In a public announcement issued on May 14, 2025, the GHA, acting on behalf of the Ministry of Roads and Highways, responded to a viral video posted by the Buzzstopboys that showed exposed steel reinforcements at the site.

The Authority revealed that an earlier engineering assessment had identified localized spalling on the wall, which exposed the rebars and attracted theft by unscrupulous individuals.

The GHA assured the public that despite the damage, the underpass remains structurally sound and safe.

It added that repair works will be undertaken soon to prevent further deterioration.

The Authority warned that tampering with public infrastructure is a criminal offense under the Road Traffic Regulations, 2012 (LI 2180), and urged the public to report any suspicious activity to the nearest police station or the GHA’s Public Affairs Division.

“We must protect our roads together,” the statement emphasized.

The Ministry of Roads and Highways has announced the suspension of the implementation of the National Roads Authority Act 2024 (Act 1118) to allow for further stakeholder engagement.

In a press release issued on February 7, 2025, the Ministry stated that the decision was made in response to concerns raised by key stakeholders.

The Act, passed by Parliament in July 2024, aimed to streamline Ghana’s road infrastructure management by merging the Ghana Highway Authority, the Department of Urban Roads, and the Department of Feeder Roads into a unified structure for better coordination.

The Ministry reassured the public of its commitment to improving efficiency in the road sector while addressing concerns from stakeholders.

“The decision to suspend the implementation of the NRA Act is a result of the Government’s commitment to addressing major concerns raised by key stakeholders. The Ministry reassures the public of its commitment to streamlining operations and enhancing coordination in the road sector,” the statement read.

The strike is a direct response to the government’s refusal to halt the implementation of the controversial National Roads Authority Act, 2024 (Act 1118).

At the heart of the dispute is a demand for the removal of two key officials: Ing. I.K. Mensah, the Chairman of GHA Board, and Ing. Collins B. Donkor, the Chief Executive Officer of the NRA.

The workers argue that these officials have been complicit in decisions that threaten the integrity of the roads sector.

This latest development follows a formal petition to the president, Nana Addo Dankwa Akufo-Addo, in which workers called for broader consultations before proceeding with the implementation of the new Act.

The temporary closure and diversion will take place from 8 pm to 6 am daily within the period from October 3 to 22.

The coverings of the expansion joints at the Atomic Junction Flyover, which connects Adenta, Madina to Legon on the N4 highway have come off, creating discomfort and fear when driving on that part of the stretch.

This is because of the sounds that the tyres of vehicles make when they pass over the joints on the flyover situated on the Legon-Madina Road.

Coverings of the expansion joints are meant to ensure a smooth surface of the bridge for the movement of vehicles.

The expansion joints allow the concrete to naturally expand and contract without cracking. To prevent stress and cracking, expansion joints ensure the longevity of bridges and reduce the need for costly repairs.

In addition, the joints contribute to safety by providing a smooth and comfortable ride for drivers and passengers, while minimising structural damage.

Despite the bitumen that was used to fill some of the joints at the Atomic Junction Flyover, a couple of them were still exposed.

As vehicles used the flyover, one could hear the sound of their tyres bumping into the gaps. A critical look at the surface of the flyover also reveals a nut that was used to probably hold a metal cover together, had been exposed.

It is following this that the Ghana Highway Authority has initiated the move for the rep and announced to motorists to take note of the road closure and diversion.

The Authority has said the maintenance activities are crucial for improving the road’s riding quality and extending its service life.

To facilitate a smooth process, GHA has in a statement said sections of the road will experience lane closures.

“This will lead to reduced speeds and possible delays. The contractors shall put adequate traffic management measures on the road. Motorists are advised to observe all the traffic management protocols for safe passage,” part of the statement read.

The public and motorists have therefore been urged to cooperate with the changes as they work to ensure safety and restore normal traffic flow.

Also, motorists going to Wa from the south are to use the Techiman- Kintampo Road turn off at the Fufulso junction, and use the Fufulso-Sawla Road to Sawla and subsequently to Wa and beyond.

This follows the devastation caused to the bridge linking the Bole and Doli communities, making it impossible for vehicles and people to cross.

Describing the incident as regrettable, GHA said in a statement that the devastation was caused by a broken dam by the side of the road.

The Authority has assured that its engineers and technical team are working diligently to address the situation as quickly as practicable.

According to the Public Relations Officer of the authority, Cecil Nii Obodai Wentum, until sufficient funds are secured for a complete reconstruction of the motorway, all users must exercise prudence while driving on the stretch.

“It has lost its structural integrity, but it has not lost its functional integrity. I will say that any time I use the motorway, I use my conscience.

“Why would I do 120 on the motorway? No. So what it means is that until the motorway is fixed, until we come to a national consensus and decide or we agree that we must fix the motorway, anybody who uses the motorway must be cautious, especially on the Accra-bound section of the motorway,” he said.

Mr Wentum further explained that, frequent maintenance teams are visible on the motorway, implementing temporary solutions to uphold its usability.

In response to these concerns, the Ghana Highways Authority initiated an operation to remove damaged toll booths on the Accra-Tema Motorway, aiming to facilitate smooth traffic flow.

However, a recent incident sent shockwaves through the country when a truck rammed the Accra tollbooth, just days after the removal operation commenced.

The truck driver attributed the accident to warning signs placed dangerously close to the construction site, advocating for a safer placement.

Meanwhile, the Director of Road Safety and Environment at the Ghana Highway Authority, Joseph Atsu Amedzake has provided a breakdown of the GHȼ1 million budget allocated for the two-week demolition works.

He explained that the budget encompasses demolition expenses, streetlight installation, safety barrier implementation, and signages.

The total cost includes these essential components, not solely demolition expenditures, he explained, adding that “So we have demolition, we have installation of streetlights, the installation of safety barriers and safety signs. And so we have safety works, we have demolishing works, we have street light works. So it’s not only the demolishing that is one 1 million, but it comprises of a demolishing then the street light works and then installation of safety features.”

Motorway tunnel: Highway Authority starts stolen bolts replacement https://www.adomonline.com/motorway-tunnel-highway-authority-starts-stolen-bolts-replacement/ Mon, 11 Sep 2023 14:41:43 +0000 https://www.adomonline.com/?p=2292878 Workers from the Bridge Maintenance Unit of the Ghana Highway Authority (GHA) last Saturday started replacing the bolts holding the corrugated metals in the tunnel that connects Tema Community 18 to Borteyman.

The replacement is to prevent the bridge which lies beneath the Accra Motorway from collapsing, following the theft of about 1,400 of the 2,000 bolts holding the bridge to the motorway concrete.

The stealing incident was discovered recently following an assessment on the bridge which showed signs of imminent danger.

The assessment found the missing bolts to have also compromised the structural integrity of the bridge, making it susceptible to collapse if not repaired immediately.

The tunnel was closed to traffic last Saturday to allow for the replacement of the bolts.

The Principal Engineer at the Bridge Division of GHA, Aaron Nana Amponsah, told the Daily Graphic yesterday at the tunnel that the missing bolts were essential for holding the bridge together and pointed out that the collapse of the bridge could divide the motorway into two, thereby cutting Accra from Tema.

The tunnel has recently experienced severe vibration due to the heavy axle loads on the motorway.

Officials say the vibration had further weakened the structure of the tunnel.

Similarly, some blocked watercourses have caused floodwaters to form a pool around the bridge, also affecting its basin.

To avoid future theft of the bolts, Mr Amponsah said the new ones were being welded to the corrugated metals, so as to make them firm and hence difficult to remove.

“We have also done concrete works around the bridge basin to prevent water from pooling there; the watercourses have been diverted into a nearby storm drain,” Mr Amponsah said.

A Deputy Minister of Roads and Highways, Stephen Jalulah, who inspected the tunnel last Wednesday prior to the commencement of work, lamented the damage caused to the corrugated metal by the alleged thieves.

Mr Amponsah gave an assurance that the work would be completed by midnight of today to allow for the tunnel to be opened to traffic.

The Highway Authority in a statement said the move is to enable major repair works on the Butre River Bridge at Ewusiejoe near Takoradi.

“Motorists travelling between Takoradi and Agona junction and beyond and vice versa are being notified that no vehicle can access the Bridge while the repair works are ongoing,” the statement noted.

Motorists travelling between Cape Coast and Twifo Praso have therefore been advised to use Cape Coast – Yamoransa – Assin Fosu – Twifo Praso road.

Meanwhile, the Authority is mobilising to solve the problem as soon as possible while some personnel have been deployed to the scene to ensure safe commuting.

They have also apologised for any inconveniences the situation has caused.
