In an interview with Woezor TV, Ms. Bawah Mogtari said the Ghana Gold Board was working to ensure that all illegally mined gold does not enter the formal market.

“If gold is acquired or mined illegally, they will have a way of preventing those from coming into the legal markets,” she said in the interview, which was aired on Sunday, April 20.

She explained that funds generated from the sale of such confiscated gold would go into cleaning polluted water bodies and rehabilitating lands that have been degraded over the years as a result of unregulated mining.

“We have a challenge on our hands — pollution of our water bodies, degradation of our forests,” Ms. Bawah Mogtari said.

“I am delighted that so many young people are working on ideas and interventions that will help us regenerate our forests and clean our water bodies.”

Ms. Bawah Mogtari indicated that the Gold Board would rely on international standards to trace the origin of gold brought to market, drawing parallels to certification schemes introduced to curb the trade in conflict diamonds.

“The world decided to punish those who were investing in blood diamonds by refusing to buy them. Diamonds from those communities were denied access to global markets. It was a good way to sanitise that industry,” she noted.

She estimated that Ghana exports about $5 billion worth of gold annually, a sizeable share of which is suspected to come from illegal sources that yield little or no benefit to the state or local communities.

“That is the sort of thing we want to stop. It is that kind of exportation we do not want to see anymore,” she said.

According to her, the Gold Board has already made progress in its set-up and is receiving support from legitimate players within Ghana’s mining sector.

“So far, they’ve taken some giant strides. I’m looking forward to how it works out. And since the biggest beneficiaries, those in the industry, welcome it, I think all of us should give it a chance,” she added.

“Something great is happening for Ghana, just look at the first week in office; even before he was sworn in, we had conversations about ORAL [Operation Recover All Loot]. You see, not every action should necessarily be cast in law,” she said.

Speaking on JoyNews’ Newsfile on Saturday, January 11, with Samson Lardy, Madam Mogtari revealed that, “Funnily enough, some of the outcomes will interest you.”

“Some people who have actually bought lands that were assets belonging to the state are now saying that those assets should be returned to the state, that they are actually no longer interested in pursuing the purchases.”

Describing the findings of the committee responsible for the operation (ORAL) as heartwarming and epic, she noted that most of these assets were inherited several years ago, and therefore, sees no reason why an administration should literally partition them, alleging that they are being allocated only to party affiliates.

Madam Mogtari further highlighted that the public is increasingly focused on leadership that produces meaningful outcomes, rather than mere promises.

“People want to see a president deliver to their satisfaction,” she stated, underlining the demand for accountable and results-driven leadership.

She also mentioned that, “For the very first time, we have an inaugural speech that had no slogans, that actually reflected the reality of what is at hand, that spoke about a very difficult economic environment, that spoke to the challenges and hardship of the ordinary Ghanaian citizen.”

Madam Mogtari expressed hope in the John Mahama-led administration, citing the words of President John Mahama.

“One thing that I took away from this beautiful speech is the fact that it actually, in many ways, restores enormous hope. We can dream again, Mr. Mahama said, we can hope again, Mr. Mahama said. We can look forward to a leader who will do things and do them differently,” she stated.

She expressed that concerns or doubts about the President’s ability to adhere to his promise are unwarranted.

Instead, Ghanaians should trust him to lead and implement his vision as outlined.

“I love the fact that we’ve just received this constitutional instrument, drastically reducing the amorphous size of government from 30 ministries to 23.

“There is a clear commitment to doing things differently—a very clear commitment. He has just told us that he has reduced the number of ministries from 30 to 23. Some ministries do not need deputies. Not every ministry needs a minister,” she stated.

Her remarks followed the issuance of an Executive Instrument by President Mahama to restructure and establish new ministries within the Civil Service.

The Civil Service (Ministries) Instrument, 2025, signed on January 9, 2025, under the authority of Section 11(3) of the Civil Service Act, 1993 (P.N.D.C.L. 327), outlines the establishment of 23 ministries.

This marks a significant reduction from the previous 30 and reflects the administration’s focus on sustainability, innovation, and youth empowerment.

”What is happening today, what has happened in Obuasi East, Nsawam Adoagyire, Tema Central etc is an insult/ affront to our nascent democracy, unbelievable, unprecedented and shameful.

“In Obuasi East, the re-collation led to the declaration of a new PC, Nsawam A, same thing and let’s see what happens next.”

Her comments came after the EC, on Saturday, December 21, re-collated and declared results for nine constituencies that had been disputed since the December 7 polls.

The National Democratic Congress (NDC) has also rejected the EC’s actions, calling the re-declaration of results “illegal and manipulated.

According to the party, the EC’s actions undermine Ghana’s democratic principles.

In a statement, the NDC accused EC Chairperson Jean Mensa of engaging in “illegality and impunity,” claiming that her decisions have deliberately compromised the integrity of Ghana’s electoral process.

”It is abundantly clear that the Electoral Commission, under the leadership of Jean Mensah, has consistently chosen a path of illegality and impunity.

“By engaging in actions that deliberately undermine the integrity of Ghana’s electoral process, the EC has compromised its mandate and deepened public mistrust in the institution.”

“That year, John Dramani Mahama had to step in to complete the unexpired term following the sudden passing of President John Atta Mills. Despite significant obstacles, he went on to win the 2012 election,” she recalled.

She further reflected on the challenges faced during that period, saying, “History will record that he was held to ransom for nine months, with the legitimacy of his victory being challenged and undermined from the outset.”

She described him as a trustworthy leader who prioritises the welfare of citizens and is committed to ensuring justice and fairness for all.

According to Madam Mogtari, Mahama’s leadership would bring responsible governance practices that respect the rule of law, especially in managing public funds and protecting the public purse.

She highlighted the need for a leader who understands the value of accountability and transparency, qualities she says Mahama exemplifies, making him the right choice for Ghana’s future.

Mogtari concluded her post by urging Ghanaians to consider Mahama’s proven track record and vote for him in the forthcoming election.

In a recent post on social media, she criticised the government’s handling of dissent, accusing it of stifling the voices of citizens who are expressing their frustrations against its handling of the galamsey menace.

According to her, the arrests and detainment of the Democracy Hub protesters are an attempt to suppress legitimate grievances rather than address the real issues at hand.

Mrs Mogtari further slammed the government for what she described as its “miserable failure” in every aspect of governance.

She pointed to the current economic crisis, rising unemployment, and deteriorating infrastructure as evidence that the ruling administration has failed to deliver on its promises.

The former Deputy Minister argued that instead of addressing these critical issues, the government has resorted to heavy-handed tactics, including the use of force to silence critics.

The NDC stalwart also expressed concern about the state of democracy in Ghana, stating that the government’s actions threaten the country’s democratic principles.

According to her, the New Patriotic Party (NPP) flagbearer lacks proper messages and has resorted to ridiculing and character assassination of his main opponent, John Mahama.

She stated that, Dr Bawumia wants to thrive on the character assassination that won the NPP power in 2016.

“Bawumia as a running mate was cast as a technocrat; speaking big English, interviews, holding lectures and talking everywhere; speaking to the right points.

“The country is hot and if the person who was presented as an economic Messiah now has nothing to say on his campaign platforms. But if now the cedi is at its lowest and the finance minister has blamed it on the ballooning debt, this is not the kind of democracy we want he has no message,” she said.

However, Joyce Bawah in an interview with Adom News said the former President will remain focused on the vision to rescue and reset Ghana.

“I know why I’m following John Mahama and serving him. It is my prayer that God will help him succeed and build the Ghana we want,” she stated.

She further questioned the whereabout of the NPP’s project in the Bono East region, such as roads, water provision, and health facilities, are false, and challenged Dr. Bawumia to address these issues.

“Where are the roads they say they have constructed even the ‘galamsey’ which Akufo-Addo put his presidency on the line, how has the fight been? The one village one dam, the economic stability and all the other things they promised? She quizzed.

Her stance highlights a significant difference in campaign strategies between the two parties, with the NDC prioritising the direct impact of economic conditions over formal debates.

“My Dear Brothers and Sisters, what really is there to debate about, there is absolutely nothing left to debate. The economy has crashed and the country broke.

“We dey for gutter inside. A steering wheel without a car can’t get anyone anywhere. Let’s vote wisely, choose experience.”

Meanwhile, Dr Bawumia has challenged his counterpart from the National Democratic Congress (NDC), John Dramani Mahama, to a debate ahead of this year’s election.

According to him, Mr Mahama is running away because he will expose the weaknesses in his policies.

To her, it is just a misplaced priority.

She explained that, the tracker overlooks the pervasive corruption within the Akufo-Addo/Bawumia administration, which has had adverse effects on public finances.

Madam Mogtari argued that, the tracker’s failure to address the widespread corruption within the current administration renders it ineffective and a squandering of limited state resources.

In a tweet on Thursday, April 11, the former Deputy Transport Minister pointed out that a significant portion, 80%, of government projects and contracts are single-sourced, alleging nepotism in the government’s selection of individuals and companies for lucrative contracts.

She underscored that Ghanaians had anticipated insights into government performance from the tracker, particularly regarding nepotism and questionable contracts.

According to her, it is a misuse of power and discretion, contrary to the provisions outlined in the 1992 Constitution.

Madam Mogtari expressed concern over President Akufo-Addo’s appointment of more than 20 Appeals Court Judges, which has increased the total number of Appeals Court Judges in the country to 51.

She raised worry regarding the workload of these judges, suggesting that a significant portion of them might not have sufficient cases to handle.

Comparing Ghana’s situation to Nigeria, where there are 35 judges, she argued that President Akufo-Addo’s actions amount to an abuse of discretionary power.

In a statement released on Monday, April 8, on her Facebook page, Madam Mogtari revealed her concerns.

“How can one individual leader, such as Akufo-Addo, appoint twenty-one (21) additional Court of Appeal judges, thereby bringing the total number of Court of Appeal Judges in Ghana to fifty-one (51)? Many of these judges might find themselves with little to do. This represents an abuse of presidential power and discretion.”

“Even in neighboring Nigeria, they have thirty-five (35) Court of Appeal Judges, with five judges assigned to each district. How is it that Ghana has fifty-one (51) Court of Appeal justices?” she questioned.

She explained that, the EC as an independent body needs neutral individuals and as a dedicated member of the National Democratic Congress (NDC), she does not quality.

Joyce Bawah Mogtari made the comment while reacting to the appointment of a New Patriotic Party (NPP) activist to the EC Board.

To her, the appointment of an NPP activist to the EC board erodes trust ahead of the 2024 elections.

“If for example I were nominated to serve on the Electoral Commission, I would decline. Absolutely, in good faith. I’ve served this party in so many capacities. I can probably be objective to a point” she stated.

The appointment of Dr Appiahene to EC, Madam Mogtari said will further erode the trust political parties have in EC ahead of a crucial general elections in 2024.
