Speaking on Adom FM’s Dwaso Nsem, the Bosomtwe MP said the incident occurred after he travelled to Bolgatanga for a programme on the implementation of Free Senior High School (SHS) as a Deputy Education Minister—an event that eventually did not take place.

On his return journey to Kumasi, Dr. Adutwum explained, his vehicle came under attack near Buipe.

“A group of armed, masked men suddenly emerged and opened fire on the vehicle,” he said. He credited his survival to the swift reaction of his driver, whom he described as “very tactful,” noting that quick manoeuvring enabled them to escape the attackers.

Dr. Adutwum added that after driving a short distance, the tyres went flat, further highlighting the danger they had faced. The police later indicated that the attack was unusual, as no government vehicle had reportedly been targeted in that manner at the time.

He stressed that the incident left senior government officials alarmed when they saw the damaged vehicle.

“When Yaw Osafo-Maafo and then National Security Minister Albert Kan-Dapaah inspected the car and observed the bullet marks, they were shocked and thanked God for my survival,” he said.

Dr. Adutwum also noted that the police have been unable to reach a conclusive investigation on the case, with James Oppong-Boanuh serving as Inspector-General of Police at the time.

With the NPP presidential primaries approaching on January 31, Dr. Adutwum said the experience underscores his dedication and commitment to both the party and the country.

Speaking on Asempa FM’s Ekosii Sen show, Prof. Opoku-Amankwa rejected claims that Free SHS encourages “wholesale promotions,” insisting that teachers must identify the root causes of a student’s failure rather than simply making them repeat a class.

“There is nothing like wholesale promotions in teaching. When a child fails a class, you might consider having them repeat the same class with the same teacher and lessons. However, have you asked the child why they failed? It’s important to recognize that there is something called differentiated learning. Each student has their own learning style, and we provide targeted instruction because not all children learn the same way,” he said.

Prof. Opoku-Amankwa cautioned that forcing students to repeat often leads to dropout, stressing that repetition should only be considered after a thorough assessment of the child’s learning challenges.

“It is concerning when a child goes through years of schooling and still cannot write their name. What have they been doing in school all this time? The claim that students are automatically promoted in Free SHS regardless of whether they pass or not is simply not true.

“Many students who are repeated often end up dropping out. Promotion should depend on identifying what went wrong in a student’s studies. How many teachers actually take the time to do that?” he questioned.

His comments come in the wake of the provisional 2025 WASSCE results, which have sparked nationwide concern over declining performance. Only 48.73% of candidates scored A1–C6.

WAEC data further shows that 114,872 candidates—representing 26.77%—failed Mathematics with an F9, while Social Studies recorded 122,449 F9s, accounting for 27.5% of candidates.

Speaking at the Leaders’ Media Briefing in Parliament on Wednesday, the Bawku Central MP said that while the NPP introduced the Free SHS policy, its implementation under their leadership had funding challenges due to poor funding decisions.

“The Free SHS continues to be challenged, but as you can see, even there, we are making sure it works. It works because it needs financing, and the previous NPP government had capped the GETFund levy. Because you capped the GETFund levy and took the money to other sectors, SHS was not properly financed under the NPP.”

He recalled that under the previous administration, some schools struggled to reopen due to delayed funding.

“You were in this country when schools couldn’t reopen because the feeding grants didn’t go. So we uncapped it, and because we have uncapped it, GETFund money is fully funding Free SHS.”

He dismissed claims that the government’s inability to provide items such as chop boxes and utensils signaled a failure of the Free SHS programme.

“When you say parents had to buy everything, which year in this country has it not been the case that when school reopens, parents have to buy chop boxes for their children?” he asked. “Did we ever promise free chop boxes? Did anybody in this country hear anybody promise free spoons, plates and cups? Nobody ever promised anything like that.”

He said that the government had delivered on the key promises of the Free SHS policy: feeding, accommodation, textbooks, and teacher support. “Accommodation is free, feeding is available, teachers are being paid, and no child has ever stayed at home because school grants haven’t gone to schools. Free SHS is working,” he said.

The Majority leader added that while the NPP may have started the programme, the NDC’s management had made it more efficient and sustainable.


“It may have been started by the NPP, but we in the NDC have shown that we are better implementers of social intervention policies,” he said.

Turning to the National Health Insurance Scheme, the Majority Leader accused the previous government of reducing funding for healthcare by capping the NHIS levy.

“You capped health insurance. If you thought health insurance was so important, why did you get Ghanaians to pass a law to raise funds for health insurance, only to go and cut that money so that you can divert it to other sectors in the name of dealing with rigidities?” he asked.

He insisted that the NDC government had restored confidence in both the health and education sectors through prudent management and proper funding.

“Even if NPP started Free SHS, I am saying that today, NDC is a better implementer of Free SHS.

“Even the NHIS, which was started by former President Kufuor, is now being better implemented by the NDC. The figures and statistics are showing that there is more confidence in healthcare delivery and more confidence in education service delivery now because we are making sure the funding is going to those sectors.”

Addressing journalists on Wednesday, the Effutu MP said that although government officials have touted a reduction in inflation, this claim does not mirror the everyday struggles of Ghanaians—especially parents with children entering SHS this academic year.

“Whereas they would say that inflation has eased, we would want to look at the realities on the market,” he said.

He explained that many parents are still bearing heavy financial burdens despite the Free SHS programme’s goal of reducing costs. According to him, parents continue to purchase essential items such as learning materials and provisions that should ideally be covered under the policy.

“The recent SHS students who are going, parents are complaining that they have to buy everything. So, it really negates the import of the Free SHS,” he stated.

The Minority Leader further criticised the current school placement process, describing it as ineffective and overly stressful for families.

He highlighted instances where students from Winneba were placed in faraway schools like Bawku or Koforidua—placements he said impose unnecessary financial and logistical challenges on parents.

“If somebody is in Winneba and then you place the person in Koforidua, or the person is going to Bawku from Winneba what is the gain?” he asked. “There is no value in Free SHS if accessibility becomes a burden.”

Mr. Afenyo-Markin argued that the existing placement approach marks a significant departure from earlier systems and urged the government to urgently review it to ensure fairness and accessibility for all students.

“The Free SHS placement system that has crashed must be looked at,” he asserted. “It’s not the case in the past, and we challenge them on that.”

He added that these concerns are not limited to political opponents but are widely shared by parents who have publicly voiced frustration over their children’s placements and the unexpected expenses involved.

“It’s not the Minority that is saying so. Parents have had to complain about how their children were placed,” he noted.

Speaking in an interview on Accra-based Channel One TV, Professor Aryeetey expressed concern over the blanket implementation of the policy, noting that it fails to account for the varying economic backgrounds of students and their families.

“I wouldn’t have cancelled it. I would have reformed it,” he stated. “I don’t have any problem with some Ghanaian children who will go to SHS for free, but I have a problem with Legon Vice Chancellor’s son or daughter going to Achimota School for free. It doesn’t make any sense to me.”

According to him, while ensuring access to secondary education is important, a more equitable approach would have targeted limited public resources at families who genuinely require financial support, rather than extending the same benefits to those who can afford to pay.

Education Minister Haruna Iddrisu explained that the initiative, expected to benefit about 25,000 students, is part of government’s broader strategy to phase out the double-track system in public schools.

“The government is committed to providing a stipend to support the transition of that category of students moving into private schools. That’s negotiable, and we’ll continue discussions as we go along. But for a start, that’s the commitment we make for this pilot inclusion,” he said.

President of the Conference of Heads of Private Second Cycle Schools, I.K. Mensah, commended the government for the initiative and outlined the terms of the pilot.

He said the GH₵994 support applies to day students only, while parents who wish to enroll their children as boarders will be required to pay the difference between the government’s contribution and the school’s boarding fees.

“For example, if a school charges GH₵2,000 for boarding, the government will cover GH₵994, and the parent will pay the remaining GH₵1,006,” he explained.

He emphasized that the arrangement, though a pilot, is a significant step toward strengthening collaboration between the government and private schools in delivering equitable access to secondary education.

“Contrary to the misinformation that was circulated before December 7, 2024, the Free SHS has not only been maintained. We’ve made the highest budget allocation in the history of the policy as of now,” he said.

Highlighting the government’s commitment to education, President Mahama revealed that GHS 3.5 billion has been dedicated to the Free SHS program this year, marking an unprecedented investment in Ghana’s education sector.

He also announced a significant boost to healthcare funding for 2025, reflecting the government’s determination to strengthen the country’s health system amid rising domestic and global health challenges.

The President revealed that the national health budget has increased by 13.4%, rising from GHS 15.6 billion to GHS 17.8 billion.

“This bold step reflects our commitment to strengthening Ghana’s healthcare system in the face of both domestic demands and global health risks,” he said.

According to CHOPSS, the government had no plans to include private schools this year, but it has become possible due to the relentless efforts of the association.

Speaking on Adom FM’s Burning Issues, the Head of Communications for CHOPSS, Naphtali Kyei-Baffour, assured that they will not take the opportunity for granted but will strive to make the programme attractive.

He believes this will create room for more private schools to join the programme and help boost enrolment.

“Parents will surely ask for value for money even though it is government who is bearing the cost. So if we do not make it more attractive, a time will come when private schools will be listed on the portal but will not be selected.

“The inclusion of private schools in the Free SHS is not a recipe for lowering standards in private schools, but rather an opportunity for them to showcase what they can do, what they have done, and what they are doing,” he noted.

These approved schools are listed under Category E and operate as day institutions across the country.

Responding to this, Mr. Kyei-Baffour noted that CHOPSS acknowledges the challenges that come with boarding status.

“Even though some of the schools have boarding facilities, we are also aware of the challenges that come with feeding. To avoid that in the meantime, all students coming to any of the private schools will come as day students,” he said.

Mr. Kyei-Baffour explained that parents who would opt for boarding for their wards would have to arrange with the school authorities and bear the extra cost, because government will only be paying for day status.

John Ntim Fordjour, has criticised the government over its handling of the Free Senior High School (Free SHS) feeding system.

He says the New Patriotic Party (NPP) has been vindicated, and that Ghanaians were misled by promises made by President John Mahama and the National Democratic Congress (NDC).

Speaking in an interview on JoyPrime on Wednesday, May 28, Rev. Fordjour recounted the earlier structure of food supply under the NPP government.
“We were supplying about 70% of the food, and then 30% was directly paid to the schools to buy perishables,” he explained.

According to him, the NDC promised to change this completely.
“President Mahama on many occasions stood on platforms and said, ‘We are going to send all the money directly to the headmasters so they can go to the markets and buy goat meat and the rest,’ and the students were happy,” he said.

While he acknowledged the idea sounded good, Rev. Fordjour questioned its feasibility.
“I personally thought it was a brilliant idea if they were able to implement it. But again, I came back to predict that they will not be able to do it. And I said to Ghanaians boldly and clearly that I am not predicting doom, but President Mahama cannot fulfil that. And whoever becomes the Minister for Education will not be able to fulfil that promise.”

He added,
“Clearly, I have been vindicated. We’ve been scammed.”

Rev. Fordjour accused the government of failing to deliver on its word.
“They came in, and the only thing they did in that regard was to send remittances to the schools directly for just two weeks. For all these months of being in power for over five months, the only direct remittance they’ve sent to the schools is to take care of them for only two weeks.”

He also revealed that the government later abandoned its own approach.
“They wrote a letter signed by the Director-General of the GES and said they were going back on their words. Now the Ministry of Education is going to centralise it. They will be supplying the food to them, and now they are only going to allow them to buy only five items.”

Rev. Fordjour argued that this new system is even worse than what the NPP had in place.
“They said they were going to do better, but they are even doing worse than the weakness we had.”

He then warned against the rush to criticise when in opposition.
“Sometimes when you are in opposition, you are so quick in criticising certain implementations, but when you get there and the reality hits you, you begin to fumble. So we have been vindicated. We even ran Free SHS better than the NDC is doing it now.”

In opposition, the National Democratic Congress (NDC) made it their mission to demonize the double-track policy, labeling it a “failure” and vowing to eliminate it within 90 days of assuming office.

Today, our Education Minister, Haruna Iddrisu, says the policy will remain until 2027.

That’s not just a U-turn; it’s a manifestation of their prior ignorance and lack of understanding regarding the policy.

Let’s be clear: Free SHS was not just a political promise, but a constitutional duty and a catalyst for socioeconomic progress.

Its success led to a surge in enrollment, naturally straining infrastructure and resources—a global norm when access expands.

Yet Ghana defied the odds with the innovative double-track system, a practical solution to manage the increased demand.

Double-track reduced class sizes, improved teacher-student ratios, extended teaching hours, and created jobs.

Importantly, it advanced gender parity and gave underprivileged students access to elite schools like PRESEC, Wesley Girls, and Prempeh College—institutions that doubled their intake to accommodate thousands who previously had no chance.

The real challenge in phasing out the policy has never been infrastructure alone, but preference. Each year, over 100,000 spaces go unused because students can’t be placed in schools they didn’t choose, despite availability.

The result? Overcrowding in some schools and under-enrollment in others. Until we bridge the quality gap between schools, buildings alone won’t solve this imbalance.

That’s why our administration introduced STEM schools and upgraded them to Category A to shift demand and offer quality alternatives.

So, contrary to the misinformation the NDC spread, time has again proven that the double-track was never a flaw, but a bold, strategic solution that expanded access without compromising quality.

According to him, the New Patriotic Party (NPP) prioritized political gains over proper planning, leading to challenges in the program’s implementation.

Speaking on the opposition National Democratic Congress’ (NDC) policy direction regarding Free SHS, Mr. Kumah stated that the party has critically analyzed the program and intends to review it to ensure its effectiveness and sustainability.

“The NPP rushed into implementing Free SHS. The NDC had an agreement with the World Bank to complete the E-block projects before rolling it out, but the NPP used the program as propaganda to win elections,” he said.

He assured that under an NDC administration, the program would be restructured to address its inefficiencies and improve quality education for all.

Speaking during a courtesy call by the Minister of Education, Haruna Iddrisu, Otumfuo proposed a mixed-support system similar to previous practices, where bursaries were awarded to needy but deserving students while those who could afford it paid their way.

“Those who can afford to pay, let’s have a second look at the policy. If someone can afford it, let’s allow them to pay,” he stated.

He acknowledged that while the Free SHS policy has expanded access to education, a national dialogue is needed to address its challenges and ensure sustainability.

“This Free SHS we are talking about—although we have implemented it—if students are sent home frequently because there is no food, then it is not fit for purpose,” he cautioned.

Otumfuo also highlighted critical infrastructure and logistical challenges affecting senior high schools, including overcrowded dormitories, the lack of science and ICT laboratories, food shortages, and inadequate school buses.

“Our dormitories are overcrowded and lack science and ICT labs. Sometimes, PTA contributions help, but the lack of school buses and food shortages should all be addressed. Let’s implement the policy properly so students can stay in school and have enough to eat,” he urged.

Otumfuo surmises brilliant but needy students could be financially supported through scholarship schemes as existed with the Cocoa scholarships.

He made the remarks during a courtesy visit by the education minister and the Ashanti regional minister to the Manhyia Palace.

“We are indeed rolling out the free SHS, but if we brainstorm and realize students will have to go to school and be asked to return home because there’s no food, then it is of no use. Let’s take a critical look at it,” he said.

“If some parents can pay, we should allow them. In the past, if you pass your exam, we check up with the bursar to assist the brilliant but needy students. That’s where we had the Cocoa scholarships,” he added.

Ghana’s second cycle education has in the last eight years been confronted with logistical challenges attracting wide criticisms and review of the free senior high school policy.

The Asantehene admonished the rechanneling of funds from other sectors to the education sector to improve the delivery of quality tuition and welfare to students.

“E-blocks have stalled. Funding is a challenge but some sectors that aren’t critical could have their funds reduced to be re-channeled to the education sector to improve education. Some dormitories in the schools are still not occupied. Some schools do not have Science and IT labs. Even the PTA fees are no longer available. Government should look at these challenges and address them,” he said.

He urged the new education minister to discharge his duties with commitment.

“You were once a minister for the trade and industry, and also the communication. You should continue being humble to deliver your services,” Otumfuo said.

Speaking on Joy FM’s Super Morning Show, Mr. Iddrisu explained that the policy expansion aims to accommodate more students in secondary education.

“We have decided to expand the intake of Free SHS to private schools in Ghana,” he stated. “This means that when the computerised placement system is used, 150,000 students will be placed in private senior high schools, in addition to those in public schools.”

The government plans to phase out the double-track system within the next two to three years, with significant investment in infrastructure to support the transition.

“Our goal is to end the double-track system, and this will require substantial infrastructure investment,” Mr. Iddrisu stressed.

He also revealed plans to extend Free SHS benefits beyond secondary education to include tertiary students.

“We want to ensure that every student in tertiary education benefits from the same support provided at the secondary level,” he added, reaffirming the government’s commitment to accessible education.

Meanwhile, Mr. Iddrisu has commissioned an audit into the controversial Senior High School (SHS) Wi-Fi contract, with findings expected to be made public within two to three weeks.

“I have requested that the audit findings be publicly disclosed within the next two to three weeks,” he stated.

He emphasized the government’s priority in improving internet access for students and hinted at considering local companies such as Starlink for the rollout of broadband infrastructure.

“What is important is that students have reliable internet connectivity. If a Ghanaian partner, such as Starlink, can help achieve this, we are open to such collaborations,” he noted.

The Minister confirmed that there are no plans to renew the previous Wi-Fi contract, as the process will undergo a full IT audit before being publicly advertised.

President John Mahama has taken steps to address concerns about the Free Secondary Education programme, particularly its quality and funding.

Presenting the 2025 Budget Statement, Finance Minister Cassiel Ato Forson announced the uncapping of the Ghana Education Trust Fund (GETFund) to bridge the funding gap.

With this adjustment, an additional GH¢4.1 billion will be allocated to support the programme, bringing the total budget to GH¢7.6 billion.

The increased funding will not only sustain free secondary education but also support students with disabilities at the tertiary level.

To ensure sustainability, the government plans to amend the Capping and Realignment Act and the GETFund Act, securing a stable funding source for the programme.

Additionally, the government has absorbed the debt service from the Daakye Fund, reducing the financial strain on the initiative.

However, Mahama announced that the double-track system will be scrapped, with a focus on infrastructural development to ensure a more effective and efficient education system.

He emphasized his commitment to enhancing the Free SHS program by addressing its shortcomings, implementing reforms, and improving access, quality, and sustainability.

“Our focus is to improve learning conditions, provide adequate resources, and ensure that students receive the best education possible,” he stressed.

The Ghana Education Service (GES) has initiated a nationwide survey to gather public opinions on the Free Senior High School (SHS) policy and the Double Track System.

In a post on Facebook, GES shared a questionnaire aimed at evaluating the effectiveness and impact of these policies.

According to GES, the survey seeks to assess the public’s understanding of the flagship programmes introduced by the immediate-past Akufo-Addo-led government.

Students, parents, teachers, and the general public are encouraged to participate by sharing their opinions and experiences.

The survey comes at a time when Ghana’s education system is under review through the National Education Forum.

The non-partisan forum, which began on February 18, 2025, in Ho, Volta Region, has brought together education experts, policymakers, and other stakeholders to discuss the future of the sector.

GES has announced that the survey results will be analysed and discussed at the forum to help shape future education policies.

However, they had different grading systems, certifications, and regulations, and they were recognized differently, hence the need for a structured system, which the Akufo-Addo-led government considered.

She emphasized that any attempt to accuse the previous government of deliberately inflating the numbers would not be a fair judgment.

“Even if the beneficiaries were just 100,000, they did well because we have never received such an intervention at the second cycle level,” she stated.

The clarification follows an announcement by Education Minister, Haruna Iddrisu, to audit the records, stating that accurate data is important in shaping policy discussions and implementing reforms.

He pointed out discrepancies in the reported figures, referencing his research, which estimates the number of beneficiaries at 3.9 million, compared to the 5.1 million cited in public and parliamentary records.

Reacting to this, Fatimatu lauded it as a step in the right direction, but she said the previous administration would not accept the current records being provided.

She argued that Haruna Iddrisu should have finished the audit before making claims that the beneficiaries were less than five million.

“The power is in their hands now. They should call all the relevant stakeholders who have the data on enrolment and completion. This presents him a fantastic opportunity to audit and announce the figures. But when you are prejudiced even before you enter, I don’t think it is right. They should hasten slowly,” she added.

“I am not claiming that my figures are definitive, but the reported figure of 5.1 million appears misleading. My analysis of the data from 2017 to 2023 suggests that the actual number of beneficiaries does not exceed 3.9 million,” he noted.

The Minister further announced plans to convene a National Education Conference to evaluate the state of the sector and devise actionable reforms.

He noted that validating the Free SHS data would be a critical component of the conference, serving as a foundation for addressing broader educational challenges and charting the way forward.

In a statement, CePTOM noted that the call aligns with President John Mahama’s campaign promise to convene a national consultative conference on education.

While acknowledging the eight-year milestone of the Free SHS program, which has provided free secondary education to over 2.5 million Ghanaian students, CePTOM emphasized that the policy has brought both successes and challenges.

“The first beneficiaries of the program have now completed their tertiary education, a testament to the initiative’s far-reaching impact. While the Free SHS program has significantly increased access to education, particularly for underserved populations, it has not been without its challenges,” the statement noted.

The Center highlighted success stories, such as improved literacy rates, gender parity in secondary education, and alignment with SDGs 4, 5, and 10, demonstrating the program’s transformative potential.

However, CePTOM raised concerns over issues such as overcrowding, resource constraints, unequal access, and the absence of a legislative framework. These issues, according to the Center, underscore the need for urgent reforms.

To address these challenges, CePTOM proposes a national dialogue to evaluate both the successes and challenges of the policy, identify sustainable funding models—including cost-sharing mechanisms—and address disparities between urban and rural schools to ensure equity.

The dialogue should also focus on enhancing infrastructure, improving teacher-student ratios, and increasing resource availability.

To ensure the policy’s sustainability, CePTOM has recommended the adoption of the Outcome Mapping Approach, a collaborative framework that engages all stakeholders—including students, parents, teachers, policymakers, development partners, and community leaders—as boundary partners. This approach will foster ownership and accountability while addressing the core principles of equity, effectiveness, and responsiveness.

CePTOM further called on all stakeholders, including government, civil society, educators, parents, political parties, and development partners, to unite in safeguarding Ghana’s future through sustainable education reforms.

“The Free SHS program has opened doors for many, but it is incumbent on us all to ensure that these doors lead to opportunities, empowerment, and a brighter future for every Ghanaian child,” the statement concluded.

“When asked whether the programme would be extended to private schools, the Minister-designate, in a very dismissive manner, asked whether those private schools write WASSCE exams,” Dr Boako recounted, adding that this response feigned ignorance of the fact that many private SHS participate in the WASSCE.

Dr Boako further reminded the Minister-designate and President Mahama of their campaign engagements with the leadership of private SHS. He emphasised that during the 2024 election campaign, President Mahama assured private school leaders that they would be included in the Free SHS programme.

“If President Mahama and the NDC knew that no private SHS writes WASSCE exams, why did they promise to include them in the Free SHS programme?” he questioned, highlighting the growing impatience among private schools awaiting inclusion.

The Minority called on Dr Ato Forson to clarify his stance and honour the campaign pledge. Dr Boako posed critical questions to the Finance Minister-designate and the NDC government:

“What is the Finance Minister-designate waiting for? Was this not their campaign promise? What informed the promises? Didn’t they do the numbers first?”

He urged the government to act swiftly to ensure equitable access to education for all Ghanaian students, including those in private institutions.

They accused the Ministry of autocratic leadership and a refusal to consider alternative perspectives.

GNACOPS argues that the ruling New Patriotic Party’s (NPP) failure to retain power in the 2024 elections can partly be attributed to the Ministry’s mismanagement of the policy and its inability to address systemic issues within the education sector.

In a statement released on January 14, GNACOPS outlined a range of concerns regarding the implementation of the Free SHS policy.

A key issue was the Ministry’s failure to collaborate with private schools to address critical challenges, including resource allocation, feeding, and infrastructure development.

This lack of partnership, the council noted, left many pressing issues unresolved and hampered the overall effectiveness of the program.

The council also condemned the controversial 30% SHS Category A placement policy, which limited the access of students from private schools to top-tier public schools.

GNACOPS described the policy as discriminatory and divisive, undermining the program’s goal of providing equitable access to quality education.

Accusations of corruption in the student placement process further marred the Ministry’s credibility. GNACOPS alleged that political activists were appointed to key positions, creating an atmosphere of favoritism and mistrust among stakeholders.

The leadership style of the Ministry came under intense scrutiny, with GNACOPS describing it as autocratic and dismissive of feedback from teachers, school heads, and parents. This unwillingness to engage stakeholders in meaningful dialogue, they argued, exacerbated the negative effects of the policy.

The council noted that many basic schools were left in dire conditions while secondary education was prioritized to serve political agendas.

Additionally, the Ministry’s failure to communicate effectively with the public was highlighted as a significant issue.

GNACOPS pointed to frequent outages of official websites and social media platforms, which undermined transparency and eroded public trust.

In conclusion, GNACOPS emphasized that many of the challenges faced by the Free SHS policy could have been mitigated through greater collaboration, transparency, and a more inclusive leadership approach.

The council called on the Ministry of Education to reassess its strategies and engage all stakeholders in a bid to improve Ghana’s education system comprehensively.

Acknowledging that there have been challenges, he noted that the benefits cannot be underrated and must be safeguarded.

“The stakeholders are many, and if there is the need for engagement, we must bring all the professions that matter. It is not about tough speakers but people with the know-how on education, feeding, accommodation, among others.

“We can engage parents to know behavioural issues of students and health workers, for instance, to know when to put in place what medical measures,” he said.

He emphasised that management has become the biggest bane of the social intervention policy.

In this regard, Mr. Appiah appealed to the government to, as a matter of urgency, convene a collaborative dialogue with stakeholders to address these challenges.

“A comprehensive management system to put in place a mechanism to develop good learning outcomes, a menu chart, among others, should be the focus of the modification so we run the programme effectively.

“We should not destroy the policy or do anything that will undermine it because it has really helped despite the issues. We must be interested in sustaining it,” he stated.

The Free SHS policy was introduced by the Akufo-Addo-led administration in 2017 but faced criticism over logistical challenges such as inadequate infrastructure, lack of teaching materials, and overcrowding in public schools.

Mr. Appiah’s remarks come amidst calls for reviews and proposals for parents to share in feeding and accommodation costs.

President John Mahama has assured Ghanaians that his administration will sustain and enhance the Free Senior High School (SHS) policy, as part of efforts to improve the country’s education system.

Speaking at the 92nd Annual Jalsa (Convention) of the Ahmadiyya Muslim Mission at Pomadze in the Central Region, the President emphasized his commitment to education as a cornerstone of national progress.

“We will sustain and enhance the free SHS policy,” President Mahama stated during his first public engagement since his swearing-in on Tuesday, January 7. The 2024 Annual Jalsa, themed “Justice and Peace; The Essential Ingredient for National Development,” was attended by key figures including the Ameer and Missionary in Charge of the Ahmadiyya Muslim Mission, Alhaj Maulana Noor Mohammed Bin Salih.

President Mahama also assured Ghanaians that his government would address overcrowding in schools, complete abandoned projects, and improve Technical and Vocational Education and Training (TVET).

He highlighted the government’s commitment to providing quality education at all levels, noting that while strengthening basic education, his administration would continue to enhance the Free SHS policy for the benefit of Ghanaians.

“We will address challenges such as overcrowding to ensure quality education at all levels,” he added.

In addition to the Free SHS initiative, the President shared plans for free tuition for first-year students entering public tertiary institutions. He also emphasized the completion of abandoned e-blocks and other investments to ensure equitable learning opportunities nationwide.

“We shall emphasize technical vocational education and training so that we can produce the skilled manpower needed for business and industry,” he stated.

Furthermore, President Mahama revealed plans to set up a planning committee for a National Education Review Conference. This conference, he explained, would review the entire educational system, from kindergarten through tertiary, and identify barriers to quality education at each level. “I believe that this conference will come out with new ideas to provide us with the outcomes that we need as a nation,” he added.

Alhaj Maulana Noor Mohammed Bin Salih also spoke at the event, emphasizing that Ghanaians were demanding justice for peace to prevail. He stated that the public’s endorsement of President Mahama reflected a desire for practical, fact-based governance rather than empty promises and ideals. “At this time of our history as a people, Ghanaians are demanding justice if we must have peace,” he said.

In an interview on Adom FM’s Dwaso Nsem, Mr. Kwarteng revealed that GH₵150 million was released for food supply, with GH₵100 million allocated to suppliers and GH₵50 million directed to headteachers for the purchase of perishables.

While he did not specify the exact date, he mentioned that the disbursement occurred last week.

This clarification comes in response to an appeal from the Conference of Heads of Assisted Senior High Schools (CHASS) to parents and guardians to assist with feeding challenges in SHSs.

CHASS Secretary, Primus Baro, disclosed that some schools are rationing food, especially in northern Ghana. Baro explained that food supplies are scarce, particularly in the Upper West, Upper East, and Northern regions, where oil is completely unavailable, and schools have only rice and some gari.

However, Mr. Kwarteng disagreed with the portrayal of a food shortage, stating that the directive for students to bring food might be a precautionary measure rather than an indication of a complete shortage.

He emphasized that the situation was not due to the government’s financial shortfall but rather a result of suppliers’ cautious approach due to the uncertainty surrounding future payments from the incoming administration.

“When the new government has continuously indicated plans to allow headmasters to buy their own food, it will spark fear and panic among the suppliers,” Mr. Kwarteng explained.

“There could be a problem, but nobody should paint the picture that the previous government left a bad situation to create disaffection. It is nowhere admitted that there was no food; the schools had food.”

Her comment follows a statement by the General Secretary of the Conference of Heads of Assisted Senior High Schools (CHASS), Primus Baro, who urged parents and guardians to assist their wards with food when they return to school to help address the food shortage that has hit secondary schools.

Mrs. Irene Sam, in an interview with Nana Osei Ampofo Adjei on The Big Agenda on Adom TV, said, ‘Assisted Senior High Schools raised concerns about food shortages in the secondary schools prior to the Christmas break, so the PTA decided to go on a tour to see the situation firsthand and understand how parents can help. However, CHASS denied them access to the schools.’

She expressed her dissatisfaction with CHASS’s decision to deny parents access to the schools to ascertain the situation.

‘We are not happy about the situation in the schools, and as a Parents Association, we have asked parents to support their children with food when they are going back to school, so that in case the schools are unable to provide food for them, the children will not go hungry,’ she said.

Mrs. Irene Sam further remarked during the interview that the review of Free Secondary Education has been long overdue and needs to be addressed as quickly as possible.

‘Education is a shared responsibility; we cannot leave everything in the hands of the government. At least the policy should be reviewed so that parents who can pay will do so to ease the burden on the government and make the policy better,’ Madam Irene said.

However, the GES rejected this appeal.

Five days after schools reopened, the National Secretary of CHASS, Primus Baro, told JoyNews that the situation in high schools is dire, with many institutions having to ration food.

He therefore encouraged parents to support their children with food items for use at school to complement the government’s provision.

“I encourage parents, and I have already advised my PTA to this effect, to let their children bring food like gari, shitor, and sugar to supplement whatever the school provides. I urge parents across the country, as the food situation has still not improved in the past two or three years, and it has worsened at this particular time,” he said on JoyNews’ Newsdesk on Wednesday, January 8.

He revealed that the situation is particularly severe in schools in northern Ghana.

“Food supplies are not reaching the schools. In places like Upper West, Upper East, and the Northern regions, apart from rice, the schools have no stable food supplies. Oil is completely unavailable.

“For example, in my school, I currently don’t have a single drop of oil, so my matron has been using margarine to replace oil for cooking. I don’t have maize or beans—only rice and some gari,” he added.

He stressed, “We are still relying on the old practices of sending students with what they have, and that’s the only reason we allowed the students to return. Otherwise, the situation is still far from ideal.”

The Free Senior High School (SHS) programme, initiated by the previous Nana Akufo-Addo-led government, has faced numerous challenges over the years, including insufficient classroom and dormitory facilities, inadequate food, and more.

Critics have also argued that the programme has led to an increase in the number of SHS graduates, but not necessarily in the quality of education.

However, the new president, John Mahama, before winning the election, promised to revitalise the programme rather than abolish it.

In his 2024 State of the Nation Address, he described the initiatives as transformative for education in Ghana.

The president stated that many of these students would not have had access to secondary education without these programs.

To further enhance technical and vocational education, 34 new TVET institutions have been established, and 62 existing ones have been upgraded to equip students with 21st-century skills.

Akufo-Addo reflected on the bold decision to implement Free SHS during his first term, despite calls for a gradual rollout.

From 2020, the first batch of Free SHS beneficiaries began sitting for the West African Senior School Certificate Examination (WASSCE).

He highlighted a marked improvement in results, with 65% of candidates achieving grades between A1 and C6 in all four core subjects, a significant increase compared to previous years.

He credited the program with producing the best examination results in Ghana’s history, even amidst challenges like the COVID-19 pandemic.

In a recent interview, the traditional leader acknowledged the policy’s positive intentions but described its execution as hasty and fraught with challenges that could have been avoided with better planning.

“Even Lucifer had something good about him. They said he was a good singer; he had a magical voice. Lucifer, yes. So definitely, there will be something good about Nana Akufo-Addo,” Nana Boadi stated, setting the tone for his critique.

“Free SHS was a good idea by all standards, yes, it was. But the planning was where the problem was.”

He expressed concern over the lack of a thorough assessment before rolling out the policy, noting the strain it placed on Ghana’s educational infrastructure.

“We could have taken our time, assessed our infrastructure, the staff—both teaching and non-teaching—the books, and the logistics that were necessary,” he said.

“We could have piloted the scheme to see how well it would work, especially in anticipation of the increased number of students since it had become free.”

The Krontihene likened the hurried implementation to the sentiment in Frank Sinatra’s famous lyrics: “Fools rush in where angels and wise men tread cautiously. Fools will rush in with reckless abandonment.”

He added, “It was a good policy, a good idea, but we could have done it better.”

His comments highlight a widespread debate about the Free SHS program.

While its objectives have been lauded for increasing access to education, critics have pointed out logistical challenges, such as overcrowded classrooms, overburdened teachers, and inadequate resources, all stemming from insufficient preparation.

“Free SHS was good. It gave many children access to education, but it could have been executed in a more deliberate manner. Rushing such a monumental policy is not the mark of wisdom,” he said.

Using this model, IFEST has called for parents to contribute to the cost to ensure the programme’s sustainability and efficacy.

The Deputy Director of IFEST, Patrick Danquah made the proposal in an interview on Accra-based ChannelOne TV.

“Free SHS needs to be reviewed so that they can relook at the element of taking part of the cost and allowing the parents who were handling the costs better to continue to handle it the way they did,” he stated.

The call follows an appeal by the Conference of Heads of Assisted Secondary Schools (CHASS) to the Ministry of Education.

CHASS has appealed to the Ministry to release overdue funds essential for the smooth operation of SHSs before schools reopen on January 3, 2025, to prevent adverse effect on educational activities.

CHASS emphasised that unpaid arrears for perishable goods, utility bills, and other necessities continue to impede the schools’ functionality.

The Political Marketing Strategist said the policy following its implementation in 2017 has had an opportunity to live.

In this regard, it will not create the same impact in the 2024 election.

“From digitalisation, they have now gone back to free SHS but it is no longer resonating with Ghanaians as it did in 2016 because the message had the opportunity to live. Even for commercial brands, they always try to bring freshness. So it was an ambition and by implementing it, people have experienced it,” he stated.

The Free SHS which many have touted as a major transformative policy has become a topical issue going into the general election.

President Akufo-Addo during a tour in the Western North Region on Tuesday, November 5, noted that over 5.7 million students have benefited since its launch.

With the policy a key campaign message for the NPP, party faithful are positive it will garner them massive votes since beneficiaries are eager to vote by way of saying thank you to the Akufo-Addo government.

However, Prof Mensah in an interview on Adom FM’s morning show, Dwaso Nsem Thursday, said the NPP should have re-strategised in selling the Free SHS policy.

“Human beings are dynamic and once the experience starts, they will want new expectations. There should have been changes and going back to the Free SHS, you should look at the time and how you will re-model it to resonate it with the people again,” he said.

Speaking on JoyNews XSpaces, he emphasized the need to build systems and data to track the real income of parents before any modifications are made.

“Until we build systems and data to be able to know or track the real income and earnings of parents, I am not sure it will be appropriate to use the model that you are suggesting,” he said. “If we are not very careful, we may reduce the whole education system into educational apartheid, where the rich can pay for the highly subscribed schools, and the poor may not be able to afford those schools.”

Mr. Kwarteng further shared his observations from meetings with parents and stakeholders. He pointed out that many individuals who claim they are willing to pay for their children’s education are often middle-income earners. These parents, despite having relatively higher incomes, are often willing to go the extra mile to secure admissions for their children in top-tier schools.

This situation, he argued, could leave many children without access to quality education in these highly subscribed schools, as their parents may not be able to afford the fees.

“For us, the Free SHS is not only a game-changer, but it is also an affirmative policy designed precisely to give opportunities to students who would not be able to afford the fees, particularly in the highly subscribed schools,” Mr. Kwarteng added.

President Akufo-Addo Highlights Achievements of the Free SHS Programme

During a tour of the Western North Region on Tuesday, November 5, President Nana Akufo-Addo highlighted the successes of the Free SHS programme, noting that over five million students have benefited since its launch in 2017.

The President acknowledged that while there have been challenges in implementing the policy, the benefits have far outweighed the obstacles, improving Ghana’s education system and providing more students with access to higher education.

“The FDA’s conduct has only raised more questions, which is why an independent inquiry into this matter is essential. Perhaps the one positive from their press conference is their willingness to subject themselves and their actions in this controversy to investigation,” he stated.

Ablakwa also criticized the government’s handling of the issue, saying, “It is truly disappointing that President Nana Addo Dankwa Akufo-Addo, a leader who seems disengaged, has taken no action on this matter.”

“We will not cancel a program that we invested substantial resources in, including the building of Community Day Schools. Instead, we will work to improve it, ensuring that students receive the best quality education,” she said.

Madam Annan said the NDC has a track record of providing quality education, disclosing achievements such as eliminating schools under trees at the basic level and ending the shift system.

“Under the NDC, we showed the people of Ghana that we understand the importance of free education. We will not rush into policies we cannot implement,” she noted.

“We are committed to fixing the Free SHS program to ensure that students do not suffer under the current system, This includes returning to a more manageable term system and addressing the quality of food served to students. We believe that the future of our children is crucial, and we want to ensure they receive wholesome meals and a better education,” she added.

She therefore urged Ghanaians to ignore any misinformation about the NDC’s plans for the Free SHS program.

“There’s a lot of anti-NDC propaganda being spread about the cancellation of Free SHS. But we assure the people of Ghana that we will not scrap it. We will make it better,” she concluded.

However, he cautioned that the programme, in its current form, lacks provisions for life after SHS, posing the critical question: “After Free SHS, what next?” Mr. Kyerematen argued that providing free education without clear pathways for graduates undermines the policy’s potential impact.

To address this gap, he outlined reforms under his Great Transformational Plan (GTP), focusing on five key areas: financial sustainability, infrastructure development, curriculum improvement, capacity building for educators, and transitioning graduates into tertiary education and the workforce:

  1. Financial Sustainability: Mr. Kyerematen stressed the need to evaluate funding sources to ensure the programme’s continuity. “Where are we going to find the money to sustain this?” he asked, urging stakeholders to address the policy’s financial viability.
  2. Infrastructure Development: He also highlighted the significant infrastructure deficits in schools, including inadequate classrooms, dormitories, and teaching facilities. Addressing these challenges, he said, would enhance the learning environment and improve the quality of education under the programme.
  3. Curriculum Improvement: Curriculum development was another critical area. Mr. Kyerematen questioned whether the current curriculum prepares students for modern economic demands or equips them with the skills needed for the job market. “We need to ask ourselves, what are we teaching them under the Free SHS programme? Is it helping them transition into the world of work?”
  4. Capacity Building for Educators: He further emphasized the need for capacity building for teachers and non-teaching staff. Training educators to deliver quality education and equipping administrative staff to manage schools effectively were identified as key priorities.
  5. Transitioning Graduates into Tertiary Education and the Workforce: To ensure Free SHS graduates are adequately prepared for life after school, Mr. Kyerematen has proposed innovative pathways under the GTP. Central to his plan is a compulsory one-year apprenticeship and internship programme, which will provide hands-on training and certification in artisanal and entrepreneurial skills. This initiative aims to help graduates identify their talents and develop practical skills aligned with market demands.

For graduates interested in entrepreneurship, Mr. Kyerematen has proposed access to government programmes offering funding, mentorship, and resources to establish and grow businesses. This, he said, would foster a new generation of youth-led enterprises, reducing unemployment and boosting economic activity.

Moreover, he also introduced the Health Screening Booths Scheme, where graduates can operate booths on a work-and-pay basis, delivering essential health services while earning a stable income. This program not only creates job opportunities but also addresses healthcare accessibility in underserved areas.

For those aspiring to careers in national security, Mr. Kyerematen has committed to creating dedicated recruitment pathways into the security services. Meanwhile, graduates wishing to pursue higher education would receive financial support from the government to remove financial barriers. Additionally, through the apprenticeship programme, some graduates may discover their talents during internships and choose to continue developing their skills at their host institutions. For such individuals, the government will provide financial backing to ensure they transition seamlessly into full-time roles or advanced training.

Mr. Kyerematen also criticized the neglect of basic and pre-basic education, arguing that these foundational levels are just as critical as secondary education. “We talk about Free SHS as if the foundation doesn’t matter. Strengthening basic and pre-basic education is critical to ensure students are fully prepared for SHS and beyond,” he said.

During the encounter, Mr. Kyerematen also unveiled a groundbreaking policy to mainstream digitalization and digitization, pledging to establish 100,000 free satellite internet hotspots nationwide. Member of Parliament for North Tongu, Samuel Okudzeto Ablakwa, has accused Lamens Investment Africa Limited, in collaboration with the National Food Buffer Stock Company, of supplying 22,000 bags of expired rice to SHSs in February 2024.

Speaking to the media, Mr. Ablakwa called on key education stakeholders to address the issue urgently, stressing the need for swift action to prevent such incidents from recurring.

“We are deeply concerned by the continued silence of CHASS and the teacher unions, which only erodes confidence. Parents trust that the institutions will safeguard their children.

“To learn that school heads are being forced to accept expired, contaminated food with no expiry dates is troubling. This situation implicates both the heads and CHASS, and we demand an explanation as to why they are permitting this,” he said.

The Minority has renewed its call for a comprehensive investigation and accountability to ensure the safety and well-being of students.
