The case has been reported to the Sunyani West District police for further investigation.

The party has announced that the Ghana Police Service will assume full responsibility for security arrangements during the polls.

The party has said the rules frown on delegates showing their ballot after casting their votes, hence anybody who will defy that will be arrested.

In an interview on Asempa FM Ekosii Sen, General Secretary, Justin Frimpong Kodua stressed the vote will not be counted.

“Anyone who shows his or her ballot will be arrested. His or her vote will not be accepted. It is against our party’s electoral rules.

“A vote is supposed to be secret. No one will also be allowed to take a photo of his vote. Nobody will be allowed to enter the poll booth with their phones,” he advised.

In addition, he said no delegate will be allowed to stay at the centre after casting their vote, stating the Police is in charge of security and will ensure strict compliance.

“There will be no private security or macho men. No aspirant has the power to bring any private security personnel to the election grounds,” he added.

Mr Kodua expressed confidence the party leadership has been fair to all aspirants in its quest to ensure a transparent and smooth process.

NPP polls: Help me to become a better MP – Aspirant tells Eastern Regional Minister https://www.adomonline.com/npp-polls-help-me-to-become-a-better-mp-aspirant-tells-eastern-regional-minister/ Fri, 26 Jan 2024 05:53:12 +0000 https://www.adomonline.com/?p=2347136 New Patriotic Party (NPP) Parliamentary aspirant in the New Juaben North constituency of the Eastern Region is optimistic he will emerge victorious in Saturday’s primary.

The philanthropist, Joseph Osei Djaba, however expects his four other contenders, especially the Eastern Regional minister, Seth Acheampong to accept the results of the primary and support his candidature.

“I pray that after the result is declared they will rally around me, give me their experiences and support. The regional minister has been there, he’s done it for twelve years elsewhere. I pray that if it is declared, and I believe that God will declare me, he should come around to help and coach me to become a better MP than he was” he appealed.

Speaking to journalists ahead of the parliamentary primary, Joseph Osei Djaba expressed the hope that he will leverage on his experience as a business person to seek for foreign investment in the area of jobs.

“Sixty to seventy percent of the people are youthful. There’s no better person than Joseph Osei Djaba to transmit their concerns to the house of parliament because we understand our plight. Not too long ago I was like them. It is by the grace of God that we got the opportunity to study and to better ourselves as it is now. The major concern in this area is job, jobs, jobs and jobs.

I pray to God that I am given this opportunity to serve them even further so that this journey and experience doesn’t cut short on Saturday because if God takes me further on Saturday, I promise them that I will leverage my connectivity and experience outside of this country to try and seek foreign investment in the area of jobs” he pledged.

The aspirant pledged to establish a couple of factories when given the nod to lead the constituency.

“You cannot locate any standing credible business here that is employing the constituents, this is where my focus will be. So, I will try all I can to bring one or two factories to this place, leveraging on the connectivity I have already and the experiences I have in business so that the youth of this place will find jobs here because if we get jobs here, nobody will leave and go to Accra because, like our environment, we like our people” he noted.

The philanthropist, who has already offered scholarships and built a healthcare centre for the people of the area says he is poised to do more if elected as the candidate.

Mr Osei Djaba will on Saturday, January 27, face competition from the Eastern Regional minister, Seth Kwame Acheampong, Nana Osei Agyei, a top official of the Agricultural Development Bank, and three others as the party elects parliamentary candidates in constituencies where it has sitting MPs.

NPP primaries: Two aspirants support Minister after stepping down https://www.adomonline.com/npp-primaries-two-aspirants-support-minister-after-stepping-down/ Fri, 26 Jan 2024 05:50:34 +0000 https://www.adomonline.com/?p=2347125 Two parliamentary aspirants of the New Patriotic Party (NPP) who pulled out of the race in the New Juaben North constituency, have thrown their weight behind the Eastern Regional Minister, Seth Acheampong.

The two, William Agyemang and William Amankrah did not only back the minister, but have gone ahead to join his campaign team, clamouring for votes for him.

The two believe the minister is better placed to lead the constituency than the rest of the aspirants.

“I decided not to contest again for obvious reasons. Upon careful introspection and several consultations, it is only right to give him my support because looking at the aspirants I am convinced that he stands tall” William Amankrah explained.

The minister continues to enjoy the backing of top party members in an election that promises to be a tough one.

Some residents and delegates have endorsed the Regional Minister, emphasizing that he is the ideal leader to guide the New Patriotic Party to success in the December polls.

They highlight his charismatic personality as a key factor that will sway the votes in his favour.

“He’s humble and approachable. The Regional minister has won the hearts of constituents. The man is very decent and down to earth, very welcoming. I will plead with all the delegates to vote massively for him come Saturday.”

“We’re going to campaign for him massively for him to win Saturday’s election, and we will campaign for him again to be our MP. We see his victory as a pathway to meaningful employment opportunities.

“He’s assisted others in securing jobs in various sectors. He has helped some of our friends here at Oyoko and other towns to secure jobs in the immigration service, prisons, fire service, and the like. We’re praying for him to win the NPP’s election so that, he can help us too”Kankam Twumasi Daniel, Assembly Member for Gyamfikrom Electoral area said.

A former constituency chairman, Kwadwo Boateng Agyemang who happens to be the nephew of former MP, Hackman Owusu Agyemang said “Hon. Hackman Owusu-Agyemang as the father and founder of NPP in New Juaben North has expressed his unwavering backing to his preferred candidate, Hon. Seth Kwame Acheampong.

“We’re never going to choose any other candidate apart from Hon. Hackman’s preferred candidate.”

According to him, the heightened attention on the poll is a result of the minister’s decision to contest.

Paris Acheampong, an Assembly Member is optimistic “the prevailing energy in the New Juaben North Constituency leading up to Saturday’s election overwhelmingly points to Hon. Seth Kwame Acheampong emerging victorious with a considerable margin.

“The convergence of support from residents, women, youth, and dedicated delegates underscores the widespread belief that he is the right candidate to steer the party to success in the upcoming elections.”

Burning Issues: Nhyiaeso constituency gets greenlight to hold NPP primary https://www.adomonline.com/burning-issues-nhyiaeso-constituency-gets-greenlight-to-hold-npp-primary/ Thu, 25 Jan 2024 06:40:54 +0000 https://www.adomonline.com/?p=2346565 The New Patriotic Party (NPP) has received approval to hold its parliamentary primaries in the Nhyiaeso Constituency of the Ashanti region.

The National Organiser, Henry Nana Boakye popularly known as Nana B confirmed this on Adom FM Burning Issues.

The party on January 17 announced the temporal suspension of the election set for Saturday, January 27, 2024.

The development was as a result of an interlocutory injunction filed by one of the aspirants, Asokore Mampong Municipal Chief Executive (MCE) and former MP, Kennedy Kankam.

Mr Kankam’s eligibility was been challenged in accordance with the NPP’s guidelines for the election.

The party on 24 July 2023 directed that all Metropolitan, Municipal and District Chief Executives (MMDCEs) in constituencies where the party has sitting MPs are not eligible to contest in the primaries.

But Mr Kankam contends that Asokore Mampong does not fall within the Nhyiaeso constituency, hence can contest the primaries.

However, Nana B says all issues have been resolved with Mr Kankam given permission to contest the election.

The MCE will be contesting with two other aspirants including the incumbent MP, Stephen Amoah and George Odoom.

Group secures injunction against Asante Mampong NPP primary https://www.adomonline.com/group-secures-injunction-against-asante-mampong-npp-primary/ Thu, 25 Jan 2024 06:20:56 +0000 https://www.adomonline.com/?p=2346491 About 35 New Patriotic Party (NPP) members in the Asante Mampong constituency have secured an injunction against the parliamentary primary set for Saturday, January 27, 2024.

The plaintiffs, led by one Kofi Sarpong, obtained the injunction at the Court of Appeal on Monday.

The defendants include the NPP headquarters, incumbent MP; Kwaku Ampratwum Sarpong, and the Ashanti Regional Chairman, Bernard Antwi Boasiako, among others.

Portions of the notice of motion read, “Applicants herein praying this Honorable Court for an Order of INTERLOCUTORY INJUNCTION restraining the Defendants/Respondents/Respondents either acting individually or together, their agents, assigns, privies, workmen and any person acting for them or taking instructions from them from participating either as election officers or candidates and or from conducting or holding the Parliamentary Primaries of the 1st Defendant Political Party at Mampong Constituency in the Ashanti Region.”

They also want the court to restrain the electoral area coordinators, polling station and constituency executives from participating in the election.

The party leadership has, therefore, suspended the election after being served with the injunction.

The fresh injunction is in relation to a pending legal tussle which started in February 2022 over the validity of polling station elections.

The case, which lasted over a year, was dismissed by the High Court in Mampong, paving the way for the conduct of elections for electoral area coordinators and constituency executives.

Report vote-buying – NPP delegates told ahead of primaries https://www.adomonline.com/report-vote-buying-npp-delegates-told-ahead-of-primaries/ Wed, 24 Jan 2024 20:25:00 +0000 https://www.adomonline.com/?p=2346483 Deputy General Secretary of the New Patriotic Party (NPP), Haruna Mohammed has urged party delegates and the general public to report any instances of vote-buying in the upcoming polls.

According to him, the party does not endorse individuals becoming candidates based on the amount they can offer delegates.

Speaking on JoyFM’s Midday News on January 24, 2024, he said “The NPP is very open to every reportage. Anybody who sees any evidence of somebody buying votes that we can rely on to be able to prosecute the agenda of making sure we cleanse out the system of vote-buying can come forward and the NPP will look at it and refer it to the appropriate quarters for redress.”

He clarified that the NPP has never normalised vote-buying despite the widespread perception that being a Member of Parliament on the party ticket is expensive.

“This is what they are saying, but myself and you have not been able to verify whether they have actually spent GH₵5 million or GH₵500,000 or any other amount.

“I am an accounting person, if somebody tells you that they have spent money so and so to do this, you need to verify. Take them, cost centre per cost centre to be able to verify whether it is true or false. So it is entirely not true that when somebody says something it is authoritatively correct that is what is happening on the ground,” he added.

Meanwhile, Mr Mohammed said everything was in place for the January 27 elections.

He explained that the party has made provisions for adequate police personnel, electoral officers, and everything needed for the smooth running of the polls.

However, the Minister of State at the Ministry of Local Government, Decentralization and Rural Development, says it was in the best interest of the NPP.

In a letter addressed to the NPP on Tuesday, Mr Amoah announced his decision not to seek re-election and requested his name is removed from the ballot paper.

However, the MP who doubles as the Chairman of the NPP Research Committee has pledged his active participation in party affairs.

“It is for the people to judge whether I will be missed or not, and I cannot say whether I will be missed or not.

“I have been in Parliament for four terms and have also served in the executive, gathering a lot of experience along the way. I am still active in the party. I withdrew for the national interest of the party and personal interest,” he said in a Citi News report.

He further called on Akuapem South delegates to ensure a peaceful, smooth process and rally behind the winner to retain the seat.

Mr Amoah was in the race with three others including Kwame Ofori-Gyau, Eric Samuel Annor-Mensah, and Frank Aidoo, who holds the position of Municipal Chief Executive for Akuapem South.

I am the new face that will bring unity to Asante Akim North – Kwasi Kwarteng https://www.adomonline.com/i-am-the-new-face-that-will-bring-unity-to-asante-akim-north-kwasi-kwarteng/ Wed, 24 Jan 2024 03:36:23 +0000 https://www.adomonline.com/?p=2345890 A New Patriotic Party aspiring parliamentary candidate for Asante Akim North, Kwasi Kwarteng, believes he is the ‘new face’ that would unite the party’s grassroots in the constituency.

Speaking on JoyNews’ PM Express on Tuesday, he acknowledged the existing divisions between the camps of Kojo Baah and Appiah Kubi within the constituency.

This situation, Mr Kwarteng indicated has led to the emergence of a strong independent candidate who was formerly affiliated with the NPP.

Therefore, positioned as a new face in the political landscape, Mr Kwarteng expressed his commitment to fostering unity within the party and the constituency.

“Today, we have a strong independent candidate who used to be a member of the NPP. So, we are coming in as a new face to bring unity. The constituency as it stands now needs a new face,” he asserted.

He drew parallels with the experience of the Kumawu constituency, emphasising that the introduction of a new face will have an impact on the performance of the independent candidate in that area.

Mr Kwarteng’s candidacy represents a strategic move to address the internal divisions within the NPP in Asante Akim North, with a focus on presenting a unified front ahead of the upcoming national election.

The aspirant’s commitment to bridging the gaps within the party aligns with the broader goal of securing victory in the December 7 elections.

Meanwhile, the NPP delegates are set to cast their votes on Saturday, to elect various parliamentary candidates who would contest on the ticket of the NPP during the December 7 election.

The party experienced a notable decline, losing 32 seats and reducing their Members of Parliament (MPs) to 137.

In this electoral shift, the opposition National Democratic Congress (NDC) gained the majority of the lost seats, bringing their total to 137.

The NPP regained the parliamentary majority when an independent candidate decided to align with the party in parliament.

On January 27, 2024, the NPP will once again be in the primary battlegrounds to select candidates who will contest on the party’s ticket, to restore a significant majority in the 2024 general elections.

Here are key battlegrounds to pay attention to.

The findings of the survey in question projected the Spokesperson of the Vice President, Dr. Gideon Boako, as the favorite in the upcoming New Patriotic Party primary (NPP) in the constituency.

This comes on the back of the announcement of a supposed research findings in the media indicating that about 79% of NPP delegates in the Tano North Constituency have endorsed the candidature of Dr. Boako, while 16% were in favor of the incumbent lawmaker, Freda Prempeh.

A statement signed by the Campaign Coordinator of Freda Prempeh, Appiah Dankwa Prince indicated that the delegates have denied taking part in any poll pertaining to the primaries.

“Delegates deny being approached for such an investigation, undermining the credibility of the alleged findings”, it stated.

The statement also expressed dissatisfaction at the desperate attempt by their opponent’s team to use deliberate means to “manipulate public perception and compromise the integrity of the upcoming primaries.”

Madam Prempeh’s team indicated that it remains resolute in working to garner the majority of the votes, as the delegates have exhibited confidence in their candidate.

“Conversely, the public has confidence in Freda Prempeh, recognizing her commitment and positive contributions. Trusting in the democratic process, voters believe she will continue to serve diligently and secure victory in the primaries”, the statement concluded.

Nearly 700 delegates will cast their votes in the primaries scheduled for Saturday, January 27.

NPP primaries: Some Asene Manso Akroso supporters protest over venue https://www.adomonline.com/npp-primaries-some-asene-manso-akroso-supporters-protest-over-venue/ Mon, 22 Jan 2024 22:40:25 +0000 https://www.adomonline.com/?p=2345175 Some supporters of the New Patriotic Party (NPP) in the Asene Manso Akroso Constituency of the Eastern Region have expressed their displeasure with the venue for Saturday’s parliamentary primaries.

According to them, the party has always held all elections at the Akroso Presby school therefore cannot fathom the new decision to hold the election at Akim Batabi.

The supporters, clad in red and black as well as party colour took to the streets on Monday to register their dissatisfaction.

The irate supporters have alleged the change in venue is only a ploy to favour the incumbent MP, George Kwame Aboagye who resides a few meters away from the venue.

They have therefore threatened to support one of the aspirants, Alex Owusu Adjei, to contest as an independent candidate in the general elections if the venue is not changed.

“We have seen on the platform that the venue has changed to Batabi. Our problem is that the venue is close to the MP’s house. We believe that the MP has an interest, which is why the venue has changed. We don’t want intimidation; it is becoming too much.

“The executives have been campaigning for the incumbent. We cannot go there to cast our votes. We will let Alex Owusu Agyei contest as an independent candidate,” they warned.

With 18 incumbent NPP MPs not seeking re-election, the Minister for Communications and Digitalization has bemoaned the loss of institutional memory and expertise will pose a serious challenge.

She has therefore appealed to NPP delegates to retain sitting MPs and also called on Ghanaians to do same in the December 7 polls.

She emphasized the vital mentorship and guidance role that these seasoned MPs give to first timers, stating the significance of knowledge transfer by these veterans cannot be underestimated.

“Next Parliament will suffer. The majority of the MPs bowing out are very experienced,” she said in an interview on Accra-based UTV.

Ursula recounted how as a first time MP, Akuapem South MP, Osei Bonsu (OB) Amoah for instance provided her with guidance and mentorship she needed to work effectively in Parliament to buttress his point.

Acknowledging the challenging nature of parliamentary responsibilities, Ursula emphasized the significance of prioritizing the education of new MPs to guarantee their active and effective participation in legislative processes.

“So we, the experienced ones who have decided to continue the race, I’ll urge the delegates to consider that and retain us,” she added.

The purpose of this conference is to officially acclaim or confirm the unopposed aspiring Parliamentary Candidates in the upcoming primaries.

This directive aligns with the decision communicated by the NPP General Secretary on January 17, 2024, following the resolutions of the National Executive Committee (NEC) for the election.

In accordance with Article 7(31) of the party’s constitution, the Northern Regional Chairman, Mohammed Adam Baantima Samba, has mandated the organization of this conference.

The constituencies to participate in the acclamation include Karaga, Tolon, Gushegu, Bimbila, and Tatale-Sanguli, where sitting MPs are not been contested on January 27.

This was contained in a letter signed by the Northern Regional Secretary of the NPP, Prof Zakaria Hudu.

Mr Hudu expressed optimism that the Extraordinary Constituency Delegates Conference will serve as a significant step in fortifying the party’s democratic processes.

The conference is anticipated to foster unity among party members, contributing to a cohesive and successful outcome in the upcoming 2024 elections.

It’s enough – Obour tells Asante Akyem South MP https://www.adomonline.com/its-enough-obour-tells-asante-akyem-mp/ Fri, 19 Jan 2024 21:05:32 +0000 https://www.adomonline.com/?p=2344332 A major contender in the Asante Akyem South New Patriotic Party (NPP) parliamentary primaries, Bice Osei-Kuffuor has said it is time for the incumbent MP, Kwaku Asante-Boateng to step aside.

The Managing Director of Ghana Post popularly known as Obour believes Mr Asante-Boateng has done enough and needs to give way for a new face.

According to him, the MP who doubles as a Deputy Railway Minister has been in office for 12 years, however, Asante Akyem South is still lagging behind in terms of development.

In an interview on Asempa FM’s Ekosii Sen programme Friday, Obour emphasised the need for a new face and vision to bolster support in the constituency.

“Under his tenure, the constituency has benefitted from a number of government driven initiatives but deliberate initiatives from him, you can’t point to a single one. Not a major project has been completed.

“He has his strength but I don’t think he is best with lobbying. The needs of the constituency has been abandoned so maybe when another person comes, he will help with that and I am best when it comes to lobbying,” he lamented.

Citing some pertinent challenges in the constituency, he said there are about six communities which do not have access to mobile network.

He noted that, he has already embarked on a number of infrastructural development and is poised to do more if given the nod.

January 27 will be Obour’s second time contesting the Asante Akyem South constituency primary after his defeat in 2020.

He contested with four others including Mr Asante-Boateng but lost by 58 votes.

I’m not afraid to lose my seat; it’s not family inheritance – NPP MP https://www.adomonline.com/im-not-afraid-to-lose-my-seat-its-not-family-inheritance-npp-mp/ Fri, 19 Jan 2024 14:30:38 +0000 https://www.adomonline.com/?p=2344128 Nhyiaeso Member of Parliament (MP), Stephen Amoah, says he is unfazed about criticisms and claims that he will lose the New Patriotic Party (NPP) upcoming primaries.

Mr Amoah who doubles as a Deputy Trade Minister says he will be disappointed if that should happen because he has paid his dues.

However, the seat is not a family inheritance for him to hold unto it forever.

“I am not afraid to lose the seat because it is not my family inheritance and God will not even allow that to happen except He doesn’t want me to contest again.

“If it is about track record, then the footprint is evident in the constituency,” he said in an interview on Accra-based Okay FM.

Mr Amoah who is seeking re-election is in a keen contest with former MP, Kennedy Kankam and George Odoom.

However, elections in the constituency has temporarily suspended due to an interlocutory injunction filed by Mr Kankam, Asokore Mampong Municipal Chief Executive (MCE) whose eligibility has been challenged.

Asked if the former MP poses any threat, Mr Amoah rebutted, “I am not afraid of Kennedy Kankam being in the race because he can never beat me in Nhyaieso. I don’t believe in going unopposed because I wouldn’t have become an MP if there was no contest.”

Mr Amoah snatched the seat from Mr Kankam in 2020 with 332 votes as against the latter’s 315 votes.

The one-time MP lost her seat in June 2020 to the incumbent MP, Sheila Bartels.

Sheila had 518 votes while Nana Akua Afriyie who was part of three other contenders polled 315.

She was subsequently appointed as the Deputy Ambassador to China.

Speaking on Asempa FM’s Ekosii Sen programme Friday ahead of the election set for January 27, Nana Akua said she has learnt his lessons and is in the right place to win the primary and also the general election.

She expressed confidence that, she will emerge victorious as the grounds look fertile in her favour.

“There are several projects I started but couldn’t finished including a 32-bed hospital and now they have been abandoned. So I need to come back and finished all those projects and start new ones,” she said.

Asked why she lost despite several social interventions, she replied, “I think it was money. I lost my father and husband prior to the election and I had spent all my money on medical bills. I also couldn’t get the chance to actively campaign because I was observing widowhood rites.”

NPP has failed to protect experienced MPs – Anyimadu-Antwi https://www.adomonline.com/npp-has-failed-to-protect-experienced-mps-anyimadu-antwi/ Thu, 11 Jan 2024 14:35:53 +0000 https://www.adomonline.com/?p=2340843 The Member of Parliament(MP) for Asante Akim Central, Kwame Anyimadu-Antwi, has criticized the New Patriotic Party (NPP) for its alleged failure to protect experienced MPs.

Mr Anyimadu-Antwi expressed concern over the departure of 18 experienced MPs, including Majority Leader Osei Kyei-Mensah-Bonsu and First Deputy Speaker Joseph Osei Owusu from parliament.

The MP who is seeking re-election for a fifth term is currently engaged in a highly competitive race with the Chief Executive Officer of the National Entrepreneurial and Innovation Programme (NEIP), Kofi Ofosu Nkansah.

He has suggested that, the NPP should have emulated the National Democratic Congress (NDC) by protecting experienced members within the caucus.

“Once you stay in Parliament for long, you get to know the law. Look at what the NDC is doing, they protected all the good materials in the party and I thought that the NPP would follow or copy the example of the NDC but I am not seeing that here.

“We have a whole constituency secretary orchestrating a diabolic plan to remove a peaceful member of Parliament,” Mr Anyimadu-Antwi said on Citi FM.

Asked what the NPP should have done to protect experienced MPs, Mr Anyimadu-Antwi responded, “I think that as a democratic party what we can do is to have a very fair and transparent election and with that, the experienced ones will come back to Parliament.”

The NPP currently holds the seat with Andy Appiah-Kubi as the Member of Parliament.

But speaking on Asempa FM’s Ekosii Sen programme Wednesday, the aspirant said his decision is a response to the call from constituents on him, adding there is a need for a change.

According to him, the NPP is not in good standing and risk losing the seat because of Mr Appiah-Kubi.

Mr Agyemang is a former MP who represented the constituency from 2012 to 2016.

He will be contesting in the election scheduled for January 27 with four other persons including the incumbent MP.

He, however, believes he is the best bet to lead the NPP to victory in 2024, after a group of Assembly members picked nomination forms for him.

This marks Safo’s fourth bid for Parliament since 2012. ASEPA threatens legal action against Controller and Accountant-General https://www.adomonline.com/asepa-threatens-legal-action-against-controller-and-accountant-general/ Sat, 06 Jan 2024 11:25:55 +0000 https://www.adomonline.com/?p=2339025 The Alliance for Social Equity and Public Accountability (ASEPA) has issued a two-week ultimatum, threatening to take legal action against the Controller and Accountant-General, Kwasi Kwaning-Bosompem.

This comes in response to Kwaning-Bosompem’s decision to participate in the New Patriotic Party’s Akim Swedru Constituency parliamentary primaries.

ASEPA contends that Kwaning-Bosompem’s candidacy violates the Civil Service Act, PNDC Law 327, and has called on President Nana Akufo-Addo to revoke his appointment.

In a letter addressed to the head of the Civil Service Commission, ASEPA argues that the aspirant’s political engagement contradicts the laws governing public service, warranting his dismissal.

The letter from ASEPA to President Akufo-Addo warns, “Based on the above, we hereby serve notice to President Akufo-Addo that the conduct of the Controller and Accountant General constitutes a gross violation of the laws of this land, and as such, he must be removed from office immediately. Failure to do so will compel us to challenge the action in court.”

Calls for Kwaning-Bosompem’s resignation have intensified since news of his political aspirations became public.

Critics cite Article 94(3) of the constitution, which prohibits certain officeholders, including members of the Police Service, Prisons Service, Armed Forces, Judicial Service, Legal Service, Civil Service, and Audit Service, from contesting parliamentary seats.

However, NPP Director of Communication, Richard Ahiagbah, disagrees with this interpretation, asserting that no law prevents Mr. Kwaning-Bosompem from participating in the election scheduled for January 27.

Below is ASEPA’s full letter.

SACK CONTROLLER AND ACCOUNTANT GENERAL WITHIN 48HOURS OR WE GO TO COURT

ASEPA has been following with keen interest the matter concerning the current Controller and Accountant General who has successfully filed his nomination to contest the Parliamentary Primaries of the New Patriotic Party in the Akim Swedru constituency in the Eastern Region.

Per our last checks as at this morning, the Controller and Accountant General who is a member of the Civil Service as defined under Section 4 of the Civil Service Act, PNDC Law 327 is still at post and has not tendered any official resignation to the President neither have we seen any communique from the Presidency revoking his appointment.

We are of the firm belief that this does not only constitute a grave violation of the laws of this country but also flies in the face of legal precedent and interpretation of the law established by the Supreme Court in the case of Civil and Local Government Service Staff Association (CLOSSAG) V.The Attorney General (2017) in suit number J1/16/2016.

Excerpts of that judgement is attached herein for your perusal.

In that case, the Supreme Court presided over by Her Ladyship Justice Sophia Akufo clearly set out the position of the law on the participation of Civil Servants in Political activities.

For the avoidance of doubt here is the verbatim wording of the decision of the Court in the case of CLOSSAG v.Attorney General;(supra)
ws:-
1. On a true and proper interpretation of the Constitution, a member of the Civil Service or Local Government Service has a right to join any political party of his or her choice, however, such a person does not have the right to participate overtly in political party activities whilst still a member of the Civil Service or Local Government Service.
2. On a true and proper interpretation of the Constitution, a member of the Civil Service or Local Government Service does not have a right to contest for elections for political party office or hold political party office whilst still a member of the
Civil Service or Local Government Service.
3. On a true and proper interpretation of the Constitution, a member of the Civil Service or Local Government Service does not have the right to remain a member
of the Civil Service or Local Government Service after his or her nomination by a political party or otherwise to contest for election as a member of parliament.
Moreover, such a person shall resign from his or her office immediately his or her political activities become overt.
4. The provisions of the Code of Conduct for members of the Civil Service or Local
Government Service, enacted by the Councils of Civil Service or Local Government
Service and any other authority barring a member of the Civil Service or Local
Government Service from engaging in political party activities are not in
contravention of the Constitution and are therefore not unconstitutional.

In greater context the Civil Service Act, PNDC Law 327 defines categorically defines Civil Service to include;
1. office of the President
2. a Ministry
3. a Government Department at the National level
4. Any other Civil Service department established under the Authority of the Act, whose emoluments is paid directly from the consolidated fund or other sources approved by Government.

Based on the above, we hereby serve notice to President Akufo-Addo that, the conduct of the Controller and Accountant General constitutes a gross violation of the laws of this land and as such he must be removed from office immediately. Failure of which will push us to challenge the action in Court.

We also serve notice to the Electoral Commission that the conduct of the Controller, having successfully filed his nominations to contest in a Political Party primaries while actively serving in a Civil Service Position is in clear breach of our laws and that therefore undermines his eligibility to contest as a member of Parliament even if he wins the political party primaries and the EC must be ready to reject his nominations as well or face us in Court.

NPP primaries: I’ll win over 60% votes in Bekwai – COP Alex Mensah https://www.adomonline.com/npp-primaries-ill-win-over-60-votes-in-bekwai-cop-alex-mensah/ Fri, 05 Jan 2024 10:24:01 +0000 https://www.adomonline.com/?p=2338857 Retired Commissioner of Police, George Alex Mensah, has expressed strong confidence in winning the Bekwai seat after successfully going through the New Patriotic Party (NPP) vetting process.

Following the First Deputy Speaker of Parliament, Joseph Owusu-Osei’s decision not to seek re-election in the upcoming NPP primaries, it has opened the floodgates for four persons to contest in the race.

Despite the contest expected to be stiff, COP George Alex Mensah told Citi News he is targeting to secure 60 percent of the votes in the upcoming primaries.

“I am going to bring unity to the party because we have to break the 8, and it is only unity that will help us break the 8, and that is what I am going to do. I am going to do everything that I have to do to bring improvement to the community.”

“With the percent that I am going to get, it should be more than 60 percent,” he added.

The other contenders in the race, Raph Poku-Adusei, Kingsley Opoku Agyemang, and Henry Opoku-Ware, are also optimistic about winning the primaries.

A former constituency chairman and District Chief Executive during former President John Agyekum Kuffour’s regime, Appiah-Kubi Baidoo’s disqualification came after two electoral area coordinators submitted a petition against him.

The petition accused the former DCE of betraying the party by causing confusion and going missing in action after the general elections.

The petitioners also highlighted the former DCE’s sponsorship and backing of an independent candidate instead of an NPP aspirant in the recent District Level Elections.

This decision resulted in the loss of the seat to the NDC candidate, marking a significant shift as the Akontombra seat had been held by the NPP for over a decade.

Furthermore, Appiah-Kubi Baidoo faced disqualification for failing to file the nomination form despite picking it up.

The vetting committee based this decision on the discrepancy in the aspirant’s identities, noting that he bore the name Appiah-Kubi Baidoo on all identification cards but presented Thomas Appiah-Kubi Baidoo on the cheques (payment orders) submitted for filing fees and development fees.

The petitioners also accused Appiah-Kubi Baidoo of not actively contributing to party activities beyond paying dues.

Appiah-Kubi Baidoo vehemently denied all allegations following his disqualification and went on to pronounce curses in an attempt to affirm his loyalty.

Meanwhile, other aspirants who were successfully cleared to contest expressed their commitment to winning the primaries and breaking the eight-year government chain in the media.

A disqualified aspirant from the New Patriotic Party (NPP) vying for a parliamentary seat in the Ayawaso West Wuogon constituency has made startling allegations, claiming that he was offered money to withdraw from the race in favour of the incumbent MP, Lydia Seyram Alhassan.

According to Sammy Kwabena Amankwah, he rejected the monetary offer, a decision that led to his disqualification following a vetting process on Wednesday.

Amankwah, expressing his discontent, revealed that there were also attempts by high-ranking individuals and party executives to convince him to step aside.

Despite facing pressure, Amankwah stood firm, emphasizing the calls from his constituents for him to lead and bring about the change they desire.

Expressing his frustration with the situation, Amankwah announced his intention to appeal his disqualification, portraying it as a larger scheme not just against him but also against the youth of Ghana.

He argued that the disqualification undermines the potential of young leaders, citing examples like J.A Kufuor, who became a minister at the age of 28.

Asserting his commitment to the cause, Amankwah declared, “I am going to fight not just for myself but for every youth. This will be a challenging journey and battle.”

If the disqualification holds, Lydia Alhassan is poised to run uncontested in the upcoming race.

However, the Greater Accra Regional NPP secretary, Daniel Odarlai Parker, has refuted Amankwah’s claims.

During the initial day of vetting, the Committee received a petition from 14 constituency executives and MP K.T Hammond, urging the disqualification of the Deputy Managing Director of the Ghana Publishing Company.

After thorough discussions on the petition, the Committee absolved Binfoh Darkwa of all the allegations put forth against him.

In an interview with JoyNews, Sammy Binfoh Darkwa expressed his readiness to defend himself against the allegations, stating, “I faced the Committee and came out successful. The Committee analyzed the allegations, and I was vindicated. I will always defend myself against any form of allegation.”

Responding to the petition, Mr. K.T Hammond emphasized that the accused individual lacks knowledge about the constituency, which he deemed a violation of Article 12(4) and (7).

He challenged, “Go and ask them if they know anything about the constituency. Go and ask them. What do they know about the constituency?” At the conclusion of the first day of vetting, all four aspirants vying for the Adansi Asokwa constituency seat under the NPP banner have been granted approval to contest.

Meanwhile, supporters of an aspirant in the Ahafo Ano North race, Fosu Frimpong, are accusing the party’s leadership of scheming to disqualify him for the National Disaster Management Organisation (NADMO) Director General, Nana Agyemang Prempeh, to run unopposed.

The love for NPP in Manso Nkwanta has waned – Parliamentary aspirant https://www.adomonline.com/the-love-for-npp-in-manso-nkwanta-has-waned-parliamentary-aspirant/ Fri, 22 Dec 2023 15:59:53 +0000 https://www.adomonline.com/?p=2335889 A New Patriotic Party (NPP) parliamentary aspirant in Manso Nkwanta Constituency, Frederick Kwadwo Nkansah, says the support for the party has reduced in the area because development projects have been overlooked.

According to him, bad roads in Manso have not received enough attention, leading to people’s disinterest.

Speaking to the media after submitting his forms for the upcoming NPP parliamentary primary, Fredrick Nkansah said the time has come for Manso Nkwanta to benefit from construction of good roads.

He believes that, the NPP’s diminished appeal in Manso Nkwanta is primarily due to the absence development projects in the area.

“Some time ago, the NPP was very powerful in our town because people liked the party, but now they don’t because our own town lacks development, they feel the party isn’t doing much for us,” he said.

Frederick Kwadwo Nkansah, popularly known as Yentumi, believes he is the right person to lead the NPP in the Manso Nkwanta Constituency to bring development to the area.

“I will help to complete the developmental works that has delayed in our town,” he said.

Mr. Nkansah said the NPP will unite to garner more votes in the area in December 2024 if he is given the mandate.

“The party delegates, elders in the party, and I will join forces to make our party stronger and move it forward” he stressed.

Meanwhile, the NPP Constituency Chairman for Manso Nkwanta, Owusu Mensah, said five people have picked their forms to contest the primaries.

“The problem isn’t the candidates, but their followers. They should behave decently, We’re all in this together, and once it’s over, we’ll return to our normal lives so they shouldn’t insult or try to start fights”, he said.

The NPP currently holds the seat with Sanitation Minister, Freda Prempeh as the Member of Parliament (MP).

However, Dr. Boako said the NPP risk losing the seat over an alleged disconnection between the Freda Prempeh and constituents, asserting his readiness to be the representative the people need.

In a press statement issued on Thursday, December 21, he emphasised his dedicated service to the party both nationally and in the constituency.

“Dear friends, colleagues, and fellow patriots, with deep gratitude and a resolute spirit, I humbly address you today to formally announce my aspiration to serve the good people of Tano North Constituency in the forthcoming Parliamentary elections.”

“This decision stems from my enduring commitment to our constituency, driven by your unwavering support and the greater welfare of our people and nation,” an excerpt of his statement said.

Catherine Afeku wins Evalue-Ajomoro Gwira NPP parliamentary primaries https://www.adomonline.com/catherine-afeku-wins-evalue-ajomoro-gwira-npp-parliamentary-primaries/ Mon, 11 Dec 2023 07:36:30 +0000 https://www.adomonline.com/?p=2330406 A former Member of Parliament (MP) in the Evalue-Ajomoro Gwira Constituency, Catherine Abelemah Afeku, has emerged as winner in the New Patriotic Party(NPP) Parliamentary primaries.

She polled 323 out of total votes cast of 607.

Her main contender, Justice Kangah who polled 282 of the votes with two rejected ballots in an election conducted and supervised by the Electoral Commission (EC) over the weekend.

It will be recalled that the Evalue-Ajomoro Gwira Constituency Parliamentary primaries, which was originally slated to take place on December 2, was cancelled following disagreement over the voting centre.

The candidate and delegates in the Gwira area wanted the election to be in the Gwira area.

According to them, elections were always held in Axim neglecting the northern part of the Constituency.

The Western Regional Executive arm of the NPP summoned the candidates for meeting in Takoradi.

The outcome of the meeting was that the primaries were to be held in three different polling stations in Axim, Gwira and Evalue.

In a victory message, Madam Afeku thanked the delegates for reposing yet another confidence in her by electing her to lead the party in the 2024 Parliamentary elections.

Madam Afeku appealed to the Regional and National Executives of the NPP to support orphan constituencies, which have issues to address so that parliamentary candidates in those areas would be able to sail through easily for the party.

She asked her contender and all the delegates as well as party faithful to bury their differences and rally behind her to grab the seat from the National Democratic Congress (NDC) to continue with developmental projects initiated in the Constituency.

All displayed ballots in Dec 2 primaries will be nullified — NPP https://www.adomonline.com/all-displayed-ballots-in-dec-2-primaries-will-be-nullified-npp/ Tue, 28 Nov 2023 11:41:28 +0000 https://www.adomonline.com/?p=2325256 Anyone found publicly displaying his cast ballot, capturing images of same and making gestures to show the person voted for in the December 2 parliamentary primaries shall be declared a spoilt or rejected ballot, the New Patriotic Party (NPP) has said.

The elections are to elect Parliamentary Candidates (PCs) in constituencies where the party has no sitting Members of Parliament (MPs), often referred to as orphan constituencies for the 2024 general election.

Consequently, the party has directed the Police to arrest persons who indulge in such acts on election day.

Guidelines

The party said there would be no proxy voting while no individual shall have the right to either remove names or insert names to replace deceased persons.

These were contained in the operational guidelines released by the party for the conduct of the December 2 parliamentary primaries in the orphan constituencies.

The guidelines for the conduct of the elections was released together with a statement issued and signed by the General Secretary of the NPP, Justin Frimpong Kodua, last Friday.

The statement said additional protocols governing the conduct of the polls in the orphan constituencies had been formulated to ensure the integrity and fairness of the electoral process.

“We trust that these protocols will contribute to a transparent, free and fair electoral process.”

“We acknowledge with sincere gratitude the unwavering cooperation from all stakeholders as we pursue an equitable, impartial and transparent process to elect our parliamentary candidates for the 2024 general election,” it said.

Key rules

Meanwhile, to ensure a smooth process the party has set up Constituency Parliamentary Election Committees (CPECs) with the mandate to oversee the organisation and conduct of the elections and all issues concerning the conduct of the primaries must be referred to them.

The committee is chaired by the Chairperson of the Constituency Council of Elders, with members as the Constituency Chairperson, Secretary and an elderly woman to be appointed by the Constituency Executive Committee.

It said to maintain uniformity and consistency, the party recommended that the CPECs use the same venues that were used for the recently ended presidential primary.

It said in case there was a change in the venue for the election, the Constituency Executive Committee members were to discuss it with their respective Regional Executive Committees.

Some of the key rules in the guidelines are the ban on camping of delegates on the day of voting, campaigning, canvassing for votes or gathering of party people for any purpose whatsoever a day before voting.

It said the Electoral Commission (EC) would supervise the conduct of the election to ensure a transparent, free and fair election.

Security activities, it said, rested exclusively with the police.
