The doctors, he said, migrated abroad after securing personal loans from local banks.

Speaking on Joy News’ PM Business Edition, Mr Awuah disclosed that some doctors who relocate to work in other countries take loans and abandon repayment after leaving Ghana.

“There are processes we are going through with the Ministry of Foreign Affairs to contact the diplomatic corps since you don’t just wake up and write to them,” he said.

“We’ve already started; there’s a letter that is logged at the Ministry of Foreign Affairs, which is trying to achieve that, but that is a reactive mechanism.”

He explained that the issue has become a growing concern within the banking industry, noting that these professionals often obtain personal loans using their bank statements before leaving the country.

“They have bank accounts. They use your bank statements. They have personal loans. The bank will not ask you exactly what you are going to buy since it is a personal loan,” he said.

“They will come to a bank, take, like, let’s say, GH¢120,000 or GH¢150,000, take a visa and jump off and leave the loan hanging.”

Mr Awuah expressed concern that such actions undermine confidence and increase the level of non-performing loans (NPLs) in the system.

“Wherever they are going, they are working there and earning, and one would think that as medical practitioners, they will just say, ‘I have a liability in Ghana, which enabled me to demonstrate that I can fund my travel, so let me come and settle,’” he said.

He described the trend as disappointing, particularly because it involves individuals who are generally regarded with moral integrity.

“About 70% of them are not paying. These are medical doctors, people we hold in high esteem,” he lamented.

According to him, the industry had even considered engaging embassies to require visa applicants to obtain clearance from banks before approval, but this had to be done through formal diplomatic channels.

“At some point, we were even attempting to write to the embassies to seek clearance from banks before they would allow visa processes to go through,” he revealed.

Mr Awuah said banks are hopeful that, with support from the Ministry of Foreign Affairs, mechanisms can be established to ensure that borrowers who relocate abroad continue to honour their financial obligations in Ghana.

According to the documents filed on September 30, 2025, Ms. Handa, identified as a businesswoman, is said to hold an Indian passport with a different date of birth from that recorded on her Ghanaian passport and Ghana Card.

The petitioner argues this amounts to fraudulent acquisition of Ghanaian citizenship and official identity documents.

The petition, submitted through Mr. Bamfo’s legal representatives, calls for the immediate cancellation of the Ghanaian passports of both Ms. Niharika Handa (Passport No. G3718097) and Mr. Punar Vasu Handa (Passport No. G4982646).

It alleges that both individuals secured their Ghanaian citizenship and travel documents under false pretences, misrepresentation, and concealment of key facts.

The petition references:

  • Article 9(3) of the 1992 Constitution, which governs citizenship acquisition.
  • Section 18(b) of the Citizenship Act, 2000 (Act 591), which permits revocation of citizenship obtained fraudulently.
  • The Passports and Travel Certificates Decree, 1967 (NLCD 155), which authorises the Foreign Affairs Ministry to cancel fraudulently acquired travel documents.

This petition follows an earlier request filed with the Minister of the Interior on September 19, 2025, seeking deprivation of citizenship for the same individuals.

The petitioner points to inconsistencies between the Indian and Ghanaian documents, particularly regarding Ms. Handa’s date of birth. If verified, such discrepancies could invalidate the legal basis of her Ghanaian citizenship and identity documents.

The Foreign Affairs and Interior Ministries have yet to issue an official response. Legal observers, however, note that if the allegations are proven, the government would be obliged to revoke the fraudulent citizenship and cancel the travel documents in line with Ghanaian law.

The case is expected to fuel wider debate over the integrity of Ghana’s citizenship verification systems as the country continues strengthening its biometric and digital identity frameworks.

At a ceremony in Accra last Friday, Dr. Obed Asamoah, Ambassador James Victor Gbeho, Dr. Mohammed Ibn Chambas, and Ambassador Chris Kpodo were celebrated for shaping Ghana’s foreign policy and strengthening the country’s global standing.

Foreign Affairs Minister Samuel Okudzeto Ablakwa described the honourees as “diplomatic giants” whose legacies remain relevant today. “Their legacy and wisdom will not be discarded or discounted,” he said.

Dr. Obed Asamoah, Ghana’s longest-serving Foreign Minister (1982–1997), also served as Attorney-General. His influence spanned both legal and foreign policy during crucial years of political transition.

Ambassador James Victor Gbeho, a seasoned diplomat and former MP for Keta, represented Ghana at the United Nations from 1980 to 1990. He later served as Foreign Minister (1997–2001) and as President of the ECOWAS Commission (2010–2012), earning recognition for his leadership in multilateral diplomacy.

Dr. Mohammed Ibn Chambas began as Deputy Foreign Minister in the early 1990s before rising to international prominence. He went on to lead the ECOWAS Commission, serve as Executive Secretary of the African, Caribbean and Pacific (ACP) Group of States, and hold senior positions at the United Nations. He currently serves as the African Union’s High Representative for Silencing the Guns, driving continental peace initiatives.

Ambassador Chris Kpodo joined the Foreign Service in 1973 and later became Ghana’s Ambassador to the Democratic Republic of Congo and Deputy Foreign Minister under President John Atta Mills. He is widely respected for mentoring young diplomats and for his professionalism in both regional and bilateral diplomacy.

Chief of Staff Julius Debrah praised the honourees for elevating Ghana’s reputation as a credible and respected voice on the world stage. He noted that their achievements laid the foundation for the country’s current focus on economic diplomacy to attract investment, jobs, and technology.

Mr. Ablakwa added that honouring the four was not only a recognition of their past service but also a call to the current generation of diplomats to uphold Ghana’s traditions of Pan-Africanism, fairness, and justice in international affairs.

The ministry added that the government will continue to monitor developments closely to ensure the safety of both diplomatic staff and Ghanaians residing in Iran.

It further assured that Ghana remains committed to protecting the interests of its citizens abroad and will provide timely updates whenever necessary.

The Deputy Minister of Foreign Affairs, James Gyekye Quayson, led the ministry’s defence before the committee on Tuesday at Parliament House in Accra.

According to the Auditor-General’s report, three Foreign Service Officers at the Abuja mission received unearned salaries, while 19 personnel at the Ankara mission, including the former head of mission, received unearned imprests amounting to €16,226, which has since been repaid.

Further, the report noted: “The sum of $5,800 used to purchase a MacBook Air laptop and three Samsung S10 phones by the former Head of Mission for Malabo, Mrs Esther Dzifa-Ofori, remains unaccounted for.”

Appearing before PAC, Ambassador Ramses J. Cleland, the Chief Director of the Ministry, told the Committee he had reached out to Mrs Dzifa-Ofori, who is currently outside Ghana.

The Auditor-General’s report also revealed embezzlement at the Prague Mission, where a former accountant allegedly deducted monies from home-based officers into a euro account.

The PAC has raised concerns over the ministry’s failure to account for funds used to purchase electronic devices and the lack of transparency in its financial dealings.

Mr Samuel Atta Mills, the Ranking Member of PAC, emphasized the need for the ministry to take immediate action to address these issues and prevent similar infractions in the future.

The PAC of Parliament, chaired by Madam Abena Osei Asare, the New Patriotic Party (NPP) Member of Parliament for Atiwa East, is holding a public hearing from Tuesday, August 19, to Tuesday, August 26, to consider the Auditor-General’s report on Ministries, Departments, and Agencies (MDAs) for the year ending December 31, 2024.

Monday’s hearing featured appearances from the National Information Technology Agency (NITA), the Ministry of Lands and Natural Resources, the Ministry of Foreign Affairs, the Ministry of Gender, Children and Social Protection, and the Office of the Head of Civil Service.

Before proceeding, the committee held a moment of silence in honour of the late Environment Minister, Alhaji Dr Ibrahim Murtala Mohammed, who died in a helicopter crash two weeks ago along with seven others. He was a member of PAC in the Eighth Parliament.

The six-day public hearing will examine the Auditor-General’s report, which highlights significant issues, including Ghana’s public debt and weaknesses in financial reporting and asset management.

The Ministry’s Men’s Team was crowned Best Football Team in the Men’s Division after a gripping final against the Ministry of Energy and Green Transition, held at the Accra Sports Stadium. The Minister for Foreign Affairs, Honourable Samuel Okudzeto Ablakwa, was present to support the team—his presence widely seen as a strong morale booster that contributed to the resounding victory.

In addition to the team trophy, the Ministry swept several individual sporting awards, including Best Player in the Men’s Division, Best Goalkeeper in both the Men’s and Women’s Divisions, Best Men’s Coach, and Best Fan Base.

The Ministry also proved its versatility in other contests, winning gold in the Men’s Lawn Tennis category and silver in Arm Wrestling. Its culinary team emerged winners in the Inter-Ministerial Cooking Competition, impressing judges with creativity, teamwork, and presentation.

Crowning its exceptional performance, the Ministry was adjudged Overall Best Institution—a prestigious recognition that underscored its dedication, discipline, and teamwork during the Civil Service Week.

At the Awards Night, several officers of the Ministry received individual commendations. The Chief Director of the Ministry was ranked as the ninth best-performing Chief Director in the Ghana Civil Service.

Ambassador Jane Gasu Aheto was honoured as Best Performing Director, while Mr. John Kwasi Boakye was named Best Performing Head of Chancery. Mr. Arthur Nii Odartey Okoe Mills received the award for Best Performing Officer in the Professional Category, with Mr. John Gregory Kugblenu recognised as Best Performing Officer in the Sub-Professional Category.

These honours reflected the depth of talent, leadership, and professionalism that continue to drive the Ministry’s mission at home and abroad.

In a public notice, the Ministry said courier services were forced to return numerous passports to Passport Application Centres (PACs) after being unable to reach applicants within the standard 21-day delivery period.

According to the Ministry, the failed deliveries were mainly due to incorrect addresses or non-functional phone numbers provided during the application process.

As a result, the Ministry has advised all applicants who have not yet received delivery updates to visit the PAC where their biometric data was captured.

Applicants may also call the Passport Client Service Unit on 0302 754 200 to make alternative arrangements.

The Ministry further encouraged the public to ensure accuracy in their applications to avoid delays, emphasising the need for cooperation to streamline passport issuance.

The group also challenged Parliament, particularly the NDC Majority, to move beyond “political posturing” and take decisive action.

“We demand the immediate prioritisation and passage of the Promotion of Proper Human Sexual Rights and Ghanaian Family Values Bill, in line with public expectation and parliamentary consensus,” the statement read.

While reiterating their opposition to violence and discrimination, CDM stressed that “upholding human dignity is not the same as surrendering cultural sovereignty.”

“Our sovereignty is not for sale; and our silence must never be mistaken for consent,” it added.

The group called on traditional leaders, religious institutions, and civil society to intensify advocacy efforts to safeguard Ghana’s cultural and moral values both at home and on the international stage.

The explanation comes after widespread public criticism following Ghana’s abstention at the 59th session of the UN Human Rights Council on Monday, July 7, 2025. The vote sought to renew the mandate of the Independent Expert on protection against violence and discrimination based on sexual orientation and gender identity.

In a statement, the Ministry stressed that the resolution was not about supporting or rejecting LGBTQ+ rights.

“The question before the Council was whether persons who identify as LGBTQI should be protected against violence and discrimination or not. It was not about the support for LGBTQI rights,” the statement clarified.

The Ministry explained that Ghana’s abstention was guided by the principles enshrined in Chapter 5, Article 17 of the 1992 Constitution, which prohibits discrimination based on gender, race, colour, ethnicity, religion, creed, or social and economic status.

In the final tally, 29 member states voted in favour, 15 opposed, and three—including Ghana—abstained.

Despite the constitutional justification, the government has come under fire from sections of the public and advocacy groups, who argue that the abstention undermines Ghana’s previously firm stance on LGBTQ+ matters.

The Ministry’s clarification aims to correct what it calls “misrepresentations” and assure citizens that Ghana remains committed to upholding its cultural and constitutional values.

In an earlier statement, the Ministry of Foreign Affairs and Regional Integration announced that a team of seasoned diplomats, led by a senior official from the Ministry, has been deployed to take over the running of the Mission.

The move forms part of a broader effort to implement a total systems overhaul and restore integrity to the Embassy’s operations.

“An Information Technology (IT) team has already been deployed to reconfigure the Embassy’s website and payment platforms to eliminate all unofficial and unauthorised links previously associated with the system,” the statement added.

The Embassy was temporarily shut down on Monday, May 26, following a special audit that uncovered a corruption scandal involving a local staff member, Fred Kwarteng, who worked in the IT department.

Kwarteng was found to have created an unauthorised payment portal through which he allegedly charged illegal fees ranging from $29.75 to $60 from passport applicants—fees not sanctioned under Ghana’s Fees and Charges Act.

The Minister for Foreign Affairs, Samuel Okudzeto Ablakwa, had earlier described the closure as necessary for a “comprehensive restructuring and systems overhaul.”

The case has since been referred to the Attorney-General for possible prosecution and recovery of misappropriated funds. The Auditor-General has also been directed to conduct a full forensic audit to determine the total financial loss to the state.

Mr. Ablakwa stated that the initiative is in collaboration with Ghana Post and local courier firm Troskit to eliminate delays and the influence of middlemen, commonly known as “goro boys.”

According to him, applicants who make use of the delivery system will receive their passports within 15 days of application.

“Ghanaian passport applicants are no longer required to go back to the passport application centre for their passports. We have introduced peculiar services, making sure that passports are delivered to the comfort of the homes or offices of applicants,” he explained.

In line with the Mahama-led administration’s vision, Mr. Ablakwa hinted that the passport centre now runs a 24-hour service.

“The passport office, you may also have heard, is now operating 24 hours in line with President Mahama’s vision of launching Ghana into a new era of the 24-hour economy. We have also introduced e-tracking to allow passport applicants to follow the process right from application to delivery.

“We are doing all these reforms to make sure that we do away with bottlenecks and end that phenomenon of goro boys middlemen taking advantage of the bureaucracy and delay in the passport acquisition process,” he stated.

In a statement, the Ministry stated that the move follows earlier notices issued on January 15 and March 10, 2025, recalling these passports.

The cancellation affects former ministers, parliamentarians, council of state members, retired judges, former MMDCEs, ambassadors, board members, traditional leaders, and other individuals no longer serving in official capacities.

A total of 747 passports—comprising 407 diplomatic and 403 service passports—were subject to recall.

However, only 341 diplomatic and 360 service passports were returned by the deadline. As a result, 46 diplomatic and 43 service passports have been officially canceled.

The affected passports have now been placed on a Stop List and will be confiscated from any person attempting to travel with them.

The Ministry emphasized that the recall complies with the Passports and Travel Certificates Act, 1967 (NLCD 155), and aims to ensure that only individuals currently serving in official capacities benefit from these special travel privileges.

The applicants have been asked to complete the process within 90 days, following Ghana’s introduction of chip-embedded passports.

In a statement dated April 30, 2025, the Ministry said the change from the biometric system to the new chip-based passport officially took effect on April 28, 2025.

Steps are being taken to make the transition smooth for applicants.

“Those who started the application under the old system are to complete all such pending applications within 90 days,” the Ministry stated.

Out of the 30,000 pending applications, 7,900 are paid applications that have yet to be completed, the Ministry said.

The Ministry has assured affected applicants that they will not be required to make any further payments to complete the process.

However, applicants with incomplete submissions have been directed to visit the newly introduced online portal and follow the instructions provided to finalize their applications.

Those who already have scheduled appointments are advised to report to the Passport Application Centres on their appointed dates for the capturing of their biometric information.

The Ministry has also advised individuals who missed appointments originally scheduled for April 28 and 29 to report to the respective Passport Application Centres to continue with their processing.

The new chip-embedded passport features an electronic microchip that securely holds the holder’s biometric and personal information. The passport also includes additional security features to protect against identity theft and forgery.

According to the Ministry, the introduction of chip-embedded passports brings Ghana in line with international standards set by the International Civil Aviation Organisation (ICAO) and reflects efforts to modernize travel documents to meet evolving global requirements.

The Ministry has urged all applicants under the old system to complete their applications within the given period, stressing that no pending application will be processed after the 90-day deadline.

During the launch ceremony, where symbolic copies were presented to Chief of Staff Julius Debrah and other dignitaries, Foreign Affairs Minister Samuel Okudzeto Ablakwa announced a partnership with Ghana Post.

“To ensure seamless delivery, we’re offering free home delivery services through Ghana Post. Applicants with address challenges may collect their documents at designated post offices,” the Minister stated.

The Ministry emphasized that this upgrade reflects Ghana’s commitment to adopting cutting-edge technology while improving citizen convenience in passport acquisition.

The newly introduced travel document incorporates an advanced microprocessor chip that securely stores the holder’s biometric data and photographic information.

This innovative system will be fully integrated with the National Identification Authority’s database for comprehensive identity verification.

The e-passport boasts multiple cutting-edge security features, including sophisticated anti-fraud mechanisms with both latent and patent indicators. These measures provide unparalleled document security and protection against forgery.

This chip-embedded passport represents a significant technological advancement over Ghana’s current biometric passport system, offering citizens a more secure and internationally recognized travel document.

These include the introduction of 24-hour passport operations, passport delivery by courier, e-tracking services, and a 30 percent reduction in passport application fees.

The chip-embedded passports, already in use in several countries, store biometric information in a secure microchip, offering enhanced protection against identity theft and fraud.

Mr. Ablakwa reaffirmed the government’s commitment to digitisation and public service reform, describing the rollout as a key milestone in modernising Ghana’s passport system.

During an official inspection of the Chancery in Lagos, Mr. Ablakwa expressed dismay over the poor condition of the facilities, including outdated furniture, malfunctioning air-conditioners, leaking roofs, and deteriorating ceilings.

The state of the washrooms was particularly alarming, prompting him to say, “This is sad. My visit will not be in vain.”

The Chancery, acquired in 2008 from the defunct Nigerian Airways, also houses 23 staff, including 10 diplomats.

Barbara Entee, Head of Chancery, highlighted ongoing issues, stating, “When it rains, water enters the residence,” adding that the situation has become financially burdensome.

In Abuja, Ghana owns four properties, one of which was abandoned following a fire incident.

Mr. Ablakwa assured the Ghanaian community in Nigeria that he will take action, promising, “My actions will be louder than my words when I return to Ghana.”

He also announced plans for the Ministry to acquire two new properties annually, prioritizing renovation and expansion of existing assets over selling.

The Minister described the trip as an “eye-opener,” stressing the importance of maintaining diplomatic properties to uphold Ghana’s international dignity.

The Ministry of Foreign Affairs and Regional Integration has set March 17, 2025, as the deadline for individuals still in possession of Diplomatic and Service Passports issued under the previous administration to return them.

On January 15, 2025, the Ministry directed all affected passport holders to surrender them for review, as they are no longer valid under the current government’s requirements.

In a statement dated March 10, the Ministry disclosed that 404 Diplomatic Passports and 387 Service Passports remain unreturned.

The Ministry has therefore urged the following individuals to surrender their passports to the Legal and Treaties Bureau at the Ministry without delay:

  • Former Ministers and their spouses
  • Former Members of Parliament from all political parties
  • Former Council of State members and their spouses
  • Retired Justices of the Superior and Lower Courts
  • Former Regional Ministers, MMDCEs, board chairs, and members of state institutions
  • Officials of the National Cathedral Project
  • Former political ambassadors and their dependents
  • Businessmen and entrepreneurs
  • Former government functionaries
  • Any person holding an official passport but not currently serving the state

The Ministry warned that any passports not returned by the deadline will be cancelled and added to the Stop-Watch List, making them subject to immediate seizure at all entry and exit points in Ghana.

Madam Aheto will now serve on the African Union Commission on International Law (AUCIL) while Mr. Senanu was successfully re-elected to serve on the African Union Advisory Board Against Corruption (AUABC).

Madam Amma Twum-Amoah won an emphatic victory as Commissioner.

“We made it! A 100 per cent win for Ghana in Addis Ababa,” Mr Ablakwa said.

He said all Ghana’s three candidates had won big!; saying “So far, only Ghana appears to have achieved this feat”.

According to the Sector Minister, Shirley Ayorkor Botchwey, this initiative reflects a sincere commitment to efficiency, security, and compliance with international standards.

“While the current biometric passport has served us steadfastly for over a decade, the demands of a fast-paced technological evolution have necessitated this upgrade. As the gateway to Africa, Ghana must remain at the forefront of growth and development by implementing novel technological advancements in security documents, taking into account new international standards, threats, and growth prospects.”

Shirley Ayorkor Botchwey, speaking at a ceremony held at the Accra International Conference Centre to launch the enhanced travel document, described the introduction of the chip-embedded passport as a “major milestone” in Ghana’s digitization agenda.

She emphasized that the new features were carefully designed to enhance security and facilitate ease of travel for Ghanaian citizens.

The new travel document includes a microprocessor that stores the holder’s biometric and photo information, along with unique security features such as anti-fraud measures and both latent and patent indicators to ensure unimpeachable security.

“By the introduction of the chip-embedded passport, Ghana is poised to be at the forefront of modern technology within the African sub-region, shortening the turnaround time for passport issuance, while making travel safer and more secure for all citizens,” the Minister added.

The chip-embedded passport project, initiated in 2016, will be rolled out through a Build, Operate, and Transfer arrangement with Biometric Travel Solutions Limited, a private Ghanaian firm.

This initiative aims to bring Ghana’s passports into full compliance with the International Civil Aviation Organization’s (ICAO) regulations and rapidly evolving global interoperability standards for biometric identification.

As part of the project, the Ministry has streamlined its passport application process to enhance efficiency and effectiveness at Passport Application Centres (PACs) and Ghana’s Missions abroad.

The initiative aims to improve the overall passport application experience for citizens through the design, development, and implementation of an integrated online passport application and delivery system. It also includes enhancements to operational procedures, the introduction of suitable technologies, and the provision of necessary infrastructure to support PAC operations.

This modernization effort is intended to minimize exploitation and extortion of citizens and make the activities of “Goro boys” a thing of the past.

This follows claims by North Tongu Member of Parliament (MP) Samuel Okudzeto Ablakwa.

The Ranking Member of the Foreign Affairs Committee in Parliament had alleged that, the Ministry signed a dubious contract with Access Services Ghana Limited for managing visa applications for diplomatic missions abroad.

He claimed that Access Services had no track record and the contract was awarded without approval from the Public Procurement Authority(PPA) and parliament.

However, the Ministry has described the allegations as “largely incorrect and calculated to deliberately mislead the public.”

“The attention of the Ministry of Foreign Affairs and Regional Integration has been drawn to online publications by Hon. Samuel Okudzeto Ablakwa, the Member of Parliament for the North Tongu Constituency, on the above-mentioned subject.

“The article purported to give details of an agreement between the Ministry and Access Services Ghana Limited (Access). The Ministry wishes to put across that the facts as purported in the said article are largely incorrect and calculated to deliberately mislead the public on the intent of the Ministry.”

The Ministry also described as grossly misleading claims that Access Citizens would be raking in about US$ 38.2 million between now and September 2028 while Ghana’s Foreign Ministry struggles to get a measly US$ 2 million out of that.

“The claim by Hon. Samuel Okudzeto Ablakwa that per his “conservative financial analysis Access Citizens would be raking about US$ 38.2 million between now and September 2028 while Ghana’s Foreign Ministry struggles to get a measly US$ 2 million out of that” is grossly misleading.”

Clarifying the contract, the Ministry explained that Access Services would provide premium front-end visa application services using its facilities and personnel, for an agreed fee.

“The agreement with Access allows for the provision of premium front-end visa application services by the company with its own facilities and personnel at an agreed fee to the user of their service, varying from $45, $55, and €55 depending on the country, with the Missions involved receiving £7, $7, and €7 out of these fees in the respective currency zones.

“Thus, the amount Access pays to Ghana’s Missions abroad provides the Missions with an additional stream of revenue. This is contrary to the view held by Hon. Ablakwa that what Access pays to these Missions constitutes their only source of funds,” it noted.

Access Services Ghana Limited according to the Ministry are comparable to those offered by companies like VFS Global and TLSContact to foreign embassies in Ghana, which are utilized by Ghanaians seeking to travel abroad.

It added that, the arrangement with Access aligns with global standards for visa application processing, where third-party visa application centres handle the receipt of applications and the capturing of biometric data.

The Ministry of Foreign Affairs and Regional Integration has raised concerns over the increasing number of Ghanaians submitting forged or false documents for authentication in visa applications.

The Ministry has warned that such actions are punishable under sections 158,159,166, and 169 of the Criminal and Offenses Acts, 1961 (Act 29).

It has therefore in a statement noted that applicants found guilty of presenting false documents will be handed over to the police for prosecution.

The Ministry has urged the public to comply with this directive to avoid legal action.

The Ministry has said the rapidly unfolding crisis in Lebanon and its potential danger to Ghanaians living in that country, is a matter of great concern to the government.

Considering the deteriorating situation, the Ministry has in a statement encouraged all Ghanaian nationals to take advantage of the limited available flights in Lebanon to immediately leave the country.

All Ghanaians nationals have been advised to act promptly on this advice to avoid any emergencies.

“Towards this end, the government wishes to encourage Ghanaians living there who may not have travel documents to contact the Embassy of Ghana in Cairo, Egypt or the Ghana Honorary Consulate in Beirut, Lebanon to obtain Emergency Travel Certificates,” the statement advised.

According to the United Nations (UN), more than one million people across Lebanon have fled due to the ongoing deadly Israeli airstrikes across the country.

Lebanon’s public health ministry said 37 people had been killed in ground and air attacks in the last 24 hours while 151 others had been wounded.

Elsewhere, the Lebanese army said two of its soldiers had been killed in the country’s south as Israeli forces pressed on with their invasion against Hezbollah and ordered another 20 towns and villages to evacuate.

Additionally, passport applicants who paid for their applications before April 1, 2024 but have not yet completed their biometric data capture, have also been directed to visit their designated PACs to finalize the process by October 18, 2024.

“The Ministry of Foreign Affairs and Regional Integration wishes to inform the general public, particularly passport applicants who have had their biometric data captured that, their passports are available for collection at their chosen Passport Application Centres (PACs).

“All applicants who applied for passports since 2016 and have not yet collected their passports are kindly encouraged to visit the respective PACs with their collection slip to collect their passport from Mondays to Fridays, between the hours of 10:00 a.m. to 4:00 p.m.,” the statement read.

Although the Bawumia campaign requested a meeting with resident diplomats in Ghana, the invitation was issued through the Ministry of Foreign Affairs.

North Tongu MP, Samuel Okudzeto Ablakwa stated that the request breaches diplomatic protocols and misuses the Foreign Ministry for political purposes.

He argued that this practice undermines the credibility of state institutions, especially the Foreign Ministry.

Mr Ablakwa contended that while it is acceptable for a campaign to invite diplomats for a meeting, the NPP should have done that directly without involving the Ministry.

Speaking on Joy FM Midday, Mr Ablakwa said, “If you look at the letter, the letter states at the instance of the Bawumia campaign diplomatic liaison team. Is the Foreign Ministry now telling us that with this precedent, the NDC can also write to them and tell them to organize the diplomats for us if we want to meet them?

“The CPP writes; Nana Bediako and Co. write to the Foreign Ministry that he wants to have an interaction with the diplomats, so the Foreign Ministry should invite them. You do not do that. The diplomats who have received this letter are themselves totally disgusted.”

He said the minority will seek to bring the Foreign Minister before Parliament to answer questions about the issue.

Mr Ablakwa stated that the action has undermined the Foreign Ministry and disrupted its functions.

He emphasised that sanctions and measures need to be implemented to prevent a recurrence.

“You do not do that. It is so disgraceful. You are lowering our image in the comity of nations. It is not done anywhere else. It has never happened. Look, the credibility and high stature of Ghana’s Foreign Ministry—the ministry that produced a Foreign Minister who became the first President of the UN General Assembly and a country that has produced a Secretary-General of the United Nations—look at how our Foreign Ministers are held in high esteem.”

Speaking during a media interaction in the Upper East Region, Mr Mahama criticised the President for causing “diplomatic tension” between the two states.

But the Ministry has described the claims as “wholly unfounded and lack substantial evidence or merit.”

In a statement, the Ministry noted Akufo-Addo’s diplomatic efforts had consistently been directed towards fostering constructive and respectful relations with all nations including Burkina Faso.

“It is recalled that a ministerial visit to Burkina Faso in 2022, followed by a visit of the President in 2023 received the highest level of courtesies and hospitality and reinforced the commitment of the two fraternal countries to building stronger bonds of cooperation across all fields, for the mutual benefit of our two people and our region,” it stated.

The statement added that the Akufo-Addo administration has been dedicated to advancing diplomacy in a manner that upholds the values of diplomacy and promotes peaceful engagement on the global stage.

The Ministry has therefore called for a focus on building bridges and strengthening ties with our neighbour rather than spreading falsehood that only serves to undermine the spirit of international cooperation.

“Some of the applicants use middlemen to complete the passport application form, so if you call, the numbers they provide on the forms, it does not go through,” he said.

Mr Osafo-Maafo added that because there was no accurate and reliable data on applicants, it was difficult to use courier services to distribute their passports to them.

“What we need to do is to ensure that we build a strong system that can capture reliable data of passport applicants so that the passports can be delivered through courier services to them for a fee,” he said.

Mr Osafo-Maafo was addressing the media at a Meet-the-Press series in Accra Wednesday [June 19, 2024] to provide updates of the Public Sector Reform for Results Project (PSRRP).

Context

The government, through the Office of the Senior Presidential Advisor (OSPA) and the PSRS, implemented the project from 2019-2023.  The World Bank provided the PSRRP with a credit facility of $35 million for which a financing agreement was signed on November 12, 2018.

The project was restructured in 2021 and the amount reduced to US$ 24 million to cover 13 ministries, departments and agencies (MDAs).

The PSRRP was an initiative of the government for the implementation of the National Public Sector Reform Strategy (NPSRS) 2018-2023. The project was intended to “improve efficiency and accountability in delivering selected services by selected entities.”

The beneficiary institutions of the project included the Driver and Vehicle Licensing Authority (DVLA), the Passport Office, the Births and Deaths Registry (BDR), the ministries of Transport, Foreign Affairs and Regional Integration (MFARI), Environment Science Technology and Innovation (MESTI), Local Government, Decentralisation and Rural Development (MLGDRD).

The others are the Public Services Commission (PSC), Office of the Head of Civil Service (OHCS), Commission for Human Rights and Administrative Justice (CHRAJ), Monitoring and Evaluation Secretariat (MES), National Information Technology Agency (NITA) and Public Sector Reform Secretariat (PSRS).

Service deliveryMr Osafo-Maafo said the investment in the operations at the Passport Office under the PSRRP had contributed to the improvement in capturing of biodata. He said that had been made possible through the setting up of new biodata capturing booths, thereby reducing the waiting period drastically across the country.

“The passport application ecosystem has improved significantly. Since August 2023, the Passport Office has been able to process and print about 700,000 passport applications, including 100,000 passport application backlogs as against the annual average target of 500,000 printed booklets,” he added.

Achievement

Mr Osafo-Maafo said the project had led to the strengthening of organisational performance for improved service delivery at the beneficiary institutions.For instance, he said the project had also supported the Public Services Commission (PSC) and the Office of the Head of Civil Service (OHCS) to establish modern video conferencing facilities – an IT-enabled interactive platform that allows the two institutions to virtually engage their stakeholders at their respective locations.

Again, the OHCS cleared 14,657 backlog of staff promotions since 2021, while the video conferencing facility facilitated the conduct of over 5,000 interviews in different parts of the country in 2022, and 4000 in 2023.

According to the Deputy Foreign Affairs Minister, Kwaku Ampratwum-Sarpong, the new fees will help generate revenue to enhance service delivery at passport offices across the country.

On April 1, the Ministry adjusted the fees for passport applications, raising them from GH¢100 to ¢500 for the 32-page booklet, and to ¢644 for the 48-page booklet under the standard service.

Following the increase, Ranking member on the Foreign Affairs Committee of Parliament, Samuel Okudzeto Ablakwa assured that his side will demand a review of the fees when the House reconvenes.

“It is a matter we will revisit. We will summon the Ministers and officials from the Ministry to see what can be done because this is really terrible. It is going to add on to the already excruciating hardship and anguish that Ghanaians are going through,” he said 

However, speaking on JoyNews’ The Pulse on April 3, Mr Ampratwum-Sarpong said “If he wants us to come to the committee, we will respect the committee, we will appear before the committee, we will repeat the reasons behind the request and the approval given by parliament for the passport fees.https://www.youtube.com/embed/U3NXrl3-40w

“These figures with the support of the majority of Ghanaians have come to stay. There is nothing he can do about it. He can make his noise out there. If he wants to bring it to the committee, to Parliament, we will meet him on the floor of Parliament. We will discuss it, we will debate it, and at the end of the day, he will fall flat on his face.”

The Deputy Foreign Affairs Minister emphasised that the new fee would also help in clearing the backlog of passports at the printing centres.

 “We would have money to be able to invest to buy the equipment, the printers, and whatever other stuff that we need to be able to give excellent service.

“With the cash revenue flow, it will become possible for us to approach the suppliers of this equipment and materials and whatever that we need in our work.

“So once we get more computers, once we get more laminating machines, once we get more capturing machines, we will be able to capture more biometrics and therefore the six months, seven months, or eight months appointment days would be reduced.

“At the moment, it is out of control because we don’t have the capturing machines. We do have some but it is not enough,” he added.

The Minister noted that the new passport system is in line with a directive from the International Civil Aviation Organization (ICAO) in Canada.

In an interview on JoyNews on Wednesday, April 3, Mr Ampratwum-Sarpong stated that despite the introduction of the new chip-embedded passports, the current biometric passports will remain valid for some time.

“When we bring in the chip embedded, both passports can be used for a period of about a minimum of one year or more. So still you have the biometric, you can use it until a year and half or about two years’ time. We are yet to decide on it”he said.

The Deputy Minister also stated that the new chip-embedded passports will not come with extra cost.

“It will all stay the same. At least that 100 extra will be able to take care of the extra cost in introducing the chip embedded. The chip embedded cost more but even if we introduce it, we will still be able to charge the same GH₵500 and be able to operate without too much challenges or difficulties.”

Mr Ampratwum-Sarpong noted that the current passport fees in Ghana are among the lowest in the West African sub-region and that increasing the fees will help to align them with the cost of passport issuance in neighbouring countries.

“Benin is charging $50 for a passport, Burkina Faso charges $80 which is about GH₵ 960, Cameroon charges $180 that is about GH₵ 2,160, Ivory Coast charges $123, which is about GH₵ 1,500, Gambia charges 50%, Guinea charges $57. Guinea Bissau charges $65, Mali $91, Nigeria $54, Sierra Leone $100, Togo $50, Liberia $40 lowest, Ghana $7 or $8,” he said.

He emphasized that Ghana’s passport fees are significantly lower than that of Liberia, which is currently reviewing its fees and considering an increase.

The Deputy Foreign Affairs Minister added that Ghanaians may be unhappy with the increase in passport fees, but it is necessary.

“The bottom line is we want to increase and improve service delivery. We are not happy with the level of service we are providing. We have to be very honest about it,” he said.

According to the Ministry, the decision aligns with the 2023 fees and charges regulations, L.I.2481.

But the North Tongu MP in a social media post argued that the “current economic crisis and unprecedented high cost of living make it untenable to impose these draconian fees.”

He stated that, he and his colleagues on the Foreign Affairs Committee had proposed a phased strategy for when economic conditions improve.

However, their recommendations were ignored.

Mr Ablakwa therefore urged the Ministry to immediately reconsider this detrimental action.

Meanwhile, travellers have been urged to adopt precautionary measures and prioritise their safety and well-being, especially when considering job offers in regions that pose the threat of conscription and armed conflict.

According to her, the Ghanaian community is safe although the disastrous nature of the conflict has raised so many concerns about Ghanaian’s welfare in Israel.

“As for now, the issue of evacuation of our nationals from Israel has not been raised,” she said while delivering a statement on the war in Parliament on Thursday, November 2.

The Deputy Foreign Minister added, “Our mission is in close contact with the leaders of the Ghanaian community and it is providing the Ministry with the update of their welfare and we provide the general public with update pertaining to the welfare of Ghanaians in Israel.”

Already, some Ghanaians living in Israel say they have no interest in returning home even as the country’s war with Palestine takes a full-blown turn.

Seth Cudjoe, a Ghanaian resident in that country in an interview on JoyNews‘ The Pulse said seeking an exit will be his last option because he has a newborn who needs all the care and stability.

“I am not planning to come back to Ghana…I can’t also leave my wife and jump to Ghana and the Ghana community is not ready to leave for Ghana unless the worst confronts us,” he said.

According to him, the Ghanaian community in his area is not ready to leave until they have no other option.

“The Ghanaian community in Israel feels safer in Israel. With the help of the Embassy, they’ve communicated to us – given us instructions, basically what to do and what not to do. They’ve made us understand that if they don’t have anything to do outside, then no need to go out .. to be at a safer place.”

There has been a deadly attack by Hamas militants on Southern Israel leading to renewed hostility between Israel and Palestine over the Gaza strip.

Hamas militants from the Gaza Strip reportedly infiltrated into southern Israel to attack innocent Israeli civilians.

Israel says more than 600 people have been killed and 100 kidnapped.

In Gaza, at least 313 people have been killed following retaliatory Israeli air strikes, according to Palestinian officials.

This notwithstanding, the Israeli Mission in Ghana believes that it is early days yet for any rush evacuation.

They assured to safeguard the lives of people including Ghanaian citizens living in the region.

The Ministry had earlier announced a collaboration with its Missions in Cairo, Addis Ababa, and the Honorary Consul in Khartoum to facilitate a safe passage out of the conflict-ridden country.

A number of Ghanaian nationals, particularly students have been affected by the conflict, however, the Ghanaian Honorary Consulate in Khartoum said that all nationals are safe.

In a statement, it assured student leaders have so far successfully evacuated two batches of 50 and 27 identified Ghanaian nationals to safety in Gedaref, Sudan. 

“They will be transported tomorrow to the Ethiopian border town of Metema where they will be received by Ghana Embassy officials, processed for Ethiopian entry visas and thereof repatriated home. They comprise 34 females and 43 males,” the statement read in part.

In addition to the evacuees were three Ghanaian footballers and two others working for an Australian Mining Company who are being evacuated through the Egyptian border post of Wadi Halfa, north of Sudan.

The Ministry says the Government of Ghana has had no interactions with the UK Government aimed at deploying UK soldiers to Ghana for purposes of operations as purported.

This comes on the back of viral reports headlined British soldiers expected in Ghana after withdrawal from Mali.

The story, according to the Ministry, alleged that the British Government had taken a decision to send 300 special forces units to Ghana to support the Accra Initiative.

But a statement from the Ministry has explained the Accra Initiative (AI) was a cooperative and collaborative security mechanism.

It was launched in 2017 under the leadership of President Nana Akufo-Addo with his colleagues from Benin, Burkina Faso, the Ivory Coast and Togo.

“The current members of the Initiative are Ghana, Benin, Burkina Faso, the Ivory Coast, Togo, Mali and Niger and aims to prevent a spillover of terrorism from the Sahel and to address transnational organized crime within the common border areas of member states,” the statement explained.

The statement said the initiative was to further exchange intelligence, build capacity and undertake military action against terrorist forces in the Sahel that threaten coastal west Africa.

The Ministry added the presence of the UK Minister for the Armed Forces in Accra, was to participate in the Accra Initiative Conference on 21st and 22nd of November 2022.

“The Government of Ghana wishes to state that the information regarding British special forces is false.”

A report by DW Africa on Monday said the United Arab Emirates (UAE) has announced a visa ban on nationals from 20 African countries seeking to visit Dubai.

But UAE Ambassador to Ghana, Amer Al-alwi in an interview with JoyNews’ Samuel Mbura said the reports are mere rumours and unofficial.

The Ministry’s statement, however, noted information gathered suggests UAE has reviewed the requirements for its tourists and visits visas.

The Foreign Affairs Minister, Shirley Ayorkor Botchwey, has assured that the Ministry is working to address the shortage of passports.

This is in line with Joy News’ reports that there has been a shortage of passports across the country.

Speaking in an interview on Joy FM’s Midday News on Monday, the Foreign Affairs Minister noted that “by the middle of this month – October, in about a week or so we should have enough to clear the backlog.”

According to her, by the end of October 2022, there would be more passport booklets in stock “to take us beyond the end of the year into the next quarter.”

She added that the Ministry will “continue to seek the welfare of applicants to ensure that they get a good service.”

Madam Botchwey insisted the issue over the shortage is related to the process involved in acquiring the booklet.

“From what we have experienced today in interacting with the applicants … the issue is the collection of the booklet.

“Some go back many months and I wanted to see this for myself and I have seen it and we will make sure that as soon as the booklet comes, we will work day and night to print all the backlog, clear the backlog so that those who want to travel can do so,” she said.

She, however, called on applicants with emergency cases to make it known to officials in charge. This she said is because provisions have been made for such purposes.

“We have some booklet there but it is not enough to cover the full backlog that we have which is why we are not rushing that we put out weekly of a certain number until God willing around the 13th when we receive enough,” she noted.

The prisoners, according to the ministry, committed crimes including operating brothels, consumption of alcohol in public, drug peddling and use, non-possession of valid travel documents (passport), as well as attempts to illegally cross to Europe, through the Mediterranean Sea.

This follows a story by the Ghanaian Chronicle Newspaper with the headline “Ghanaian Prisoners in Libya Cry for Help.”

In a statement, the Ministry indicated “Although a number of our convicted nationals would claim to have completed serving their prison sentences, our checks indicate that there were instances where some of them were caught drunk at brothels and without necessary documentation and could thus be serving multiple sentences longer than what they had anticipated.”

The statement added, “From experience, some Ghanaians sentenced in prisons or detention centres sometimes, though much aware of their prison terms, try to court sympathy by making atrocious audio recordings with the hope of securing a possible release or deportation, and thereby avoiding the dire conditions in Libyan prisons and detention centres.”

Meanwhile, the Ministry who has pledged its continuous support for the citizens says it commenced engagement way back in May 2021 to facilitate the release of these prisoners.

“Our Mission in Tripoli continues to make strenuous efforts to ascertain official information from the relevant Libyan authorities on the condition of our compatriots under detention across Libya and the actual sentences they are serving.

“These engagements with Libyan prison authorities to facilitate the release of our compatriots go as far back as May 2021, relative to those in their custody who claimed to have finished serving their sentences.”

The Ministry’s warning comes on the back of recent kidnappings and executions of travellers in that part of the sub-region.

In a statement, the Ministry urged all citizens already in the region to leave immediately for safety and security.

“In view of recent abductions and executions of travellers, especially Christians (including Ghanaians) in the Gao Region of Northern Mali, the Ministry of Foreign Affairs and Regional Integration advises against all travelling to Gao and its surrounding areas in North Eastern Mali,” the statement urged.

The statement added those who are unable to leave should minimise movement and monitor development in the local security situations and follow precautions based on their own judgements.

The Ministry has indicated the government’s ability to facilitate the departure of citizens from the Gao region is limited.

She said this will allow Ghanaians to travel to other countries around the world with ease while meeting international standards.

She was addressing law students at GIMPA during their 62nd academic law week celebration and third SRC lecture.

Speaking on the theme, ‘Diplomacy and Public Service’, the Foreign Affairs Minister said Ghana currently has 13 passport application centres.

She noted preparations are ongoing to establish applications centres in all regional capitals to help reduce the travel time for Ghanaians as they seek to secure passports from Accra.

“In our missions, the issuance of passports, visas, processing of dual citizenship as well as other travel documents enable our compatriots to pursue their dreams, improve their well-being and by extension contribute to national development.

“Our staff at our missions abroad also offer welfare services to our compatriots to ensure that they are not taken undue advantage of, while they are in foreign lands,” she noted.

The Foreign Affairs Minister hinted that efforts are also underway to migrate from the use of visa stickers to E-Visa by the close of this year.

She indicated that all these are being done to build important bridges with other countries to enhance Ghana’s international image.

She urged the law students to specialise in International Law and Treaties, which will afford them the opportunities to represent Ghana by serving on international tribunals and treaty bodies.

The students were also urged to learn new languages such as French, Chinese, and other international languages that will give them better opportunities to work with international bodies.

“There are so many employment opportunities within the ECOWAS region and other international bodies, but Ghanaians are unable to apply due to language barrier, and we need to bridge that gap by learning other languages as our second language aside from the English language,” she stressed.

The Bulgarian Embassy, located at Kakramadu Road, Plot No. 10, East Cantonments in Accra, was reportedly demolished by armed men.

An act, North Tongu Member of Parliament, Samuel Okudzeto Ablakwa, described as an aggressive mindless attack.

Mr Ablakwa, who is also the Ranking Member of the Foreign Affairs Committee, accused some personnel from the Cantonments Police Station, who he described as deviants of being responsible for the act.

But, reacting to the development at a press conference, a Deputy Foreign Affairs Minister, Kwaku Ampratwum-Sarpong, said: “Government has got no hand in whatever the developer is doing.”

He indicated the Ministry has also formally notified the Minister for Justice and Attorney General to take appropriate action on the encroachment on the subject property.

The Embassy is said to have leased the property from the late Theophilus Kofi Leighton on February 1, 1979.

It was subsequently extended for 50 more years from 1983 during which the embassy paid 1 million old Cedis with the option of renewal for another 50 years.

The Ministry has since indicated the lease expires in 2033.

Meanwhile, the Minority in Parliament has called for a probe into the demolition and the perpetrators accordingly dealt with.

The Government of Ghana has reached an agreement with Russia to allow for the safe passage of Ghanaians, a Deputy Foreign Affairs Minister, Kwaku Ampratwum-Sarpong, has announced.

According to him, the safe passage will particularly include Ghanaian students caught up in the concentrated war zones of the country.

The Minister, who doubles as the Mampong MP, disclosed this on Friday when a delegation received some 24 students from Ukraine at the Kotoka International Airport (KIA).

He explained this comes on the back of the government’s difficulty in evacuating students from cities such as Sumy and Kharkiv where the war is intended.

The minister indicated movement has been halted in the two cities, stating the students can’t have access to transport to other neighbouring countries.

“As of this morning, after lobbying the Russian authorities and President, President Putin has finally said they will open a safe passage for citizens caught in Kharkiv and other areas and that will start immediately.

“The Red Cross has also agreed to participate in the exercise of evacuating our citizens caught up in Kharkiv,” he announced.

The Minister assured the Hungarian government has also agreed to allow affected Ghanaian students to continue their education in selected universities.

“The government of Hungary has agreed to take those who will be prepared to transfer to universities or to continue education in Hungary, and they are prepared to match whatever facilities, whatever financial obligations being paid in Hungary, so there is a window of opportunity that all is not lost,” he added.

North Tongu MP, Samuel Okudzeto Ablakwa, has been lauded for meeting Ghanaian students evacuated to Romania amidst the Russia-Ukraine crisis.

According to a Deputy Foreign Affairs Minister, Kwaku Ampratwum-Sarpong, the visit will afford the opportunity to get firsthand knowledge about the incident and also have the students share their experiences.

Mr Ablakwa, who is also the Ranking Member on the Foreign Affairs Committee of Parliament, arrived in Bucharest, Romania on Wednesday morning to visit the students who escaped from the conflict in Ukraine.

He had earlier been in touch with Ghanaian students in Ukraine to find ways to be moved to safer zones.

The MP explained the visit afforded him the opportunity to closely assess the conditions of the students and to better understand from their unique perspective how the nation can be more helpful to them.

Addressing journalists at the Kotoka International Airport (KIA) after a second batch made up of 24 students arrived on Friday, Mr Ampratwum-Sarpong said it was a step in the right direction.

“It is a good thing Hon Okudzeto Ablakwa from the NDC travelled to the frontline to get first-hand knowledge as to what is happening. It is very good and will help in putting out the right information.

“Because the danger is if we try to play politics with this kind of situation we find ourselves in, it is not going to help anybody. It is going to devastate the parents,” he advised.

The Minister further revealed reports brought in so far by the former Deputy Education Minister are very positive.

Meanwhile, he stated another Deputy Minister in charge of Administration, Thomas Mbomba was also in Romania to engage the students and visit the border areas to know the best way forward on the evacuation plans among others.

The payment was for the construction of a residence at the Riyadh Mission at the cost of $ 60,000 for former Ghana’s Ambassador to India, Sam Pee Yalley.

The officers told the committee the payment was made during the tenure of Ambassador Alhaji Said Sinare but to date, the project doesn’t exist.

The Chairman of the Committee, Officers from Foreign Affairs and auditors following the development had to go around verifying the company that received money.

Whereas auditors told the committee, the monies were paid on January 3, 2017, the company was said to have been incorporated on January 7, which fell on Saturday after the payment was done.

The shortage, according to the ministry, is due to supply-related challenges.

The Ministry, in a statement released to that effect, said the 48-page booklets are in stock, hence interested persons can apply for them through the online application platform.

The statement also added the fee for the 48-page booklet remains unchanged.

For expedited service, applicants will pay GHS200 while regular service costs GHS150.

The Ministry has, however, assured that efforts are underway to rectify the situation to ensure the availability of the 32-page passport booklets within the shortest possible time.

Adequate measures the outfit noted are being put in place to prevent similar future occurrences.

Ghana wins case in Norway https://www.adomonline.com/ghana-wins-case-in-norway/ Wed, 22 Dec 2021 16:24:59 +0000 https://www.adomonline.com/?p=2061387 The Oslo District Court, presided over by Justice Dagfinn Gronvik, has dismissed an action instituted by Messrs Jongsbru AS, sellers of a property identified by Ghana for use as a Chancery in Oslo, Norway in 2018.

The court, after a trial, held that none of Ghana’s representatives in the transaction, as well as Ghana’s lawyer at the time of the transaction, had authority to conclude a binding agreement between Ghana and the sellers and, therefore, “Ghana will be acquitted of the lawsuit by Jongsbru AS.”

It awarded procedural costs in the sum of one million, seven hundred Norwegian Kronner in favour of Ghana to be paid by Jongsbru.

Facts of case

In 2018, Ghana decided to establish an embassy in Norway, for which Parliament approved the grant of funds for the establishment of the embassy, as well as other missions around the world.

A delegation of four Ghanaian officials was appointed to go to Norway and carry out the necessary practical and administrative preparations for the establishment of the embassy.

Among the preparations to be made was the acquisition of a Chancery Building, either by purchase or lease.

The Ghanaian delegation identified a number of property, including Sigyns Gate 3 at Frogner in Oslo, the property which became the subject matter of the litigation in the District Court of Norway.

For legal assistance, Ghana hired a lawyer, Mikkel Vislie, from the Law Firm of Selmer.

Transaction conditions

On November 22, 2018, Ghana received an offer from Jongsbru to buy the property for 100 million Norwegian Kronner, with a deadline of seven days.

Ghana’s Charge d’Affaires, Regina Appiah-Sam, responded to Jongsbru’s offer in those terms, accepting the offer on behalf of the government but with conditions.

Among the conditions set by the charge d’affaires listed as that it would be a condition for the acceptance of the offer and the final contract.

Also, the building must be without significant defects, while the renovation work had to be performed and completed in a satisfactory manner.

Subsequent to due certification by Ghana’s appointed valuers that the building was without significant defects and that the renovation works on same had been completed and performed in a satisfactory manner, Ghana pulled out of the transaction.

Unhappy with Ghana’s decision to withdraw from the transaction, Jongsbru AS sued the Government of Ghana in the Oslo District Court, claiming sums totalling about seventy-eight million Norwegian Kroner for breach of contract, loss of profits, interest and costs of litigation.

A mediation process to resolve the dispute held in Oslo and presided over by a panel of three judges of the District Court, Oslo, in September 2021 failed to reach a settlement, as the Ghanaian team, led by Ghana’s Attorney-General, Godfred Yeboah Dame, did not accept the amount of about 30 million Norwegian Kronner proposed by Jongsbru as acceptable for a settlement of the dispute.

Trial, ruling

With an unsuccessful mediation to resolve the issue, the matter proceeded for trial, at which Ghana called four witnesses, made up of its Ambassador to Norway, Jennifer Lartey; the Charge d’Affaires at the time of the transaction, Mrs Appiah-Sam; the Deputy Head of Mission in Norway, Charles Marfo, and the Director of the Legal Directorate at the Ministry of Finance, Mrs Mangowa Ghanney.

The Oslo District Court, in its judgement on December 16, 2021, said the binding competence lay with Ghana’s Minister of Foreign Affairs, in accordance with Section 20 of the State Property and Contracts Act of 1960.

Under Ghana’s law, the Procurement Board must agree on the purchase of the property and the application of funds must also be approved of by the Minister of Finance, before the Minister of Foreign Affairs must either personally execute the agreement for the purchase of the property or authorise another competent person by a power of attorney to execute the agreement.

The court found that neither the charge d’affaires of Ghana at the time, Mrs Appiah-Sam, nor Ghana’s lawyer, Mikkel Visllie, had authority to enter into the agreement on behalf of Ghana.

“There was thus no valid or binding agreement between the sellers of the property and Ghana. In the circumstances, Ghana will be fully cleared of any liability to Jongsbru arising from the transaction and awarded procedural costs of one million, seven hundred Norwegian Kronner,” the judge ruled.

Costs

The court rather ordered lawyer Vislie, who acted for Ghana, and his insurance company, Tryg Forsikring, to pay to Jongsbru the sum of thirty-seven million, seven hundred and twelve thousand, nine hundred and four Norwegian Kronner as compensation.

Jongsbru convinced the court that the lawyer was fully responsible for the positive contractual interest, in accordance with the Contracts Act of Norway, and that the company did not understand and could not have reasonably understood that the lawyer did not have authorisation to act.

The court, in its ruling, was of the view that there was a particular reason for trusting lawyers who acted on behalf of clients, thus the lawyer who acted on behalf of Ghana should be held liable for the litigation.

“The lawyer owes a duty to be vigilant and safeguard the best interests of the client. Vislie was responsible for ensuring that Ghana had issued a power of attorney or not.

“The court found that the lawyer did not have any reasonable excuse for not ensuring that there was a power of attorney signed by Ghana before purporting to convey acceptance of the offer by Jongsbru,” it concluded in its ruling to surcharge the legal representative of Ghana in the foiled deal.

The Yoruba Council of Chiefs in Ghana, led by its leader Asiwaju Alhaji Musah Baba, donated GH¢ 20,000.00 and also 500 pieces of 5kg bags of rice.

The Government Board Chairpersons of State Entities under (SIGA), led by the Chairperson of the Minerals Commission, S. K. Boafo, donated GH¢ 200,000.00.

Eckankar Ghana Satsang Society through their President, Aspect Caiquo, presented a cheque of GH¢ 10,000.00 to the fund, while Staff of the Ministry of Foreign Affairs, led by the Director of Administration, Harold Agyeman also presented a cheque of GH¢ 20,000.00.

The other donations came in from the Social Needs Foundation of GUOOF, led by the Chairman of the Board of Trustees, Dennis Vormawor, who presented GH¢ 25,000.00 to the fund.

A delegation of the Grand Lodge of Ghana, led by their Grand Master, Naval Captain Kwadjo Adunkwa Butah, also presented a cheque of GH¢ 100,000 to support the COVID-19 Fund.

A Ghanaian businessman based in Nigeria, Dr Armed Vanderpujie, also donated $20,000 or equivalent to (GH¢112,000) to the fund through Mr Enoch Osei Mensah, Director of Protocol at the Office of the Vice President, and Chief of Ejura in the Ashanti Region.

The marketing manager of Sintex group of companies, Isaac Addo Asare, on behalf of the company donated GH¢ 100,000.00 and said it forms part of the corporate social responsibility of Sintex Containers Ghana Limited.

The donations were received by Archbishop Justice Ofei Akrofi, a member of the Board of Trustees for the Covid-19 National Trust Fund.

He expressed appreciation to all the donors for their kind gesture and advised the public to respect the safety and hygiene protocols as well as practice social distancing so that all the efforts being made will yield positive results.

The commissioning by the Deputy Minister, Mohammad Habibu Tijani is in fulfillment of the government’s determination to extend passport services to all parts of the country.

Speaking at the commissioning, Hon Tijani said the Kumasi application centre receives over 400 applications per day which poses challenges to the facility.

To this effect, the additional Premium PAC was created to lessen the burden and stress of applicants while leveraging technology to enhance passport acquisition process and delivery.

Hon Tijani also hinted on plans to establish similar centres in the Upper West, Central Region as well as the six newly created regions to restrict travels to other regions for passport acquisition.

The Deputy Minister cautioned Ghanaians to desist from fraudulent activities that undermine the integrity of the Ghana passport, adding it is punishable by law.
