In a social media post on Tuesday, January 27, Dr Jinapor said he joined Tetracore Gas Ghana Limited to commission the facility, noting that the project represents a decisive step towards cleaner, more affordable and reliable energy for the country.

According to the Minister, the CNG facility will help reduce Ghana’s dependence on expensive liquid fuels while supporting industrial growth and creating jobs across the energy value chain.

He emphasised that expanding access to gas remains critical to improving energy security and lowering production costs for businesses.

Dr Jinapor commended Tetracore Gas Ghana Limited for its vision and commitment, describing the project as a strong example of private sector participation in advancing Ghana’s energy infrastructure and sustainability goals.

He reaffirmed the Government’s support for expanding gas supply and strengthening energy infrastructure, in line with President John Dramani Mahama’s Gas-to-Power Policy, which seeks to leverage Ghana’s gas resources to drive economic growth and accelerate the transition to cleaner energy.

This was disclosed by the Ministry’s Public Relations Officer, Richmond Rockson, during an interview on Adom FM’s Dwaso Nsem, as he condemned the incident.

According to Rockson, the Minister has filed a formal complaint and expressed his dissatisfaction with the Police hierarchy over how the officers handled the situation.

“The Minister has personally written to the IGP to investigate the matter and to the Attorney General’s office for immediate action,” Rockson said. “There has been a formal complaint, and he has clearly expressed his displeasure with what happened.”

He noted that the officers involved, including personnel from the Criminal Investigations Department (CID) and the Emergency Response Unit, acted outside acceptable standards, even if there had been a verbal exchange.

“Even if someone insults you, as a police officer, you are not supposed to treat them in that manner. This was a despicable act, and the Minister takes strong exception to it,” Rockson stressed.

He added that the Minister is determined to ensure the perpetrators are punished.

“He will see to it that those responsible are sanctioned. No citizen deserves to be treated the way the staff of the Ministry were treated,” he said.

Rockson further emphasized that law enforcement officers are expected to follow due process, not resort to violence.

“You don’t brutally assault members of the public like that. Even if someone misbehaves, you take them through lawful arrest procedures. Insulting someone is not a crime that warrants violence,” he explained.

According to the PRO, the same officers who allegedly carried out the assault also arrested and transported the victims to the Police Hospital under the guise of investigations.

He concluded by urging security agencies to uphold professionalism at all times.

“We should never subject citizens to this kind of treatment. The police exist to protect the public, not brutalise them,” Rockson added.

Reports indicate the incident began after Ministry workers encountered a pickup truck parked nearly in the middle of the road, obstructing a bus from merging onto the main highway. Once the bus passed, a passenger reportedly confronted the pickup driver about the obstruction.

Three Ministry staff sustained minor injuries, while another has been complaining of pains in the neck, jaw, and back.

Meanwhile, the Police Service is yet to officially respond as investigations into the matter continue.

He acknowledged the critical role tanker drivers play in maintaining the smooth flow of petroleum products across the country, describing their contribution as vital to Ghana’s economic and social stability.

According to Mr. Jinapor, the Ministry will collaborate with the National Petroleum Authority (NPA) and other stakeholders to develop a comprehensive framework aimed at addressing the drivers’ grievances.

“The Ministry, in collaboration with the NPA and other key stakeholders, will work towards the development of a comprehensive framework to address the concerns raised,” he noted.

He added that the framework would seek to protect the welfare of tanker drivers, improve operational efficiency, and promote industrial harmony within the petroleum sector.

Mr. Jinapor expressed optimism that sustained dialogue and cooperation would help strengthen the country’s petroleum supply chain and improve working conditions for drivers.

Speaking at the 31st Africa Oil Week in Accra on Monday, September 15, he said Africa’s peculiar challenges must guide the global shift towards clean energy.

He pointed out that more than 600 million Africans still live without electricity, describing the situation as a barrier to education, healthcare, economic growth, and human dignity.

“Over 600 million Africans lack access to electricity. This is not just a statistic; it is a barrier to education, healthcare, economic growth, and human dignity. Our duty, first and foremost, is to them,” he stressed.

Mr Jinapor insisted that Africa’s vast oil and gas resources must be harnessed responsibly to bridge the energy gap. He said Ghana’s Gas-to-Power policy was one example of using indigenous resources to drive sustainable growth.

“Africa cannot accept a transition that sidelines development, exacerbates poverty, and ignores the stark energy deficiency that still grips our continent,” he warned, calling on global leaders to adopt a more balanced approach.

During an engagement with staff, Mr Jinapor praised the Commission’s performance and encouraged personnel to approach their roles with a strong sense of commitment and ownership.

The Minister for Energy and Green Transition, John Jinapor, has revealed that the government is engaging Independent Power Producers (IPPs) to renegotiate contract terms as part of efforts to stabilise Ghana’s energy sector.

Speaking at a high-level forum on Ghana’s energy landscape, organised by the Africa Centre for Energy Policy (ACEP) and the Open Society Foundations on Friday, July 18, Mr. Jinapor said the negotiations aim to strike a “win-win” deal for both the state and private sector players.

The renegotiation process is being led by ACEP’s Executive Director, Benjamin Boakye.

The Minister admitted that the early months of his tenure were particularly challenging, citing threats from IPPs to shut down operations over unpaid arrears.

“When I asked how much we owe the IPPs, they said $1.7 billion. Then I asked about the entire power generation sector, and they said $3 billion. The energy sector alone needs GH¢81 million to clear the pipeline,” Mr. Jinapor disclosed.

He described the initial phase as “very tough,” noting that even doubling electricity tariffs would not have been enough to resolve the financial challenges facing the sector.

Despite the difficulties, Mr. Jinapor expressed optimism about the reforms and ongoing negotiations, stating that the efforts are already yielding positive results.

“Looking at where we were and where we are today, we have made significant progress. If we continue on this trajectory, I am confident we can turn the corner and achieve long-term sustainability,” he stated.

The Minister stressed the importance of anchoring Ghana’s economic transformation on a stable energy sector, which he described as critical to growth and development.

“We are renegotiating with some of the IPPs, and under Ben Boakye’s leadership, we believe we can secure favourable terms that ensure the sector’s viability while meeting Ghana’s energy needs,” he added.

During a parliamentary session on Tuesday, June 17, Second Deputy Speaker Andrew Asiamah Amoako endorsed a proposal put forth by Majority Chief Whip Rockson-Nelson Dafeamekpor for the ministers to appear before the House. He emphasized the critical nature of the issue and the necessity for prompt action.

“If we can look at the budget of the Interior Ministry so that a certain portion of their budget will be allocated to take care of this emergency. It is very critical,” he said.

The Member of Parliament for Lawra, Mr. Bede Ziedeng, has formally appealed to the National Disaster Management Organisation (NADMO), the Regional Coordinating Council, and the Lawra Municipal Assembly for the urgent provision of life jackets to communities situated along the Black Volta River.

“I appeal to NADMO, the Regional Coordinating Council, and the Lawra Municipal Assembly to come to the aid of Lawra SHS and the bereaved families,” he added.

Ziedeng has committed to donating ten life jackets to the affected communities and has called upon Parliament to initiate prompt legislative measures aimed at preventing future tragedies.

As a non-partisan public policy think tank dedicated to sustainable development, fiscal accountability, and inclusive governance, IPPG has raised alarm over what it describes as yet another tax measure imposed without adequate public consultation or transparent justification.

Lack of Stakeholder Engagement Undermines Credibility

IPPG criticised the swift passage of the levy, citing limited input from the public, civil society, and industry players as a missed opportunity for participatory governance. It emphasized that broad consultation is a fundamental principle in sound policymaking and legislation.

The think tank noted that the new levy brings the total tax and levy components on fuel to over 26% of the ex-pump price. This, it argued, undermines public trust—even amidst recent declines in fuel prices due to the appreciation of the Ghana cedi against the U.S. dollar.

“Trust is built not only on outcomes but on the transparency and inclusiveness of policy processes—and in this case, that was lacking,” said Seth Owusu-Mante, IPPG Research Fellow.

A Threat to Ghana’s Energy Transition Goals

IPPG expressed particular concern over the inclusion of Liquefied Petroleum Gas (LPG) in the levy, warning that this could derail Ghana’s clean cooking agenda. The government’s Cylinder Recirculation Model (CRM) and national LPG penetration target of 50% by 2030 are likely to be undermined by the additional cost burden on consumers.

The think tank warned that the policy contradiction could:

  • Disincentivize LPG use among low-income households

  • Reverse gains in reducing dependence on biomass fuels like charcoal and firewood

  • Jeopardize Ghana’s commitments under the SDGs and its Nationally Determined Contributions (NDCs)

ESLA: A Decade On, Debt Still Looms

As of January 2025, petroleum products in Ghana are subject to 11 different taxes and regulatory margins, many under the ESLA framework. Despite the significant revenues generated over the years, IPPG notes that Ghana’s energy sector remains financially distressed.

“Nearly a decade after the enactment of ESLA, the energy sector is still burdened by deepening debt. Despite substantial revenue mobilization, persistent inefficiencies and weak governance continue to hinder sector recovery,” Mr. Owusu-Mante observed. “This raises serious questions about the effectiveness and accountability of ESLA as a debt management mechanism.”

Recommendations and Call to Action

While acknowledging that the levy is unlikely to be reversed, IPPG insists that its implementation must be guided by transparent reporting, rigorous oversight, and alignment with long-term energy policy goals.

The think tank called on the government to take the following steps:

  • Conduct a Regulatory Impact Assessment (RIA): Evaluate the socio-economic effects of the new levy, including its impact on inflation, oil marketing companies, LPG adoption, GPRTU operations, and consumer welfare. Use the findings to mitigate negative consequences.

  • Introduce a Sunset Clause: Set a clear expiry date for the levy, coupled with periodic reviews and public reports, to ensure accountability and prevent indefinite imposition.

  • Institutionalize Stakeholder Engagement: Ensure future policy and legislative decisions, especially in the energy sector, involve meaningful consultations with diverse groups to promote inclusive governance.

  • Tackle Energy Sector Inefficiencies: Focus on eliminating financial leakages and inefficiencies as a sustainable alternative to frequent levy impositions.

In an interview on Joy FM’s SMS program on Wednesday, June 4, Mr Jinapor explained that the government deliberately avoided imposing the levy earlier due to the high fuel prices at the time, which averaged around GH¢16.00 per litre—too costly for consumers to bear additional charges.

“Fuel was around GH¢16.00, and a sensitive government will not slap a tax when fuel is GH¢16.00. You couldn’t have imposed that tax around that time when fuel was still very high,” he said.

He added that recent government efforts have brought fuel prices down to about GH¢13.00 per litre, creating a reasonable opportunity to introduce the levy without significantly hurting consumers.

“At that time, if we had increased it, you can imagine the impact on Ghanaians. But today, the net effect is that you are still having a reduction of GH¢3.00 on a litre of fuel,” Mr Jinapor noted.

“It is better to do it today than to have done it yesterday, when it would have eroded your income; today, your purchasing power has increased because of the reduction of the value of the dollar,” he added.

The levy was approved by Parliament on Tuesday, June 3, despite widespread criticism, particularly from opposition New Patriotic Party (NPP) Members of Parliament.

Mr Jinapor assured that revenue generated from the levy would be directed toward vital infrastructural and operational needs within the energy sector to ensure reliable power supply and long-term sustainability.

He also reiterated the government’s commitment to transparency and accountability in managing the funds and called on Ghanaians to see the levy as an investment in national development.

Minister Jinapor noted that initial challenges with power generation have been stabilised, and Ghana is now exporting electricity to neighbouring countries. The current focus is on improving power transmission and distribution systems.

WAMPEX, the largest forum for mining and power industries in West Africa, attracted over 240 exhibitors from 30 countries and more than 5,000 visitors this year. The event provides a platform for industry professionals, policymakers, and stakeholders to discuss challenges, innovations, and future opportunities.

The conference was jointly opened by the Ministers of Lands and Natural Resources, Emmanuel Armah-Kofi Buah, and Energy and Green Transition, John Abdulai Jinapor.

Minister Jinapor assured mining sector players of the government’s commitment to providing reliable power to unlock the sector’s full potential for national growth. He emphasized the importance of collaboration between the mining and energy sectors for sustainable development.

Minister Buah highlighted the need for strategic investment in mining, focusing on value addition, environmental preservation, and community rights protection.

Ahmed Dasana Nantogmah, Acting CEO of the Ghana Chamber of Mines, described WAMPEX as a beacon for mining, power, energy, and infrastructure development in West Africa. He stressed the importance of sustainable mining practices that create local value and uphold environmental, social, and governance principles.

Nantogmah also pointed to West Africa’s growing regional cooperation as a key strength for the sub-region’s mineral wealth and investment potential.

The Ministry of Energy has recovered 2,637 containers belonging to the Electricity Company of Ghana (ECG), more than double the number previously reported as missing.

This was disclosed by the ministry’s spokesperson, Richmond Rockson, in an exclusive interview with the Daily Graphic.

According to Mr. Rockson, a committee investigating claims that 1,300 ECG containers had gone missing discovered 2,637 containers consigned to the ECG at the Tema Port—far exceeding the initially reported figure.

As of April 30, 2025, ECG had 2,583 outstanding containers at various locations. Of these, 860 were located at the Meridian Port Services, 1,237 at GPHA terminals, and 272 had been evacuated by National Security personnel. Additionally, 194 containers were found at the Amaris Terminal and 20 at the ATLAS Manufacturing Terminal.

Background

In March 2025, during an official engagement with the Electricity Company of Ghana, the Minister of Energy and Green Transition, John Abdulai Jinapor, was informed that ECG had 2,491 uncleared containers filled with cables and critical equipment at the Tema Port.

However, an independent audit revealed only 1,134 containers at the port, raising concerns over the whereabouts of 1,357 containers.

In response, Minister Jinapor formed a committee, chaired by Professor Innocent Senyo Acquah and including representatives from National Security, the Ministry of Transport, GPHA, and Customs, to probe the discrepancies.

Uncleared Cargo

Mr. Rockson explained that further analysis showed 2,437 of the containers had exceeded the 60-day clearance window and were listed as part of the Uncleared Cargo List (UCL). Only 41 containers on the verified list had been cleared from the port, leaving a balance of 2,583.

He added that the delays in clearing the containers led to significant port charges and said ECG would engage with port authorities to agree on a roadmap for settling outstanding payments.

The Chief of Staff, Julius Debrah, has directed that all retrieved containers be immediately moved to ECG’s secured warehouses, where an inventory will be taken to ensure the materials are properly accounted for.

Procurement Reforms

Mr. Rockson stated that the situation was partly due to ECG’s procurement model, which involved consigning items to the company without prior clearance. As a result, Minister Jinapor has directed ECG to shift its procurement approach, requiring suppliers to clear and deliver items directly to ECG.

The minister has also instructed ECG to suspend all non-essential procurements pending a comprehensive policy review.

Legal Action

On the legal front, Mr. Rockson revealed that former ECG Managing Director, Subik Mahama, had been questioned by security agencies and had submitted a caution statement. Some ECG staff have also been asked to step aside as investigations continue.

He added that the Office of the Attorney-General would advise on the appropriate course of action.

“You have the assurance of the minister that anyone found culpable will be held responsible,” Mr. Rockson stressed.

The minister recently told Parliament’s Energy Committee that the country had only 2.6 days’ worth of liquid fuel to power thermal plants.

While the disclosure alarmed some observers, Jinapor said it was part of efforts to promote transparency and inform the legislature about the situation.

“I didn’t say we will have a challenge; I didn’t say we have a crisis. We are not in crisis; we are doing fairly well. Yes, we have challenges, but that is why we were voted into power — to solve those challenges,” he explained in an interview on Citi FM on Monday, May 19.

“Parliament also wanted the statistics of all our fuel stocks, and I gave them to them. I also went further to say that we have ordered fuel, and we are getting that today to replace what we have in stock,” he added.

The minister pointed to specific interventions made to address emerging threats in the energy sector.

“The facts are that Karpowership threatened to shut down, and we resolved the matter. That’s not grumbling; that’s solving the problem. It is sitting around the table to find the solution,” he said.

Jinapor noted that the current load shedding was due to a shortfall of about 70 to 80 megawatts and assured that government was implementing medium- to long-term measures to improve stability in the sector.

“Before the committee, I gave them all the statistics. Then I moved on to tell them the challenges and also the moves to solve the challenges. For instance, we have inaugurated the gas processing committee to work on building gas processing plants so that we don’t depend on liquid fuel,” he stated.

He stressed that sharing facts should not be mistaken for pessimism. “I understand grumbling very well, and I don’t think that when you appear before a committee and you present facts, they term that as grumbling — unless, as a minister, I needed to hide that fact,” he said.

Touching on efforts to restructure the Electricity Company of Ghana (ECG), he said, “ECG said they want private sector participation. We have inaugurated a committee, they’ve done stakeholder consultations, and now we have to move on to implementation. That is not grumbling. It is dealing with the challenges.”

“Telling us today that we have only two and a half days of liquid fuel? I could understand if this was immediately after he took office, but he’s had enough time to make arrangements. The Minister should stop giving excuses—it’s long enough for us to have secured the liquid fuel,” he said.

While acknowledging unforeseen disruptions such as the ongoing issues at the Atuabo gas processing plant, Mr. Agyekumhene maintained that the fuel shortages are largely due to poor planning.

“It does happen, it happened previously too, but there’s no excuse when we don’t have the cash to buy fuel because we failed to plan adequately,” he stated.

The former PURC official’s remarks come in the wake of the Minister’s recent disclosure to Parliament’s Energy Committee that the country currently has just 2.6 days’ worth of liquid fuel left. The Ministry is reportedly racing against time to raise funds to procure more fuel.

However, Mr. Agyekumhene insists the crisis is more than just about fuel availability—it highlights broader structural and financial weaknesses in the power sector.

“The truth is, no one sells crude oil on credit. A single cargo costs about $50 million, and we don’t have the cash. Yet, if ECG were collecting money for power consumed, we wouldn’t be in this situation,” he explained.

He also called out inconsistencies in the Minister’s public statements over time.

“When he was in opposition, the Minister kept saying we had no excess capacity. Now he admits there is, but the irony is we’re not even paying for power that’s already been produced—and we still owe for idle capacity,” Mr. Agyekumhene said.

To address the crisis, he urged the government to urgently fix revenue collection gaps and to prioritise more efficient gas-based power generation instead of relying heavily on costly liquid fuels.

“Everyone managing the sector knows gas is cheaper. If there’s no gas, then at least we should have strategic reserves of liquid fuel—not just two days, but at least a month,” he concluded.

Speaking to members of the Energy Committee of Parliament, Mr Jinapor revealed that debts owed by state agencies have reached alarming levels, with the Ghana Water Company Limited singled out for failing to pay even a cedi in the past seven months.

“Yesterday [Wednesday], I was listening to a news item where Ghana Water made a complaint that, because of some erratic power situation, they are unable to supply adequately. I empathise with them. And I think that what we’ve inherited, we should improve. But the other note is that Ghana Water hasn’t paid even one cedi for seven months,” he said.

The Minister stressed that ECG must collect the monies owed if the power sector is to be stabilised.

“If you don’t pay one cedi for seven months and it adds up to one billion, the power sector will not be stable. The private sector or ordinary citizens alone cannot be called upon to shoulder the burden. The water is produced, and the water is sold. ECG must collect the money. And as minister, I will insist that ECG should collect the money.

The taxpayers’ money should not be used to subsidise ECG’s inability to collect the money. Ghana Water must collect its money. It sells the water. I consume water, I pay for it. I consume electricity, I pay for it. This is the only way we can bring about efficiency and turn the sector around,” he stated.

He explained that Cabinet has approved guidelines to identify and exempt only a few essential services from disconnection, and even those will be limited to key functions.

“Cabinet has also adopted a position—and we’ll brief you, chairman—that all MMDAs are supposed to pay for their electricity bills. They have to budget for it. We’ve identified what we call critical institutions. They include the health sector, the education sector, the security agencies, and the presidency.

So, if you take the health sector, it’s the theatres, laboratories, and wards that will be exempted. For educational institutions, dormitories are not included, nor are restaurants—only lecture theatres. We’ve classified all that, and Cabinet is granting approval and will publish it. Even for what we term as critical institutions, the Minister of Finance will have to budget for it and pay,” Mr Jinapor explained.

The Minister also shared insights from his recent engagements at the Offshore Technology Conference (OTC), where Ghana attracted interest from major oil players.

“In the petroleum sector, I was with some of your colleagues at OTC. We had a very good time. We met Exxon—they’ve expressed interest in coming back. We met other companies. They’ve all expressed interest. Cosmos and the Jubilee Partners have indicated they want to spend $2 billion in the sector. Eni has also indicated that they want to spend about $2 billion,” he said.

Mr Jinapor said the government is working on reforms to the Petroleum Exploration and Production Act to make the sector more attractive to investors.

“We’re going to bring to Parliament some reforms in respect of the Petroleum Exploration and Production Act, Act 919, to make it more attractive so that we can bring in people. Crude oil production is declining at a very fast rate, and we are worried about that. But I’m confident that we’ll be able to achieve all this and also reform the distribution sector, especially LICAN allocations,” he said.

He added that Cabinet has already approved a formula that will be formalised into law.

“Cabinet has approved some formula. We’ll put that into law and bring it to you. The last time I recall, we nearly passed the MPA Act. So we just need to tweak it. We don’t need to reinvent the wheel—bring it back and work on it,” he said.

This move could cripple an already struggling energy sector, pushing the country closer to a potential blackout.

Speaking on JoyNews’ PM Express, the Minister detailed the staggering $1.7 billion debt the government inherited in the energy sector.

This includes significant arrears owed to major energy players such as Karpowership, Asogli Power, and SEND Power.

“Yesterday, I received a letter from Karpowership, and they have threatened to shut down the plant in seven days due to the unpaid bills we inherited,” Mr Jinapor said.

As you can see, the debt portfolios include $297 million owed to Asogli, $220 million to SNIT, $423 million to SEND Power, and $371 million to Karpowership. When you add them all together, the total debt inherited amounts to $1.7 billion” he noted.

“We have been exploring every possible avenue to negotiate with them for some breathing room, but they have made it clear that they will not budge.”

The Minister also highlighted the growing financial strain on the sector, with the total debt now exceeding GH₵80 billion.

He warned that if the crisis is not addressed soon, the country’s power sector could collapse entirely.

In a bid to tackle the crisis, the government has already begun negotiations with the Ministry of Finance to secure emergency funds and has made partial payments to some energy suppliers.

“So far, we have paid approximately $30 million. Karpowership has been made a priority, and we have also paid some outstanding amounts to WAPCo,” Mr Jinapor explained.

Despite these efforts, the financial strain has forced Ghana to tap into international guarantees meant to secure the energy sector.

“The World Bank guarantee of $500 million has now been reduced to $50 million,” Mr Jinapor said. “When asked by the host Evans Mensah when this occurred, he said it occurred before they took office.

As the crisis deepens, Ghana has also been forced to sell oil reserves, which were originally intended to generate revenue for the economy, to repay these mounting debts.

“The Litasco guarantee, which was about $170 million, has also been drawn down. As a result, the oil that would have been sold to generate revenue for the economy had to be taken in order to repay the debt. When asked if it was an agreement that, in the event of non-repayment, they would take the oil, he said, ‘Yes, they take the oil, lift it, sell it, and then use the proceeds to repay the debt.'”

“The oil that would have been sold to support the economy had to be taken in order to repay the debts,” Mr Jinapor confirmed.

The Minister also outlined the urgent need for a new gas processing plant, stressing that this project, with an estimated cost of $700 million, is essential for stabilising the energy sector.

“We need this gas processing plant like yesterday,” he said. “We will fund it with domestic resources, and every discerning Ghanaian should support this initiative.”

Looking to the future, Mr Jinapor assured that the government is working to clear the infrastructure backlog within the next two years.

However, he acknowledged that some processes, such as pre-commissioning, could take longer.

“Our timeline is just two years. We’ve completed the committee work, and within that time, we should be able to clear the infrastructure backlog,” he stated.

Mr Jinapor acknowledged the significant challenges ahead but expressed confidence that the government can overcome them.

“We’ve completed the first quarter of the year, and we now have a full understanding of the challenges we face,” he said.

“To settle these debts, we have to use our oil. It’s a service that someone paid for, and to pay it off, we have no choice but to use what we have,” he concluded.

Speaking on Joy News’ PM Express on Wednesday, April 30, the Minister blamed persistent load shedding on what he described as deep-rooted problems left behind by the NPP administration.

“In fact, as far back as December, when we were about going into the election — and that was the last month of the NPP administration — they were shedding about 500 megawatts of power,” he revealed.

“If you look at the whole of 2024, not virtually every month — every month — there was load shedding.”

According to Jinapor, the crisis was so severe last year that even the former energy minister faced intense criticism.

“It got so heated that the minister came under fire,” he recalled. “So this thing didn’t start today.”

He stressed that while Ghanaians are rightfully upset about power outages, the issue did not originate under his watch.

“If the roads are bad, people are unhappy. If water does not flow, people are unhappy. But the night, when the lights go out, people get very upset and angry. That’s what I’ve seen. And so naturally, people want to see their lights on, which is expected.”

Despite inheriting the problem, Jinapor said he takes full responsibility as sector minister.

“As a minister, even when ECG commits a mistake, nobody knows the ECG MD. When the PURC commits a mistake or does something, nobody even knows who the Executive Secretary is,” he explained.

“The same with Energy Commission, the same with GRIDCo and VRA. What they know is that there’s a minister appointed by the President to supervise the sector.

“And legitimately so, the people of Ghana would always hold the minister responsible. And by that, I take full responsibility.”

Pressed on how he intends to manage the crisis, Jinapor acknowledged the stakes are high. “Your predecessors have said that as energy minister, you live or die by how successful you are in managing the power sector,” the host noted.

“That is very true,” Jinapor agreed. “Ghana’s power sector has been quite checkered, and it’s been very difficult. I’ve been deputy minister before. I have virtually acted before in this sector. And now I’m a substantive minister. So I understand the enormity of the challenge.”

But the Minister said he is committed to turning things around.

“President Mahama chose me as minister because he thinks and believes I can do this work. And so I am determined to do whatever it takes as minister to improve the sector, and ensure that by the time I leave office, this sector will have been much, much better than I inherited.”

Speaking at the commissioning ceremony, the Minister for Energy and Green Transition, John Jinapor, described the initiative as a crucial step toward improving livelihoods and promoting economic activity in hard-to-reach areas.

“Very soon, we shall launch a bold new programme that seeks to bring electricity to over 250,000 people across 150 island and lake communities. This is just the tip of the iceberg,” he announced.

“Our ultimate objective is to connect all 150 communities, ensuring no Ghanaian is left behind in our energy transformation,” he added.

The Minister emphasized that the expansion plan is part of the government’s broader energy policy, which aims to achieve 99.8% electricity coverage under the Light for Life Programme.

“This initiative will certainly expand the reach of renewable energy to even more underserved areas, accelerating our efforts towards energy equity and inclusion,” Jinapor said.

The newly commissioned mini-grids are already expected to boost productivity, support small businesses, and improve living standards in the beneficiary communities.

Energy Minister John Jinapor has revealed that additional measures are being taken to uncover the whereabouts of the missing Electricity Company of Ghana (ECG) containers, following the disappearance of over 1,300 containers from the Tema Port.

In an interview on Wednesday, April 2, the minister announced that his office had formally written to the Attorney General, requesting further investigations and the possibility of legal action against those responsible.

“We’ve written to the Attorney General to conduct further investigations with the possibility of taking the culprits to court,” Jinapor stated.

Additionally, the National Intelligence Bureau (NIB) has been assigned to carry out a forensic investigation to trace the missing containers and establish accountability.

To prevent further losses, Jinapor disclosed that he has personally reached out to the National Security Secretariat, requesting their support in securing the remaining containers for a proper reconciliation process.

“Some containers are still scattered. We need to secure them so that we can put them to good use while we pursue those that cannot be accounted for,” he added.

Meanwhile, some of the missing containers have been located, with several individuals, including Ghanaians and Chinese nationals, arrested in connection with the incident.

“The ECG has procured items well beyond legal limits. We need a forensic audit to trace the missing containers and bring all responsible individuals to book,” he asserted.

Highlighting financial mismanagement within the power sector, Mr Jinapor stated that the systemic breakdown began in 2022, with procurement overspending reaching alarming levels in subsequent years.

He noted that in 2023 alone, ECG procured items worth GH₵8.3 billion—far exceeding the approved budget of GH₵935 million.

The Minister assured that investigations would extend beyond ECG, examining the broader procurement structures within the Energy Ministry.

He stressed the need for reforms to prevent further losses, including restructuring ECG’s procurement unit and enhancing oversight mechanisms.

Echoing these concerns, economic analyst Senyo Hosi called for swift action, describing the scandal as a “systematic failure of governance.”

“Every person responsible for this must be held accountable. A thorough forensic audit is necessary to unearth the real culprits,” Mr Hosi urged.

“This represents a staggering 700 percent increase over what was budgeted,” Jinapor stated. “In 2022, ECG procured GH¢1.3 billion worth of items. By 2023, it had skyrocketed to GH¢8.3 billion, and in 2024, it was GH¢8.2 billion. This reckless over-expenditure has crippled ECG financially,” he lamented.

Meanwhile, National Security operatives have arrested 14 persons, including 10 Chinese nationals and four Ghanaians, in connection with the disappearance of 1,300 containers belonging to ECG.

Jinapor assured Ghanaians that those responsible would be held accountable and that efforts were underway to stabilize ECG’s finances.

“In simple terms, I want my containers—simple as that,” he declared.

“Wherever they are, we will trace them. Those we have apprehended will not just be prosecuted. We will go to court, seek an order to sell their assets, and use the money to invest in the grid system to make power delivery more reliable.”

Chief Superintendent Osman Alhassan, Director of Investigations at the National Security Council Secretariat, clarified that no Indian national had been arrested in connection with the missing ECG containers. He confirmed that only 14 individuals—10 Chinese and four Ghanaians—were in custody.

“This is now a subject of investigation, and the law enforcement agencies will make sure the law takes its course,” he added.

Jinapor also noted that intelligence reports suggest more missing containers are in other locations. He assured the public that security agencies are actively pursuing leads to retrieve all the missing containers and hold those responsible accountable.

“They have identified other locations and are following up to recover all the containers and ensure the perpetrators are prosecuted before competent courts,” he affirmed.

According to him, leveraging gold-backed foreign exchange (forex) can provide crucial financial support to Bulk Distribution Companies (BDCs), Independent Power Producers (IPPs), and other key sectors.

Speaking on PM Express on JoyNews on Tuesday, March 18, he argued that this approach would help stabilise the local currency and bring greater predictability to the financial system.

“I fully endorse the purchase of gold and the use of forex to support not just the BDCs but also the IPPs and other critical sectors of the economy to stabilise the currency and enhance predictability,” Mr Jinapor stated.

He explained that the initiative is a prudent economic move, as purchasing and exporting gold gives the government greater control over forex inflows.

However, he acknowledged inefficiencies in the previous system, primarily due to excessive middlemen in the process.

To address these concerns, Mr Jinapor stressed the need to eliminate unnecessary intermediaries while involving key private sector stakeholders, including BDCs and Oil Marketing Companies (OMCs).

“You want to bring in the private sector players, the BDCs and the OMCs, around the table so that there is a high level of transparency,” the Minister said.

He revealed that the gold purchase policy has been suspended to allow for a comprehensive review.

“It’s currently suspended, and a joint committee, co-chaired by the Deputy Minister of Finance and the Deputy Minister of Energy, is being formed. They will engage all stakeholders to develop a clear roadmap that benefits both the government and the private sector while preventing situations where, under the previous administration, the Bank of Ghana suffered significant losses.”

Mr Jinapor noted that the Bank of Ghana incurred substantial financial setbacks under the previous system, with losses estimated at nearly GH₵1 billion.

“So far, records indicate that the Bank of Ghana suffered huge losses—almost GH₵1 billion. One arm of the economy may benefit, but another suffers as a result.

“We don’t want that. We want a workable, efficient system that protects both the government and private sector players while ensuring forex availability,” he added.

The Minister reaffirmed that the new approach will prioritise sustainability and accountability, ensuring that forex generated from gold exports is used effectively to strengthen key sectors of the economy.

Speaking during a courtesy call on the Asantehene, H.M. Otumfour Osei Tutu II at the Manhyia Palace, as part of his working visit to the Ashanti Region, John Abdulai Jinapor, highlighted ongoing interventions, including the installation of a new transformer, to improve power supply.

He informed Otumfour that the newly installed transformer, which replaces an older 66MVA unit, has more than double the capacity of the previous system.

This upgrade, he noted, will significantly enhance power distribution in Kumasi and beyond.

“The electricity demand has been increasing, and the existing infrastructure was unable to keep up. With the completion of this transformer new 145MVA, we expect a remarkable improvement in power delivery,” Jinapor said.

Me. Jinapor further addressed the power rationing (load shedding) issues that have affected businesses and households, revealing that at its peak in December, Ghana experienced up to 750 megawatts of load shedding.

He, however, assured that the power supply situation has since stabilised, with Ghana, exporting excess electricity to neighboring countries.

According to the Minister, despite these improvements, more work needs to be done to achieve a fully stable energy supply.

He stressed the need for a comprehensive approach, including power generation, transmission, and distribution, to ensure long-term stability.

“We are working around the clock to resolve these challenges and guarantee a reliable power supply. Beyond generating enough power, we need to effectively transmit and distribute it to consumers,” he said.

Me. Jinapor commended the technical team for completing the new transformer installation, acknowledging that the transition between transformers caused some temporary disruptions.

He assured Otumfour that the situation has been resolved, and the region will receive improved service moving forward.

Additionally, he urged power providers in the Ashanti Region to improve communication with consumers, particularly during scheduled maintenance or emergency power switches, to minimize panic and inconvenience.

Mr. Jinapor hinted at ambitious plans to make Kumasi a major power generation hub, with multiple plants expected to be operational in the coming years.  He indicated that these projects could contribute up to 500 megawatts of electricity from the region, further strengthening Ghana’s energy security.

The Minister reaffirmed the government’s commitment to addressing the country’s energy challenges and ensuring uninterrupted power supply for both residential and industrial users.

On his part, H.M. the Asantehene expressed gratitude to the Minister and his team of engineers for the swift response to addressing the power challenges in the Ashanti Region.

Otumfour Osei Tutu II assured the Minister of his support while he worked to improve the power situation in Kumasi and the Ashanti Region in general.

The Minister, as part of the visit inspected the newly commissioned GRIDCo’s 145MVA Transformer at Anwomaso, the Ameri Plant, the construction of the AKSA plant, the construction of the Cenit Plant, the ECG double circuit tower line from Anwomaso BSP to the Airport Junction.

The Minister was accompanied by officials from the Ministry, VRA, GRIDCo, and ECG.

Kirk Koffi, expressed gratitude for the opportunity to undertake such a crucial task and assured the minister of their commitment to delivering on their mandate.

Other committee members include Mr. Kwame Jantuah, Ing. Kofi Ellis, Ing. Kwaku Akosa, and Ms. Georgette Emefa Fugah, Esq. (secretary).

Speaking to the Presidential Press Corps on Friday, 7th March, at Jubilee House following President John Dramani Mahama’s second cabinet meeting, Mr Jinapor highlighted the severity of the situation.

He stressed the need for immediate and decisive measures to prevent further deterioration and restore stability to the sector.

He explained that the country’s energy infrastructure is under immense strain and that the current situation is unsustainable if left unaddressed.

“The energy sector is bleeding, and something needs to be done to stop this bleeding,” he stated, emphasising the necessity of making tough but essential decisions.

Key Government Measures

One of the primary measures being implemented by the government is the construction of a second mooring system in Tema, known as the Cargo Berthing Mooring (CBM), Mr Jinapor revealed.

Currently, Ghana relies on a single mooring system for discharging both petrol and diesel. However, due to a significant increase in demand, this system has become inadequate. Since 2006, demand for petroleum products has surged by 186%, placing an overwhelming strain on existing infrastructure.

“At present, we have only one CBM, which has resulted in major operational inefficiencies, including high demurrage costs and an unreliable fuel supply,” Mr Jinapor explained.

Recognising the urgency of the situation, Cabinet has approved the construction of a second CBM to ease the pressure.

“This decision is crucial to ensuring Ghana’s energy supply remains reliable and efficient. Any legal or financial challenges that arise will be addressed through discussions with all relevant parties,” he assured.

In addition to the new mooring system, the government is planning to expand fuel storage facilities in the Western Region, particularly around Takoradi.

This expansion aims to provide greater flexibility in the energy supply chain, ensuring a more stable fuel supply and better meeting the growing energy demands of the country.

“The expansion of storage facilities in Takoradi will significantly improve our ability to serve the people of Ghana,” he added.

Private Sector Participation

These initiatives form part of a broader strategy by the government to strengthen the energy sector, improve supply security, and meet the increasing demand for energy as the nation continues to grow.

“Cabinet is also committed to ensuring private sector participation in the downstream distribution sector,” Mr Jinapor concluded.

The energy sector has been grappling with rising debt and liquidity constraints, affecting power generation and distribution.

However, Mr Jinapor expressed optimism that ongoing reforms and policy interventions would help stabilise the sector.

He further emphasised the government’s determination to implement sustainable measures to improve efficiency and ensure reliable energy supply.

“We are working tirelessly to introduce innovative financial solutions that will address these challenges and secure a stable energy future for Ghana,” he assured.

Potential partners, including Strategic Fuel Fund, Safri West Energies, and Jade Energy, reaffirmed their commitment to exploring the field, with the goal of achieving first oil production by 2028 or 2029.

They indicated that preparations were underway to commence the first exploration well drilling either later this year or early next year.

In addressing the partners, Mr Jinapor reiterated the Ghanaian government’s dedication to implementing investor-friendly policies while ensuring the country’s interests are well safeguarded.

He underscored the importance of fostering a balanced and sustainable approach to the development of Ghana’s natural resources.

The Minister further assured investors that Ghana’s upstream petroleum sector remains open to business, emphasising the nation’s strong regulatory framework and conducive investment climate.

Authorities have assured the public that every effort is being made to stabilise the energy sector and prevent prolonged outages.

Speaking on Asempa FM on Thursday, February 20, Mr. Jinapor attributed the current power challenges to an inherited weak energy sector but reaffirmed the government’s commitment to implementing lasting solutions.

“We inherited a very weak energy sector. Ghanaians should bear with us as we work to fix the problems permanently,” he stated.

He further assured that the power supply situation would stabilise within two weeks, expressing confidence in the government’s intervention measures.

According to Dr. Boako, the Minister suggested that the 58% increase is the price Ghana has to pay for scrapping the Electronic Transaction Levy (E-Levy) to make up for the revenue shortfall.

However, in an interview on Asempa FM’s Ekosii Sen, the Spokesperson for former Vice President Dr. Mahamudu Bawumia disagreed. He argued that this was not the first time Ghana has entered an IMF programme, and such agreements have never required electricity tariff increments.

“It is not true that the increment is part of IMF conditionalities. This is not the first time we are going into an IMF programme, but the NDC, 7 out of 8 years in their previous administration, increased electricity tariffs,” he stated.

“Akufo-Addo inherited an IMF programme and introduced a new one, but only 3 out of the 8 years did we increase electricity tariffs. So the Minister should be truthful to Ghanaians,” he added.

He asserted that, over time, people will come to understand that former President Nana Akufo-Addo was the only leader who lifted the tax burden on Ghanaians. “The first time Ghana witnessed a cumulative reduction was under Akufo-Addo,” he concluded.

The move aims to ensure a stable and sufficient fuel supply to meet the growing demand for petroleum products.

Speaking at the first Downstream Dialogue organized by the Chamber of Oil Marketing Companies, Mr. Jinapor emphasized the need for innovative strategies to strengthen the sector.

He assured that the committee would review key policies and prescribe roadmaps to address challenges related to pricing and regulation.

“It is therefore imperative that we look at innovative reforms that will enhance overall sector performance and lead to sustained fuel supply at affordable and more stable prices to the people of Ghana, while contributing immensely to economic resilience and growth,” he stated.

Mr. Jinapor further explained that forming such committees would facilitate extensive engagements and collaboration among stakeholders.

“The government, through the Ministry of Energy, is committed to extensive consultation and collaboration with its sector agencies and petroleum service providers to improve service delivery in the petroleum downstream sector,” he said.

The consultations, he noted, will explore key interventions, including the promulgation of a downstream law, a review of margins, taxes, and levies in the Price Build-Up (PBU) of petroleum products, and the diversification of petroleum supply sources.

He added that discussions will also focus on implementing a cost-reflective tariff framework, developing a low-carbon fuel market scheme, and modernizing the state-owned refinery through strategic partnerships.

Speaking at the same event, Acting Chief Executive of the National Petroleum Authority (NPA), Godwin Eduzdi Tamakloe, revealed plans to introduce automated fuel dispensing machines at selected fuel outlets as part of the government’s 24-hour economy policy.

The dialogue, themed “Ghana’s Downstream Oil and Gas Sector: Challenges and Opportunities,” aimed to highlight challenges faced by industry players and explore solutions.

He stated that the raid by the operatives sent his family, especially his six-year-old child, into a state of hysteria.

Jinapor was contributing to a debate on the raid of former Finance Minister Ken Ofori-Atta’s house by unidentified men in military uniform on Monday, February 11, as well as the Office of the Special Prosecutor’s (OSP) decision to declare him wanted.

“On that fateful day when my house was raided by AK-47-wielding national security operatives, they banged on my door, creating fear and panic, sending my six-year-old child into a state of hysteria and fear. We had Members here who never commented on it, and I commend Prof. Mike Oquaye, who stood up and ruled that what they were doing was wrong. They took my phone and laptop and took me to the UK to investigate me,” he said.

“The OSP has declared Mr. Ofori-Atta a fugitive. We should not be afraid of accountability. As a public official, when they took my laptop, it got to a point where they couldn’t even open the iPhone. I told them I was willing to come and use my fingerprint, and it was then that they told me the phone had been taken to the UK, and I had to give them the password,” he added.

“On this day of accountability, the only thing I can say is that we wish the man in white [Ken Ofori-Atta] the best of luck.”

Prior to his comment, Member of Parliament for Tolon, Habib Iddrisu, had said, “The actions taken by the OSP are deeply troubling, and the actions taken by the government are deeply troubling. They must be addressed. I reiterate my call for accountability and transparency, but the actions taken by the government are deeply troubling and must be addressed with utmost urgency. We owe our citizens our commitment to justice, ensuring that such abuses of power are not repeated. I urge my colleagues to join me in condemning the actions of the government. No current or former appointee of any government should go through such an ordeal.”

Ken Ofori-Atta is wanted by the OSP for cases under investigation, including the loss reduction contract between ECG and Beijing Jao, procurement processes for the National Cathedral, contracts awarded by the Health Ministry to Service Ghana Auto Limited/Ambulances, and the SML-GRA deal.

The OSP further emphasized that it would take all necessary measures to compel the former minister to appear and answer questions related to the investigations.

Speaking at a press briefing on Wednesday, February 12, 2025, Special Prosecutor Kissi Agyebeng stated that Ofori-Atta had repeatedly refused to honour invitations for questioning regarding ongoing investigations in which he is a suspect.

“Consequently, the OSP declares Kenneth Nana Yaw Ofori-Atta a wanted person. He is a fugitive from the law,” Agyebeng announced.

Responding to the OSP, the lawyers of Mr. Ofori-Atta said, “We write as solicitors for Kenneth Ofori-Atta in respect of the above subject and refer to your letter dated 24th January 2025. We are informed by our client that a letter dated 24th January 2025 was left at our client’s security post for his attention. Our client had been out of the country and, therefore, not in his home in Ghana at the time.

“The said letter has been brought to our attention on the instructions of our client, who is still out of Ghana. The letter invites our client to attend in person at your offices on Monday, February 10, 2025, at 10 a.m.”

The lawyers added, “Our client gave notice to the former Chief of Staff in early January and, more recently, to the current Chief of Staff of his trip outside the country on medical grounds. Our client is currently undergoing medical observation and tests, culminating in medical decisions to be taken in due course as to the way forward with treatment. After that, he will have a better idea of when he will be able to return to Ghana.

“We are, therefore, humbly bringing to your attention that we shall give you notice of his arrival in the country so as to reschedule your invitation to him for the purposes stated in the heading of your letter under reference.

“We are, however, able and willing to provide you with any information you may require to aid in your investigations until our client is back in the country for any in-person investigations outlined in the said letter.”

Speaking on Joy News’ PM Express on Tuesday, February 4, he stated that the current system is deeply flawed and will be replaced with a more transparent alternative.

“There’s a high level of opacity, and the clarity is not there,” he stated emphatically.

“The Auditor-General has flagged it. So it’s not just what we are saying—it is a fact. The reality is that we are reforming all this because of the high level of opacity.

“If it were that clear and transparent, and you could see everything easily, then you would not even need the reforms we are pursuing.”

The Gold-for-Oil programme, which was introduced as a means to leverage the country’s gold reserves in exchange for petroleum products, has come under intense scrutiny.

Critics have repeatedly questioned the programme’s operational framework, citing the lack of publicly available information on key transactions and the selection process for participating companies.

The Auditor-General’s report, which flagged several irregularities in the programme, has further fueled calls for reform.

Mr. Jinapor’s statements signal a clear intent by the new administration to overhaul the existing structure and introduce a more accountable and transparent alternative.

The Minister argued that accessing relevant information about the deals, particularly those involving offshore companies, has proven difficult.

“We are pursuing these reforms because of the opacity and the lack of clarity,” he explained.

“It is difficult to get information, even in respect of offshore companies and all those involved. The criteria for selecting the companies are not clear-cut. So clearly, there’s a problem—that is why we want to reform.”

When asked whether the current administration plans to maintain the Gold-for-Oil programme in the interim, Mr. Jinapor was unequivocal in his response: “No, we will replace it with a better programme. The current Gold-for-Oil programme we’ve inherited—we will discontinue.”

He, however, acknowledged that dismantling the system would take some time, as establishing a new framework requires parliamentary approval and extensive legal groundwork.

“You need some time to put a workable system in place,” he noted. “If you want to set up a new system, you have to go to Parliament and have some legal battles.

“In the interim, we are trying to shift the current system and ensure that we reduce the losses and make it a bit more transparent, but ultimately, we want to replace it.”

His comments add to the growing concerns about the viability and transparency of the Gold-for-Oil initiative.

The committee, which has been given a one-month deadline, will also investigate ECG’s general procurement practices, the cost of the containers, liabilities involved, and recommend solutions on the way forward for the containers, which have led to mounting financial liabilities estimated at GHC 1.5 billion.

The committee is chaired by Prof Innocent Senyo Akwasi, a professor in procurement and supply chain management.

The other members are Georgette Emefa Fuga as Secretary, Vivian Ablakely, Abdulai Rahman, and Noble Yaw Kyei Addonu.

Clearing

The minister questioned why ECG had not cleared the containers, which contained critical materials, despite the suppliers presenting their bill of lading.

“We cannot sit idle and allow 1.5 billion cedis to be lost due to procurement failures.

“We cannot continue with business as usual; something must be done,” he stated, urging the committee to complete its work within one month.

The establishment of this committee, he said, formed part of efforts towards addressing the ongoing challenges within ECG and ensuring a more sustainable energy future for the country.

He added that following the committee’s report, the ministry would work with other sector ministries, such as the Office of the Attorney General and Ministry of Justice, to delve deeply into the findings, adding, “Whoever is found culpable, the law will take its course.”

PUWU

After the inauguration, the minister met with members of the Public Utility Workers’ Union (PUWU) as part of efforts to fraternise with stakeholders in the energy sector.

Mr Jinapor said any candid individual would attest that the sector was near collapse, hence the need to bring all sector players together to turn things around.

He reassured the delegation that the government had no intention of selling ECG, adding that private sector participation would be to enhance revenue collection.

“If we had taken a decision to sell, then there would be no need to consult you,” he said.

Mr Jinapor further expressed satisfaction with the Strategic Business Unit of ECG, which is intended to bring in the private sector to enhance operations.

He added that ECG could not continue to increase tariffs and “kill the people of Ghana with taxes.”

For his part, the General Secretary of PUWU, Timothy Nyame, congratulated the minister on his appointment and said the union would support the ministry in transforming the sector.
