The National Road Safety Authority (NRSA) has given all Metropolitan, Municipal, and District Assemblies (MMDAs) in the Greater Accra Region a 21-day deadline to dismantle all outdoor advertising billboards mounted on pedestrian and vehicular footbridges.

The directive comes in response to growing concerns over violations of the Services-Advertising Specification for Outdoor Signs (GS: 847:2019), which stipulates that the primary function of road or bridge arches and gantries is for traffic management, not advertising.

In a statement, the NRSA explained that the move is aimed at eliminating visual distractions and ensuring that vital traffic infrastructure is used strictly for its intended purpose.

“We are taking this action to reduce visual distractions on our roads and ensure that structures like footbridges and overpasses serve their intended purpose — safe and efficient traffic management,” the Authority said.

The NRSA further warned that after the 21-day grace period, it will commence enforcement against any Assemblies that fail to comply.

“This is not just a regulatory requirement, it’s about protecting lives. Advertising cannot come at the cost of road safety,” the statement emphasized, describing the directive as a necessary step to safeguard public safety.

With increased movement expected during the celebrations, the NRSA cautioned that heightened road activity could lead to a surge in accidents if safety measures are not strictly observed.

The Authority, therefore, urged all road users to prioritize safety, emphasizing the need for responsible behavior to ensure an incident-free celebration.

“We encourage all drivers and motorcyclists to refrain from overloading, speeding, and engaging in dangerous driving or reckless riding,” the statement read. “Pedestrians are also advised to avoid jaywalking and use designated crossing points, such as zebra crossings and pedestrian footbridges.”

Speaking to members of the Tricycle Operators Association in Koforidua, Amaliba announced plans to train all riders on road safety and enforce the use of uniforms and helmets before the Driver and Vehicle Licensing Authority (DVLA) issues specialized license plates for their motorcycles.

“The legalization will come with some restrictions. It will not be a free-for-all as it is now. We will provide road safety training because some of you start riding without any knowledge of the rules,” he stated.

He added that discussions are ongoing to establish unions for rider registration to enhance regulation and accountability.

“We will introduce a uniform and a designated helmet for you. The DVLA will then issue a special number plate and train you on how to ride properly. The police will begin arresting those who fail to comply with road traffic regulations,” he warned.

“What I realised was that the two major causes of our road accidents have to do with driver indiscipline and pedestrian indiscipline,” he said.

he believes that addressing these issues would significantly reduce road accidents.

Mr. Amaliba also stated that he had embarked on an inspection of some major roads in Accra, focusing on pedestrian crossings and footbridges.

following his assessment, he announced plans to meet with the Roads and Highways Authority to discuss his findings and explore solutions, particularly increasing the number of pedestrian crossings.

commenting on his observations, he revealed that some urban roads lacked clear road markings, while in other areas, existing markings had faded.

additionally, he noted the absence of streetlights on certain stretches, creating hazardous conditions for both drivers and pedestrians.

“We realised that on some stretches within the city, there were no road markings, and in other instances, the road markings were faint.

“We also noticed the absence of streetlights and believe this must be brought to the attention of the Urban Roads Department as well as the Highways Authority,” he stated.

The drivers were enlightened on good housekeeping, the role of the individual in fire prevention, fire extinguishers, and the need to have one in their vehicles.

They were also educated by the Road Safety Authority team on how to stay safe from accidents during this Christmas season by driving safely.

The Volta Regional Safety Inspector of the Fire Service, DOII Charles Tisong, said the education sought to remind drivers to safeguard themselves and their passengers in case of any fire outbreak on the road.

He noted that, due to the fire safety education, the number of vehicular outbreaks in the region have reduced drastically, hence the need for continuation.

DOII Tisong also cautioned drivers without fire extinguishers in their vehicles to get one and those whose have expired or not functioning properly to get a new one.

The Assistant Planning Manager at the National Road Safety Authority Ho, Bismark Ellom Sakitey highlighted that, the collaboration was very important, serving as a refresher course and eye opener as the same time.

Some drivers speaking in an interview with Adom News were full of praise and requested that the sensitisation should be done periodically to keep them updated on modern safety trends.

These included 20 commercial vehicles, 10 private cars, and 23 motorcycles.

The accidents resulted in 10 deaths and 78 injuries, marking a significant increase compared to the previous year, 2023.

The Acting Regional Head of the National Road Safety Authority (NRSA) in Oti, Ms. Theresa Agyeman, attributed the rise in casualties to speeding and wrongful overtaking, particularly among motorcyclists.

August recorded the highest number of crashes with 8, while February and March had the lowest with only 2 each.

The months of April and July saw the highest fatalities, recording 3 deaths each.

Police checkpoint

The region also witnessed a sharp increase in pedestrian knockdowns.

Nine pedestrians, mostly children, were knocked down during this period, representing a 125% rise from the 4 cases recorded in 2023.

Motorcycles contributed to 43.40% of the crashes, followed by commercial vehicles at 37.74% and private vehicles at 18.87%.

Ms. Agyeman explained that the high rate of motorcycle-related accidents was due to poor regulation, lack of training, and weak enforcement of traffic laws.

To address this, she said the NRSA collaborated with the Police and engaged motorcyclists through education on the dangers of reckless riding and the importance of complying with road safety regulations, particularly helmet use.

Oti Region records over 9 road accident deaths from January to September this year

Research indicates that road crashes tend to increase during election years.

To counter this trend, Ms. Agyeman said the NRSA has taken proactive measures, including revising the road safety political code and engaging political parties to promote safer practices during campaigns.

Ms. Agyeman emphasized that the NRSA has intensified road safety campaigns on radio and sensitized political actors and their supporters about the dangers of reckless driving and riding during election periods.

The NRSA remains committed to reducing road accidents and improving road safety through collaboration, education, and enforcement.

In 2023, Ghana saw 14,135 road crashes, which claimed 2,276 lives and left 15,409 injured.

Speaking at the NRSA’s 25th anniversary in Accra, acting Board Chairman Mr Jeremaine Nkrumah announced the app’s introduction to combat this growing issue and urged drivers to stay vigilant.

The 14,135 road crashes in 2023 also led to 15,409 injuries, according to the Motor Traffic and Transport Department (MTTD) of the Ghana Police Service.

Despite a drop in accidents this year, acting Board Chairman of the NRSA, Jeremaine Nkrumah highlighted that the death toll remains alarmingly high. “When you look at the number this year it’s 1,614. It’s not just a number but 1,000 funerals more. Children, spouses, and everything.

Each time this happens people gather to mourn so to me these aren’t just numbers but humans. It’s in our interest to make sure that the road rules are followed” he said.

He attributed the majority of fatalities to commercial vehicles, urging drivers to exercise greater caution on the roads as part of efforts to curb these tragic losses.

He presented a chart showing a slight reduction in accidents over the years.

While acknowledging the drop in road accidents due to intensified public education, Chief Director at the Transport Ministry, Mabel Sagoe, emphasized the need for adopting innovative, data-driven strategies to achieve even greater reductions.

Some listed notable interventions such as the ‘Arrive Alive Stay Alive’ road safety campaign, the launch of the Ghana transport project and the digital platform for commercial transport groups.

The anniversary was celebrated on the theme “25 years of promoting road safety and awarding excellence”.

The suspect, believed to be a minor, rammed a Jaguar into an Acura vehicle resulting in a fatal accident over the weekend.

“The National Road Safety Authority is backing the police and we are strongly behind them in this investigation procedure,” the NSRA boss told Joy FM.

A statement from the police notes that two other individuals involved in the accident have been treated and discharged, while the 16-year-old driver, Elrad Salifu Amoako, is still receiving treatment in hospital.

The parents of the 16-year-old suspect driver, Bishop Salifu Amoako and Mouha Amoako, are currently in custody assisting the investigation.

Acting Director General of the NRSA, Ing. David Osafo Adonteng, believes the police’s actions will serve as a deterrent to those who drive recklessly.

“These two deaths must be accounted for by somebody. And it is through investigations that we can know who should be liable and what we can do in this circumstance,” he said.

Also, the Authority has directed owners of floating vehicles to join a transport union or form a company and be registered to operate legally before March 31, 2025.

The Director-General of the NRSA, David Osafo Adonteng, who gave the directive in an interview with the  Daily Graphic, said the move was per the regulations of the National Road Safety Regulations, 2022 (LI 2468).

“The registration of the transport operators and commercial drivers will help us to get data on who is operating in the space, how they are operating and what safety mechanisms they have put in place to protect passengers,” he said.

He stressed that the NRSA was particularly concerned about the activities of floating drivers who did not belong to any union and therefore were unregulated and difficult to monitor.

“These drivers are not registered with any transport union; not registered as a company; and do not load from terminals or stations. They move from place to place and are not controlled by anybody.

“We call on them to begin to form unions or belong to a union or register with the Register of Companies as companies and come to the NRSA for a license to operate legally. If they fail to do so by March 31, we will use the law to stop them from operating,” he stressed.

The law

L.I 2468 requires the NRSA to keep a register of all institutions providing road transport and its related services to ensure that they operate within the law.

Some of the regulated entities as provided for in L. I 2468 are commercial road transport operators, ride-hailing transport companies, transport departments and units of ministries, departments and agencies (MDAs), transport departments and units of private companies, institutional bus service providers and tyre service centres.

Regulation 92 of L. I 2468 states: “An entity or organisation which before the coming into force of these regulations operated a road transport service for commercial purpose shall, within two years of the coming into force of these regulations, comply with these regulations.”

The registration is meant to let the NRSA identify the transport entities individually and give them a license to operate.

Enforcement

The NRSA Director-General said given that L. I 2468 was enforceable from March 30, 2025, the NRSA had been engaging all stakeholders in the road safety sector, particularly the regulated entities, to drum home the need for them to register with the authority.

He noted that although some of the entities had registered with the NRSA, the patronage was not encouraging.

“We have done a lot of engagement and we believe that it is time to shift our focus towards enforcing the road safety standards and regulations going forward.

The NRSA Director-General urged the regulated entities to use the grace period of seven months to register with the authority because “next year will be different because we will move into full force of enforcement.”

Stringent measures

Mr Adonteng said apart from the registration with the NRSA, the authority had automated its systems and could monitor the in-traffic activities of drivers and would thus strengthen its monitoring regimes at all the regulated entities to ensure that road crashes were reduced.

He said the pre-departure checks would be strictly enforced at transport terminals and commercial vehicle stations to know the number of passengers they carry, the condition of the car and the driver before the vehicles hit the road.

Again, he said as a measure to ensure that drivers behave well on the road, the NRSA would train the drivers and put monitoring devices in their vehicles to enable them to track and monitor their movement daily.

The National Road Safety Authority (NRSA) has unveiled a new ‘Road Safety Code of Practice for Political Activities’ designed to mitigate road-related fatalities during the election season.

This code provides guidelines for politicians, political parties, and their supporters, urging them to prioritize road safety in preparation for the December elections.

It addresses the concerning trend of increased deaths during election years, which is often linked to political parties neglecting road traffic rules amid intense campaigning.

David Osafo Adonteng, Director-General of the NRSA, stressed that the code requires political party leaders to ensure that all campaign vehicles are in proper condition and operated by professionally qualified drivers.

He urged parties to integrate these safety practices into their campaign strategies to help reduce road fatalities this election season.

The code’s primary objective is to enhance Ghana’s road transportation system by “reducing road traffic crashes, fatalities, and injuries through the promotion, development, and coordination of road safety policies.”

Data from the National Road Traffic Crash and Casualty statistics reveal a troubling increase in road crashes during election years.

For example, in the 2016 general election, road crashes rose by approximately 11%, with injuries increasing by 14% and fatalities by 9% compared to the previous year. Similarly, in 2020, road crashes surged by 10%, resulting in higher rates of injuries and deaths.

The World Health Organization’s 2023 Global Status Report on Road Safety highlights the economic impact of traffic crashes, estimating that they cost Ghana between 3-5% of its GDP.

The NRSA pointed out that “global best practices indicate a link between political commitment and improvements in road safety. Without political will and participation, the necessary systems to enhance road safety will be delayed, leading to loss of lives and property.”

Historically, election years in Ghana have experienced a rise in road-related deaths, often due to the disregard for traffic regulations by political supporters during campaigns.

The NRSA’s data shows that since 2000, election years consistently record higher rates of road crashes, injuries, and fatalities compared to non-election years.

For instance, in December 2016, there were 44 deaths in 100 crashes involving 157 vehicles, marking a 15.6% increase from the previous year. Similarly, in 2020, 44 people died and 169 were injured in 155 recorded crashes, a 21.9% increase from the previous year.

These statistics reveal that, with few exceptions, every election year since 2000 has seen higher rates of crashes, injuries, and deaths compared to the surrounding years.

Notably, deaths increased by 27.4% in 2004 compared to 2003, decreased by 5.1% in 2008 compared to 2007, and rose by 1.9% in 2012 compared to the previous year.

Recent NRSA data reveals that between January and July 2024, men made up approximately 79% of road fatalities, while women accounted for 21%.

During the launch of the Road Safety Code of Practice for political activities in Accra, the Director of Research, Monitoring, and Evaluation at the NRSA, Daniel Wuaku called on women to become advocates for road safety.

He highlighted that women bear the brunt of road fatalities, as they are often left to cope with the loss of their partners.

“Women account for only 21% of the deaths recorded between January and July 2024, with men comprising 79%. This means we are seeing an increase in the number of widows,” Mr Wuaku said.

“It’s time for women to take a stand in advocating for road safety because they are the ones who suffer the most. We need your support in this effort.”

Road accidents: Over 1,200 deaths recorded between January and June 2024 https://www.adomonline.com/road-accidents-over-1200-deaths-recorded-between-january-and-june-2024/ Tue, 23 Jul 2024 08:18:29 +0000 https://www.adomonline.com/?p=2424719 From January to June 2024, a total of 6,653 road accidents were reported, involving 11,283 vehicles, including private, commercial, motorbikes, and cycles.

During this period, 1,237 people died, and 7,561 were injured.

Compared to 2023, the number of reported cases, vehicles involved, persons injured, and pedestrian knockdowns in 2024 all decreased.

However, the number of fatalities increased by 13% compared to the same period in 2023.

The Head of Public Relations at the National Road Safety Authority (NRSA), Pearl Adosu, attributed the increase in fatalities to wrongful overtaking and speeding.

“The contributory factor might be as a result of head-on collisions are as a result of wrongful overtaking and over speeding. Research has shown that about 90% of our drivers plying our roads in the country do not adhere to speed limits in the country and when the speed limit is high the severity of the crash is high,” she said.

March 2024 recorded the highest number of crashes with 1,145, while June had the fewest with 1,044. March also had the highest number of deaths, with 240.

From January to June 2024, 1,219 pedestrians were knocked down, a decrease of 1.9% from 2023 when 1,212 pedestrians were knocked down.

Private vehicles constituted the largest proportion of vehicles involved in crashes from January to June 2024, representing 43%, followed by commercial vehicles at 34% and motorcycles at 23%.

“Because the riders were not being properly regulated and there was no training or no proper enforcement, we saw hikes in the crashes and the fatalities rate but when we looked at the trend, we immediately collaborated with Ghana Police Service, and we established a relationship with the motor riders and so they have formed associations. We go to them, we do town hall meetings for them, we call facilitators to come and talk to them, sensitize them, educate them on the impact of their reckless riding and we have seen that it has helped mostly in the urban cities,” Adosu explained.

The Bono Region saw the highest percentage increase in deaths, with a 77.8% rise compared to the same period in 2023. The Oti Region recorded the highest percentage decrease in crashes, with a 50% reduction.

Research indicates that road crashes increase every election year, but NRSA officials said measures have been implemented to curb this trend.

“We have gone into discourse with the various political parties, we have engaged them, we have also been able to review the road safety political code of 2008 and so they are all aware of what they should do during the campaign. We will still go to their various national, regional, constituency and branch offices and sensitise them on the impact of reckless driving or recklessness during the campaign.”

According to the NRSA, the initiative aims to reduce the high rate of road accidents, particularly as the Easter season approaches.

Speaking to JoyNews, the Deputy Director for the Public Investment Development Unit at NRSA, Henry Asomani highlighted the need for vigilance during festive periods when over-speeding and drunk driving are prevalent.

He said that during festival periods, the NRSA often observes a significant increase in road crashes and instances of drunk driving, thus, the deployment of these officers will address these cases to prevent any road accidents.

“We will be with the police on the road, while the police are doing the enforcement, we are doing the education,” he added.

Mr Asomani said that pre-trip inspections will be intensified at lorry terminals to ensure that drivers have not consumed alcohol before departure.

He added that inspection checkpoints will also be set up for privately-owned vehicles travelling long distances.

Meanwhile, data from the Motor Traffic and Transport Department (MTTD) of the Ghana Police Service says Ghana recorded a total of 14,135 road accidents last year, resulting in 2,276 fatalities and 15,409 injuries.

In comparison, 2022 saw 14,960 road accidents with 2,373 deaths and 15,690 injuries.

The breakdown of the 2023 accidents includes 4,797 in Accra, 994 in Tema, and varying figures in other regions.

A total of 23,998 vehicles were involved, comprising 8,084 commercial vehicles, 10,767 private vehicles, and 5,147 motorcycles.

Acting Director, Regulatory Inspectorate and Compliance at the National Road Safety Authority (NRSA), Kwame Kodua Atuahene, has hinted at the placement of cameras at vantage points on the various Highways.

The initiative, according to Mr Atuahene is to curb the gross disregard for road regulations by drivers.

He was speaking during a road safety sensitization programme at Kasoa.

According to him, there will be fewer Policemen on the road to check drivers who flout the regulations in due course as people would be served fine tickets in their offices and homes.

He claimed that there will be a thorough check of the quality and maintenance of vehicles to curb the issue of rickety vehicles on Ghana’s roads in 2022.

Mr. Atuahene reacted to claims of incompetence by the MTTD and NRSA saying there is lack of personnel due to strategic deployment adopted to employ staff.

In a statement released on Friday, December 17, the Authority disclosed that a total of 75 traffic lights have been identified to be non-functional across the country.

According to the NRSA, out of the 75, the Greater Accra, Ashanti, Central and Western Regions account for 83% of all non-functional traffic lights in the country.

“Out of the total of 75 non-functional traffic lights identified across the country, Greater Accra (48%), Ashanti (19%), Central Region (9%) and Western (7%) accounts for 83% of all non-functional traffic lights. While the Northern and Upper West Regions had no cases of non-functional traffic signals, the Western North, Oti, Ahafo, Savannah & North East regions do not have traffic signals installed,” the statement said.

According to the NRSA, the presence of these non-functional traffic lights is a threat to road safety and potentially increases the risk of road crashes in the country.

“Given the threat and the duty imposed on the Authority to reduce road traffic crashes, injuries, and deaths, the Authority directs that the Department of Urban Roads, the relevant Assemblies, and the Ministry of Energy should take urgent and appropriate steps to ensure the functionality of streetlights and traffic signals.

“The Authority may be compelled to exercise its mandate to enforce the standards against erring duty bearers should the irresponsibility persist,” the statement added.

The National Road Safety Authority (NRSA) is hinting 2021 road accident deaths would be the worst in Ghana’s history.

Already, the death toll from January to September 2021 is 2,100 compared to 2,080 in December 2020.

Director-General of the NRSA, May Obiri-Yeboah, revealed this on Adom FM’s morning show, Dwaso Nsem Thursday.

According to her, there is too much indiscipline on the roads, resulting in so many carnages, deaths, and injuries.

The effects of these crashes beyond the victims, Madam Obiri Yeboah said, also affect spouses.

As an immediate measure, the Road Safety boss said they would on Wednesday, November 10, 2021, launch a national sensitisation programme ahead of the Christmas festivities.

Their aim is to ensure a drastic reduction of crashes on the roads and called on relevant stakeholders to also support the Authority in ensuring discipline on the roads to prevent a loss of the country’s labour force through avoidable road crashes.

Madam Yeboah advised drivers to desist from overloading, speeding, drunkenness, and reckless driving, especially during the Christmas season.

This comes after a ghastly accident at Akomadan in the Ashanti Region claimed the lives of six people, with others sustaining various degrees of injuries.

On Monday, a bus travelling from Nandom in the Upper West Region reportedly crashed into an abandoned vehicle at the Police checkpoint after the driver failed to apply the brakes because he was driving at top speed.

In a press release dated November 2, the Authority noted that speeding and driver fatigue are possible factors that led to the unfortunate incident, following preliminary investigations it conducted.

The NRSA has since commenced stricter adherence to road safety protocols by operators “including the use of vehicle logbooks as well as two drivers (relay driving) for journeys more than eight hours or 500 km.”

Meanwhile, the media has been implored to be circumspect in their reportage of road accident data “to avoid unnecessary apprehension among the travelling public.”

The Authority announced the award at the closing ceremony of a Mid-Year Performance Review Conference in Takoradi, convened to assess and critically appraise their performance for the first half of the year.

Mr Atuahene, the Head of Regulation, Inspection, and Compliance at the Authority, was eulogised for his exemplary leadership and more than a decade of selfless contribution to the work of the Authority” and for “championing the cause of road safety through relentless advocacy and cross-sectoral engagement.”

In the view of the Management of the Authority, his efforts at spearheading the development of a new Legislative Instrument to operationalise the Authority’s new mandate are commendable.

The Regulations are expected to drive a new agenda for road safety that demands enhanced responsibility from all road safety actors in Ghana. 

Prior to his new role as Head of Regulations, Inspections, and Compliance, Mr Atuahene led the Communications Unit of the Authority to execute a robust and successful campaign for road safety in the media whilst ensuring that road safety policies and interventions reflect the safety concerns of the public.

Mr Atuahene, a lawyer and communications expert, joined the Authority as an Information Officer and has risen through the ranks to lead the newly established Directorate for Regulations, Inspections & Compliance.

In this role, he leads the task of ensuring an improvement in quality of road safety-related services and regulatory administration of the commercial road transport sector.

The call comes after an overloaded truck rammed into the Accra-bound section of the bridge, damaging its parts.

In a letter by the NRSA to the GHA, it said a physical examination organized by the Authority revealed the incident may have “consequences for the structural integrity of the bridge thereby posing public safety concerns for road users”.

To this effect, the authority is requesting the Highway Authority to perform an impact assessment report on the damages to the bridge in a two-week ultimatum

The Act, which transformed the body from a Commission into an Authority is empowered as a regulator to coordinate activities of transport stakeholders.

It is also mandated to investigate transport systems for safety compliance and make the requisite recommendations to the Ministry of Transport and its related authorities.

The universities include the University of Ghana (UG), Kwame Nkrumah University of Science and Technology (KNUST) and the Ghana Institute of Management and Public Administration (GIMPA).

The warning was contained in a letter signed by the Director of Planning and Programs Mr David Osafo Adonteng on behalf of the Director General of the Authority, Mrs May Obiri- Yeboah.

The attention of the authority has been drawn to the violations to existing road safety standards regarding the requirement for Retro-reflective tapes involving some vehicles of the institutions’ fleet, it said.

The universities’ refusal to comply with the road safety standard has dire consequences to the safety of road users particularly at night where visibility is impaired.

Meanwhile, it has given the institutions ultimatums not more than four weeks to take immediate steps to being all such vehicles in conformity with the law and traffic regulations or face sanctions.
