At a press conference in Accra, Chairman of the NTC Board, Emmanuel Kwame Alorvi, described the reports as false and misleading, urging the public to disregard them.

“It has been reported on social media that the National Teaching Council has increased fees for the teacher licensure exams,” he noted, adding that “any information that suggests an increase must be treated with the contempt it deserves.”

He emphasized that the registration fee for re-sit candidates remains GH¢400, contrary to claims that it has been raised.

“The last time the licensure fees were increased was in 2023, and for four years there has not been any increment in the fees, and even the Board of the NTC has not considered increasing the fees,” he stated.

The Council also dismissed reports suggesting that the licensure examination has been cancelled.

Mr. Alorvi clarified that candidates from the first cohort of trainee teachers who sat for the exams in October 2025 but were unsuccessful will have the opportunity to re-sit the papers in March.

“The students that were denied, we have sought permission from the Minister of Education, Haruna Iddrisu, to allow us to schedule the month of March every year for those who fail the licensure exams to re-sit the papers,” Mr. Alorvi said.

He added that a formal proposal has already been submitted to the Education Minister for consideration.

The NTC reaffirmed its commitment to ensuring fairness, transparency and accessibility in the conduct of teacher licensure examinations across the country.

At a stakeholder engagement on Monday, July 15, the Minister directed the NTC’s governing council to begin processes to phase out the licensure exams by August 30, 2025. He explained that the move was to ensure a smooth transition as the government works toward abolishing the examination altogether.

The announcement sparked uncertainty among candidates preparing to sit for the GTLE, with many expressing concern about possible disruptions to the exam calendar.

In response, the NTC took to Facebook to allay these fears, stating categorically that the Minister’s comments do not affect the upcoming licensure exams, scheduled to take place from Friday to Sunday.

“All 2025 registered candidates should take note and adhere to this notice,” the NTC stressed in its post.

The Council further clarified that only future cohorts who are yet to complete their academic programmes would be affected by any revised policy, not those who have already registered for the 2025 exams.

On August 1, 2024, NTC began registration for the licensure exams with the deadline set for September 5.

However, some eligible candidates despite purchasing their vouchers have been unable to secure their codes to access the portal, resulting in anxiety.

But the Head of Public Affairs, Dennis Osei-Owusu in an interview with Adom News acknowledged the fears and challenges of the applicants.

He explained that, the system has been jam due to the number of vouchers sold.

Mr Osei-Owusu has appealed to the applicants to exercise restraint as NTC works to resolve the challenges.

He advised prospective teachers who have purchased their vouchers beyond 48 hours and have still not received the activation codes for registration to contact NTC’s office on 0552828853 or 0302986325.

Mr Osei-Owusu was optimistic all challenges will be resolved by Friday to facilitate a smooth process.

He disclosed this in an interview with Adom News, stating that due to the decent and professional nature of the NTC, a delegation from UK came to access the license system.

Thereby teachers from Ghana and the other countries after been certified with their respective license qualify to teach in the UK.

According to Dr. Addai-Poku some countries come to Ghana to learn the teaching license system, adding Ghana has progressed tremendously even though others started way us.

He has therefore called on Ghanaians to ensure they maintain the standard of teaching which will be beneficial for generations.

This is out of a total of 20,181 candidates who sat for the mandatory exams, representing 52.6%.

NTC in a statement said 10,625 teachers, representing 52.6% also passed the exams.

The Council said the results will be released on its website on Thursday, December 21, 2023,, and can be accessed via exam.ntc.gov.GH.

“All candidates can check their results from the NTC online portal at exam.ntc.gov.gh by using either their pins given during registration or their examination index numbers using their phone numbers. Candidates are advised to print their provisional certificates after checking results,” the statement in parts.

The failure rate in the 2023 exams shows a significant increase from the figure recorded in 2022, and this deepens the concerns raised annually.

Out of 7,728 prospective teachers who sat again for the exam conducted mainly in literacy and numeracy, 1,277 passed.

The figure represents 16.5 per cent of the candidates who sat again for the examination, introduced to license teaching practitioners.

The Head of Public Affairs of the National Teaching Council(NTC), Dennis Osei-Owusu in an interview with Adom News shed light on the impending changes to the licensing process.

Mr Osei-Owusu explained that, the transformation will not affect the entire examination process, stating the last round was held in September.

The next batch of the exam has been scheduled for November 15 and 16, presenting a last chance for those with resits in the old exams and diploma holders.

After this crucial examination window, diploma-holding teachers will need to upgrade to a degree level before they can continue with the licensure exams.

The upcoming reform will introduce the Subject-Based Ghana Teacher Licensure Examination (SBGTLE), a response to the need to assess both the content and professional knowledge of prospective teachers.

This transformation is aimed at enhancing the quality and professionalism of educators, in line with national standards.

For degree holders with referrals, the transition to the Subject-Based Ghana Teacher Licensure Examination (SBGTLE) will be required.

The Registrar disclosed that 10,000 applicants with Ghana Teacher Licenses have been certified to work in the UK without any further assessment (qualified teacher status test) by the UK government on June 13, 2023.

According to him, a little over 16,000 Ghanaian teachers applied to the Department of Education in the UK for employment.

Dr. Addai-Poku announced this when he delivered his welcome address during the first day of a two-day symposium that preceded this year’s Ghana Teacher Prize scheduled to take place on Thursday at Takoradi in the Western Region.

The symposium brought together educa­tion practitioners, academics and policy­makers to discuss topical issues, created a major platform for various agencies to engage participants on important policy is­sues and also offered a stage for schools to exhibit some innovations emanating from their schools.

It further provided a forum for the shortlisted award winners to showcase some of the things they did differently to merit this national recognition as well as a deep dive into the theme of the year’s World Teachers Day celebration.

The Registrar posited that although the nation churns out a huge number of qual­ified teachers each year, the high attrition rate turns around to create shortage yearly across the country.

Dr Addai-Poku commended all stake­holders in the nation’s education space for their roles and efforts being made towards attaining the best education for the nation’s future leaders.

He pledged to collaborate with both local and international agencies that were ready to partner to shape the training and professionalism of the Ghanaian teacher to give their best towards the transformation of the nation’s economy.
