His lawyer, Nana Agyei Baffour Awuah, confirmed in an interview on Asempa FM’s Ekosii Sen that Mr Nkansah will continue to cooperate with investigators while the probe remains ongoing.

Mr Nkansah was charged by the National Intelligence Bureau (NIB) after making comments on radio alleging irregularities in the award of government-funded scholarships for studies abroad. The NIB is still investigating the claims.

According to his legal team, the Bureau initially prepared to take him to court but reconsidered after further engagement. Mr Nkansah provided investigators with the contact details of the person who allegedly supplied him with the information, and the NIB has since reached out to that source.

Mr Awuah also explained that when Mr Nkansah was asked to report again, he was in Kumasi attending to his ailing father at the KNUST Hospital.

Following a review, the NIB granted him bail with two sureties on the government payroll. Officers are currently verifying the properties and residences of the proposed sureties as part of the bail process.

However, the group said matters escalated on February 11 when Mr. Ofosu Nkansah, having requested a brief postponement due to a critically ill parent, honoured a new reporting date. Upon arrival, he was allegedly taken to his home for a search without a clearly presented warrant and later moved to an undisclosed location.

“His legal team [was] unable to ascertain his whereabouts,” the statement noted.

The CDM argued that such actions undermine the core principles underpinning Ghana’s constitutional democracy, including the rule of law, separation of powers, and respect for human rights.

“Every citizen is entitled to dignity, fair treatment, and prompt information on any deprivation of liberty,” the group stated.

In its demands, the CDM called for the immediate disclosure of Mr. Ofosu Nkansah’s legal status and place of detention, as well as the authority under which he is being held.

It further urged the Government to ensure that executive influence does not compromise investigative independence, stressing that the protection of due process is vital to Ghana’s democratic consolidation.

Questions as to where they are taking him, nobody has answered us. He is in the company of heavily armed NIB officers. Right now, as the lawyer of Kofi Ofosu, I don’t know where my client is,” he stated.

In a Facebook post on Friday, August 22, Mr. Nkansah said documents from the DVLA’s previous management, which he had reviewed, showed that the foundations for the revenue boost were already in place before Mr. Kotey assumed office.

He described as misleading a recent media interview in which the DVLA boss implied that no significant initiatives were inherited from his predecessor.

According to Mr. Nkansah, the much-touted DP plate stickers project cited by Mr. Kotey as the main driver of growth was designed, completed, and scheduled for rollout by the previous administration.

He outlined a sequence of events to back his claims, citing that in January 2024, the Ministry of Transport approved the conversion of DP plates into digital stickers.

A vendor was engaged soon after, with designs finalised and a committee set up in May 2024 to supervise implementation.

By June 2024, an agreement had been signed with manufacturers, and in November, training sessions for police officers and other stakeholders were held in preparation for the launch.

Mr. Nkansah maintained that these processes had all been concluded before Mr. Kotey took office, meaning the current management only followed through on an already established project.

He concluded that credit for the revenue growth should rightly go to the groundwork laid by the former DVLA Chief Executive, Mr. Edusei, rather than being attributed solely to the present administration.

In a Facebook post, Mr Nkansah addressed a widely circulating video on social media in which Kwaku Manu was dressed in NPP colours with a “DPP” inscription.

He encouraged Ghanaians to vote for that party, hinting that failure might lead to election manipulation.

This display has not gone down well with the NEIP CEO, who has requested that the actor stop “misbehaving” while wearing NPP attire.

Nkansah emphasised the right of individuals to support any political party of their choice. But insisted that actions which could tarnish the NPP’s image should be avoided.

“Those who know Kwaku Manu should tell him to stop misbehaving with NPP colours.”

“He has every right to support any party of his choice but we won’t take such mischief from him.”

Nkansah stated that while Mahama had served as President for four years, the NDC has allegedly tried to take ownership of infrastructure developments that were undertaken by the NPP.

He argued that such attributions are misleading and unfair, as they fail to acknowledge the efforts of the current administration.

According to the NEIP CEO, the substantial expenditure reflects the government’s commitment to providing quality education to all Ghanaian students.

In addition to Free SHS students, Mr Nkansah disclosed that the government allocates over GH¢9,000 per Technical and Vocational Education and Training (TVET) student.

This amount, he noted, is slightly higher than the investment in SHS students, due to the specialised nature of TVET education, which requires additional resources for practical training and technical equipment. The aim is to equip TVET students with the skills to thrive in technical fields and contribute to Ghana’s industrial growth.

“On average, the Government spent Ghc 8,936/9,808 on an SHS/TVET boarding student for 3 years using 2021 academic year rates.”

“People who cannot save 10,000 cedis their entire life are getting their children educated for free. Impacting generations,” he posted.

Nkansah highlighted that Mahama, during his tenure as Vice President, was unable to significantly advance his policy ideas, only putting them into action after becoming President.

He questioned the fairness of the NDC’s recent criticism of Dr. Bawumia, urging the Vice President to execute his plans now rather than waiting until he potentially becomes President.

Over time, the NDC has consistently criticized Dr. Bawumia, urging him to implement his policies and promises as Vice President to improve the lives of Ghanaians immediately, rather than waiting for a presidential bid.

They argue that Bawumia should take concrete action now to demonstrate his leadership and commitment.

However, Nkansah insists that until the NDC can adequately explain Mahama’s record as Vice President, they should refrain from demanding that Dr. Bawumia implement his policies at this stage.

He suggests that the same standards should apply to both leaders, highlighting the need for consistency in political expectations.

“Since the NDC wants Dr Bawumia to implement all his plans now, can they tell us why John Mahama didn’t do the things he did as President when he was Vice President?”

The Office of the Special Prosecutor conducted an unexpected audit of the NEIP CEO’s office, arresting him on allegations of using NEIP funds for his personal political campaigns.

Mr. Nkansah has denied the allegation, noting that the monies transferred were to beneficiaries under the YouStart pilot project and not delegates.

He has since been granted bail as investigations continue.

But Vitus Azeem believes it is easy for the Special Prosecutor to verify the source of funds, which would serve as proof of whether the person of interest is guilty or not of the charges levelled against him.

“In this particular case where the OSP is investigating, he can call for the personal asset declaration and look at it to see if the money that the person is using can be traced to what was pre-recorded in the asset declaration and to the person’s bank accounts,” he said.

Also, the Director of Programmes and Policies at the Ghana Center for Democratic Development, Dr. Kojo Pumpuni Asante, has condemned vote-buying in election processes in the country.

According to Dr. Asante, “If vote-buying is not brought to an end, it will continuously delegitimise the democratic process in the country.”

“The parties are beginning to see the effect of that [vote buying] because when money becomes the ultimate determinate of who represents people in communities, the essence of any party will be completely lost,” he said.

Mr Nkansah was arrested on charges of distributing money to delegates ahead of the NPP Parliamentary primaries slated for Saturday, January 27.

Subsequently, Mr. Nkansah was taken to the OSP’s office to assist in investigations.

The arrest followed a complaint reportedly filed by his rival, Kwame Anyimadu Antwi, the Asante Akim Central Member of Parliament.

Mr Anyimadu Antwi has however denied reporting the incident to the Office of the Special Prosecutor.

So far, the party has cleared 326 parliamentary aspirants for the January 27 primaries to elect its parliamentary candidates in constituencies where the party has sitting MPs.

Out of the total number of 373 aspirants, who filed to contest the primaries, after vetting, 29 are going unopposed, 11 were disqualified, two were referred to the National Executive Committee (NEC), two stepped down, one incomplete form and two did not show up for vetting leaving the qualified aspirants for the primaries at 326.

Citi News reports this information was disclosed by sources at the OSP.

Mr. Ofosu Nkansah is seeking to be the New Patriotic Party’s (NPP) parliamentary aspirant in the Asante Akim Central constituency.

He is contesting against the incumbent Member of Parliament, Kwame Anyimadu-Antwi.

The NEIP CEO was arrested by the OSP on Wednesday, January 10, 2024.

Initial reports had suggested that, the arrest was linked to his alleged distribution of money to NPP delegates ahead of the parliamentary primaries on January 27.

Mr. Nkansah’s office was searched by officials from the OSP after his arrest.

Felix Amakye, the New Patriotic Party’s Asante Akim Central Constituency Secretary, had, in an interview accused the Asante Akim Central MP of reporting his contender to the OSP, a claim the latter vehemently denied.

He wrote, I’m fine folks. We are winning AAC primaries on Jan 27. Afa.

Meanwhile, Mr Anyimadu-Antwi has denied any involvement in the arrest, stating he knows nothing about it.

The Chief Executive Officer (CEO), Kofi Ofosu Nkansah, revealed this on Adom FM Dwaso Nsem.

Mr Nkansah expressed his satisfaction with the various initiatives rolled out so far to promote entrepreneurship in Ghana and under the Akufo-Addo led administration.

He cited the Presidential pitch, presidential business support, empowerment for men and women with disabilities, greenhouse centres at Dawenyah, and Youth in Innovative Agriculture Programme, Hub grant among others, as the policies through which job creation has been possible.

“Since I came last year, 12,000 people have received grants from NEIP and through this, they have been able to establish businesses that have employed other Ghanaians.

“Last year alone, we trained 24,000 youth in Innovative Agriculture Programme and about 10,000 were also given vocational, technical, and entrepreneurial skills in collaboration with YEA,” he explained.

The CEO added that about 50,000 youth from across the country have undergone training as part of the Ghana Jobs and Skills component of the Youstart initiative.

Speaking on Asempa FM’s Ekosii Sen show, on Tuesday, Kofi Ofosu Nkansah expressed his satisfaction with the initiative’s progress and stated, “We always want to reorient the youth from job seeking to job creation.”

The primary objective of the YouStart Initiative is to generate a significant three million employment opportunities over the course of the next three years.

Mr. Nkansah provided insights into the training process and its outcomes, highlighting that the participants have successfully completed all the required training stages.

He emphasized that while not all participants are guaranteed monetary grants, the training itself plays a substantial role in contributing to their eventual success.

He explained, “Not everyone gets that money but the training helps them to double their earnings.”

Regarding the distribution of grants, Mr Nkansah clarified that the disbursement is being conducted in phases, with the current phase being the initial one.

He further elaborated that some individuals have already received grants, while others have gained valuable expertise that could potentially lead to grants in the subsequent phases.

In a letter dated 11 January 2022, and signed by the Chief of Staff at the office of the President, Akosua Frema Osei-Opare, Mr. Nkansah, is required to accept the appointment in writing within 14 days of receipt of the appointment letter.

Until his new appointment, Mr. Nkansah served as the managing director of the Accra Digital Centre from February, 2017 to lead and drive innovation and entrepreneurship in the Tech Ecosystem to help harness the digital Innovation potential of Ghana.

Reacting to his appointment via Twitter, Mr. Nkansah wrote, “Thank you Mr. President.”

Kofi Ofosu Nkansah is a Technology and Innovation professional with 16 years of experience across various industries.

His work experience spans the Telecommunications, Free zones, Utilities and Entrepreneurship/Innovation Industries.

NEIP

The National Entrepreneurship and Innovation Programme (NEIP) previously known as the Youth Enterprise Support (YES) under the previous Administration (NDC) was launched in August 2014 to provide support to the youth who are in business.

The NPP government under President Akufo-Addo took over YES and relaunched it with a new outlook on the 13 July, 2017 to be known as the National Entrepreneurship and Innovation Programme (NEIP)
