them as crucial links in the country’s road network that enable the movement of goods and people between the Northern and Southern Regions, as well as to neighboring landlocked countries.

The Adaklu MP expressed satisfaction with the progress of work and assured the Chiefs and people of area of government’s commitment to completing the bridges.
The minister is on a four-day road inspection tour of the Northern, North East, Savannah, Upper East and Upper West Regions.
As part of the tour, the Minister is expected to pay a courtesy call on the Yaa Naa and inspect major road projects in these regions, including the Sawla-Wa road, Wa-Bolgatang-Tamale road, the Nalerigu-Tamale road, the Wapuli Bridge, the Tamale-Yendi-Tatale road as well as the Tamale Ring Roads.

He also urged the banks to revise their lending policies and interest rates, encouraging them to adopt innovative approaches to create a more supportive financial environment for contractors.

Additionally, Mr Agbodza encouraged ADB to explore ways to support stalled Cocoa Roads Projects, which are crucial for improving access to cocoa-growing regions and boosting Ghana’s agricultural exports.

“Let’s not forget that you are the Agricultural Development Bank, so perhaps you should prioritise cocoa roads over urban projects,” he noted.

The banks expressed their willingness to support the road sector through syndicated funding arrangements and investing in technologies for efficient toll collection.

These engagements underscore the government’s commitment to fostering Public-Private Partnerships (PPP) to accelerate road infrastructure development and improve the overall road network nationwide.

Mr. Agbodza recently visited the Acherensua-Ntotroso road to assess the condition of the stretch, along with other routes in the region, including Tepa-Goaso and Kenyasi inland roads.

The bridge, which was built during the colonial era, has not undergone any major renovations and collapsed four years ago. Since then, it has posed a significant danger to both drivers and passengers.

A commercial driver, Yaw Ampofo, expressed concern over the deteriorating bridge, noting that it has made taxi operations unprofitable and put lives at risk, turning what should be a vital transport route into a potential death trap.

“The promise made by the previous government to repair the bridge within six months has not been fulfilled, and the current administration must prioritize completing this critical project,” Mr. Ampofo said.

Linda Asor, a farmer and regular passenger on the route, added that the broken bridge forces travelers to take longer detours to Kenyasi and back, which increases transportation costs.

The residents are calling on the relevant authorities to take urgent action to prevent further hardship for commuters and restore safe, affordable transportation for the affected communities.

The Minister for Roads and Highways, Kwame Agbodza, has reaffirmed the government’s commitment to implementing a technologically advanced tolling system to boost revenue for road infrastructure development.

According to the minister, Ghana will soon launch its own electronic tolling system with the goal of establishing “the best road tolling system in Africa.”

“We are not settling for anything less than excellence,” he stated, emphasizing the importance of innovation and the government’s determination to dispel any doubts about the reintroduction of tolls.

Mr. Agbodza made these remarks in Accra on Tuesday during a courtesy call by the Turkish Ambassador to Ghana, H.E. Hüseyin Güngör.

He noted that the ministry is in the process of obtaining approval from the Public Procurement Authority (PPA) to select a transaction advisor.

“Transparency is a priority, and we welcome all capable organizations to participate in the selection process. We want the best technical and financial proposal that will enable us to operate a highly sustainable tolling system,” he stated.

The minister assured the public that his ministry would keep them informed about the progress of the tolling system’s development and the selection process for the transaction advisor.

“In a few days, the advertisement for the selection of the transaction advisor should be out. Together, we will pave the way for a brighter future in road infrastructure,” he added.

Discussions also explored opportunities for Turkish investors to contribute to the country’s road infrastructure development through the government’s flagship programme, “The Big Push.”

Mr. Agbodza further highlighted the potential for technical cooperation between the two nations, inviting Turkish engineers to share their expertise in tolling systems.

“We are ready to collaborate and learn from successful models, particularly those in Turkey that utilize technology instead of traditional toll booths. Our partnership could lay a strong foundation for Ghana’s new tolling system, ensuring it is both efficient and sustainable,” he concluded.

He added that procurement and construction works would begin soon on the road, which stretches from Sokode Etoe through UHAS and Mirage to Titrinu.

Mr. Agbodza made this known when he visited the Volta Region to assess the state of some selected road networks with a team of engineers from the Ministry of Roads and Highways and the Ghana Highway Authority. He was accompanied by his deputy, Alhassan Sayibu Suhuyini, and a host of engineers.

Among the roads inspected was the Ho-Aflao Road, which he said will be reconstructed under the Big Push Agenda of President John Mahama.

Also included was the Weta–Afiadenyigba–Havedzi Road, which will be funded with money allocated to the Roads Ministry in the 2025 budget.

The Ho-Aflao Road has deteriorated over the years, forcing drivers to divert traffic through Mafi-Kumase and Sogakope for safer and more convenient journeys.

Drivers hope that the road networks, especially the Ho-Aflao stretch, will be reconstructed as promised by the National Democratic Congress government, led by John Dramani Mahama, to ease their burdens.

The Minister for Roads and Highways, Governs Kwame Agbodza, has embarked on a working visit to the Ashanti Region to assess key road infrastructure and evaluate ongoing projects.

The visit, which took place on Monday, March 3, is part of the government’s ongoing commitment to improving road networks across the country.

During the visit, the Minister engaged with local authorities, engineers, and residents to discuss urgent road concerns in the region.

A significant decision made during the tour was the immediate closure of the Atwima Mponua Bridge due to its deteriorating condition. The Minister stressed that the bridge posed a serious safety risk to commuters and road users.

“The current state of this bridge is a serious hazard, and we cannot allow it to remain open when lives are at stake,” Mr. Agbodza stated.

He assured residents that urgent measures would be taken to address the situation and restore safe passage across the bridge.

While acknowledging the inconvenience caused by the closure, the Minister emphasized that safety must remain the top priority.

“I understand that this decision will disrupt movement, but ensuring the safety of road users is our top priority. We will work swiftly to find a solution,” he added.

Mr. Agbodza directed engineers to carry out a comprehensive assessment and present a plan for the bridge’s reconstruction or repairs as soon as possible.

In addition to the bridge issue, the Minister also inspected other road projects in the region and engaged with stakeholders on the way forward.

He reaffirmed the government’s commitment to improving road infrastructure to ensure safer travel and enhance economic activities in the Ashanti Region.

The Adaklu Member of Parliament shared his commitment on Facebook ahead of his official swearing-in ceremony on Wednesday, 22 January.

“I pledge to work hard to justify this trust,” Mr. Agbodza wrote, expressing gratitude for the opportunity to serve in such a pivotal role.

He thanked President John Dramani Mahama for the confidence reposed in him, saying, “I am deeply honored and humbled by this high privilege and the confidence placed in me by His Excellency the President. My sincere appreciation goes to him.”

The Minister also acknowledged the support of Parliament, including the Appointments Committee and his colleagues in the plenary.

“I extend my gratitude to members of the Appointments Committee for their constructive assessment and to my colleagues in the plenary for their subsequent approval. I am fully aware of the responsibility entrusted to me in leading the vision of His Excellency the President in the roads sector,” he stated.

As the outgoing Majority Chief Whip, Mr. Agbodza will now pass on this parliamentary leadership role to Nelson Defeamekpor, MP for South Dayi.

Reflecting on the task ahead, he reaffirmed his dedication to his new role, saying, “As I prepare to take office, I will continue to count on your prayers and support. I commit to serving diligently and keeping my doors open for feedback.”

This proposal was disclosed by the Minister of Roads and Highways, Francis Asenso-Boakye during a high-level panel discussion marking the 50th anniversary of the Ghana Highway Authority (GHA).

He stressed the critical role of road infrastructure in the socio-economic development of the country, noting that road transport accounts for approximately 95% of all transportation in Ghana.

“The need for increased funding to the Road Sector is both urgent and evident,” the Minister emphasized, as the nation grapples with a road network where only 44% of roads are in good condition, against a target of 70% by 2025.

Despite significant progress under the current administration, which added 12,830 kilometers of roads compared to the 4,636 kilometers by the previous administration, the Minister acknowledged that much work remains.

“Government resources alone are insufficient to bridge this gap,” he stated, underscoring the importance of exploring innovative financing models and public-private partnerships.

Given the Minister of Finance’s recent announcement to reintroduce road and bridge tolls in 2025, the Roads Minister said the Ministry of Roads and Highways has already begun taking steps towards this actualization, viewing tolling as a promising revenue source.

Hon Asenso-Boakye cited the Korea Expressway Corporation, which generates $4 billion annually from tolls, as an example of the potential revenue such measures could yield.

The Minister also called for increased engagement with private sector partners and international development agencies such as the World Bank and the African Development Bank.

These partnerships are deemed vital for leveraging additional funds and expertise, essential for the ambitious road development projects Ghana envisions.

As part of these efforts, the government is preparing to establish a National Roads Authority, which will unify the country’s three implementing agencies into a single entity.

This new Authority aims to streamline operations, improve efficiency, and create a more coordinated approach to road management, thereby enhancing the capacity to deliver better infrastructure and maintenance services.

The Vice President, Dr. Mahamudu Bawumia, who was the guest speaker at the event, highlighted the critical role of road infrastructure in national development and the government’s commitment to addressing the financing shortfall.

According to recent estimates, Ghana requires $12 billion to clear the maintenance backlog and bring the network of about 94,203km to an optimal level.

However, current funding levels cover only about 38% of this requirement, leading to deteriorating road conditions, increased maintenance costs, and missed economic opportunities.

The Vice President proposed several policy initiatives to address the identified challenges. These include fostering Public-Private Partnerships (PPPs) to unlock new funding streams and leverage expertise in project implementation.

The government has taken proactive steps to create an enabling environment for PPPs, streamlining regulatory processes, and offering incentives to attract private investment, he added.

Exploring innovative financing models, such as infrastructure bonds, road funds, and toll systems, was also suggested as a means to generate sustainable revenue streams.

He said the government is committed to expanding such initiatives and exploring new models to enhance funding capacity.

The Vice President also emphasized the importance of enhancing domestic revenue mobilization efforts. By broadening the tax base and improving tax administration, additional revenue can be generated to support road projects.

This includes collecting property rates in high-income neighbourhoods and issuing municipal bonds to raise capital.

On his part the Finance Minister, Dr. Mohammed Amin Adam, said the District Road Improvement Programme (DRIP) and the upcoming Economic Roads Improvement Initiative will ensure funding of roads that link pivotal productivity-enhancing ventures such as agricultural enclaves and tourist sites.

However, he said, despite the government’s best-efforts, public-sector funding and initiatives alone will not bridge this gap.

He added that, “We believe that the solution lies in making significant room for private-sector participation. Therefore, PPPs offer a critical opportunity for us to close our road financing gap, and we have prioritised working toward streamlining the PPP process.”

The tour commenced with a visit to Atimpoku, where the Minister inspected the 26-kilometer Atimpoku-Juapong-Asikuma road project.

During his visit, Mr Asenso Boakye received a briefing on the 10.5-kilometer Ho-Sokode-Gborgame dual carriageway. He expressed satisfaction with the project’s progress, noting the significant improvements made.

Additionally, the Minister reviewed the work on the 5.2-kilometer University of Health and Allied Sciences (UHAS) road and planned to inspect the Asikuma-Kpeve-Have eastern corridor road.

At Juapong, Mr Boakye evaluated the impact of a recent flooding incident on the Alabomi stream culvert. He confirmed that no physical damage had occurred to the ditch and announced that dredging operations would be undertaken to ensure proper water flow.

The Minister attributed the flooding to human activities, specifically the accumulation of debris in the stream.

Mrs. Faustina Oppong-Yeboah, the Volta Regional Director of the Ghana Highways Authority (GHA), reported that the Atimpoku-Asikuma road project involved resealing and sectional repairs carried out by First Sky Construction.

Mr Edward Annan, the Volta Regional Urban Road Director, provided insights into the 10.6-kilometer dual carriageway from Ho to Sokode-Gborgame, which commenced in 2017 and was completed in May 2024 before being handed over to the government.

Mr Annan highlighted the dual carriageway’s positive impact on traffic flow and socio-economic activities in the region.

The project also included pedestrian walkways and the asphalting of two kilometres of roads within Ho town. Traffic education initiatives have been implemented to enhance road safety and promote efficient traffic management.

This inspection tour underscores the government’s commitment to improving road infrastructure and fostering development in the Volta and Oti Regions.

The condition of the roads has significantly worsened due to the stalled Nungua Interchange project, which was originally slated for completion in February 2023.

The delay has been attributed to ongoing negotiations with the International Monetary Fund (IMF).

During a site visit to evaluate the project’s progress, Minister Asenso-Boakye instructed the contractors to prioritize repairing the ground roads to ensure smooth commuting and commercial activities while awaiting the project’s resumption and completion.

“I have since directed the Department of Urban Roads to engage local contractors to repair sections that have deteriorated…today another contractor is on-site to do the repair works.

“I must put on record that the government has also engaged the contractor to rehabilitate the roads in Nungua, which are 19 kilometres of roads which are going to be constructed here in Nungua. And that will bring a lot of relief to the good people of Nungua and its surroundings. There are access roads here that were used as a diversion as a result of this construction project.

“And because there has been undue pressure on those roads, they have also deteriorated and I have asked the urban roads to take immediate action to repair those deteriorated sections of the roads,” Francis Asenso-Boakye said.

Mr Amoako-Atta, who was plying the road at the time of the accident, reportedly stopped his convoy to attend to the victim who was bleeding.

The minister, according to reports by Accra-based UTV, was on a tour to inspect road projects in parts of the region when he came across the accident victim.

The victim was a motor rider who was hit by an articulator truck.

The accident was said to have occurred in an attempt by the articulator driver to dodge a vehicle which stopped abruptly in front of him due to a tree stump which was in the middle of the road.

Vice president Dr Muhamudu Bawumia on Thursday inaugurated a 56.4-kilometre stretch of the Eastern Corridor road between Jasikan and Dodo Pepesu in the Kadjebi district of the Oti Region.

The Jasikan-Dodo Pepesu Project forms part of phase 1 of the $ 2 billion Government of Ghana/Sinohydro Master Project Agreement that was commenced in 2019.

Speaking at the inaugural ceremony Dr Bawumia touted the government’s commitment to bringing development to the people in the region.

He added the government would continue to do more since it created the region.

Minister for Roads and Highways, Amoako Atta, has charged MMDCEs in the region to prosecute those who cause damage to roads after construction.

According to him, some individuals after the construction cut through the roads, others set up washing bays by the roads while some also dump building materials on the road endangering the lives.

He asked chiefs not to shield anyone who comes to beg for mercy, stating these measures when taken would prolong the lifespan of the road.

Meanwhile, the MCE for Nkwanta South, Bright Kwame Lenwah, and some road users commended the government for the project as the roads in the area were in a bad state.

According to him, the situation has made it difficult for the ministry to repair the many deplorable roads.

He made these comments when he took his turn before Parliament’s Government Assurances Committee.

Addressing the committee members on Tuesday, Mr Amoako-Atta lamented the failure of the controversial E-levy to rake in the expected revenue.

Fresh data from the Finance Ministry showed a significant shortfall in revenue from the tax.

The data indicated that government raked in less than seven per cent of its e-levy target.

The E-Levy was initially expected to rake in ¢6.9 billion by the end of 2022 of which it was revised significantly to ¢4.5 billion.

Information from the Ministry’s provisional data span in the first and second quarters of 2022 reported that it has collected ¢92.7 million.

Comparing the amount raised (¢93.7 million) to the initial target (6.9 billion) indicates that a percentage of 6.4 per cent has been raked.

On the back of these, the Minister further argued that had Ghanaians supported the tax measure, more roads will be fixed across the country.

“One of the key areas of the E-Levy was the road sector. So if it had been, for instance, supported it could have helped,” he said.

When pressed by members of the committee if he had received all his allocations in the 2022 budget, the Roads and Highways Minister admitted that the Finance Ministry had not released all the amounts due his ministry.

He was quick, however, to add that the issue of unreleased budgetary allocation is not peculiar to his Ministry only.

Ghana is currently going through a tough phase when it comes to finances.

Following this, the government has been at the doors of the International Monetary Fund to save the economy from a meltdown.

The government, in its wisdom, has proposed the passage of the E-levy to bring in more revenue to build the road infrastructure of our country for all of us.

Government is looking forward to the passage of the E-levy that will bring in greater revenue that will be securitised and then used to raise a bond if possible, to build the road sector infrastructure.

The Roads and Highways Minister added that it is the government’s policy is to bring in a better form of collection because the toll revenue is built in the proposed E-levy.

Minister’s comment on Ekosiisen

Clarifying his statement on Ekosiisen, Mr Amoako-Atta said his comments were taken out of context, noting he said the levy “may be securitised”.

The minister described his colleagues who failed to understand his comments on the floor of the house as “lacking intelligence”.

E-Levy

The Finance Minister, Ken Ofori-Atta, during the presentation of the 2022 budget to parliament announced the government’s intention to introduce an Electronic Transactions Levy (E-levy).

The Levy, he said, was being introduced to “widen the tax net and rope in the informal sector.”

The proposed Levy, which was expected to come into effect in January 2022, charges 1.75% on the value of electronic transactions.

It covers mobile money payments, bank transfers, merchant payments, and inward remittances. There is an exemption for transactions up to GH¢100 per day.

Although the government has argued that it is an innovative way to generate revenue, scores of citizens and stakeholders have expressed varied sentiments on its appropriateness, with many standing firmly against it.

Even though others have argued in support of the Levy, a section of the populace believe that the 1.75% E-levy is an insensitive tax policy that will deepen the already prevailing hardship in the country.

Minister for Roads and Highways, Kwasi Amoako-Attah, is incensed with what he described as deliberate misrepresentation of his comments in the media.

In his view, it is a calculated ploy by some politicians to use the media as a propaganda tool against him.

“Some politicians operate in the realm of madness to promote their personal selfish agenda,” he fumed in an interview on Asempa FM’s Ekosii Sen programme Monday.

Mr Amoako-Attah was reacting to a report claiming he said he will use the yet-to-be approved E-levy to raise bonds for infrastructure.

According to the report, the Roads Minister made the comment while answering questions on the floor of Parliament.

But reacting to this, a livid Mr Amoako-Attah said his comment was misinterpreted to attract public backlash.

He stated unequivocally that, he never said the revenue that would be generated from E-levy will be used as a collateral for loan.

The Roads Minister used the opportunity to urge the media not to allow itself to be used by “mad politicians”.

“The media is a noble profession and it must be made up of intelligent people; don’t allow any made politician whether NDC, NPP, CPP whatever to use you for their selfish gains,” he added.

Mr Amoako-Atta disclosed this during an engagement with the leadership of Road Contractors Association.

“We even want to refurbish all tollbooth structures to provide proper and decent washrooms for the use by motorists so that we advise them to desist from that practice where sometimes you see cars stopping on the highway and people getting down to wee-wee as we usually see,” he announced.

The Minister further urged support among the contractors for the Electronic Transaction Levy (E-levy).

He noted their support for the levy will help in raising more revenue, part of which will be used to pay road contractors owed by the government.

Finance Minister, Ken Ofori-Atta, while delivering the 2022 budget in Parliament on Wednesday, November 17, 2021, said drivers who ply tolled roads across the country, will no longer be required to pay tolls.

He said the action was also meant to reduce the heavy traffic where road tolls were found with the directive to take immediate effect once the 2022 budget is approved.

However, Mr Amoako-Atta in a separate communique ordered a halt in all toll collections effective, Thursday, November 18, 2021.

He said no Ghanaian is bigger than the national interest, therefore, any project that stands in the way of the national interest will be taken off.

Addressing the media in Tamale after inspecting some major roads under construction in the Tamale Metropolis, the Minister said the government is embarking on a drive to dualise the country’s major highways adding that people have gotten wind of it and are deliberately siting projects on these highways.

“I am warning every potential developer that if you make that mistake and start your construction, we will get to you soon and when we get to you even if it is 10-story buildings we will demolish it. Every Ghanaian should know that,” he said.

He, therefore, called on Ghanaians to visit his Ministry or agencies under his Ministry for cross-checking on road reservations before constructing any project.

“All potential developers must cross-check with the Ghana Highway Authority before siting their projects,” he said.

He said the fast nature of these projects would not make room for any time-wasting.

“You can be sure of one thing; if they don’t and we get to them no matter the stage you reach even if the project is completed we are going to demolish it,” the Minister said.

At the Tamale Industrial area, the Minister, who inspected the newly constructed road, said the government is committed to constructing over 100 kilometers of asphalt road in the Northern Region.

 “You can see before and now this road was very bad and impassable, to that extent I understand the agitations of the people, now the same people are happy and that is what we want to do,” he stressed.

Mr Amoako Attah expressed hope that the E-Levy when passed would generate enough revenue to enable the government to undertake more road projects.

“All MPs in Tamale must support the passage of the E- Levy bill for more roads to be done for them and their constituents,“ he said.

The Minister also inspected the interchange project where he assured that work will be done by February and the road open to traffic in March

Earlier in the day, the Roads Minister when he paid a courtesy call on the Northern Regional Minister said the NPP government has done some significant work on roads in the Region, moving it from about 39 to 45 per cent.

He was optimistic that there will be more roads commissioned in 2022.

The Northern Regional Minister, Alhaji Shani Alhassan Shaibu, on his part, said the provision of the interchange would go a long way to relieve commuters of the stress they go through in the Metropolis.

“There is always that heavy traffic because of the long vehicles, busses, and coaches that pass here. When it’s open to traffic it will ease the stress,” he said.

He said the road is one of the important roads in the area; linking the south to the north and the Sahel Regions.  

He told the Roads and Highways Minister he would continue to appeal for more roads for his region.

The legislature on Thursday, November 18 was displeased with Kwasi Amoako-Attah for ordering the immediate cessation of the collection of road tolls in the country.

The Speaker, Alban Bagbin, directed that the order be reversed insisting that the decision was illegal.

He explained that although the scrapping of tolls on roads was announced in the 2022 budget, it remains a proposal until Parliament approves it.

But justifying the decision, the Road Ministry claimed the directive was to protect lives and property as many motorists were getting rowdy and attempting to physically abuse toll collectors due to the belief that the announcement in the 2022 budget was to take immediate effect.

Reacting to this, Mr Cudjoe said the said explanation depicts road users in the country as lawless.

“It was a convenient way of somehow trying to douse the flame on the e-levy. You cannot tell us that if you told us that this will come into effect in January 2022, we will be confused and start breaking toll booths.

“This is an insult to those of us who use roads. We can read and write. This was one of those political games. This was too brazen and it is an insult to be told that people were going to disorganise and break into all forms of untoward behaviour. I don’t believe it. Even as we speak now, it [the minister’s directive] has still not been reversed,” he said.

The Minister of Roads and Highways, Kwasi Amoako-Atta, has indicated delays will no longer be tolerated from contractors awarded projects.

According to him, contractors who will delay their projects will suffer nothing less than a contract termination.

Despite admitting the delays were due to late payment and capacity, he added the contract when terminated will be repacked and re-awarded.

Mr Amoako-Atta sounded this message of caution when he appeared before the floor of Parliament on Friday to answer questions on the delay of road projects, particularly within the Adentan enclave.

Over 600km of road in the Municipality has a little over 130km constructed, leaving a deficit of over 450km yet to be constructed.

However, he assured measures have been put in place to ensure the contractor gets to the site by the end of the year or face dire consequence.

During a visit to the Upper West Region, the Minister was forced to descend from the marooned air-conditioned car for a tired and weak wooden bench kept in small shades of the sun as the land cruiser he was travelling in had a flat tyre.

Mr Amoako-Atta was in the region to inspect ongoing works on roads washed away by severe flash floods on August 12.

The twin Sissala municipality and district is the food basket of the region. Arguably, they are the leading producers of maize in the country.

However, the harsh reality is that the region has the worst roads contributing largely to post-harvest losses.

The residents of Jefisi at Sissala West were happy about the predicament the Roads Minister found himself in although it is a lousy spectacle.

Four months ago, the youth group, including Chiefs in the area, protested about the blatant omission of the enclave from a €35 million funded project for access roads, but that ceased following the Minister’s engagement at a forum.

Kuoro Abu Dyakah Sukabe V noted that despite the people’s efforts to feed the region and beyond, it appears their actions are not recognised.

“Our next-door neighbour, Burkina Faso, just about 12 kilometres from here, the roads are tarred to the Burkinabe capital, but you look at our major trunk roads none of them is tarred,” he lamented.

Mr Amoako-Atta pledged the commitment of the government to work to give a facelift to the roads in the Sissala enclave.

“Give few months; you will see a change in Tumu. We are not only going to raise it to surface dressing that will precede it. Tumu roads after the initial surface dressing will be raised to asphaltic level,” the Minister added.

The Public Accounts Committee (PAC) has surcharged the Ministry of Works and Housing as well as the Ministry of Roads and Highways.

This, according to the Chairman, James Avedzi Klutuse, is due to their refusal to appear before the committee on Thursday, June 24, despite several notices served the sector ministers.

To him, the two Ministers, did not take the work of the Committee and Parliament, serious with their actions.

Coupled with the surcharge, Mr Klutse, who is also the Ketu North Member of Parliament has noted the two ministries will bear the cost incurred in organising the meeting.

“The cost Parliament incurred for organising today’s sitting must be borne by them. The account section will compute the cost and they will be surcharged, including the media in terms of the time that GTV has also spent,” he announced.

He explained the Roads Minister, Kwasi Amoako-Atta and the Works and Housing Minister, Francis Asenso-Boakye, were to assist with a probe into the 2017 and 2018 Auditor General’s Reports.

“We have written to the Ministries to appear before the Committee and we did not get any feedback from them about their unavailability so the assumption was that they will appear before us.

“This morning my clerks began to contact them and some of them were not picking the calls, some of them picked and said they were at another programme,” he announced at a meeting with committee members.

The teenager was involved in a life-threatening accident after a speeding taxi driver lost control of his vehicle and hit him.

Moses was buying food at Trede Junction in the Ashanti Region when a taxi driver hit him at the spot he stood.

He was rushed to the Komfo Anokye Teaching Hospital where an urgent surgery was performed and his right leg amputated from his thigh to save his life.

He has for the past three months been at the Komfo Anokye Teaching Hospital after going through four surgeries but doctors say he has about three more to go.

So far, about GHS 35,000 has been raised and donated to him at the Komfo Anokye Teaching Hospital after his story touched the hearts of many Asempa FM listeners.

The denial was after the minister had agreed that Seth meets him at Koforidua, a journey he undertook from Accra only for its purpose not to be fulfilled on getting to Koforidua.

Prior to the release of the latest Joy News‘ Hotline Documentary on road accidents dubbed ‘Crushed’, Mr Boateng said he wanted to interview the minister so he could share his views on the matter but it ended on an unfortunate note.

Mr Boateng was speaking about the compilation of the documentary on Daybreak Hitz on Hitz FM when he made the revelation about the politician’s refusal and its attendant frustration.

According to the renowned journalist, Mr Amoako-Attah said the media house had misrepresented him some time ago so he couldn’t grant the interview.

The Roads Minister-designate, Kwasi Amoako-Atta, has attributed the delay in paying road contractors to the negative effects of the Covid-19 pandemic on the economy.

According to him, the pandemic affected government’s revenue mobilisation to settle the arrears owed contractors on time.

Responding to a question posed by the Ranking Member on the Appointments Committee, Haruna Iddrisu, the sector Minister assured the committee of government’s commitment to pay its indebtedness to contractors.

“Mr Chairman, I will not sit down here and say that all contractors have been paid on schedule even though the government for the past four years has made efforts to pay our contractors because of the good work they render to the country.

“There are also outstanding payments and efforts are being made as and when monies are released to the Ministry. But Mr Chairman, we should not lose sight of the fact of the difficulties we all went through as a government and as a nation due to Covid-19 pandemic,” he said.

Mr Amoako-Atta, however, denied claims that government discriminates against some contractors in the payment of debts owed the contractors.

He stated that the Road Fund is being managed by a credible Board under a strong leadership who will ensure that fairness prevails.

Commenting on the road network of the country, Mr Amoako-Atta said about 39% of Ghana’s road network of 80,000 kilometers are in good shape while the remaining 61% need critical attention.

Kwasi Amoako-Atta, who was speaking at the commissioning of the first phase of the interchange, indicated that apart from the signing of an agreement, everything is ready to set the project in motion.

He further assured citizens that the government in two weeks will sign an agreement to complete the process for the second phase to commence as scheduled.

“The second phase is scheduled to take off in the fourth quarter of this year, we have gone far and I want to believe and we pray to God that Covid-19 will not be an impediment [on this project].

“The signing of the agreement for the phase two will be done within the next two weeks because everything concerning it is ready,” he said.

Highlighting the importance of the motorway, Mr Amoako-Atta said the old route connecting Accra to Tema in the Greater Accra region has for many years hindered the smooth flow of traffic.

Thus, has affected the economic growth potential of the country.

He noted that the construction of the extensive overpass will now correct the situation.

“This will now improve safety and efficiency of transport to and from Tema area in the Greater Accra Region and provide uninterrupted traffic flows to facilitate trade and transit in the West African sub-region,” he said.

He further added that the project provided 400 direct and 500 indirect jobs through a number of local companies who were engaged as suppliers and sub-contractors by the main contractor.

Background of the project

The $57-million Tema Motorway Interchange project was financed under a grant from the Japanese government and executed through JICA.

The interchange is to facilitate easy connection from Accra to Aflao and onwards to Togo, as well as the Akosombo road.

It is part of the West African Corridor Development Growth Ring Master Plan being implemented by Messrs Shimizu-Dai Nippon Joint Venture, with CTI Engineering International Company Ltd as consultants.

The scope of the Tema Motorway Roundabout includes an underpass in the Accra-Aflao direction, a signaled intersection at the middle level of the interchange and four pedestrian bridges, as well as drainage, ramps and service roads.

Speaking on Adom FM’s morning show Dwaso Nsem, Monday, Mr Titus –Glover, who is also the Deputy Minister for Transport mentioned some projects being taken by the government to improve the road infrastructure of the nation.

 “Under Akufo-Addo, we are doing concrete roads that can last 60 years in Tema East. My constituents have their roads fixed. Go and see what’s happening. Go to Eastern region, Volta Region, we are touching base in all those regions” he said.

Kwasi Amoako Attah, the sector minister made the statement following suggestions that the many construction activities on the mountain are fuelling the breakdown and fall of rocks on the Peduase-Ayimensah road.

The Minister, Kwasi Amoako Attah, during an inspection exercise together with the leadership of the Parliamentary Select Committee on Roads and Transport, said his outfit will issue a warning to the local assemblies and the relevant stakeholders to ensure that the issuance of permits for construction on the mountain is halted.

“We have to bring this to the attention of the local government authorities. I will do that with my colleague and issue a strong warning to all the relevant assemblies not to issue permit to potential developers on top of this hill. It lies within their domain to take action. Should any recalcitrant developer try to do that, immediately, such development must be halted by the assembly through demolition. We don’t even allow it to come up at all,” he said.

In barely two weeks, two rockfall incidents have occurred, leading to a temporary closure of the Accra bound section of the Aburi – Ayi Mensah road.

The latest rockfall was on Sunday, October 27, 2019.

Many have suggested that the various building projects on the mountain should be blamed for the rockfall.

An engineer, Mahama Abdulai, recently warned of more rock falls on the Accra-Aburi road in the Eastern Region, should the Akuapem South Assembly continue to allow construction activities on the slope or the peak of the Aburi Mountain.

He said such developments on the hill weaken the mountain’s rock formation and allow water to penetrate cracks, causing the particles to fall.

He further noted that any attempted engineering solution such as holding the foot of the mountain with a metal mesh will not work if estate developers on the mountain are allowed to continue building.

“When we are trying to do an engineering solution and we ignore what is happening up the slope, it will lead us nowhere. The Akuapim South Assembly has to sit up and stop the construction of buildings around the peak of the escarpment. When the surface is disturbed as it is now, there are segmentation in the rock and anytime it rains, water will infiltrate those fragments and make the materials lose.”

The bodyguard fired two gunshots into the air to control the rude and violent behaviour of a heavy-duty equipment dealer and his workers who had occupied the road reservation area on the Spintex side which is impeding construction works on the GHtf15 million second tunnel under the motorway.
The incident attracted the East Legon Police to the scene and the dealer and his two employees were arrested and bundled into a police vehicle.
The scuffle came after the Chief Engineer of Sonitra, Mr Feda Natour, had complained to the minister that the presence of 50 heavy duty equipment on the Spintex side of the project was hindering construction work.
Meanwhile, the Minister for Roads and Highways has dismissed media reports he was beaten to pulp during a site inspection ahead of the construction of a tunnel to link Spintex Road to East Legon.

Rather, Hon. Kwesi Amoako Atta said he was heckled by workers of a company operating illegally on that parcel of land.
Three persons are currently in custody at the East Legon police station after they openly fought the Roads Minister.
The three who are workers of Atpage Limited and Ottis Equipment waged war against the Roads Minister after he demanded their businesses be relocated from the shoulders of the Tema motorway.
The workers who had parked their excavators vowed not to leave the place claim they illegally acquired the parcel of land.
This generated into a scuffle and the aggrieved workers revolted against Mr. Amoako Atta.
Reacting to the issue on Adom FM’s Dwaso Nsem Tuesday, the Roads Minister said the attack on him shows the “level of indiscipline in the country”.
He could not fathom why someone illegally occupying a government land will fight state authority doing the right thing.
“The indiscipline in this country if we don’t check it will affect the development of Ghana”. He bemoaned.
The Road Minister said he has issued a 2-week ultimatum to all companies and squatters along the stretch to relocate.
Hon. Amoako Atta added that his ministry is so far satisfied with progress of works and he is optimistic the contractor will deliver on time.
“I won’t allow few indiscipline people to stall the construction of the roads which will ease traffic in the area” he stated.
