The summit will conclude with the adoption of a final communiqué, followed by a joint press conference.

Within the week, the ECOWAS Council of Ministers meeting in Abuja, Nigeria, unanimously endorsed President John Dramani Mahama of Ghana as the sole candidate from ECOWAS for chairperson of the African Union when the rotating chairmanship gets to West Africa’s turn in 2027.

The Authority of Heads of State and government of ECOWAS is expected to adopt this declaration on Sunday, December 14.

“I think it’s premature to call for the closure of that office,” President Mahama said.

“The unique thing about that office is that it is the only anti-corruption agency that has prosecutorial powers to prosecute cases itself without going through the Attorney-General.”

Speaking at the annual meeting of the Governing Council of the National Peace Council, President Mahama emphasized the need for patience in evaluating the effectiveness of the OSP. “It is too early to judge the Office of the Special Prosecutor.

The public must exercise calm and give full support to its fight against corruption,” he said.

He explained that public distrust in the Attorney-General’s office, because the AG is part of the sitting government, makes the independence of the OSP even more crucial.

“People believe the Attorney-General will be very reluctant to prosecute his own,” he noted.

“But if there is an independent office like the Office of the Special Prosecutor, it won’t matter who you are, because they have security of tenure and the prosecutorial authority to act.”

President Mahama urged the OSP to accelerate its ongoing cases to restore public confidence.

“People want to see more prosecutions and more results. I will just urge the OSP to speed up some of these investigations and show that the office is still very relevant,” he said.

Beyond corruption, President Mahama highlighted rising intolerance in communities, which he says is fueling conflicts and disturbances across the country.

He pointed to issues such as chieftaincy, ethnic, and land disputes, noting that these matters put pressure on security services and pose significant challenges for his administration.

“The fact that some people have gone on Facebook to say he should go for a third term doesn’t mean that will happen. The man himself has said he’s not interested.”

He urged the opposition to stop what he described as “needless speculation,” adding, “So NPP should stop wasting their time and everybody’s time, and purporting to be angry.

“It’s an absurd fantasy they’re getting themselves into. The President has not expressed any intent. Any talk about it is a complete waste of everybody’s time.”

President Mahama had previously reaffirmed his commitment to Ghana’s two-term presidential limit on August 27, noting that his absence from the 2028 ballot would help enforce fiscal discipline and curb election-year overspending that has contributed to cyclical economic crises.

“Currently, the capital and credit available to our farmers come at such high interest rates that if they take a loan, they virtually end up working for the bank, not for themselves,” he stated.

He emphasized that addressing this challenge is a key priority for his administration.

“One of our prime objectives is to get credit to our farmers at the best possible rate—single-digit interest rate,” the President said. “Credit for agriculture must be at a single-digit interest rate, and this government will work to bring it below 10 percent so farmers can access cheaper credit to produce more and feed our nation.”

President Mahama praised the theme for this year’s celebration, “Feed Ghana, Eat Ghana, Secure the Future,” but expressed concern that the country’s high food import bill continues to undermine efforts to achieve food security.

“Our food import bill of about $3 billion is still too high,” he noted. “We need to grow more food for ourselves, and we can only do this if we provide a ready market for our farmers.”

He described as unacceptable the practice of procuring imported rice for the School Feeding Programme while local farmers struggle to sell their produce.

“It is unacceptable that suppliers of the School Feeding Programme buy rice from Vietnam to feed our schoolchildren when Ghanaian farmers are sitting on rice inventories from last year,” he said.

To address this, President Mahama revealed that he has issued a directive to ensure that key food items used in the programme are sourced locally.

“That is why I directed that for rice, maize, and poultry, at least these three products used in our School Feeding Programme must be procured from our local farmers,” he added.

“That level prepares the child for secondary and tertiary education, and once you don’t get it right, you simply push the child through like a conveyor belt. At the end, quality control will show that this one did not do well. Our focus must be on foundational learning,” he said.

Describing the situation as a serious concern for government, parents, and the public, Mahama disclosed that he has tasked the Minister of Education with conducting a thorough analysis of the examiners’ report to uncover what triggered the dramatic drop in performance, especially given that teaching conditions remained the same.

“It has become a matter of great concern to government, parents, and the public. I have asked the minister to analyse the examiner’s report and decipher what could have gone so disastrously wrong.

“It is mind-boggling that with the same teachers and the same conditions, one batch performs so disastrously. We need to get to the bottom of it,” he added.

Speaking at the launch of the STEMBox initiative for primary schools, the President said the poor outcomes are a major worry for the government, parents, and the public.

Mahama revealed that he has directed the Minister of Education to conduct a thorough review of the examiners’ report to identify the factors behind the significant drop in student performance.

“It has become an issue of great concern to the government, parents, and the public at large. I have asked the ministry to analyse the examiners’ report and determine what went so disastrously wrong. It is mind-boggling that with the same teachers and conditions, one batch performs so poorly compared to the previous one,” he stated.

The remarks follow revelations from the West African Examinations Council (WAEC) showing particularly low performance in Core Mathematics and Social Studies.

WAEC’s Head of Public Affairs, John Kapi, disclosed that A1–C6 passes in Core Mathematics fell sharply from 305,132 in 2024 to 209,068 in 2025—a decline of over 96,000 passes—bringing the overall pass rate to 48.73%. This leaves more than half of candidates without grades required for tertiary education.

Chief examiners noted that the drop in performance stems largely from candidate weaknesses rather than exam quality.

Stressing the President’s role as Commander-in-Chief, Nitiwul added, “It is not for nothing that the President is called the Commander-in-Chief of the Armed Forces. He should use that authority to ensure the Ministry of Defence is properly overseen.”

The Asantehene further urged the government to address inadequate staffing at KNUST by providing funds for the recruitment of additional personnel.

“Confronting this university is the issue of inadequate staffing. As the recent five-year cyclical review of our university by the Ghana Education Commission, I am told that the challenge of our unfavourable student-to-lecturer ratio was brought sharply into focus. The situation places a heavy strain on our educated, dedicated lecturers and threatens the quality of teaching and learning we provide,” he noted.

“I therefore appeal to the government to grant the necessary financial clearance for the recruitment of additional academic and administrative staff,” he concluded.

He also noted that many Muslims have passed through Wesley Girls successfully, urging Ghanaians not to rely solely on political narratives that may distort the facts.

“Wesley Girls must come and tell us if, when you attend the school and elect not to eat during a certain period of the year, they actually prevent you from doing so. I’m not convinced that is the practice on the ground,” he said.

His comments come as the Supreme Court has given the Wesley Girls’ Board 14 days to respond to allegations that Muslim students face restrictions on fasting, prayer, and hijab use. The case has also taken a new turn with Democracy Hub being admitted as an interested party, raising expectations that the Court’s ruling could reshape how mission schools handle religious diversity.

According to him, the traditional council fully supports the government in taking all necessary measures to apprehend those responsible for the attack, sending a strong message that interference with NAIMOS’s work will not be tolerated.

He explained that the council had delayed commenting on the matter to allow the President to take the appropriate action.

Meanwhile, the Adontenhene, Nana Baffour Kyei Anaafi, appealed to the government to release any innocent individuals who were arrested during the military and police swoop that followed the youth attack on the NAIMOS team.

He added that the traditional council has committed to alerting the Ghana Police Service if they identify anyone in the Hwidiem community connected to the attack.

Speaking on Joy FM’s Newsnight on Tuesday, November 25, the Assin South MP said the decision is dangerous at a time when Ghana faces heightened security threats on multiple fronts.

“It is very unfortunate on the part of President Mahama. Deferring the appointment of a substantive Defence Minister indefinitely to 2026 is reckless, it is dangerous, and it puts national security at risk,” he stated.

Mr Fordjour argued that the country is currently grappling with a complex mix of security crises – including violent extremism, terrorism threats, and an increasingly sophisticated galamsey network armed with high-grade weapons.

He also cited the Gbenyiri conflict, which has displaced more than 48,000 people, including 23,000 who have become refugees—10,000 in Burkina Faso and 13,000 in Côte d’Ivoire.

According to him, these developments require strong, focused leadership at the Defence Ministry.

“In the midst of the sub-regional geopolitics and the threats we face, and in the midst of the heightened insecurity we face currently, I don’t know what else the President is waiting for before he prioritises our security,” he said.

The MP further noted that Ghana’s commitments under the Accra Initiative, which includes the implementation of a regional military strategy to build resilience against violent extremism, are currently challenged. This, he stressed, makes the absence of a substantive Defence Minister even more worrying.

He warned that delays in appointing a full Defence Minister could compromise Ghana’s defence posture and overall national security strategy.

“We are looking at a key actor in our national security architecture and in our regional collective fight against security threats. To combine a ministry such as Defence with Finance under one person acting is really, really misconceived,” he stressed.

While he was just a corper, Lordina was still in Form Four and one of his students.

By the time he completed his service and later returned to the school, she had already finished her studies and had become a primary school teacher.

Reflecting on that period, Mahama playfully noted that he was a young, handsome man at the time, and the encounter set the stage for the beginning of their relationship.

“When I came back, she had finished school… and the rest is history,” he added, prompting cheers and teasing reactions from the crowd.

33 years later, and the relationship between the couple is still blissful.

Speaking at the National Chief Fisherman and Queen Fishmonger’s Conference in Accra, the President said the initiative forms part of a broader strategy to modernise Ghana’s fisheries sector and improve the livelihoods of coastal and inland fishing communities.

He also revealed that government is acquiring two offshore patrol vessels for the Ghana Navy to enhance maritime surveillance and intensify the fight against illegal, unreported and unregulated (IUU) fishing.

As part of efforts to boost local fish trade, President Mahama announced plans to construct two new fish markets — one in Dambai in the Oti Region and another in Shama in the Western Region.

He noted that these investments complement the recently passed Fisheries and Aquaculture Act, 2025, which he described as a landmark piece of legislation that aligns Ghana with international best practices while strengthening governance and enforcement in the fisheries sector.

President Mahama reaffirmed his administration’s commitment to modernising the industry, adding that government will work to restore and formalise the roles of Chief Fishermen and Queen Fishmongers through co-management structures and community bylaws to ensure sustainable fisheries management.

He highlighted the stability of the Ghana cedi, the reduction or stabilisation of prices of goods and services compared to the previous regime, single-digit inflation, and a steady supply of electricity as clear signs of effective governance.

Osofo Kyiri Abosom urged appointees, public sector workers, and the general public not to sabotage the president but to support him in achieving his goals.

When asked to rate President Mahama’s performance, he said: “So far, President Mahama has started on a good note because all the fundamentals are good. I will give him 88% for now,” while encouraging the president to maintain the same level of performance throughout his tenure.

Mr. Andrews also appealed to President Mahama not to shield appointees of the previous government who have been arrested or are standing trial over corruption-related offences. He argued that the country’s inability to effectively fight corruption stems from the failure to prosecute those found culpable.

Adu-Asare noted that Ghana needs long-term presidential leadership to ensure continuity of major development projects.

“If we have such a president long-term, projects that will expand the economy and help us catch up with developed countries can be sustained. Four years is not enough—longevity is important,” he added.

He further claimed that many Ghanaians share his view, stressing that the country would have been “far better” if Mahama had led for the past eight years.

Mr Kwakye Ofosu explained that the policy was the result of consistent engagement between the government and transport operators.

He noted that transport unions themselves can attest to the achievement.

“The transport companies will tell you since government began to engage them about a decade ago in the fixing of transport prices twice a year, it is under this government that the single biggest reduction in transport fares of 15% occurred,” he stated.

He argued that the fare reduction was a reflection of prudent economic management at the time, pointing out that key indicators allowed the government to cushion commuters and promote affordability.

According to him, the 15 percent cut was not accidental but a deliberate effort to ease the cost of living and maintain stability in the transport sector.

Mr Kwakye Ofosu contrasted this with what he described as inconsistent fare adjustments in subsequent administrations, which he said placed additional pressure on the public.

He suggested that the achievement under the Mahama government remains unmatched and should be recognised as part of its economic legacy.

He urged the Minority to acknowledge objective historical records in their contributions to the budget debate, emphasising that discussions must be grounded in fact.

“The data is clear and cannot be rewritten,” he said, insisting that the 15 percent reduction stands as evidence of strong social and economic policy decisions during the Mahama era.

Speaking on Tuesday, November 18, 2025, during a courtesy visit from the Christian Council of Ghana, he said the lack of clear and fair recruitment processes had turned a life-changing opportunity for young Ghanaians into a dangerous situation.

“The El-Wak tragedy was avoidable. It just shouldn’t have happened,” President Mahama stated.

He noted that opaque procedures, unclear timelines, and sudden announcements had created confusion and overcrowding at recruitment venues.

While regional exercises in most parts of the country ran smoothly, Greater Accra and Ashanti faced serious challenges, he said, citing cases of injuries and near-fatal incidents.

“At El-Wak, the venue had only two entrances, which was insufficient for the number of applicants. The exercise should have been suspended and the plan reviewed,” he added.

The President confirmed that new measures are now in place, including capping the number of daily applicants at screening centres and opening multiple venues to prevent overcrowding and reduce the risk of future stampedes.

“I believe in building an interdenominational place of worship, but it must be done in consultation with all of us. We must all decide how we want to do it, what the scope should be, and how much it should cost,” he told the clergy.

He stressed that transparent dialogue would have fostered national ownership and prevented the mistrust that later characterised discussions about the cathedral.

Reaffirming his support for faith-based institutions, Mr. Mahama noted that he has personally facilitated the construction of 10 rural temples for the Assemblies of God Church, demonstrating his commitment to strengthening religious infrastructure.

The National Cathedral project—announced under former President Nana Addo Dankwa Akufo-Addo—was intended to serve as a national Christian worship centre and civic monument. Initially projected to cost around US$100 million, the development stalled amid rising costs, public criticism, and calls for greater accountability.

By late 2024, the project came under intense scrutiny, with CHRAJ calling for a forensic audit and possible prosecution. Although the Board cited a Deloitte audit showing no adverse findings up to December 2020, the future of the project remains uncertain pending the resolution of governance concerns.

He made the declaration on Tuesday, November 18, during a meeting with the Christian Council of Ghana at Jubilee House.

“I believe that we have no questions or equivocations about what we believe. I believe that we are completely aligned with the Christian Council in terms of your belief. We agree with the Speaker to relay the bill and let Parliament debate it,” he said.

He added, “And if there are any amendments or adjustments that need to be made, if the people’s representatives in Parliament endorse the bill, vote on it, and pass it, and it comes to me as president, I will sign it.”

His remarks follow a ruling by Speaker of Parliament Alban Bagbin on October 28, which clarified that the anti-LGBTQ bill expired with the dissolution of the 8th Parliament and therefore needs to be introduced afresh.

Following the Speaker’s declaration, ten lawmakers, including Ningo-Prampram MP Sam George and Assin South MP Rev. John Ntim Fordjour, have reintroduced it to the House as a private members’ bill.

The new Board is chaired by Alhaji Ibrahim Tanko, with Shaibu Mahama as Administrator. Other members include Dr Abdul-Samed Tanko, Alimatu Issahak, Alhaji Amadu Tanko, Alhaji Masaud Abubakar, and Chief Ahmed Ibrahim.

President Mahama encouraged the Board to maintain professionalism and deliver an efficient and well-coordinated Hajj operation that meets the expectations of Ghana’s Muslim pilgrims.

He urged the adoption of digital tools such as e-registration, SMS notifications, and a dedicated Hajj mobile application that would allow pilgrims to register, track application status, make payments, and access travel information.

The President further directed the Board to submit a detailed report at the end of each Hajj season to the Office of the Chief of Staff, covering safety, expenditures, and logistics, adding that its activities must be guided by clear regulations.

“The private sector maritime operator has recently approached us to establish a ferry service to countries along the West African coast, based in Tema. The ferries will carry vehicles, passengers, and goods between Ghana and other West African states,” he disclosed.

He assured that government is ready to support the initiative to ensure its success. “We will provide all the encouragement needed to establish this service and enhance the exchange of goods among our people,” President Mahama added.
