These conditions may have found a potential solution in the cannabis plant, which has a rich history of medicinal, recreational, and spiritual use.

Cannabis Compounds and the Endocannabinoid System

Marijuana contains over 100 bioactive compounds, including tetrahydrocannabinol (THC) and cannabidiol (CBD), which interact with the body’s endocannabinoid system. This interaction produces various physiological effects. While marijuana has therapeutic potential, high-quality evidence remains limited.

Marijuana’s Therapeutic Potential

The endocannabinoid system regulates physiological processes, including pain, inflammation, and immune response. THC and CBD interact with this system to produce therapeutic effects (Pertwee, 2014). This regulates pain perception through cannabinoid receptors in the brain and spinal cord, helping to reduce pain perception (Woodhams et al., 2017).

Cannabinoids have therapeutic potential for pain management, providing relief from chronic neuropathic pain (Wilsey et al., 2013) and reducing chronic pain in rodents (Costa et al., 2007). They also regulate inflammation and immune response. CBD has anti-inflammatory properties, stimulating anti-inflammatory cytokines (Nagarkatti et al., 2009). It reduces inflammation and improves symptoms in multiple sclerosis patients (Rog et al., 2005) and reduces oxidative stress (Scuderi et al., 2018).

Marijuana as a Treatment for Malaria

Malaria is a life-threatening disease with limited treatment options. THC and CBD have antimalarial properties, inhibiting Plasmodium falciparum growth (Nosten et al., 2018). They are effective against chloroquine-resistant strains (Nosten et al., 2018; Thomas et al., 2019). CBD inhibits Plasmodium berghei growth in rodents by inducing oxidative stress (Takahashi et al., 2020). Cannabis sativa extracts also exhibit antimalarial activity (Onyeibor et al., 2019). THC and CBD may offer additional benefits, including anti-inflammatory and immunomodulatory effects, in treating malaria (Klein et al., 2003; Nagarkatti et al., 2009).

Chronic Pain Treatment with Cannabis

Chronic pain affects millions worldwide (NIH, 2020). Current treatments have significant side effects. THC and CBD have analgesic properties, which reduce pain in chronic and multiple sclerosis patients (Wilsey et al., 2013). Cannabinoids provided pain relief and improved sleep quality in 28 trials (Mücke et al., 2018). Cannabis reduced opioid use by 64 percent in chronic pain patients (Bradford et al., 2018). THC and CBD improved the quality of life in chronic pain patients (Fitzcharles et al., 2016). Cannabinoids work by activating receptors, inhibiting neurons, and modulating inflammation (Pertwee, 2014).

Sleep Disorders and Cannabis

Sleep disorders, including insomnia and sleep apnea, affect millions worldwide (NIH, 2020). Current treatments have significant side effects. THC and CBD have sleep-promoting properties, which improve sleep quality in chronic pain and Parkinson’s disease patients (Chagas et al., 2014, Pertwee, 2014). CBD reduces insomnia symptoms in anxiety disorder patients (Shannon et al., 2019). Cannabinoids improved sleep quality in 22 studies (Bonn-Miller et al., 2018). THC and CBD improved sleep quality in obstructive sleep apnea patients (Prasad et al., 2019). CBD also improves sleep quality in chronic pain patients (Phillips et al., 2020).

Benefits and Risks of Marijuana Use

Oral marijuana ingestion has benefits, including increased bioavailability and reduced respiratory problems (Pertwee, 2014). It relieves chronic pain, reduces inflammation in multiple sclerosis patients, and has immunomodulatory effects (Klein et al., 2003; Nagarkatti et al., 2009). However, oral ingestion also carries risks, including delayed effects, over-intoxication, and medication interactions (Pertwee, 2014). Long-term use can lead to cognitive impairment, psychosis risk, and respiratory problems (Large et al., 2011). Marijuana use during pregnancy increases the risk of low birth weight and complications (Huizink et al., 2017).

Conclusion

Oral ingestion of marijuana is emerging as a promising treatment for malaria, chronic pain, and sleep disorders. THC and CBD have antimalarial, analgesic, and sleep-promoting properties. Further research is needed to understand the benefits and risks. Research should determine optimal dosage, safety, potential interactions, and effects on vulnerable populations.

The action is part of a broader crackdown on the production, distribution, and consumption of illicit drugs in Ghana.

This operation is also aimed at dismantling the criminal networks that are deeply involved in the country’s drug trade.

Joy News’ Latif Iddrisu, who was present at the destruction site at Osu Beach in Accra, reported that the burning was carried out in compliance with an order from the Accra Circuit Court.

The narcotics, including compressed marijuana, cocaine stored in buckets, boxes, and bottles, were seized during a maritime operation.

The culprit confessed to having been sent to bring them to an inmate of the custodial centre.

She however was adamant not to mention the name of her accomplices and said inmate.

As the author of “Unchained,” a book detailing his journey of overcoming drug addiction, Asogonnde operates Eden Bar, which is touted as Ghana’s premier non-alcoholic establishment.

Attributing his transformation to a sermon by Mensah Otabil, the General Overseer of the International Central Gospel Centre (ICGC), Asogonnde shared that this pivotal moment marked the end of his addiction.

In a media interview on Thursday, May 23, Asogonnde revealed that his struggle with addiction began during his university years, where he started smoking marijuana after indulging in other vices.

“I don’t see us in a position to put in the necessary structures in place whereby when marijuana is legalized, we will be able to make some benefits from it.”

“At this point, if you legalise it, it will be more harm than good because the abuse will be inevitable. It could easily lead to young people abusing the drug without really understanding the extent to which it goes,” he said.

‘And so I’m not of the school of thought that it should be legalised now, but for medicinal use and industrial purpose, we could explore that,” he said.

The four Police man quickly gave him a chase, apprehended and escorted him to his hideout, where additional bags containing what is believed to be the illicit substance were uncovered.

The man is currently in custody, and legal proceedings are expected to follow as investigations into the case continue.

Lead study author Dr. Abra Jeffers, a data analyst at Massachusetts General Hospital in Boston, highlighted the growing use of cannabis and the lack of awareness regarding its potential cardiovascular risks. 

“Despite common use, little is known about the risks of cannabis use and, in particular, the cardiovascular disease risks,” she stated.

The study analyzed survey data from over 400,000 U.S. adults between 2016 and 2020, investigating the association between cannabis use and self-reported cardiovascular outcomes. 

Results showed that any marijuana use was linked to a higher risk of heart attacks and strokes, with daily users having the highest odds.

Dr. Robert L. Page II, a Professor at the University of Colorado School of Medicine, emphasized the importance of healthcare practitioners addressing cannabis use with patients. 

“As cannabis use continues to grow in legality and access across the U.S., practitioners and clinicians need to remember to assess cannabis use at each patient encounter,” he remarked.

He explained that, even though Ghana Police has no photo or video evidence to support their claim against him, he was jailed, but “the foreigner was protected and spared”.

“I was jailed for it and the same police that arrested me are now guarding someone to smoke in public and that person goes scot-free. If that is so, then I have to be compensated; it’s not fair. Ghana Police didn’t treat me right, and I think the system has not been fair to me,” he told Andy Dosty.

When asked how much money he wants from the Police for allegedly denting his reputation, he simply said “one million dollars.”

This is not the first time Kwaw Kese has expressed his displeasure about the Popcaan incident.

When the Jamaican musician stormed Ghana to enjoy the #YearofReturn initiative in 2020, Kwaw Kese took to social media to register his sentiments when Popcaan popped his head out of the sunroof, so fans could catch a glimpse of him smoking.

The police who were at the venue, he claimed failed to arrest him.

“Snoop without smoke is like earth without water,” added another.

Ro Marley, son of reggae legend Bob Marley, commented: “No more BBQ at uncle’s… the grill is off for the season.”

Snoop’s cannabis intake has been well-documented in his music and interviews.

The rapper, 52, made his debut on Dr Dre’s 1992 album The Chronic, whose title is a slang name for high quality marijuana.

Over the years, his lyrics have contained multiple references to the habit.

We gon’ smoke an ounce to this,” he rapped on his solo single Gin And Juice. The Dr Dre collaboration The Next Episode – which opened the Super Bowl half-time show in 2022 – carried the observation: “Smoke weed every day.

In 2013, speaking to GQ magazine, the artist said he was smoking 80 cannabis joints a day.

His founded Leafs By Snoop two years later. The company specialises in making its own cannabis strains, concentrates, flowers, and edibles.

Some fans suggested the star’s apparent decision to quit could have been made on health grounds.

“I had a pulmonary embolism last year and had to give up smoking as well,” wrote one on Instagram.

“I know how hard this transition is especially for someone like you. Take all the time you need.”

A second comment added: “I quit few months ago and literally [had] so much clarity since I stopped. Congratulations unc.”

On X, another fan speculated that Snoop was not giving up the drug altogether.

“He’s moving to edibles, letting his lungs rest a little. Eat up, champ.”

Frank, the UK’s anti-drug advisory service, notes that overusing marijuana can increase the risk of lung cancer.

Long-term users can also develop symptoms including anxiety, paranoia, insomnia, loss of appetite and hallucinations. The drug can also increase your chances of developing schizophrenia.

The BBC has contacted Snoop Dogg’s representatives for more context on his statement, but has yet to receive a reply.

This was on Thursday, December 1, 2022, during routine patrols on some identified unapproved routes bordering neighbouring Burkina Faso.

At about 10:23 am, and acting on an Intel, the team conducted a swoop in a house of a man (name withheld) at Liero.

In a statement, GIS explained it uncovered most of the rooms were stocked with sacks containing the suspected substance believed to be marijuana.

The determined personnel, with a backup reinforcement, retrieved the suspected substances and sent them to the Hamile Border Post for further investigation and action.

“The respective state security agencies would be invited to analyse the exhibits to ascertain the veracity of our deep suspicion on what the substance is actually.

“In the meantime, frantic efforts are being made to apprehend persons connected to the ceased substance to aid in investigation and appropriate action,” the statement noted.

The Hamile Border Post Commander, Chief Supt Owusu Ansah, expressed appreciation to the locals who provided the tip leading to the seizure.

“Rats are small animals, and they aren’t scared of the police,” noted a court in the city of Mathura, Uttar Pradesh, after hearing that local police were unable to furnish almost 200 kilograms of confiscated cannabis that was supposed to be used as evidence in a recent case.

Court documents said the police had been asked to provide 386 kilograms of cannabis, but the prosecution flagged to the court that more than 700 kilograms of marijuana stored in various stations across Mathura could be impacted by the rat infestation.

And this was – allegedly – not the first time the rats had struck. The judge hearing the case cited Mathura police as blaming the rodents for destroying a total of more than 500 kilograms of cannabis that had been seized in various cases and stored at the city’s Shergarh and Highway Police Station.

The court then laid down guidelines for the police to auction or dispose of the cannabis.

“There’s a rat menace in almost all police stations. Hence, necessary arrangements need to be made to safeguard the cannabis that’s been confiscated,” the court document said.

However, accounts regarding the exact sequence of events that followed the rats’ alleged consumption of the cannabis appear a little hazy.

Speaking after the court case, Mathura City Police Superintendent Martand Prakash Singh told CNN that the cannabis had been “destroyed by rains and flooding” and not by rats.

“There was no reference to rats in the (report submitted to the court) … the police only mentioned that the seized cannabis was destroyed in the rains and flooding,” he said.

If the rats are guilty as charged, they might now be taking things easy. A 2016 study by the University of British Columbia found the main psychoactive ingredient in marijuana made lab rats lazy.

Researchers trained 29 rats to perform an experiment, in which the rodents had to choose between a simple or more difficult task to earn treats.

The rats typically chose the harder – and more rewarding – task, but after being given marijuana, the same rats picked the easier task.

Justice Nicholas Oweibo convicted and sentenced them after finding them guilty of the charges of conspiracy and unlawful transportation.

The convicted fishermen included Francis Teye, Kweke Komel, Gad Adjah, Theophilus Tetteh, Kwesi Aboagye, Ekon Fynn, Kwamena Baah,  Kwabina Adjei, Micheal Okutu, Isaac Kofi, Kweku Moko, Kwezi Adzi and Kweku Mensah.

Others were Micheal Kofi, Ekon Bentum, Kwesi Amissah, Joshua Huago, Otu Otipeseku, Isaac Yorsson and Nana Kodwo.

The convicts were arrested with the drug conveyed from their country into the Nigerian territorial waters on January 14, 2022.

They were arraigned on two counts of conspiracy and unlawful transportation of the substance.

The prosecutor, Mr Fingere Owen, told the court that the offences were contrary to and punishable under sections 11(b) and 14(b) of the National Drug Law Enforcement Agency Act Cap. N30, Laws of the Federation of Nigeria 2004.

The defendants pleaded guilty to the charges.

Following their guilty pleas, the prosecutor reviewed the facts of the case.

Owen also tendered some exhibits and urged the court to convict and sentence them in accordance with the sections they were charged with.

However, lawyers for the convicts, Mr Uche Okoronkwo, who led Calistus Onyewueke, both of Minerva Legal Practice, told the court that all the defendants were first time offenders without previous criminal records.

Okoronkwo told the court that his clients were fishermen, who were engaged by a purported customer, who did not tell them the content of the bag.

Justice Oweibo sentenced them to one-year imprisonment each.

“I am more than in support for them to legalise it. Have the herbs been abused by those in Canada, US? No one will smoke outside or abuse the measures that it will come with.

He was handed a five-year imprisonment sentence and a fine of GH¢24,000, however, his failure to pay the fine attracted additional two years default sentence after he pleaded guilty to the charge.

He was arrested on June 14, this year at Dodi-Asuboe In the Kadjebi District of the Oti region for cultivating a narcotic plant on two-acre farmland.

The Court presided over by Mr Alfred Kwabena Asiedu granted an order for the destruction of the farm while sentencing him.

Meanwhile, briefing the Ghana News Agency, Madam Jetten Siberi, the Oti Regional Commander of the Narcotics Control Commission, said the destruction would serve as a warning to people engaged in such activities and called for a stop to such acts since anyone found culpable will face the law.

Madam Siberi expressed gratitude to the police for putting together resources to make the operation a success and assured of future collaborations to fight illicit drug activities in the region

Amakye Dede said on Accra-based GHOne that if the government legalises weed “it would be nice.”

He added that despite his stance, he does not smoke, noting that he disliked marijuana the very first time he attempted it.

Amakye Dede is not the first celebrity to make calls for the legalisation.

In 2018, reggae artiste Blakk Rasta urged the government to create a factory dedicated to marijuana production, among other things.

He noted that the country could make money not only in exporting the plant, but also have the factory refine weed into products like oil and others.

Blakk Rasta suggested that restrictions could be employed to ensure the plant was not abused.

When Germany announced its decision to legalise weed, actor turned politician John Dumelo called on the government to follow suit.

“Germany is set to make billions of Euros from taxes by legalizing marijuana. Then we will turn around and go and borrow that same money with interest for our development, forgetting that we (Ghana) grow the best marijuana in the world. Ain’t we smart?”. He quizzed.

In the audio, he mentioned that his first time experience with marijuana will go down as one of his worst moments as a recording artiste.

He narrated that he only tried it to prove to his friend who used to tease him for not being a ‘hard guy’.

“There was one time that I had to record a song and I went to see some friends. They used to be my friends I walk with. I was not smoking and drinking at the time and there is this girl who used to smoke weed and drink alcohol. She always told me that I am not a hard guy because I didn’t drink alcohol or smoke weed. I wanted to prove to her that I am a hard guy so I decided to smoke weed. I just took two puffs and I was completely knocked out and I eventually had to cancel my recording session,” he said.

He was initially part of a group called the ‘Traditional Rulers’ before going solo.

Her arrest was made by the Nkwanta South police based on intelligence.

According to the police Crime Officer, ASP Lawrence Wiafe, the police received intelligence that some group of persons was transporting India hemp (weed) from Hohoe to Kpassa.

The police, he said, deployed a team who intercepted a Ford transit bus with registration number VD 88-20 with passengers on board from Hohoe heading towards Kpassa.

A search conducted on the bus led to the discovery of the dried leaves and Margaret was identified as the owner.

She was later handed over to the Nkwanta Divisional police together with the exhibits and arraigned in court.

She is expected to reappear on 27th January 2022 for her charges and possible prosecution.

In the study, they bound to spike proteins found on the virus and blocked a step the pathogen uses to infect people.

The researchers tested the compounds’ effect against alpha and beta variants of the virus in a laboratory. The study didn’t involve giving the supplements to people or comparing infection rates in those who use the compounds to those who don’t.

Representative Nancy Mace of South Carolina, who is spear-heading the legislative effort, described the bill as a “compromise” with less onerous regulations than measures proposed earlier by other lawmakers including Democrats.

The legislation’s path in the Democratic-controlled House was uncertain. Mace, a first-term lawmaker, said the measure has five Republican co-sponsors.

Adult use of cannabis is legal in 18 U.S. states and allowed medically in 36 states. But it remains illegal under federal law, which has deterred banks and other investors from involvement with companies that sell marijuana or related products.

“This bill would also support businesses, in particular small businesses. That’s very important,” Mace told a news conference. “If we were to pass this bill today … businesses would operate and be legal and regulated just like alcohol.”

Titled the States Reform Act, the Republican legislation would defer to state authorities on matters of prohibition and regulation.

It would prohibit marijuana use by those under 21, restrict advertising, protect access to hiring and benefits for veterans who have used cannabis and expunge the records of people convicted on nonviolent, cannabis-only related offenses.

The bill diverges in several important ways from draft legislation proposed in July by Senate Democrats including Senate Majority Leader Chuck Schumer.

“It’s like some dumb sh*t bro. You know those old sh*t when they talk about it frying your brains. They try to make it seem like if you smoke it, you will go mad. Right now, everybody is relaxed, everybody does it, and everybody knows that. It’s just a topic no one wants to talk about. No one wants to talk about it; everybody is cool. The suspected men, who sustained minor injuries but realised the illegal substance was unmasked, quickly bolted into a nearby bush leaving behind one who was seriously injured.

The accident occurred on Sunday evening on the Wenchi-Wa stretch after a car with registration number GR 531-11 crashed into a tricycle and somersaulted several times.

According to witnesses, there were five occupants in the car including three adults and two children, who were heading to Hamile in the Upper West Region.

The injured was, however, sent to the Wenchi Methodist Hospital for treatment.

However, it also increases the penalties for crimes linked to the trafficking and dealing of cannabis, with the maximum sentence increasing from six to 10 years.

The reform, which was put forward by Italian MP Riccardo Magi, makes Italy one of the first countries in Europe to decriminalise the domestic cultivation of cannabis for personal use, with Spain and Czech Republic also permitting the growth of up to five plants at home.

This reform comes nearly two years after a landmark decision from Italy’s Supreme Court in 2019, that ruled small-scale domestic cultivation of cannabis was legal.

The ruling was made on December 19, 2019, but went unnoticed until a week later when it was reported by domestic news agencies and immediately fueled a simmering political debate over cannabis use in Italy.

It triggered calls for further legalisation from weed advocates and anger from the country’s conservatives.

However, in 2018, medicinal cannabis was legalized in the UK and some MPs have backed a similar move to Italy, towards decriminalisation.  

Meanwhile, in the US, cannabis has been legalized across a third of all US states, with Virginia, New Mexico, and Connecticut being the latest ones to legalize recreational cannabis.

The Narcotics Control Commission Act, 2020 (Act 1019), which was passed by Parliament on March 20, 2020, and assented to by the President on May 11, 2020, has enshrined special provisions relating to cannabis.

Section 43 of Act 1019 states that, “the Minister, on the recommendation of the Commission, may grant a licence for the cultivation of cannabis which has not more than 0.3% THC content on a dry weight basis for industrial purposes for obtaining fibre or seed or for medicinal purposes.” 

Legislative Instrument

Currently in Ghana, the Narcotics Control Commission is in the process of submitting to Parliament a Legislative Instrument (LI) that will spell out in details how one can qualify for a licence to cultivate cannabis with less than 0.3% of THC and applicable fees to pay for the issuance of such licence.

The Head of Communications and Media Relations at the Narcotics Control Commission, Francis Opoku Amoah made this known.

International Narcotics Control Board

According to the 2020 International Narcotics Control Board (INCB) Report, in August 2020, the government of South Africa submitted to the Parliament the Cannabis for Private Purposes Bill of 2020, amending its Drugs and Drug Trafficking Act (1992) to allow the cultivation and use of cannabis by adults for personal use. 

In the same INCB Report, the Parliament of Malawi approved the Cannabis Regulation Bill of 2020, in February 2020, permitting the cultivation of cannabis for medical, industrial and scientific purposes. 

Uganda also reported to INCB that, it had begun permitting the cultivation of cannabis for medical purposes. 

Obligation on governments

Though some countries are permitting the cultivation of cannabis, according to the INCB there is an obligation on the part of governments that permit the cultivation of cannabis to establish control measures in accordance with the 1961 Convention as amended. Such measures include the establishment of an agency responsible for designating areas and issuing licences for cultivation. 

The countries that are permitting the cultivation of cannabis are performing this obligation.

In Malawi, their Bill also establishes a national cannabis agency to issue licences to cultivate cannabis and regulate the industry within Malawi.

The government of Uganda, had also drafted guidelines to assist the Minister of Health in determining which cultivators should be granted licences to cultivate cannabis.

“I know that the Commission is working hard to make sure that, it presents a solid Legislative Instrument that will reflect how the hemp industry will be regulated in the country,” Mr Amoah explained.  

Interest generated

“I am well aware of the interest generated by the special provision relating to cultivation of Cannabis which has not more than 0.3% THC content on a dry weight basis for industrial purposes for obtaining fibre or seed or for medicinal purposes in the country. So many groups, companies and individuals have applied to the Commission for licence in order to legally engage in the cultivation of this species of cannabis when the LI is passed by Parliament,” Mr Amoah added. 

Interested person(s) have argued that, the emerging industry can provide employment and generate enormous revenue for the government.    

Cannabis still illegal 

The special provision relating to cannabis in section 43 of Act 1019 does NOT in any way constitute the LEGALIZATION or DECRIMINALIZATION of cannabis cultivation and/or use. As such, the cultivation, production, distribution, sale and consumption of cannabis remain prohibited by law. 

The Commission further reiterates and herein inform the general public that, it has not issued licence to any entity, individual or group of individuals to cultivate cannabis or conduct any business related to cannabis. The public should therefore refrain from making payments to any entity, individual or group of individuals for purposes of engaging in any business related to cannabis.

That, the Commission will make it public the modalities for the issuance of licence for the conduct of business relating to cannabis, once the LI is passed by Parliament.

The consulate said in some cases, the accused persons had no clue the drugs were in the packages given to them.

“The drugs were mostly hidden in food items and nicely packaged to be delivered to other persons in Dubai on arrival.

The vehicle, a Hyundai commercial mini bus with registration number AW 3121-Z, was chased and intercepted at Netikope, near Dzodze – Tadzewu barrier in the Ketu North Municipality of the Volta Region.

Chief Superintendent of Police, Joseph Atsu Dzineku, Akatsi South Municipal Police Commander in an interview with the Ghana News Agency (GNA) said the bus was intercepted at about 0010 hours on Wednesday after acting upon intelligence.

“The vehicle was moving from Ziope through Akatsi to Tadzewu area when my men tracked it down,” he said.

Mr Dzineku further indicated that the driver, the only occupant of the bus upon suspecting a Police signal, sped-off and abandoned the fully-loaded vehicle at Netikope, near the Dzodze-Tadzewu barrier.

The well compressed dried leaves were concealed in 16 large compartments of different sizes.

He made this assertion in an interview with Hitz FM‘s Don Tsegah on his U Sey Wetin show.

Parliament of Ghana has passed into law the Narcotics Control Commission Bill 2019, legalising the growing of some cannabis for health purposes.

The Narcotics Control Commission Bill, 2019 which transforms the Narcotics Control Board into a Commission with enhanced powers was passed in March 2020.

It empowers the Minister for Interior, in consultation with other institutions like Ministry of Health, to grant licenses for the production of cannabis of not more than 0.3 per cent Tetrahydrocannabinol for industrial and medicinal purposes.

This was in a dawn swoop at Ve-Koloenu in the Afadzato South District of the Volta Region.

They are George Agidi, 30, also known as ‘Doctor Aggrey’, Adam Razak, 31 and Isaac Nunekpeku, 17, all arrested on May 7, this year.

According to Prince Dogbatse, Volta Regional Police Public Relations Officer, the trio were arrested while packaging suspected cannabis into compressed and industrial slabs meant for commercial distribution.

He said a total of eight sacks of the compressed Indian Hemp and tools including seven heavy-duty car jacks and a special purpose metal fabrications used in moulding the slabs were also seized.

Mr Dogbatse indicated similar exercises would be replicated in other parts of the region to reduce incidents of violent crimes considered products of narcotics use.

He assured the public of the commitment of the Command to deliver on its mandate urging it to assist the Police with leads into criminal activities.

Reacting to Popcaan’s action, Kwaw Kese, who was himself a victim of public marijuana smoking felt the authorities spared him because he is a foreigner and they only dealt with him for being a native.

In a riposte, he said he was ready to meet the government of Ghana for marijuana legalization talks.

The Zambian government has finally approved a proposal to legalise the production of Marijuana.

The production of Marijuana in Zambia will, however, be restricted to exports and for medical purposes only.

Companies wishing to trade in Marijuana in Zambia will be charged US$250,000 annual license fees.

Only successful bidders will be issued with commercial licenses to grow and trade in Marijuana for exports.

The licenses will be issued by the Ministry of Health while the growth of the crop will be strictly supervised by the Zambia National Service.

The move was unanimously approved during last Wednesday’s cabinet meeting at State House.

This was confirmed by highly placed officials at Cabinet Office who could not be identified as they are not authorised to speak to the media.

“Cabinet approved the Cab Memo submitted by Health Minister Dr Chilufya for Marijuana legalization but for medicinal purposes. What is interested is that during that cabinet meeting, there were attempts by the Ministry of Home Affairs, Ministry of Agriculture working with Ministry of Commerce to take over the whole process of issuing licenses from the Ministry of Health who have been pushing this agenda for some time,” the source said.

“It appears this whole process was backed by some rich organizations and companies who have been promised licenses that is why there was jostling about where the responsibility to administer this would sit, finally a vote was taken and the Ministry of Health won,” the source added.

Africa’s legal cannabis industry could be worth more than $7.1 billion annually by 2023 if legislation is introduced in some of the continent’s major markets, according to research from The African Cannabis Report, the first detailed report on the legal cannabis industry in Africa.

According to the Daily Mail, Canadians seeking out legal recreational marijuana on Thursday not only had to contend with long lines, but also supply shortages in the wake of the historic change. One man called Alexandre was apparently turned away from a store when it closed at 9pm, having been waiting in line for a painful seven hours.

“It was hell, it was cold. But we had fun anyway, talking with people in the crowd and sharing joints” Alexandre said. Supply shortages were also reported in the provinces of Newfoundland and Saskatchewan, and also in the Arctic territory of Nunavut.

Bill Blair, a former Toronto police chief who has led the government’s legalisation programme, told public broadcaster CBC the country was unable to supply enough to meet demand.

“We expected, you know, certain strains might run out and there would be a bit of a run on supply. But, you know, they’ve got a pretty good infrastructure in place and I’m confident it will work” he said.

Under the new law, citizens will be allowed to carry up to 30 grams of cannabis in public and each household will be able to grow up to four marijuana plants.

According to the Public Relations Officer of the Eastern Regional Police Command, DSP Ebenezer Tetteh, the operation was jointly carried out by the DLEU and Nkurakan Police upon intelligence.

He said when the team got to the cannabis farm on August 26, 2018 at about 2pm, the suspect farmer was met in a wooden structure located in the middle of the farm and during interrogation admitted ownership of the narcotic farm.

DSP Ebenezer Tetteh, disclosed that a search in a wooden structure led to the retrieval of a big rafia basket and rubber container filled dried leaves suspected to be harvested cannabis.

The suspect was arrested while the farm destroyed.

Most communities in the Yilo Krobo district are notorious for the cultivation of Marijuana. Several farmers have diversified to the illicit drug business because they say it is more lucrative than crop farming.

Previous firefighting approach to clamping down on the menace was not successful.

Many peddlers in the illicit drug smuggling chain sneak to the area to purchase many quantities of the substance from the farmers making it a booming business.

On August 7, 2018 the Nkurakan Police arrested suspect Iddrisu Yakubu , 38, with two blue brown fertilizer sacks containing 44 compressed slabs of Marijuana mixed with dried cassava popularly known as Konkonte’.

The ninth grader (equivalent of JSS 3), who is schooling at a high school in Verulam was arrested by members of Reaction Unit South Africa after she was found in possession of 24 wrappings of marijuana yesterday morning.
Reaction Officers received information at about 9:30 am that a female student of the school had in her possession narcotics with the intent of selling to other students in the school during their lunch break.

Acting on the information a female Reaction Officer accompanied by an educator from the school proceeded to the grade nine learners class. When she noticed the Officer enter the classroom she removed a pink pencil case from her bag and placed on the desk of the pupil seated next to her. When the RUSA Officer opened the pencil case she discovered the 24 wrappings of cannabis inside.

The girl upon interrogation then confessed that the drugs were given to her by her 17 year old sister who is in grade 11 at the same school.
She went on to explain that she was only filling in for her sister who normally sells the drugs to other students in the school, because she was absent from school on that day.
She also confessed that she was instructed to give the pencil case to another learner who would approach her during the lunch break and assist her to sell the drugs to other learners for R5.00 each.
According to her:

He argued that the move will worsen alarming cases of mental disorders especially among the youth.
Dr. Logosu disclosed this in an interview on Adom FM’s Dwaso Nsem Thursday after some people revived the debate.
A section of Ghanaians, including former UN Secretary General, Kofi Annan, former boss of Narcotics Control Board NACOB, Akrasi Sarpong and Rastafarians are for the legalization and are also pushing for the new law now before Parliament to be passed to allow free use of cannabis.
They are convinced marijuana popularly known as wee is harmless and would not be widely abused.
But Dr. Amegashie described those people calling for the legalization of marijuana as unserious people.
He explained that, making it lawful will compound the already rising cases of mental disorders.
As someone who has come face to face with the harm marijuana has done to people, the Head of the Addictive Diseases Unit at Korle Bu said he will never agree to the decriminalization of wee in Ghana.
He cited how the country lacked rehabilitation centres to treat those already addicted to buttress his point.
Dr. Amegashie urged Parliament to listen to the views of the medical practitioners on this issue before they proceed to enact a law or make an informed position.
He also called on Members of Parliament to dedicate part of their common fund to build rehabilitation centres in their constituencies to save the future.
The medical practitioner commended the police for their continuous swoop farmers who are cultivating marijuana at the expense of food crops.
Dr. Amegashie stressed the chronic dependence on the drug can also lead to severe organ damage, respiratory depression, infection of the heart, subsequent collapse of the lungs and kidney, and liver failure.
He appealed to the public especially the youth to as a matter of urgency quit alcohol abuse to live long.

Dr Liang Bartkowiak tells the Altoona Mirror she was mentioned in the media as being eligible to certify medical marijuana users, and then her office phone started ringing off the hook. It was primarily men on the line.
Bartkowiak tells the newspaper she was shocked since she’s an OB-GYN who treats women exclusively.

 
A 2016 state law gives people under a doctor’s care access to medical marijuana if they suffer from an illness on a list of 17 qualifying conditions.
The law permits pills, oils, vapour or liquid marijuana, but not marijuana in plant form.
Doctors must certify the illness and patients must obtain an identification card from the Health Department.
