MILITARY-LED PANEL TO RULE FOR UP TO TWO YEARS

Randrianirina has said that a committee led by the military will rule for up to two years alongside a transitional government until new elections can be organised.

The cabinet of new Prime Minister Herintsalama Rajaonarivelo, announced on national broadcaster TVM, includes 25 civilians and four military or paramilitary officers.

Christine Razanamahasoa, who was stripped of her position as president of the national assembly by Rajoelina’s party last year, was named foreign minister, while Fanirisoa Ernaivo, a Rajoelina opponent living in exile, was named justice minister.

Economics professor Hery Ramiarison was appointed finance minister.

Security officials were appointed to the ministries of the armed forces, public security, land planning and the gendarmerie.

GOVERNMENT TO ADDRESS CHRONIC POWER, WATER SHORTAGES

The government will be tasked with addressing the chronic power and water shortages that triggered the protests against Rajoelina, as well as broader economic challenges.

Between 1960, when Madagascar won independence from France, and 2020, economic output per capita nearly halved, World Bank data shows.

There was no immediate reaction from protest leaders to the cabinet appointments.

Rajoelina, impeached by lawmakers after he fled abroad, has condemned the army takeover and refused to step down while in exile, despite the High Constitutional Court ratifying the new government.

Rajoelina, 51, obtained French citizenship a decade ago, prompting calls for his disqualification from the 2023 presidential election. But he defied those calls and went on to win.

He fled the African island nation after weeks of protests over persistent power and water shortages, culminating in a military takeover led by Col Michael Randrianirina.

Rajoelina has said he has gone into hiding for his own safety, and his whereabouts remain unclear.

When he disclosed his French nationality months before Madagascar’s last presidential election, he argued he had only secretly acquired it to make things easier for his children studying in France.

In recent weeks, he had faced demonstrations initially organised by youth movement Gen Z Mada and inspired by similar anti-government protests in Nepal, which were only exacerbated when his government responded with violence.

Rajoelina sacked his energy minister and then his government – but this did little to quell the calls for him to step down.

Protesters had hoped that Rajoelina would resign to pave the way for a smooth, democratic transition.

Instead, he clung to power, eventually leading to Madagascar’s elite military unit, of which Randrianirina was chief, to seize power.

He has now been sworn in and has formed a new government, pledging to hold elections within two years.

The Atlas Lions, champions in 2018 and 2020, were tested to the limit by a spirited Malagasy side, but ultimately their pedigree and experience told.

Star striker Oussama Lamlaoui was once again the difference, scoring twice — including a spectacular 40-yard effort — to finish as the tournament’s top scorer with six goals.

Victory earned Morocco the gold medal and $3.5 million prize money, while Madagascar’s gallant run ended in silver and a $1.2 million payout.

Morocco strike early

The final began at a frenetic pace, with Morocco seizing control inside the opening 15 minutes.

Lamlaoui put his side ahead with a trademark poacher’s finish after Youssef Mehri split the Malagasy defence with a precise through ball.

According to Assafuah, the only financial details shared with the committee so far are related to the salaries of the coaching staff and players, but the complete budget for the games remains undisclosed.

“We are not aware of the full budget for the Black Stars as we speak. The only information that has been provided to the committee is the breakdown of salaries for the coaches and staff, such as the assistant coaches and team managers.

These details were made available, but the actual budget for the games has not been shared with us,” Assafuah said on Metro TV.

Earlier this year, during his State of the Nation Address in February, President John Mahama promised that the Black Stars’ budget would be made public to enhance transparency. However, Assafuah downplayed the significance of the President’s promise, suggesting it wasn’t a significant departure from past practices.

“This promise isn’t anything groundbreaking. In previous administrations, ministries and the Ghana Football Association (GFA) have always disclosed the amount of money spent on the Black Stars after matches have been played. So, the real change would be if the government starts disclosing the budget before the matches take place,” he added.

Kofi Adams, the Minister of Sports and Recreation, has assured the public that the budget for the Black Stars’ games will be disclosed shortly.

According to Mail Online, the new law states that those found guilty of raping a child under ten years old will be surgically castrated and sentenced to life imprisonment.

If the victim is between ten and 13 years old, they will instead be chemically castrated and face 15 to 20 years of forced labour.

If the rapist is also a minor, they will escape castration.

On February 2 Madagascar’s parliament, the National Assembly, approved a law which legalised the castration of child rapists.

The old law stated that those found guilty of raping a minor would face between five and 20 years of forced labour.

Minister of Justice Landy Randriamanantenasoa spoke in favour of the bill. Le Quotidien, a French language newspaper, reported that Ms Randriamanantenasoa said: “Society must know what they did and who they are.’”

The bill was proposed by the President of Madagascar, Andry Rajoelina, last month and was one of his key campaign promises during his re-election bid last year.

International organisations have criticised the new law. The BBC reports that in a statement, Tigere Chagutah, Amnesty’s regional director for East and Southern Africa, said: “In Madagascar, rape cases remain under-reported, and perpetrators often go free due to the victims’ and their families’ fear of retaliation, stigmatisation, and a lack of trust in the judicial system.

“Implementing chemical and surgical castration, which constitutes cruel, inhuman and degrading treatment, as a punishment for those found guilty of raping minors will not solve this and is inconsistent with Malagasy constitutional provisions against torture and other ill-treatment, as well as regional and international human rights standards.”

Randriamanantenasoa has rebuked similar criticism about respect for human rights by saying Madagascar is a sovereign country.

The new law comes just days after Kazakhstan announced a similar law where the country’s worst offending child sex offenders will have their genitals surgically removed.

Kazakhstan announced its draft law to remove pedophiles’ genitals on February 6 following complaints from MPs that the current law where paedophiles are chemically castrated was not deterring child sex offenders.

The tightening of the law follows the death of Erkezhan Nurmakhan, five, who was lured to a paedophile’s house after he offered her money for an ice cream.

Saidolim Gayibnazarov, 48, who had previous convictions, was sentenced to life in jail and chemical castration.

Deputy Interior Minister of Kazakhstan, Igor Lepikha, said surgical castration was ‘controversial’. “In terms of ethics and the human side of the issue, it is very complicated indeed.

“Moreover, we speak about these criminals being locked up for life – so there is no point in [castration] then.”

The Anderlecht midfielder who was introduced in the second half brought some energy as the Black Stars hard-fought to record a win in their opener of the Mundial qualifiers at the Baba Yara Stadium.

The Black Stars struggled in the first half and were dominated by the Barea.

Speaking after the game, the Madagascar coach was full of praise for the impact of the the 26-year-old made in the game.

“We had the better chances and we hit the bar. But that is football; we missed our chance, and they scored theirs. I take responsibility because I am the coach. I take the blame for what happened,” Romuald Rakotondrabe said.

“In the first 45 minutes, we were able to challenge Ghana. In the second half, he brought Majeed Ashimeru, and that changed everything. I told the boys to stop him because he brought energy. We tried and tried but it did not work” he added.

Inaki Williams scored a 95th-minute winner for Ghana to kick off their Group I games on a winning start.

Ghana hosted the Barea at the Baba Yara Stadium in their opener of the qualifying games at the Baba Yara Stadium on Friday.

In the first half, the Black Stars struggled and were dominated by the Malagasy.

However, a few substitutions impacted the game which eventually got Ghana the desired result as Inaki Williams scored in the 95th minute to seal the win.

Speaking after the game, Hughton said, “That’s football, sometimes it takes a second for something to happen.

“We showed a bit of nervousness in the first half. This is the first game of the campaign. We were a little bit nervous. The second-half performance was excellent,” he added.

Ghana is now second in Group I behind Comoros who also secured a win against the Central African Republic in another Group I game with Mali set to face Chad in the third game of the first round.

Ghana will now shift attention to their next game against Comoros which comes off on Tuesday.

Speaking after the game, Inaki Williams said the goal is very dear to him because he had his family in the stands.

“This goal is very dear to me because my family was in the stadium,” the Athletic Bilbao striker said.

The goal means Inaki Williams has now scored his maiden goal after going 11 games without a goal.

The Black Stars of Ghana will take on Comoros on Tuesday, November 21, in the second Group I game of the 2026 FIFA World Cup qualifiers.

In the 95th minute, Inaki Williams finally found the back of the net with an assist from Gideon Mensah as the Black Stars secured a hard-fought win over Madagascar.

Ghana hosted Madagascar at the Baba Yara Stadium on Friday. Chris Hughton announced a strong lineup for the game. 

Richard Ofori made a return to the side for the first time in over a year. Andre Ayew who is the skipper for the side was left on the bench. 

The Barea dominated the early minute of the game and threatened Ghana’s goalpost. Ghana however on the other side had a nervy start to the game. 

Madagascar kept probing and asked the questions in the first half while Ghana kept struggling in the game. 

The Barea recorded 3 shots on target while Chris Hughton’s side recorded just a shot on target. 

Madagascar scored in the latter part of the first half but was ruled out as an offside. The first 45 minutes of the game ended goalless. 

In the second half, Denis Odoi and Majeed Ashimeru were introduced to replace Alidu Seidu and Baba Iddrisu.

In the early minute of the second half, the Black Stars had two quick chances but failed to find the back of the net. 

The Black Stars improved their performance and kept the Barea under pressure with Inaki Willaims scoring in the 53rd minute was it was ruled out for an offside. 

Daniel Amartey in the 62nd was replaced by Kasim Nuhu after picking a knock. 

Majeed Ashmieru and Inaki Williams kept threatening Madagascar but sat deep and composed. 

The technical team introduced Ernest Nuamah to replace Antoine Semenyo in the 73rd minute to put pressure on the backline of the Barea. 

The Olympique Lyon forward made an instant impact by creating chances. Ashimeru came close in the 80th minute but his shot was saved. Madagascar also came close to scoring minutes later but the ball struck the goalpost. 

Eight minutes to end the game, Red Star Belgrade forward, Osman Bukari was replaced by Jordan Ayew.

Mohammed Kudus almost broke the deadlock in the 82nd minute but his beautifully controlled ball was saved by the Barea goalkeeper. 

In the 90th minute, Bukari’s cross did not locate anyone in the 18-yard box. Salis Samed’s follow-up shot was blocked by the defense of Madagascar.

But in 95th minute, Inaki Williams snatched a late win for Chris Hughton’s side.

The Athletic Bilbao forward has now broken his deadlock after going 11 games without scoring a goal.

The Black Stars will travel to face Comoros in the second Group I game at the Stade de Moroni on Tuesday, November 21 with kick-off scheduled at 16:00GMT.

He had started for his club FK Egnatia in an Albanian Superliga match against KF Partizani.

Dwamena collapsed in the 24th minute and prompted the medical team on standby to take emergency action.

After he was rushed to the Kavaja hospital in an ambulance, he died as a result of a heart attack.

As a way of paying tribute to the late Ghana striker, the Ghana Football Association (GFA) has secured clearance from the world football governing body, FIFA for a minute silence to be observed when Ghana takes on Madagascar.

“As regards to program to honour Raphael Dwamena, we officially wrote to FIFA to seek approval and this afternoon, FIFA has positively responded to our request so tomorrow we shall have a one-minute silence in his honour before kickoff,” GFA Communications Director Henry Asante Twum has revealed.

The game is scheduled to kick off at 4: pm at the Baba Yara Sports Stadium. The Black Stars will in their second group game travel to face Comoros on Tuesday, November 21 at the Stade de Morini.

Chris Hughton and his technical team having had a good start after going five games unbeaten saw their unbeaten run come to a halt.

The Black Stars suffered back-to-back defeats against Mexico and USA in the October international friendly. The team conceded six goals without scoring in any of the games.

Having steered the team to secure qualification for the 2023 Africa Cup of Nations (AFCON), Chris Hughton and his boys will hope to kick off their World Cup qualifiers on a good note.

The African continent will for the first time present a record number of ten nations to football’s newly expanded global showpiece.

Only five countries were present at the 2022 finals in Qatar, where Morocco made history by becoming the first African side to reach the semi-finals.

However, nine African sides are guaranteed a spot at the next edition in Canada, Mexico and the United States, a tournament that will feature 48 teams, up from 32.

Some of the runners-up in the nine qualifying groups will get another chance to make an appearance at the global showpiece.

The four best-ranked second-placed sides will be drawn into play-offs, with a semi-final and final in November 2025 determining which African side will advance to an intercontinental play-off tournament.

Black Stars, who are seeking to secure a fifth Mundial appearance after playing in Germany, South Africa, Brazil and Qatar respectively on Monday opened camp in Accra before flying to Kumasi on Tuesday to kick start their preparations for the two games.

The team held their first training sessions behind closed doors ahead of the games.

Having announced 25-man squad for the games, two players have withdrawn from the squad due to minor injuries.

Medeama’s Abdulai Nurudeen is the latest local player called up by Hughton, replacing Abdul Mumin of Rayo Vallecano.

Leicester City’s Abdul Fatawu Issahaku has also received a call-up, replacing Kamaldeen Sulemana who plays his club football for Southampton in the English Championship.

The team will be led by Andre Ayew, who before his inclusion in the squad was clubless but has joined French Ligue 1 side, Le Havre as a free agent for the rest of the season.

Lawrence Ati-Zigi was the last player to join the rest of his teammates having missed out in the first training session on Tuesday.

Madagascar arrived in Kumasi on Wednesday and held their mandatory training at the Baba Yara Stadium.

Ghana and Madagascar have met five times at different levels.

The last fixture between the two sides was the second leg of the 2023 AFCON qualifier played at the Mahamasina Municipal Stadium, Antananarivo.

The game ended in a goalless draw, it was Hughton’s third game in charge of the national team.

The first leg finished 3-0 in favour of the Black Stars in Cape Coast.

The skipper for the senior national team was left out of the squad that faced Mexico and the USA during the October international break.

However, according to 3Sports, the 33-year-old will be named in the soon-to-be-announced Black Stars squad for the games.

Andre has been clubless after leaving Nottingham Forest in July earlier this year.

Almeria midfielder, Iddrisu Baba and Anderlecht midfielder, Majeed Ashimeru are also expected to be named in the Black Stars squad.

Ghana will kick start the World Cup qualifiers with two games where they will face Madagascar in their Group I opener in Kumasi on Friday, November 17 before travelling to Comoros for round two of the qualifiers.

However, Thomas Partey is expected to miss the games due to a muscle injury which will keep him out until December.

The squad list for the game is expected to be released this week.

Having lost in the friendly games without scoring a goal, Chris Hughton and his charges will hope to return to winning ways.

Samir will be assisted by Brinsi Zakaria (Assistant I), Naciri Hamza (Assistant II) and EL Jaafari Noureddine (Fourth Referee). 

Nigeria’s Shaibu Amadu is the Referee Assessor and Kachalla Babagana Kalli from Nigeria operates as the Match Commissioner.

The game has been scheduled to kick off at 16:00GMT.

The Black Stars will need to beat Madagascar next month before travelling to Comoros for the second game of the qualifiers for the 2026 FIFA World Cup.

Ghana last beat Madagascar 3-0 in a 2023 Africa Cup of Nations qualifier at the Cape Coast stadium in June 2022 and will be looking forward to another victory over the East Africans.

Mohammed Kudus, Felix Afena Gyan and Osman Bukari netted for Ghana in the 3-0 win.

Ghana will face the Barea on November 17 and according to the Ghana Football Association (GFA), the game will be played in Kumasi

“Ghana will open her 2026 FIFA World Cup qualifying campaign against Madagascar at the Baba Yara Sports Stadium in Kumasi. According to FIFA, the game is scheduled for 16:00Hrs kick off on Friday, November 17, 2023,” a communique from the Ghana FA said on Tuesday.

It continued, “The Black Stars will be aiming to kick start the World Cup qualifying campaign on a good note in their quest for another appearance on the World Cup having made it to the last edition in Qatar 2022.”

After the game against Madagascar, the Black Stars will travel to Comoros to play against their national team in the second game of the qualifiers.

Already, coach Chris Hughton is putting together his squad for the two crucial upcoming games.

Meanwhile, Morocco’s Guezzaz Samir has been appointed to officiate the game.
