This comes a few days after the Auditor-General, Daniel Domelevo began his accumulated leave following a directive from President Nana Akufo-Addo.

A statement from the Acting AG, Johnson Akuamoah Asiedu, explained it arrived at the conclusion following an inspection of the documents.

The statement added both parties could now go back to the High Court for proceedings to continue.

“We wish to state that we are satisfied with the processes and therefore propose that the lawyers inform the Supreme Court accordingly to enable both parties to go back to the High Court to continue with the proceedings in that court,” he statement read.

Mr Osafo-Maafo superintended over the payment of $1 milion to Kroll and Associates Limited for some consultancy services.

Using a single-source procurement process, the United Kingdom Company was contracted in 2017 to “review electronic evidence, identify assets abroad and manage a joint Civil and Criminal Assets recovery process.”

By September 2018, $1 million, the equivalent of GH¢4.86 million was made to the company as full payment for its services.

However, the Auditor-General, Daniel Domelovo challenged the arrangement with the explanation that by Ghana’s 1992 Constitution, the contract required parliamentary approval because it involved a foreign company.

Mr Domelevo also said Mr Osafo-Maafo’s reply to his queries over the contract with Kroll Associates to provide consultancy services was unsatisfactory.

Senior Minister replies Auditor General over $1m Kroll payment https://www.adomonline.com/senior-minister-replies-auditor-general-over-1m-kroll-payment/ Fri, 18 Oct 2019 06:19:13 +0000 https://www.adomonline.com/?p=1713779 The Senior Minister, Yaw Osafo-Maafo has responded to claims by the Auditor General, Daniel Yaw Domelevo, that he led the government to pay a private firm, Kroll and Associates, $1million for no work done.

In a letter addressed to the Auditor General, Mr. Osafo-Maafo sought to set the record straight on the matter involving the private firm.

He said approval for request for single source procurement of professional services was obtained contrary to claims by the Auditor General that he failed to seek approval from the Public Procurement Authority (PPA).

On the accusation that the Senior Minister through the Finance Ministry made full payment of more than GH¢1 million to Kroll and Associates with no proof of work done, Mr. Osafo-Maafo in his response letter dated October 8, 2019 said: “Proofs of work done by Kroll and Associates are contained in their respective reports submitted to the Office of the Senior Minister, COCOBOD, Bank of Ghana and Economic and Organized Crime Office(EOCO)”.

“The consultancy services with Kroll is ongoing and expected to continue for a period of four years”.

The letter to the Auditor General also revealed that “one of Kroll’s reports for work done was in respect of LITHOvit agro-chemicals supplied by Seidu Agongo to COCOBOD for USD106,541,589.82 which is now the subject of a case in the High Court…. The work done by Kroll in this case included Bank Analysis and Supplier Overview which disclosed that 90% of the revenue Seidu Agongo earned from COCOBOD was from agro-chemicals sales amounting to USD 106,541,589.82 which has turned out to be worthless.”

Mr. Osafo-Maafo also stated that Kroll is still conducting investigations into several other cases for the Government of Ghana.

The firm is also assisting in asset recoveries and prosecution.
