Speaking at the Annual Conference of the African Association of Accountants General in Accra, Mr. Ampem said the government continues to be guided by the President’s firm and repeated warnings to appointees to avoid corrupt practices.

“It has been 10 months of no scandal. Hopefully, we will end the first year with no scandal. Second year, third year, and the administration will end without a scandal,” he said.

His remarks follow a strong caution issued by President Mahama on Tuesday, November 18, 2025, during a meeting with the Christian Council of Ghana. The President warned that any public official caught engaging in corruption will face severe consequences.

He revealed that he constantly reminds his ministers during cabinet meetings not to bring “any scandal” to the government, noting that the fight against corruption is aimed at safeguarding public resources.

“The prosecutions that we are taking against the current government, woe betides the first person who brings a scandal to this government. We shall hang them on a cross, as we follow our Lord Jesus Christ, but they cannot resurrect again,” President Mahama warned.

Reacting to the President’s remarks, Mr. Ampem said the stance has set a stronger tone for accountability across government.

“He says to us: woe betides any of you who bring scandal to my government. And so, if you meet any appointee, what we say is, ‘Hey, let me be sure that I’m not the first to bring scandal to the President.’ This is putting us on our toes,” he added.

He commended the President for providing what he described as firm and essential leadership on ethical conduct in public office.

“We will establish a poultry farm here and a livestock farm so that you don’t have to go to the market to buy your meat. You take your meat from your own farm. And again, the headmaster will have no excuse when you go to the dining hall and there’s no meat in your food.”

The plan is part of a broader effort to promote self-sufficiency in schools and provide students with hands-on agricultural experience while ensuring a steady supply of fresh meat on campus.

While he was just a corper, Lordina was still in Form Four and one of his students.

By the time he completed his service and later returned to the school, she had already finished her studies and had become a primary school teacher.

Reflecting on that period, Mahama playfully noted that he was a young, handsome man at the time, and the encounter set the stage for the beginning of their relationship.

“When I came back, she had finished school… and the rest is history,” he added, prompting cheers and teasing reactions from the crowd.

33 years later, and the relationship between the couple is still blissful.

He also revealed that government is acquiring two offshore patrol vessels for the Ghana Navy to enhance maritime surveillance and intensify the fight against illegal, unreported and unregulated (IUU) fishing.

As part of efforts to boost local fish trade, President Mahama announced plans to construct two new fish markets — one in Dambai in the Oti Region and another in Shama in the Western Region.

He noted that these investments complement the recently passed Fisheries and Aquaculture Act, 2025, which he described as a landmark piece of legislation that aligns Ghana with international best practices while strengthening governance and enforcement in the fisheries sector.

He highlighted the stability of the Ghana cedi, the reduction or stabilisation of prices of goods and services compared to the previous regime, single-digit inflation, and a steady supply of electricity as clear signs of effective governance.

Osofo Kyiri Abosom urged appointees, public sector workers, and the general public not to sabotage the president but to support him in achieving his goals.

When asked to rate President Mahama’s performance, he said: “So far, President Mahama has started on a good note because all the fundamentals are good. I will give him 88% for now,” while encouraging the president to maintain the same level of performance throughout his tenure.

Mr. Andrews also appealed to President Mahama not to shield appointees of the previous government who have been arrested or are standing trial over corruption-related offences. He argued that the country’s inability to effectively fight corruption stems from the failure to prosecute those found culpable.

“If we have such a president long-term, projects that will expand the economy and help us catch up with developed countries can be sustained. Four years is not enough—longevity is important,” he added.

He further claimed that many Ghanaians share his view, stressing that the country would have been “far better” if Mahama had led for the past eight years.

Mr Kwakye Ofosu explained that the policy was the result of consistent engagement between the government and transport operators.

He noted that transport unions themselves can attest to the achievement.

“The transport companies will tell you since government began to engage them about a decade ago in the fixing of transport prices twice a year, it is under this government that the single biggest reduction in transport fares of 15% occurred,” he stated.

He argued that the fare reduction was a reflection of prudent economic management at the time, pointing out that key indicators allowed the government to cushion commuters and promote affordability.

According to him, the 15 percent cut was not accidental but a deliberate effort to ease the cost of living and maintain stability in the transport sector.

Mr Kwakye Ofosu contrasted this with what he described as inconsistent fare adjustments in subsequent administrations, which he said placed additional pressure on the public.

He suggested that the achievement under the Mahama government remains unmatched and should be recognised as part of its economic legacy.

He urged the Minority to acknowledge objective historical records in their contributions to the budget debate, emphasising that discussions must be grounded in fact.

“The data is clear and cannot be rewritten,” he said, insisting that the 15 percent reduction stands as evidence of strong social and economic policy decisions during the Mahama era.

Speaking on Tuesday, November 18, 2025, during a courtesy visit from the Christian Council of Ghana, he said the lack of clear and fair recruitment processes had turned a life-changing opportunity for young Ghanaians into a dangerous situation.

“The El-Wak tragedy was avoidable. It just shouldn’t have happened,” President Mahama stated.

He noted that opaque procedures, unclear timelines, and sudden announcements had created confusion and overcrowding at recruitment venues.

While regional exercises in most parts of the country ran smoothly, Greater Accra and Ashanti faced serious challenges, he said, citing cases of injuries and near-fatal incidents.

“At El-Wak, the venue had only two entrances, which was insufficient for the number of applicants. The exercise should have been suspended and the plan reviewed,” he added.

The President confirmed that new measures are now in place, including capping the number of daily applicants at screening centres and opening multiple venues to prevent overcrowding and reduce the risk of future stampedes.

Reaffirming his support for faith-based institutions, Mr. Mahama noted that he has personally facilitated the construction of 10 rural temples for the Assemblies of God Church, demonstrating his commitment to strengthening religious infrastructure.

The National Cathedral project—announced under former President Nana Addo Dankwa Akufo-Addo—was intended to serve as a national Christian worship centre and civic monument. Initially projected to cost around US$100 million, the development stalled amid rising costs, public criticism, and calls for greater accountability.

By late 2024, the project came under intense scrutiny, with CHRAJ calling for a forensic audit and possible prosecution. Although the Board cited a Deloitte audit showing no adverse findings up to December 2020, the future of the project remains uncertain pending the resolution of governance concerns.

He made the declaration on Tuesday, November 18, during a meeting with the Christian Council of Ghana at Jubilee House.

“I believe that we have no questions or equivocations about what we believe. I believe that we are completely aligned with the Christian Council in terms of your belief. We agree with the Speaker to relay the bill and let Parliament debate it,” he said.

He added, “And if there are any amendments or adjustments that need to be made, if the people’s representatives in Parliament endorse the bill, vote on it, and pass it, and it comes to me as president, I will sign it.”

His remarks follow a ruling by Speaker of Parliament Alban Bagbin on October 28, which clarified that the anti-LGBTQ bill expired with the dissolution of the 8th Parliament and therefore needs to be introduced afresh.

Following the Speaker’s declaration, ten lawmakers, including Ningo-Prampram MP Sam George and Assin South MP Rev. John Ntim Fordjour, have reintroduced it to the House as a private members’ bill.

President Mahama encouraged the central bank and economic managers to sustain their policies, saying, “Whatever you are doing, continue doing so, so that the cedi is respected.”

The new Board is chaired by Alhaji Ibrahim Tanko, with Shaibu Mahama as Administrator. Other members include Dr Abdul-Samed Tanko, Alimatu Issahak, Alhaji Amadu Tanko, Alhaji Masaud Abubakar, and Chief Ahmed Ibrahim.

President Mahama encouraged the Board to maintain professionalism and deliver an efficient and well-coordinated Hajj operation that meets the expectations of Ghana’s Muslim pilgrims.

He urged the adoption of digital tools such as e-registration, SMS notifications, and a dedicated Hajj mobile application that would allow pilgrims to register, track application status, make payments, and access travel information.

The President further directed the Board to submit a detailed report at the end of each Hajj season to the Office of the Chief of Staff, covering safety, expenditures, and logistics, adding that its activities must be guided by clear regulations.

The $1.5 billion project, implemented through a public-private partnership involving Meridian Port Services (MPS), the Ghana Ports and Harbours Authority (GPHA), APM Terminals, and Africa Global Logistics (AGL), is considered one of the largest and most ambitious port infrastructure developments in sub-Saharan Africa.

Speaking at the ceremony on Thursday, November 13, President Mahama said the expansion will stimulate job creation and attract investment across multiple sectors of the economy, positioning Ghana as the preferred gateway for international trade and maritime operations in the region.

“This project is the realisation of a dream we have nurtured for years to establish Ghana as the gateway to West Africa. Today, that dream becomes a tangible reality, symbolising a national aspiration and international confidence.”

He added that the upgraded port strengthens Ghana’s reputation as a reliable and efficient hub for international commerce.

“With improved logistics capacity, shorter turnaround times and increased efficiency, this port enhances Ghana’s ability to compete globally. It ensures that our exports reach markets more quickly and that our imports become more affordable for businesses and consumers alike. In a world that is driven by speed, technology and efficiency, Tema Port’s modernisation gives Ghana a competitive advantage. It is a strategic asset in attracting investments, creating jobs and facilitating trade across various sectors.”

President Mahama originally envisioned the expansion and, in November 2016, officially launched the $1.5 billion initiative, which has now been executed through the MPS–GPHA–APM Terminals–AGL partnership.

Baffoe-Bonnie more than qualifies; he has served as a Supreme Court Justice for more than a decade, and there has been no integrity issue on his part. He further noted that a background check conducted by the National Intelligence Bureau (NIB) cleared Justice Baffoe-Bonnie of any wrongdoing.

The Ghana Armed Forces confirmed that six people died, while 28 others were admitted to the 37 Military Hospital. Five of the injured remain in the Intensive Care Unit (ICU), and 12 are in critical condition.

The incident happened amid an extended recruitment period, which had been prolonged by one week beyond the original October 31, 2025, deadline to allow applicants who faced technical challenges to complete their submissions.

“For too long, Ghana’s poultry industry, once a vibrant source of rural income and national nutrition, has been constrained by high feed costs, limited access to improved breeds, inadequate processing capacity, and overreliance on imports,” President Mahama said.

He revealed that Ghana spent over $350 million on poultry imports in 2023, describing it as “a drain on foreign exchange and a missed opportunity for local farmers and entrepreneurs.”

Calling for renewed commitment to self-sufficiency, President Mahama urged Ghanaians to “consume what we ourselves grow,” stressing that the new poultry initiative will reduce import dependency and restore confidence in local production.

He explained that the Farm-to-Table Project forms part of a broader agricultural transformation agenda focused on empowering farmers, enhancing food security, and promoting sustainable livelihoods nationwide.

Mr Domelevo did not spare the legal fraternity, claiming that highly resourceful corruption suspects are employing powerful lawyers and ‘procuring’ judges to ensure indefinite delays until a favourable change of government facilitates the collapse of their cases.

Speaking on TV3 on October 25, the respected anti-corruption crusader insisted that unless the judicial system undergoes radical and urgent reform, the retrieval of stolen state funds will remain impossible.

Mr Domelevo laid bare the alleged strategy used by politically connected individuals accused of high-level corruption.

The goal, he contends, is not to win the case on merit but to stretch the proceedings across electoral cycles, exploiting Ghana’s partisan political system.

“They can even procure judges. A judge may say, ‘What I can do is to keep adjourning until your party comes to power; then the case will be thrown out,’” he alleged.

He argued that these deliberate, drawn-out judicial delays serve as a protective shield for the accused, effectively denying justice and preventing the state from recovering vital public funds.

“The money is still in someone’s pocket and not in use. Justice delayed is justice denied,” he said, urging Parliament to treat the necessary judicial reforms as a certificate-of-urgency matter.

To combat the deliberate dragging of feet in court proceedings, the former Auditor-General proposed radical reforms to expedite the prosecution of corruption cases.

1. Time Limit and Penalties: Domelevo proposed a strict time frame for the completion of corruption cases, regardless of their complexity, arguing that judges who fail to meet this standard should face severe sanctions.

He proposed a maximum of 9 to 12 months for corruption cases, with penalties for judges who exceed that period without justifiable reason.

He believes judges who stretch cases beyond a year should face misconduct proceedings, holding them personally accountable for procedural delays.

2. A 24-Hour Justice System: To handle the increased workload and clear the corruption case backlog efficiently, Domelevo called for the immediate operationalization of a 24-hour justice system.

“We all don’t have to go to court at 9 a.m. and close by 3 p.m. A 24-hour economy should start in the Judiciary too,” he said.

He noted the recent influx of new lawyers—over 800 were recently called to the Bar—suggesting that they could be recruited as part-time judges to hear cases in the evenings, ensuring continuous judicial activity and eliminating bottlenecks.

His core argument remains that Ghana will not defeat corruption until the justice system itself is fundamentally reformed and made impermeable to influence.

It has been almost three months since the passing of the late Dr. Edward Omane Boamah, who held the defence portfolio.

Despite the critical nature of the ministry, President Mahama is yet to nominate a substantive successor, a move Rev. Fordjour says is endangering the nation.

“Nearly three months without a substantive Defence Minister is a dangerous gamble and reckless potential compromise of our territorial integrity. What a dangerous inaction!” the MP wrote on his X (formerly Twitter) page on Saturday, October 25.

Rev. Fordjour’s statement comes at a time when Ghana is grappling with ongoing tensions and instability in border regions such as Gbenyiri, Sampa, and conflict-prone Bawku, as well as the persistent threats posed by illegal mining syndicates.

According to recent reports from the Ghana Refugee Board, more than 23,000 Ghanaian citizens have crossed into neighbouring countries in recent months, fleeing violence and insecurity.

The MP questioned the President’s reluctance to fill the vital post, raising concerns about leadership within the National Democratic Congress (NDC) and its ability to respond to the country’s defence needs.

“No serious country will run three months without a substantive Defence Minister,” Fordjour asserted, demanding immediate action to reinforce the Ghana Armed Forces and protect the nation’s borders.

Security analysts have noted that the protracted vacancy comes amid a regional surge in cross-border crime, armed incursions, and the threat of extremist violence spilling into Ghana from the Sahel.

The Defence Ministry oversees not only the military but also key national security operations and international defence partnerships.

A leadership vacuum, experts warn, could slow response times, affect morale within the ranks, and weaken Ghana’s security posture.

While the Presidency has yet to respond publicly to Rev. Fordjour’s criticism, opposition and civil society groups have echoed calls for swift appointment to the ministry, emphasising the need for continuity and strong leadership.

Rev. Fordjour ended his critique with an appeal for President Mahama to act urgently, arguing that the stability and safety of millions depend on decisive leadership.

He asked pointedly whether there was “no suitable person in the NDC who can be trusted” to take up the role, amplifying public debate about the government’s succession planning and crisis management protocols.

The initiative, he said, aims to spur economic growth and reduce the widening development gap between the North and the South.

He lamented that while Accra continues to be the most urbanised and economically vibrant region, the northern parts of the country lag behind, fueling increasing migration to the capital.

“We must stop that geographical imbalance because every child finishing senior high school in the North, after a certain point in time, has no economic opportunity, no employment opportunities, and everybody is headed towards Accra,” President Mahama stated.

He further observed that nearly all industries and foreign direct investments are concentrated in Accra, rendering previous incentives to promote balanced development ineffective.

To tackle this challenge, the President proposed the establishment of an Agro-Industrial Park in the northern zone to attract and support foreign investors willing to set up there.

“We are suggesting an Agro-Industrial Park in the northern part of the country, where we redirect some of the foreign investors who want to invest and give them the necessary incentives to move up North and create jobs. This will ensure that young people can find opportunities there and not drift down to the South,” he explained.

It will include nine interchanges, 10 bridges, 15 footbridges, 20 kilometres of service roads, rest stops, and axle load stations — all aimed at improving safety and easing traffic flow.

Construction has been divided into three lots:

  • Lot 1: Cape Coast to Kissi
  • Lot 2: Kissi to Daboase
  • Lot 3: Daboase to Takoradi Airport Roundabout

Research indicates that corruption and scandals are on the rise across Africa, with Ghana losing about $15 billion annually to such issues.

He expressed concern that, due to these challenges, the country has had to rely on the International Monetary Fund (IMF) for a $3 billion bailout, which he deemed unacceptable.

Bishop Mantey affirmed that he, along with other clerics, will continue to hold governments accountable and criticize any actions that could undermine the country’s commitment to combating corruption.

Speaking in an interview on Asempa FM’s Ekosii Sen show, Mr. Opoku explained that the move has become necessary following last year’s drought in northern Ghana, which destroyed large quantities of crops and affected many farmers.

“Last year, the northern part of Ghana experienced a severe drought, which caused all the crops that were planted to spoil. In response, the government provided support to the farmers in various ways. We face challenges whether it rains or there is a drought. Therefore, we needed to find solutions to transition Ghana from rain-fed agriculture to irrigation-based agriculture, which is a priority for the president. Consequently, we will allocate most of our resources to irrigation,” he said.

The Minister revealed that the government, with support from development partners including the French government, the EU, and the African Development Bank, has secured €47 million for irrigation-related projects.

He added that 25 additional boreholes have been donated by the Canadian High Commission to support secondary school farming programmes.

“The French government, the European Union, and the African Development Bank (AFDB) have provided us with €47 million for irrigation-related projects. I recently met with the French ambassador to discuss our collaboration on this initiative. We plan to construct ten new small dams to improve water flow and repair eight existing dams in the northern region.

“Additionally, we will install 47 solar-powered boreholes for farmers, as well as 44 boreholes for secondary school farming. Out of the schools we evaluated, 23 qualified for this initiative, and drilling has already begun for those locations. Furthermore, we presented our plan to the Canadian High Commission, which agreed to fund 25 solar-powered boreholes,” he said.

According to the President, the Green Digital City will be developed over 20 years in four phases, with the first phase expected to begin before the end of his tenure.

“As part of Ghana’s transformation, we plan to establish a new green city that will straddle the three regions of Greater Accra, Volta, and Eastern,” he said.

President Mahama also invited Chinese investors to participate in the initiative, describing it as a major step toward positioning Ghana as a hub for digital innovation and sustainable urban growth.

He explained that the President’s cautious approach in naming a replacement reflects “measured and responsible leadership.”

Mr Kotoko also defended the size of the Mahama administration, noting that it remains lean and efficient compared to the previous Akufo-Addo government.

“President Mahama has operated with just 56 ministers for several months. Even with the recent additions bringing the number to 58, it’s still far more efficient than the 125 ministers under the previous administration,” he said.

He added that the President’s focus is on maintaining stability, prudence, and effective governance rather than bowing to public pressure for swift appointments.

Mr Kotoko stressed that this approach underscores the President’s commitment to fiscal discipline and quality governance over political expediency.

While in China, President Mahama will champion women’s empowerment and gender equality, alongside pursuing bilateral discussions aimed at deepening Ghana–China relations and attracting investment.

He will also engage with Chinese business leaders and host a Presidential Investment Forum designed to connect Ghanaian enterprises with their Chinese counterparts and potential investors.

“Recently, I’ve been watching the Public Accounts Committee, and it’s so pathetic. Every year, we hear of reckless handling of public funds and resources. Those found guilty of financial infractions must face a fast-track process,” President Mahama said.

The President also urged public sector institutions to adopt Human Resource Management Information Systems (HRMIS) to improve efficiency, transparency, and accountability.

Additionally, he revealed that the 24-Hour Economy Authority Bill has been submitted to Parliament for consideration and encouraged public institutions to align their operations with the government’s 24-hour economy initiative to drive productivity and job creation.

Addressing Civil Society Organisations (CSOs) at a recent meeting, the President said troops are deployed across the country to manage multiple security challenges, including chieftaincy and land disputes, as well as border protection against terrorism.

“We have so many chieftaincy disputes all over the country, land disputes. You go to Sampa, we have troops there; you go to Gonja land, Savannah, there are troops there; you go to Bawku, there are troops there; you go to Nkwanta, our troops are there; and then our troops are also on the border to protect us from terrorism, and so they are spread thin,” he explained.

Mr Mahama cautioned that diverting soldiers to focus solely on galamsey-affected forest areas without boosting overall numbers could weaken other critical security roles.

The President noted that the fight is being coordinated through the National Inter-Agency Task Force on Illegal Mining (NAIMOS), which draws personnel from the police, army, national security, and other agencies.

“Happily, we have some additional troops coming with the winding down of some of the peacekeeping theatres, and so when they come, as many of them as possible, we will add them to the force so that we are able to dominate all the anti-galamsey sites and even to win the battle,” he added.

“Yes, I have the power to do it, but the President acts on the advice of the National Security Council. And as at now, the Council believes that we can win the fight against galamsey,” he said.

Mr Mahama, however, stressed that he would not hesitate to take that step if the situation escalated.

He further noted that government is prepared to deploy additional security personnel and commit more resources to intensify the fight.

“The day they advise me that we now need a state of emergency, I will not hesitate. As we deploy more troops and apply more resources, I am sure that gradually we will begin to see that we are winning,” he said.

The President assured CSOs that the engagement would not be a one-off event but part of a continuous dialogue. He urged them to sustain their advocacy and constructive criticism.

“This is not going to be a one-stop dialogue. We need your support, your criticism, your advocacy, and your pressure. Continue to put our feet to the fire, because that will encourage us to work harder,” he emphasised.

Mr Mahama reaffirmed his government’s determination to win the fight against illegal mining, insisting that sustained effort and collaboration would yield results.

Speaking at a meeting with CSOs in Accra, the President reflected on Ghana’s long history with mining, recalling that gold was among the first commodities traded when the Portuguese arrived in Elmina centuries ago.

“Mining in Ghana has a long history. When the first Portuguese arrived in Elmina, one of the first things we sold to them was gold. Our grandfathers were involved in mining,” he noted.

He explained that in the past, artisanal miners relied on basic tools such as pickaxes and shovels, which posed little threat to the environment.

However, the introduction of heavy equipment such as excavators and bulldozers into small-scale mining operations has drastically increased environmental destruction.

Tracing the evolution of the sector, Mr Mahama said reforms under the PNDC era sought to formalise small-scale mining and empower Ghanaian-owned operations.

But he stressed the need to distinguish between artisanal mining and mechanised small-scale mining, the latter being at the heart of the current crisis.

Acknowledging the complexity of the problem, the President called for sustained public advocacy and collaboration to tackle the menace.

“I want to assure you that we are determined to win this fight,” he said. “Your contributions, criticisms, and pressure are welcome. You must continue to push us and encourage us to succeed.”

Speaking at the launch of the National Cyber Security Awareness Month and inauguration of the Joint Cyber Security Committee, he warned that financial fraud, insider crime, and hate speech would not be tolerated.

“Anybody involved in romance scams, whether you are a foreigner or a Ghanaian citizen, we will hand you over to be tried and punished accordingly,” he said.

The President revealed that some financial institution staff had been arrested for aiding cyber fraud and urged regulators to crack down on such practices.

He also cautioned against the rise of hate speech online, saying it threatens national unity.

So far this year, several Ghanaians have been extradited to the United States in partnership with the FBI over cybercrime allegations.

Meanwhile, Communications and Digitalisation Minister Samuel Nartey George announced that the Cybersecurity Act, 2020 (Act 1038) is under review to strengthen laws.

He added that plans are underway to establish specialised cybercrime courts, with the Cybersecurity Authority and Police CID already arresting hundreds of suspects in 2025.
