A spokesperson for the ministry told Reuters that meteorological services have forecast heavy rains from June 15 to September 30.

“The reason for this (suspension) is quite simply safety,” the spokesperson said in a text message to Reuters.

In March, the government of Africa’s second-largest gold producer suspended the granting of new artisanal mining permits to foreigners after a couple of accidents left dozens dead.

Artisanal mining is a common activity across much of West Africa and has increased in recent years due to growing demand for the precious metal and rising prices.

Deadly accidents are frequent as artisanal miners often use old-fashioned and unregulated methods of digging.

Mali’s gold production plunged 23% to around 57 metric tons last year, of which about 6 tonnes came from artisanal miners.

Mamani Nassire, the minister of political reforms, read out the decree signed by military government president Assimi Goita on television.

“Political parties and organizations of a political nature are dissolved throughout the national territory,” Nassire said.

“It is forbidden for members of dissolved political parties and political organizations to hold any meetings,” he added, reading from the decree.

 

The announcement follows an increasing number of pro-democracy activists being kidnapped from the streets of the capital Bamako.
It also comes days after a pro-democracy protest was held.

 

Why did Mali’s junta ban political parties?

Mali has been under military rule since a pair of coups in 2020 and 2021 led by Goita. While the leader has assured the people that elections will be held, the promised ballot of February 2022 was delayed for “technical reasons.” No revised timeline for elections has been provided.

In April, ministers of the transitional government recommended extending Goita’s presidency until 2030.

On Monday, Mali’s National Transition Council, the transitional legislative body, voted in favor of the dissolution of political parties.

“This decision deals a severe blow to the reconciliation process that began last year,” wrote Mali’s former prime minister, Moussa Mara, on his X account.

Opposition leaders go missing after protests

Bamako has seen a wave of protests in recent weeks. Several hundred people took to the streets on May 3 and May 4, carrying placards and demanding a multi-party election.

A protest planned for May 9 led to the military government suspending all political activities in the country.

Several pro-democracy activists have since gone missing, sparking fears of a wider repression of dissent.

In a statement last week, Human Rights Watch (HRW) said that two opposition leaders had gone missing, suggesting they may have been “forcibly disappeared.”

The watchdog said one opposition leader was taken by “masked gunmen claiming to be gendarmes” on May 8 and another was taken on the same day by “unidentified men” outside Bamako.

Both leaders had been part of the protests on May 3.

A national conference organised by the regime – but boycotted by leading opposition parties – has now recommended naming Gen Goïta president until 2030.

He has not yet commented on the recommendation, but the conference was seen as an attempt to legitimise his bid to remain in power.

Over the weekend, an opposition leader, Mohamed Salia Touré, told the AFP news agency that suppressing the multi-party system would be a “historic error”.

The conference also recommended suspending anything to do with elections until there was peace in the country, according to a document seen by AFP.

The military government has been trying to quell jihadist violence unleashed by groups linked with the Islamic State (IS) and al-Qaeda.

Since taking power, the junta leader has formed an alliance with coup leaders in neighbouring Burkina Faso and Niger, pivoting the region towards Russia after drastically reducing ties with former colonial power France.

Gen Goïta has also withdrawn Mali from the regional bloc ECOWAS over its demands to restore diplomatic rule. Burkina Faso and Niger have also left the grouping.

He first staged a coup in August 2020, overthrowing then-President Ibrahim Boubacar Keïta after huge anti-government protests over his rule and his handling of the jihadist insurgency.

Gen Goïta handed power to an interim government that was to oversee the transition to elections within 18 months.

He had sought to lead that government, but ECOWAS insisted on a civilian leader.

Unhappy with the performance of the civilian transitional arrangement, he seized power again in May 2021.

He was a colonel at the time, but became a five-star general last year.

Stalemate in regular time

Neither side managed to find a breakthrough in regulation time, although both had chances in an absorbing tactical contest.

Morocco’s Ilies Belmokhtar and Ahmed Mouhoub threatened from range while Mali’s Seydou Dembélé and Soumaila Fané were lively throughout, but their final efforts lacked precision.

Mali thought they had taken the lead midway through the first half through Fané, only for the goal to be ruled out by VAR for a handball in the build-up.

The North Africans responded by tightening their lines, with central defenders Driss Ait Cheikh and Moncef Zekri repelling Mali’s aggressive transitions.

Despite late pressure and a string of set-pieces from the West Africans, the deadlock remained unbroken at full-time.

Penalty drama seals historic win

In the shootout, Morocco converted all four of their spot-kicks with confidence—Ziyad Baha, Zakari El Khalfioui, Amine Ouahabi and Ilies Belmokhtar all finding the net.

Mali’s Issa Koné and Lamine Keita both saw their efforts saved, handing the title to the jubilant hosts.

Coach Nabil Baha, who guided the young Lions with discipline and defensive rigour throughout the tournament, hailed his players’ composure. Morocco conceded just one goal in the entire competition.

Mali, led by Adama Diefla Diallo, had hoped to secure a third U-17 crown after lifting the trophy in 2015 and 2017. But their dreams were dashed by a well-organised and mentally resilient Moroccan side.

On Sunday, Mali accused its northern neighbour of being a sponsor and exporter of terrorism after Algeria attacked one of its drones last week.

A strongly worded statement from Mali’s foreign ministry challenged Algeria’s earlier explanation that the unmanned surveillance aircraft had violated its airspace.

The statement described the downing of the drone as a “hostile premeditated action”. Algeria described the allegations as “lacking in seriousness [and they]… warrant no attention or response”.

Mali’s armed forces are fighting ethnic Tuareg separatists in the north. They have a stronghold in the town of Tinzaoutin, which straddles the Mali-Algeria border.

The shooting down of the drone raised diplomatic tensions, as Mali, along with its allies Niger and Burkina Faso, recalled their ambassadors from Algiers.

Last year, the three junta-led countries formed a regional bloc, the Alliance of Sahel States, known by its French acronym AES.

In their joint statement condemning Algeria, they said the shooting down of the drone “prevented the neutralisation of a terrorist group that was planning terrorist acts against the AES”.

Mali has also summoned the Algerian ambassador in Bamako over the incident, declaring that it would file a complaint with “international bodies”. It also withdrew from a regional security grouping that includes Algeria.

In its response on Monday, Algeria said it noted the Malian and AES statements with “deep dismay”. It described Mali’s allegations as an attempt to divert attention away from its own failures.

It also said this was the third violation of its airspace in recent months.

“Due to the repeated violations of our airspace by Mali, the Algerian government has decided to close it to air traffic coming from or to Mali, effective today,” Algeria’s defence ministry said on Monday.

Last Wednesday, Algeria acknowledged that it had shot down an “armed reconnaissance drone” close to Tinzaoutin saying it had “penetrated our airspace over a distance of 2km”.

But the junta in Bamako denied that the drone had violated Algeria’s airspace. It said that the aircraft’s wreckage was found 9.5km inside its borders.

Giving more details on Monday, Algeria said that the aircraft had entered its airspace “then exited before returning on an attack trajectory”.

Mali regularly accuses Algeria of giving shelter to Tuareg armed groups.

The north African country once served as a key mediator during more than a decade of conflict between Mali and the separatists. Their relations have soured since 2020 after the military took power in Bamako.

Algeria recently deployed troops along its borders to prevent the infiltration of militants and weapons from jihadist groups who operate in Mali and other countries in West Africa’s Sahel region.

The FLA accuse Malian forces and Wagner mercenaries of intercepting two passenger vehicles travelling to Algeria from the Malian city of Gao and killing the civilians on board, including women and children.

In a statement, army chief Gen Oumar Diarra said the allegations “relayed by terrorist networks, allies and sponsors” follow other “unfounded” claims against state forces.

For many years, the Malian government has been struggling against both Tuareg rebels seeking a breakaway state in the north and jihadist groups linked to Al-Qaeda and the Islamic State group.

The military which seized power in coups in 2020 and 2021 hired Russian mercenaries from the paramilitary group Wagner to help improve security in the country.

Both government forces and the Russians have often been accused by rights groups of committing gross human rights abuses against civilians, which they deny.

Last month, Mali was one of three countries under military rule to leave the West African regional bloc Ecowas, after refusing its demands to restore civilian rule.

The withdrawal of Mali, Burkina Faso and Niger dealt a huge blow to Ecowas, which at 50 years old is considered Africa’s most important regional group.

Mali’s military leaders also ended ties with former colonial power France, whose troops left the country in 2022 after more than a decade fighting Islamist insurgents.

The following year, all 12,000 UN peacekeepers left Mali on the junta’s instructions.

The victims had climbed into open-pit areas left by industrial miners to look for scraps of gold when the earth around them caved in, a gold miner’s union leader told Reuters.

This is Mali’s second deadly mining accident in three weeks, after at least 10 people were killed when a mining tunnel flooded late in January.

There are conflicting reports on the number people who died in Saturday’s accident.

A local police source told the AFP news agency that 48 people were killed in the collapse, while the head of an industry union told Reuters there were 43 victims.

“Some of the victims fell into the water. Among them was a woman with her baby on her back,” the local police source told AFP.

Rescue workers have been able to retrieve the bodies, local sources told the BBC.

Mali is one of the biggest gold producers in the world.

Accidents are common in the country as much mining activity is unregulated, with miners using unsafe methods to dig for gold.

Just over a year ago, at least 40 people were killed after a tunnel collapsed in a mine.

It is also common for illegal miners – mostly women – to try to recover gold from abandoned sites due to poverty.

A spokesperson from the country’s mines ministry confirmed to Reuters that the accident had taken place between the towns of Kéniéba and Dabia, but declined to give further details.

Ministry teams are drawing up a report at the scene, Reuters reports.

The collapse on Saturday occurred at an abandoned site formerly operated by a Chinese company, according to AFP.

Beijing is heavily invested in developing Mali’s mining industries, with the approval of its government.

Since Mali is rich in natural resources, including gold, iron ore, manganese, lithium, and uranium, it is an attractive destination for Chinese investors.

While such investment has improved Mali’s infrastructure, especially in the transportation sector, the government has accumulated significant debt obligations to China, raising concerns about its ability to repay the loans.

Chinese mining activities have also been criticised for contributing to environmental pollution in the country.

Mali is currently engaged in a dispute over revenue sharing with one of the largest mining companies in the country, the Canadian firm Barrick.

Last month, the Malian government seized gold bars worth $245m (£194m) from Barrick and issued an arrest warrant for its CEO, Mark Bristow.

Mr Bristow said he had “no doubt” the conflict would be resolved in an interview with Bloomberg this week.

The ECOWAS Trade Liberalisation Scheme (ETLS) will remain in place, allowing trade between member and non-member states, while citizens of non-member countries will continue to enjoy visa-free movement and other benefits as per ECOWAS protocols.

Background

The decision for Mali, Burkina Faso, and Niger to leave ECOWAS follows military coups.

In Mali, a military coup in August 2020 ousted the elected government of President Ibrahim Boubacar Keita, which led to the country’s suspension from ECOWAS. Relations worsened following a second coup in 2021, resulting in Mali’s formal withdrawal from the regional body in 2022.

Burkina Faso experienced a similar trajectory, with a military coup in January 2022 followed by a second in September 2022, which further strained relations with ECOWAS and led to the country’s continued suspension.

Years of conflict in the Sahel region that includes Mali, unemployment and the impact of climate change on farming communities are among the reasons why people attempt the crossing.

The route, which traces the Atlantic coasts of Mauritania and Morocco up to Spain, is one of the world’s deadliest.

An unprecedented nearly 5,000 migrants died at sea in the first five months of 2024 trying to reach the Spanish archipelago, migration rights group Walking Borders said in June.

Three West African states ruled by military leaders have announced visa-free travel and residency rights for citizens in the 15-member regional bloc Ecowas, ahead of the trio leaving the group.

The leaders of the states – Burkina Faso, Mali and Niger – said the visa and residency decision had been taken in the spirit of friendship, and to strengthen centuries-old ties among African people.

The trio plan to withdraw from Ecowas in January after refusing the bloc’s demand to restore democratic rule.

Ecowas leaders are meeting in Nigeria to discuss the decision, with fears their withdrawal would be a major blow to regional unity and efforts to boost economic and security cooperation.

At the opening of the summit, Ecowas commission head Omar Touray said their “impending exit” was “disheartening”, but he wanted to “commend the ongoing mediation efforts”, AFP news agency reported.

Senegal’s President Bassirou Diomaye Faye has spearheaded efforts to persuade the military juntas to remain in the bloc, but they have refused.

After a ministerial-level meeting on Friday in Niger’s capital, Niamey, the three states said in a joint statement that their decision was “irreversible”.

Burkina Faso, Mali and Niger were founding members of Ecowas in 1975.

With their planned departure, the bloc will lose 76 million of its 446 million people and more than half its total geographical land area.

This is the first split in Ecowas, with the three breakaway states forming their own bloc, the Alliance of Sahel States.

In a statement, the new alliance’s chairman, Mali’s military ruler Assimi Goïta said the right of Ecowas citizens to “enter, circulate, reside, establish and leave the territory” of the new bloc would be maintained.

His statement was seen as a signal to Ecowas leaders that Burkina Faso, Mali and Niger wanted to maintain good relations, despite quitting the bloc.

The three states gave notice to Ecowas in January 2023 that they will withdraw in a year, meeting the timeline set by the bloc for states that decide to leave.

Relations between the bloc and the three countries have been tense after military coups took place in Niger in July, Burkina Faso in 2022 and Mali in 2020.

Ecowas condemned the coups, and suspended their membership, hoping they will restore civilian rule.

But the coup leaders dug in their heels, and have pivoted towards Russia.

They accuse Ecowas of being too close to Western powers, and are increasingly relying on Russia to fight armed jihadists who are waging an insurgency in the region.

This development was met with mixed feelings in the sub-region as while others were excited, many received it with fear, panic and anguished.

Those who expressed joy solidarized with leadership and population of these countries on ground of their legitimate concerns including neglect, unfair treatment, abandonment in times of need in the face of terrorism attacks and threats.

Also bizarre was sanctions place on them without regards to the mode of the population and humanitarian consequences.

This posture demonstrated a complete absence of the spirit of ECOWAS brotherhood and the bloc ignored the causes and / unconstitutional behaviour of the civilian regimes resulting in the military take over and focused on the unconstitutional rule of the military.

In the view of member states and their population, it’s amounted to endorsing bad governance, abuse of public trust, basic principles underpinning the sub regional bloc and complete dictatorship which is affront to democracy.

For those of us who felt sad about their exist, our concerns were largely the immediate, medium to long term consequences such as insecurity resulting from further terrorist threat, possible lack of intelligence sharing, hunger and starvation within the region because of a possible retaliation to the sanctions ECOWAS imposed on those military leaders.

A likely retaliatory measure might be a trade ban and /or restrictions on certain Agric produce such as pepper, onion, tomatoes, etc including animal and their products.

Theses countries have comparative advantage of these crops than any other west African country and the sub region must watch out.

What is rather curious is the laxity and manner in which ECOWAS didn’t see this coming and likely consequences to its population and bloc.

In the view of LACPSA GHANA, the early warning signals were clear and required remorseful preventive diplomacy for the purposes of the interest of the population and common ECOWAS brotherhood.

Their exit has left the already vulnerable sub regional body further troubled . If ECOWAS cant see this coming, we will doubtful the sincerity of that because it didn’t require much to know, feel and notice that trouble was knocking at the doors of Heads of state and authority of government of the Economic Community of West African States (ECOWAS)

They either ignored the signs or call their blof. Either of them was a mistake and will impact the stability and authority of the regional group for a very long to come.

Partly because the control and command structure of the ECOWAS authority is broken down and it will be hard to tell which country will be next to follow (exist) and all the ongoing and exit diplomatic efforts, mediation and other accords with Mali, Burkina Faso and Niger has come to nothing now.

The joint communique sent out to Heads of state and authority of government of the Economic Community of West African States (ECOWAS) and the ECOWAS Commission and their failure to take every step to keep the union and /or brotherhood together amounts to reneging on their responsibilities to the states and the population of West Africa.

This brings to sharp focus the immediate implications of the ECOWAS brotherhood which exist within and between these countries in the sharp region.

It is going to be uncordial, in the area of business and movements within and between the 3 countries.

Aside compulsory visa acquisitions and work permits requirements, a lot of protocols will change and the various ambassadorial office will have to be adjusted to meet the new protocol demands.

It’s interesting to be treated by your own brother like a stranger in the case of the new relationship between ECOWAS and the breakaway team. It’s obvious that our diplomatic relationship with the 3 countries in the immediate pass will depend larges on their business and trade relations with ECOWAS.

This is so crucial because the 3 countries are hardworking in the area of Agric and countries like Ghana, and few others in the subregion depend on the for basic ideas like onions, tomatoes, pepper .

They have comparative advantage when it comes to these business and. Until Ghana and her peers engage in an aggressive production of these products, the 3 countries will continue to determine the direction of trade to the disadvantage of the states and populations..

Also, the exist of these 3 countries has left the sub regional group more vulnerable in the area of joint security operations and organized crime in the common interest of the stability of the region.

This is because the new bloc will depend, assert, relate and share a lot in common with their newly found external friends which might not express same vision and objective with their former ECOWAS brothers.

The military regimes in the three countries have become increasingly close allies in recent months.

Last September, they formed a mutual defence pact known as the Alliance of Sahel States (AES), withdrawing from an international force, G5, that was set up to fight Islamists in the region.

Violence in West Africa’s Sahel region has worsened in recent years despite the military governments’ promises to deal with the decade-long conflict with jihadist groups.

The three countries have all severed their ties with France, the former colonial power, which for years had a strong military presence across the Sahel.

A UN peacekeeping mission in Mali, Minusma, that had been in place for over a decade was also ordered by the country’s leaders to withdraw “without delay”, and completed the exit in December.

The military regimes have strengthened ties with Russia, which has moved in to fill the void.

They have also announced they were leaving the West African economic bloc Ecowas.

They had already been suspended from the bloc, which has been urging the military regimes to ensure a quick return to democratic rule and imposed travel and economic sanctions on them.

Some of the sanctions were last month lifted or eased as Ecowas pushed for dialogue.

The family were Jehovah’s Witnesses who were reportedly planning to set up a church when they were abducted from their home outside the southern city of Koutiala.

Their domestic worker, a Togolese national, was abducted along with them.

The worker’s fate is unclear.

The release of the couple, Rocco Langone and Maria Donata Caivano, and their son, Giovanni Langone, was secured by Italy’s intelligence agency and the foreign ministry, thanks to their contacts with community leaders and Mali’s intelligence agencies, the Italian government said.

The statement gave no further details of the circumstances around their release.

The family had lived in an area that was heavily infiltrated by jihadists, and the kidnappings were carried out by a faction linked to an al-Qaeda affiliate known as the Group to Support Islam and Muslims (JNIM), it said.

The couple are reported to be in their 60s and their son in his 40s.

Mali has been hit by an insurgency for more than a decade, with jihadists often kidnapping foreign nationals for ransom or to demand the release of fellow fighters.

The military seized power in a coup in 2021, accusing the government of failing to do enough to quell the insurgency.

It expelled French troops and UN peacekeepers and brought in Russia’s Wagner group to help fight the jihadists, but there is no sign of the insurgency ending.

The 24-year-old was given a four-match ban, with two matches suspended for a year, and fined $10,000.

Niger, Mali and Burkina Faso “decide in complete sovereignty on the immediate withdrawal” from the Economic Community of West African States (ECOWAS), read a joint statement published on Sunday.

ECOWAS “under the influence of foreign powers, betraying its founding principles, has become a threat to its member states and its population”, read the statement.

The three countries accused the regional body of failing to support their fight against “terrorism and insecurity”, while imposing “illegal, illegitimate, inhumane and irresponsible sanctions”.

Ties between the three nations and ECOWAS have been strained since military power grabs took place in Mali in 2020 and 2021, in Burkina Faso in 2022 and in Niger in 2023.

The regional body reacted by suspending all three countries and imposed heavy sanctions on Niger and Mali.

INTERACTIVE-ECOWAS STATES

On Friday, Niger tried to amend ties with ECOWAS by inviting its representatives to the capital Niamey, but only representation from Togo showed up.

“There is bad faith within this organisation,” lamented Ali Mahaman Lamine Zeine, Niger’s army-appointed prime minister.

Military leaderships in the three nations have vowed to tackle the rise of violent armed groups in their countries and have joined forces in the so-called “Alliance of Sahel States”.

The three countries have cut military ties with France, the former colonial power. France once had a strong presence across the Sahel, but announced the withdrawal of its troops from the three countries after the coups.

The French military withdrawal and economic sanctions on already fragile economies have heightened concern that armed groups could spread southwards towards the relatively stable coastal countries of Ghana, Togo, Benin and Ivory Coast.

West Africa recorded more than 1,800 attacks in the first six months of 2023, resulting in nearly 4,600 deaths and creating dire humanitarian consequences. According to an ECOWAS top regional official, this was just “a snippet of the horrendous impact of insecurity”.

“It started with a noise. The earth started to shake,” Oumar Sidibe, a local official for gold miners told the AFP news agency.

The tunnel collapsed at a site in the south-western Koulikoro region on Friday but the number of deaths had not been reported until now.

AFP quotes officials as saying that more than 70 people died.

Mr Sidibe said: “There were over 200 gold miners in the field. The search is over now. We’ve found 73 bodies.”

Mining ministry spokesperson Baye Coulibaly told Reuters news agency the provisional death toll was more than 40.

Mali’s government expressed “deepest condolences to the grieving families and to the Malian people”.

It also asked communities living near mining sites to adhere to safety requirements and to only work in areas reserved for gold panning.

Mining accidents are common in the country as most unregulated miners use unsafe methods to dig for gold.

Mr Coulibaly said the ministry had strongly advised miners against digging unauthorised tunnels, but that it had been “in vain”.

The ministry said they would investigate the incident further and send a team to the area on Thursday.

Mali is one of the world’s biggest exporters of gold.

The three states are all ruled by military groups, following coups that have led to fears for the future of democracy in the region.

Mali’s leader announced on Saturday, the signing of a charter, establishing the Alliance of Sahel States (AES).

“The objective sought by the charter is the creation of an architecture of collective defence, and mutual support between the contracting parties,” the document said.

Under the charter, the parties pledge to fight terrorism and organized crime, it says. “Any violation of the sovereignty and territorial integrity of one or more Contracting Parties, shall be considered as aggression against the other Contracting Parties, and shall oblige all Contracting Parties to provide assistance and redress … including the use of armed force.”

Burkina Faso’s interim president, Ibrahim Traoré, and Niger’s de facto leader Abdourahmane Tchiani, were also present at the signing of the document, photos released on Saturday showed.

Mali, Burkina Faso and Niger have long struggled with Islamist terror groups, that carry out bloody attacks against civilians and increasingly control of the territory.

Meanwhile, all three nations have seen political turbulence, most recently, Niger, where the military took power in July. There was a coup in Burkina Faso last year, and Mali’s most recent coup was in 2021.

Mali and Burkina Faso sided with the country’s new leaders, after Economic Community of West African States (ECOWAS) threatened military intervention to restore order, sparking instability in the region.

All three states are also pivoting away from former colonial power France, which previously provided military aid and anti-terror support.

Mali increasingly works with Russia’s Wagner mercenaries, to maintain order and fight terror.

The security situation is now seen as more precarious in the three nations. The number of attacks in Mali may grow, as the UN peacekeeping mission MINUSMA prepares to withdraw by the end of the year, and there is also the threat of a renewed conflict with the Tuareg, a separatist group.

Niger, the last democratic partner of the US and European states in the region, has also largely suspended cooperation with foreign partners since the coup.

With Mali being tipped to be Ghana’s headache, Paintsil, who played at the 2006 and 2010 Mundial, said Ghana has what it takes to secure a win over the Eagles.

“Countries paired against Ghana in the group have an upper hand because they have nothing to lose playing us. If we beat them, it’s no use, but if they beat us, it’s big news and that tells you it’s a tricky group,” he told Graphic Sports.

“Mali is the most stubborn football country in Africa because they can upset you anytime.”

Despite recognising the threat of Mali, the former Premier League player said they are no more a strong force.

“It was during 2012 when Mali was in top form,” he continued.

“I thought they could build on their form but looking at them now, I don’t think they are strong like before.”

There is a long way between now and the start of the qualifiers for the World Cup, which is in 2026, but Ghana’s road to the Mundial begins in November 2023.

Ghana will hope to secure its fifth global showpiece qualification.

Mali’s military leader Col Assimi Goïta welcomed the Ecowas leaders as they arrived at the Modibo Keita International Airport in Bamako on Thursday, according to the Malian presidency on Facebook.

The delegation comprises Ghanaian President Nana Akufo-Addo, his Gambian counterpart Adama Barrow, Togolese Minister of Foreign Affairs Robert Dussey and mediator for Mali Goodluck Jonathan.

The military-led government had postponed the arrival of the Ecowas delegation to Thursday, citing “calendar constraints”. They had been due to arrive two days earlier.

Senegalese President Macky Sall and his Togolese counterpart, Faure Gnassingbe, were to be part of the delegation announced last Thursday, during an extraordinary Ecowas session the same day in New York, on the side-lines of the 77th session of the United Nations General Assembly.

Ecowas chairperson Umaro Sissoco Embalo had hinted at fresh sanctions for Mali if it continued to detain the 46 Ivorian soldiers.

Mali’s Foreign Minister, Abdoulaye Diop, said his country would not obey any order on the detention of the soldiers, accused of being mercenaries.

One member of the team attacked a team-mate in the mixed zone, where reporters interview players, after their 81-68 defeat by Serbia on Monday.

The result saw Mali eliminated from the tournament after their fourth defeat.

As others interjected to break up the fight, the incident was caught on camera by Serbian television.

In a statement, Fiba said: “Following the incident, Fiba has opened an investigation. Once the investigation is concluded, Fiba will decide on any applicable disciplinary measures.”

Serbia’s Sasa Cado, who was being interviewed at the time, looked visibly shocked, taking a step back as Salimatou Kourouma threw at least three punches at Kamite Elisabeth Dabou.

The tournament in Sydney has been hugely frustrating for the Malians, who are one of two sides at the 12-team finals that are yet to win a game, following previous losses against Japan, hosts Australia and France.

Mali are only playing in the tournament after African champions Nigeria, who beat their fellow West Africans in last year’s Women’s Afrobasket, were withdrawn from the tournament by their government owing to issues in Nigerian basketball.

Malian basketball has also faced considerable challenges in recent times, with a report in 2021 outlining ‘decades’ of sexual abuse in the country’s women’s game.

The report was commissioned by Fiba, which cleared its president – Malian Hamane Niang – of neglecting the abuse while he led the Malian basketball federation between 1999 and 2007.

In a post on Twitter, Mr Goïta said: “We spoke of the Russian Federation’s support for Mali’s political transition, and I praised the quality of our partnership, which respects Mali’s sovereignty and the aspirations of its people.”

On Tuesday, Mali’s air force officially unveiled several new combat aircraft supplied by Russia during a ceremony presided over by Mr Goïta at Bamako’s international airport.

The Soviet-era warplanes are the latest batch of military deliveries from Moscow under close ties forged between Russia and Mali since the Sahel state suffered a coup in August 2020.

Mali has pivoted towards Russia after falling out with the West, particularly France, which is opposed to the presence of Wagner mercenaries in the Sahel country.

Five militants were also killed as Fama repelled the “complex and coordinated attack” on Tessit town on Sunday, the army said in a statement posted to social media.

The raid took place as Barkhane troops prepared to close their last helicopter hanger in Gao ahead of a final withdrawal from the Sahel nation at the end of August.

“The re-articulation outside the border of Mali continues,” the French forces said in a brief statement on Twitter on Sunday.

Mali has severed defence co-operation with key regional and international stakeholders, and is involved in a standoff with UN peacekeepers, foreshadowing further deterioration in regional security.

This has been worsened by the deployment of Russia’s Wagner mercenaries in the Sahel nation.

Their presence has triggered threats from al-Qaeda’s Sahel branch to blockade the Malian capital Bamako and escalate attacks on the country’s military rulers.
