The programme took place from 18th to 19th December at the GNAT Hall in Accra under the theme, “Enhancing the Operational Efficiency of National Ambulance Service for Effective 24-Hour Service.”

The training brought together Board members, management, and regional leadership from across the country for focused discussions aimed at strengthening institutional effectiveness, improving service delivery, and aligning leadership priorities with NAS’s life-saving mandate.

In his welcome address, the Board Chairman, Nana Baffour Kotei Kutin Sraman II, commended the Management and staff for their dedication and urged them to continue projecting the positive image of the Service.

The Chief Executive Officer, Dr George Kojo Owusu, also advised participants, including all EMTs, to meticulously document the cases and emergencies they respond to, noting that proper records are crucial for defending actions when necessary.

Key sessions on Day Two focused on critical areas shaping the future of NAS, including:

  • Clinical Audit Operations
  • Strategic Innovative Leadership and Corporate Governance

Through interactive presentations and practical engagements, participants demonstrated a shared commitment to continuous improvement, responsible leadership, and excellence in emergency medical service delivery.

Since its inception in 2004 with just seven stations in three regions, NAS has expanded to 297 stations nationwide, covering all 275 constituencies by the end of 2020. Its core objective remains to save lives and ensure quality care for patients within the pre-hospital care system.

The two-day programme took place between 18th and 19th December at the GNAT Hall in Accra, on the theme “Enhancing the operational efficiency of National Ambulance Service for effective 24-hour service”

The Training brought together Board Members, Management and Regional leadership from across the country for focused discussions aimed at strengthening institutional effectiveness, improving service delivery, and aligning leadership priorities with the Service’s mandate of saving lives.

The Acting Chief Executive Officer of the National Ambulance Service (NAS), Dr. George Kojo Owusu, has identified major constraints hampering Ghana’s emergency medical response and called for stronger support to safeguard gains made over the past two decades.

He made the remarks at the Emergency Medicine Society of Ghana (EMSOG) National Emergency Medicine Conference at KNUST.

Dr. Owusu said that despite the nationwide expansion of ambulance services, several systemic challenges continue to compromise rapid response and quality pre-hospital care.

He listed an aging ambulance fleet, inadequate medical equipment, funding delays, challenges in vehicle maintenance, fuel supply shortages, and the lack of towing and support vehicles as major limitations.

He further highlighted the absence of air and water ambulance capabilities, which affects service delivery in remote and hard-to-reach areas.

Human resource constraints also remain a concern. Although NAS employs 3,377 staff, including EMTs, advanced EMTs, paramedics and administrative personnel, retaining highly skilled workers is still difficult.

Dr. Owusu also expressed worry about the persistent misuse of emergency lines, noting that prank calls continue to divert critical resources needed to save lives.

He added that the absence of fully operational legal instruments supporting the National Ambulance Service Act, 2020 (Act 1041), limits the Service’s ability to enforce standards and protect its operations.

Poor road networks, especially in rural communities, were also cited as a major hindrance to timely response.

Despite these obstacles, Dr. Owusu stressed that Ghana’s progress in building its emergency medical system from the ground up demonstrates that “local resilience can shape global excellence in pre-hospital emergency care.”

He urged policy-makers, partners and the public to support efforts aimed at strengthening the emergency care system for improved national health security.

Dr. Owusu made the remarks during the passing-out ceremony for the third and final cohort of CMFRs, held at the Paramedic and Emergency Care Training School in Nkenkaasu, Ashanti Region. The initiative is a partnership with the Youth Employment Agency (YEA).

He expressed sincere gratitude to His Excellency the President of the Republic of Ghana, noting that the leadership’s commitment to health and youth empowerment has made the programme possible.

“Serve with integrity, discipline, and compassion, and let your work reflect the excellence of the National Ambulance Service,” Dr. Owusu urged the newly trained responders.

The collaboration with YEA, headed by Malik Basintale, has created employment opportunities while building a skilled corps of young Ghanaians ready to respond to emergencies.

Since its inception, the CMFR programme has trained 6,000 responders nationwide, ensuring that no Ghanaian life is lost due to delayed medical intervention.

The CMFR initiative represents a paradigm shift in emergency healthcare by embedding trained responders within communities as the first link in the life-saving chain. These responders, equipped with skills in Basic Life Support, trauma care, disaster preparedness, and community health interventions, provide prompt assistance before professional paramedics arrive.

The event will take place at the Paramadic and Emergency Care Training School in Nkenkaasu of the Ashanti region and all the other training center across the country.

The initiative is a two-year memorandum of understanding (MoU) between NAS and YEA to recruit 6,000 young Ghanaians as Community Medical First Responders across the country.

The move is part of the efforts to create jobs and strengthen the emergency response capacity through out Ghanaian communities.

The collaboration comes at a critical time, offering much-needed manpower support to strengthen NAS in the emergency response capacity.

The partnership will play a vital role in bridging the gap between the occurrence of emergency incidents and the timely arrival of ambulances on the scene, thereby enhancing the overall emergency response health care delivery.

This was during a courtesy visit led by the Acting Deputy Chief Executive Officer of NAS, Dr. Patrick Inkoom-Colbelson, the Acting Director of Operations, Dr. Ali Baba Awini, and the Head of the Fleet Unit, PAEMT. Francis Nkebi Annan.

The visit formed part of NAS’ operational strategy to expand emergency coverage through the establishment of ambulance stations at major interchanges across the country, beginning with the Flower Pot Interchange in Accra.

Dr. Inkoom-Colbelson and Mr. Awini, during the visit, outlined NAS’ mandate and its critical role in nationwide emergency medical response.

Both teams reviewed proposed spaces within the interchange, agreeing on Bay 3 as the most suitable site for the ambulance station.

Dr. Inkoom-Colbelson further proposed emergency response training for Department of Urban Roads staff, to strengthen their preparedness.

The Director of Urban Roads commended the collaboration and urged NAS to take proactive steps in occupying the agreed space. He also requested a formal letter from NAS outlining specific requirements for the establishment of the station.

This strategic partnership reflects NAS’s commitment to bringing lifesaving emergency medical services closer to Ghanaians by integrating stations into key transport hubs nationwide.

The initiative underscores NAS’s vital role in strengthening Ghana’s emergency medical response systems, both within the military and across the country.

A delegation from the GAF, led by Col. Francisca Aba Amakye, Director of Nursing and Midwifery Services, paid a courtesy call on the Acting Chief Executive Officer of NAS, Dr. George Kojo Owusu, and his management team to reaffirm the partnership and explore new areas of cooperation.

Since the partnership began in 2013, NAS has trained four cohorts of MEMTs, who continue to serve in both military and civilian emergency care. According to officials, the collaboration reflects a shared commitment to capacity building and the delivery of effective pre-hospital care during critical situations.

By mandate, the Ghana Armed Forces frequently participate in national and international operations where medical emergencies are prevalent. With support from NAS, the military has been able to enhance its preparedness and response to these challenges.

Established in 2004 after the Accra Sports Stadium Disaster that claimed 126 lives, NAS remains committed to its mission of providing quality pre-hospital emergency care for Ghanaians.

The incident reportedly occurred on the night of Thursday, July 31, 2025.

In a statement signed by its management, the Service described the circulating accounts as “misleading and fabricated narratives” and urged the public to disregard them.

Clarifying what transpired, the NAS explained that it had received a distress call to transfer a critically ill 17-year-old girl from the Atiwa West District Hospital to Enyiresi.

According to the statement, the ambulance arrived at the referral hospital at 6:31 p.m. but was informed that no bed was available.

“While waiting for arrangements to be made, the patient, who was on oxygen support in the ambulance, was continuously monitored. However, some relatives insisted that she be moved to the Koforidua Regional Hospital,” the Service stated.

The NAS stressed that its personnel acted with professionalism throughout the situation.

“Our Emergency Medical Technicians from the Atiwa West Ambulance Station acted professionally and in strict adherence to our code of practice,” the statement emphasized.

The Service reassured the public that it remains a dependable provider of emergency medical care, with highly trained staff working across the country.

It further explained that a misunderstanding arose between some community members and the ambulance crew during the patient’s transfer, adding that the viral videos misrepresented the actual events and caused unnecessary public concern.

The NAS urged the media and the public to verify information before sharing, warning that “unverified reports undermine trust and confidence in emergency response services.”

It reaffirmed its commitment to delivering reliable, life-saving pre-hospital care to Ghanaians in emergencies nationwide.

At a brief ceremony held at the YEA headquarters in Accra, acting YEA Chief Executive Officer, Malik Basintale, announced that the initiative aims to create employment while enhancing emergency response capacity in communities nationwide.

Mr. Basintale also credited former NAS CEO, Dr. Ahmed Nuhu Zakariah, for playing a key role in bringing the initiative to fruition.

Speaking at the event, the acting CEO of NAS, Dr. George Kojo Owusu, stressed the importance of the partnership, noting that it comes at a time when the service requires additional manpower to improve emergency response times.

“This collaboration will help bridge the gap between the occurrence of emergencies and the arrival of ambulances, ultimately improving the continuum of care,” Dr. Owusu stated.

He noted that by training safety and security champions across campus, the university is investing in a culture of readiness, response, and resilience.

The ceremony recognized 140 Emergency Medical Technicians (EMTs) in the Greater Accra region who completed a six-month specialized course in Health French.

The course aimed to enhance the EMTs’ communication skills, enabling them to provide better medical care to French-speaking patients they encounter during emergencies.

Key figures in attendance included Dr. Felicia Birch, Freeman Greater Accra Regional Coordinator at NAS, Mrs. Fati Masoud Salifu, Deputy Director of Training at NAS, and Dr. Daniel Asare, PAEMT. Also present were Jules Armand Aniambossou, representing the French Ambassador, and H.E. Assielou Felix Tanon, Ambassador of the Republic of Côte D’Ivoire to Ghana, among others.

In her address, Dr. Felicia Freeman, speaking on behalf of the CEO of NAS, Prof. Ahmed Nuhu Zakariah, congratulated the participants and highlighted the importance of the initiative in improving emergency medical care across Ghana.

She emphasized that the integration of French language training would significantly enhance communication with French-speaking patients and international partners, further advancing the quality of medical services.

The EMTs expressed their gratitude for the opportunity to gain valuable language skills, recognizing how this collaboration with Ashesi University and the French Embassy had equipped them with essential conversational French for better service delivery in the field.

“Helping Babies Breathe” (HBB) is a specialized neonatal resuscitation program that equips healthcare providers with essential skills to assist newborns struggling to breathe after birth.

Research has shown that HBB techniques can significantly reduce neonatal mortality and fresh stillbirths.

Kansas State University, a renowned public research institution based in Manhattan, Kansas, is recognized for its advanced research in various fields.

The National Ambulance Service continues to fulfill its mandate of providing pre-hospital emergency care to the sick and injured.

National Ambulance Service shine at the advanced drills course 2-2024 at the Army Combat Training School https://www.adomonline.com/national-ambulance-service-shine-at-the-advanced-drills-course-2-2024-at-the-army-combat-training-school/ Fri, 20 Dec 2024 09:52:16 +0000 https://www.adomonline.com/?p=2485930 Intermediate EMT Agyei Takyiwaa Beatrice, a female instructor of the National Ambulance Service’s Paramedic and Emergency Care Training School (PECTS), in Nkenkaasu in the Ashanti region, grabbed three awards at the end of the three-month Advanced Drills Course 2.

Speaking in an interview, she attributed her outstanding performance to hard work and discipline, stating that the training was not a walk in the park.

She won the Best Allied Student Award, Best Female Student Award and Second Best Student Award.

The Course assembled on 6th October 2024 with 78 Students, comprising 66 males and 12 females from the Army, Navy, Airforce, Ghana Police Service, Ghana Prisons Service, Ghana National Fire Service, Ghana Revenue Authority (Customs) and National Ambulance Service.

The aim of the course is to equip personnel with up-to-date knowledge and enhance their ability to instruct in drills, be able to organize ceremonial parades at all levels, and broaden their outlook on matters of general knowledge in unit administration and the norms of the profession.

Intermediate EMT Agyei Takyiwaa Beatrice hails from Dormaa. She had her Senior High School Education at Mansen SHS in the Dormaa East District in the Bono region and holds a Bachelor of Arts Degree in Education from the University of Cape Coast.

The Sixty-Nine (69) Military Emergency Medical Technicians, (MEMTs) who are yet to pass out on Thursday 19th December 2024 at the Quarter Master Yard, 37 Military Hospital, have undergone an intensive one (1) year training programme.

This is the fourth (4) batch of Military Emergency Medical Technicians (MEMTs) that are being churned out by the fruitful collaboration between the National Ambulance Service and the Ghana Armed Forces Medical Services, a collaboration which started in 2013.

The Ghana Armed Forces by its mandate is engaged in various operations nationally and internationally, for which casualties and other forms of ailments are inevitable.

The vision of this training is to therefore train military personnel to come out as highly qualified Military EMTs in order to safeguard the lives of our gallant military personnel and members of the general public as well.

The National Ambulance Service was established in 2004, after the Accra Sports Stadium Disaster which claimed 126 lives. Their core mandate is to provide pre-hospital care to the populace.

Speaking at the event the Chief Executive Officer for the National Ambulance Service, Prof. Ahmed Nuhu Zakariah stated that, all over the world Fire Service and Ambulance Service work together and that the main purpose of the games is to strengthen the relationship between the two.

“In all over the world the Fire Service and National Ambulance Service work together and Ghana is not an exception, our fun games are to cement the relationship but not a do-and-die affair, “ he said.

He thanked the organisers of the games and added that is not a big deal to see Ghana Fire Service winning but they are trying to maintain their seniority in the National Ambulance Service.

The coach of the Ghana National Fire Service soccer team Rebecca Narh also said winning the game has given her the platform to advance in her coaching career.

The Soccer team Coach of the National Ambulance Service, Bernard Bortier also attributed their poor performance to inadequate training and preparation and assured the fans that it would be a different story next time.

The National Ambulance Service was established in 2004 with just seven(7) pilot stations after a Stadium Disaster to the current number of two hundred and ninety-seven(297)stations across the country.

BLOOD DONATION, NATIONAL AMBULANCE SERVICE

Speaking in an interview, the Deputy Director of Welfare for the Service, Mrs Hellen Gasu emphasized the importance of participation in the event.

She encouraged all stakeholders to take part in the donation.

“We will encourage all stakeholders to take part in this donation, blood cannot be manufactured it can only be donated, so let’s help” she said.

Additionally, Mr. Edward Bannor, Chairman of the National Blood Donors Association, noted that donating blood offers health benefits to the donor, such as lowering the body’s iron levels, thus reducing the risk of heart attack and cancer.

“Donating blood lowers the number of irons in the body, providing more room for the blood vessels to operate, it reduces the risk of heart attack and cancer,” he stated.

The initiative is particularly crucial as Ghana faced a shortage of over 111,000 units of blood in 2020, which accounted for more than 39.7 per cent of national demand.

This scarcity resulted in the loss of thousands of lives due to the unavailability of blood for transfusions.

The national blood supply system in Ghana heavily relies on replacement donations from family and friends of patients in need of blood transfusions.

The Committee is made up of four external representatives and six other members drawn internally.

This is in fulfillment of the Public Procurement Act, 2003( Act 663 ) as Amended by 2016 ( Act 914 ) which mandates the service to constitute an Entity Tender Committee with external representation.

In the swearing -in, the Board Chairman of National Ambulance Service, Nana Wiafe Ababio, who administered the oath charged the committee members to work collaboratively.

The Chairman of the Committee, Professor Ahmed Nuhu Zakariah, said there is a need to put the structures in place to avoid violation of the existing laws in terms of procurement.

He urged the members to familiarize themselves with the Public Procurement Act, 2003 and 2016 for a proper delivery of the committee.

“We must put all the structures in place to avoid violations, especially in the area of procurement, I will urge members of the committee to use the public procurement Act , 2003 and 2016 as their Bible and Quran, so that we can give out our best “ he said.

Dr. Edward B. Agyekum on behalf of other members of the Committee said they will do their best to reduce any infractions in the procurement processes of the service.

“We will act as a military police to minimize any infractions, inject fairness and accountability into the procurement issues “ he stated.

The 10 member Entity Tender Committee comprises of Chairman, Professor Ahmed Nuhu Zakariah, Dr Edward Bright Agyekum, Dr Foster Ansong – Bridgan, Mrs Akua Gyamfuaa Mac- Owoo , Mr Victor Nee Aryee Cofie , Mr Abdul-Jamal Issaka, Mr Simon Akayiri Nyaaba, ENGR. The eight-member board is tasked with ensuring that the research activities of the Service are conducted ethically and in accordance with globally recognised standards.

Speaking at the event, held at the conference room of the National Ambulance Service (NAS) headquarters, on August 31, 2023, the Board Chairman, Nana Wiafe Ababio commended the Chief Executive Officer of the service and his team for their immense dedication to the growth of the Service.

He added that, the inauguration of the NAS Institutional Review Board is a significant step to help protect and respect the human rights of all the subjects of research.

“l would like to express my gratitude to the CEO, Prof Ahmed Nuhu Zakariah and his team who have tirelessly worked to set up the NAS IRB. Your dedication to the cause of ethical research is commendable and your efforts will have a lasting impact on the National Ambulance Service’s reputation. The inauguration of this board is a significant step forward to protect and respect human rights,” he stated.

In an acceptance speech on behalf of the members, Prof. Aaron Lawson thanked the board for the opportunity given to them and added that the composition of the board is strong, an indication that it can deliver on its mandate.

On behalf of my members, we thank the National Ambulance Service for this opportunity,” he stated.

A statement, signed by the Deputy Director of Public Relations of the Service, Simmons Yussif Kewura, said the ambulance in the viral video is one of 26 Toyota Hiace being procured by government and funded by the World Bank.

Mr Kewura added that the location of the ambulance shown in the video is actually the premises of the manufacturing company.

“It has come to the National Ambulance Service, a viral video circulating on social media , of an ambulance in Dubai belonging to the Government of Ghana, which is purported to being sold in that country.

“The said ambulance is found on the premises of the company, which is manufacturing the ambulances.”

According to the statement, the new ambulances will soon be shipped to Ghana.

The service has urged the general public to disregard the content of the video.

A journalist who bears the name, Gati Promise has said the ambulance service in the region failed to come to the aid of a sick boy despite several calls.

According to him, the actions of the ambulance service could have adversely affected the sick child.

But commenting on the allegation on Morning Starr, spokesperson for the National Ambulance Service, Simon Yussif Kewura, said that the journalist’s claims are untrue. 

“If he calls himself a journalist he should have checked the information before putting up this story. When you need an ambulance, we have two types of requests for an ambulance. First one is dialling 112 which is going to the centre. If you are in Greater Accra when you dial 112 it will go to our center in Accra and if you are in the Volta region it will go to Volta Region.

“The news that he had called an ambulance wasn’t true. He hasn’t called an ambulance per our records we have. There is no record because we have a book that when you call the dispatch center people will record it and then dispatch an ambulance,” Mr Kewura explained.

In the video, some victims were seen sitting in the back of the ambulance which had its siren blaring and emergency lights flashing.

In a statement, NAS noted the incident occurred on September 14, 2022, as it confirmed the ambulance in question is part of its fleet.

The service, however, noted the ambulance had enough fuel before it was dispatched to the accident scene.

Setting records straight on what transpired at the scene, the statement explained that as part of routine practice, its crew members sought to stabilise victims at a scene before conveying them to a hospital.

It can, therefore, not be correct the ambulance ran out of fuel, stating the commentary in the video cannot be accurate.

“It was in this process of stabilising the patients that some bystanders captured the scene, did a video commentary and posted the video on social media.

“It can be seen in the video as captured that the EMTs were busily attending to the victims to stabilise them before moving to the hospital and not because the ambulance had run out of fuel,” portions of the statement issued by the Deputy Director of Public Affairs, Simmons Yussif Kewura read.

Speaking on Adom TV’s Badwam Show, he noted that the issue of ambulance charges will continue to persist due to resource constraints.

“These ambulances for constituencies have some jurisdictions which sometimes make it difficult for them to travel longer distances outside of their jurisdiction due to financial constraint.

“Also in some cases where a patient needs to be transferred to another hospital or take an x-ray, we will plead with the patron to help us cater for fuel cost in order to cover for emergency cases,” he said.

Meanwhile, he criticised workers who extort fuel money from patrons during emergency situations.

“It is untrue that patrons need to pay fuel cost during emergencies before the patient is transferred. It is supposed to be legally free,” he said.

A widely circulated video on social media captured a number of ambulances parked in a location with a voice-over alleging that they have been abandoned.

But the service, in a statement signed by the Director, Public Relations, Simmons Yussif Kewura, identified the location as the Ashanti Regional workshop in Kumasi.

According to the statement, it is the designated workshop for ambulances in the middle and Nothern sectors where routine servicing, maintenance, and repairs take place.

The statement explained the ambulances were due for such purposes, hence the reason they have been parked there.
