Speaking on Adom TV’s Badwam show, the drivers complained of persistent flooding at the car park whenever it rains, attributing the situation to overflowing gutters.

They said the recurring floods disrupt their operations and inconvenience passengers, calling for immediate intervention to address the problem.

The drivers also urged authorities to fast-track the ongoing Madina Market project, noting that delays are worsening congestion and putting pressure on the limited space at the station.

Responding to the concerns, a representative of the Assembly, Billy Blay, assured that steps are being taken to resolve the issue.

He indicated that the Assembly is implementing measures to ease congestion and improve conditions in the area, adding that it remains committed to completing the market project and upgrading infrastructure for traders and transport operators.

According to the 24-hour forecast, mist and fog patches are expected over mountainous and forested areas in the early hours, followed by slight to moderate rainfall along the coast.

As the day progresses, most parts of the country will experience sunny conditions interspersed with clouds.

GMet, however, cautioned that rainstorms accompanied by moderate to strong winds are expected to affect the coastal, middle, transition, and northern sectors later in the day. These conditions could lead to flash flooding in low-lying areas, particularly in cities such as Accra, Takoradi, Cape Coast, Kumasi, Sunyani, and Tamale.

The agency noted that the ongoing rainstorm over the southern half of the country is producing thunderstorms and heavy rainfall, which are expected to persist into the afternoon.

Residents are advised to take necessary precautions, avoid flooded areas, and secure loose objects that could be carried away by strong winds.

While the state of the sea remains calm, fishermen and coastal communities are urged to stay alert for updates.

Affected residents and traders attributed the flooding to choked gutters and blockade of waterways, which have been exacerbated by indiscriminate construction in wetlands in the area.

They expressed concern that the flooding is a recurring problem. One resident observed that “if it rains for just two hours, it causes problems, so imagine what would happen if it rained for three days; lives will be lost.”

An opinion leader in the Kaase community, Rev. Oheneba Acheampong noted there are two drainage systems in the area which should allow for free flow of rainwater.

However, when the drains get choked, flooding occurs.

“It has destroyed our businesses over the years, and we’re calling on the Asokwa Municipal Assembly to take a closer look at the drain to stop the flooding,” he said.

In an interview with Adom News after a heavy downpour on May 20, 2025, which caused widespread flooding and property damage—including to the apartment of Multimedia’s Volta Regional Correspondent, Odehyeba Owusu Job—Hon. Adom stressed the urgency of taking decisive action.

He attributed the persistent flooding mainly to unauthorized constructions on waterways and the indiscriminate dumping of refuse into gutters. The new task force will be empowered to arrest and prosecute those who irresponsibly dispose of waste, particularly during the rainy season.

“We cannot allow people to continue building on waterways and throwing rubbish into drains. The Assembly is taking bold steps, and the task force will ensure offenders face the full rigours of the law,” he said.

Beyond flood control, Hon. Adom also highlighted concerns over street vending and traffic congestion, especially on market days. He pledged to take firm measures against traders occupying pavements and roadsides, which worsen traffic and hinder pedestrian movement.

He revealed that sensitisation efforts have begun, encouraging traders to relocate into the main market to ease congestion and enhance public safety.

“The education campaign has started, and we are engaging traders to move into the market for the benefit of all. This will help decongest the roads and allow free movement of vehicles and people,” he added.

These interventions are part of the Ho Municipal Assembly’s broader strategy to improve sanitation, urban planning, and disaster preparedness in the municipality.

Speaking on JoyNews’ Newsfile on Saturday, 24th May, Dr. Khalid warned that “until we confront the structural defects in how land is held, sold and regulated, drainage projects alone will never solve the problem.”

He noted that multiple customary interests often overlap with statutory leases, making enforcement of zoning laws virtually impossible.

“When every family head can grant a piece of floodplain to a developer, the state’s power to protect critical watercourses is fatally undermined,” he said, adding that a comprehensive review of land‑title registration and planning legislation is overdue.

Dr. Khalid’s comments followed confirmation by the National Disaster Management Organisation (NADMO) that five people died after torrential rain inundated parts of the Greater Accra Region on Sunday, 18 May.

NADMO’s Director of Inspectorate, Richard Amo Yartey, told Channel One TV that three of the fatalities occurred in the Ga East Municipality, while two were reported in Adenta.

“Inadequate drainage and uncontrolled urban growth continue to hamper flood‑control efforts,” Mr. Yartey stated.

Linking those fatalities to land‑use failures, Dr. Khalid insisted that piecemeal engineering works would remain “palliative at best” unless the government tackles tenure reform head‑on.

“We need a land system that prioritises collective safety over individual windfalls,” he concluded, urging Parliament to fast‑track long‑delayed amendments to the Land Act and empower local assemblies to enforce building codes.

The exercise comes after floodwaters inundated homes and some shops in recent downpours in parts of the city.

Many drainage systems in the Greater Kumasi metropolis are heavily choked with sand debris and filth from households and commercial activities.

The situation poses a precarious risk to communities along these drains with imminent threats of flooding.

The Pelele stream around the Kumasi Airport in the Dichemso enclave is one of the many streams which has always been at the mercy of the environmental menace.

The Ashanti regional NADMO office is embarking on a 12-day de-silting exercise in major drains within the Greater Kumasi Metropolis.

They include Airport, Buokrom South Africa, Mossie Zongo/Yenyawoso, Duase-Kenyase, Aboabo Pelele, Asabe-Buobai, Parkoso Estates, Sawaba/Affordable housing, Anloga JunctionOforikrom and the Family Chapel area.

Others include the Kaase, Atonsu Market – High School (Wewe river), Ahinsan Ambassadorial Area (Wewe river), Suame Kotoko, Breman UGC, Kronom Abuahia/Owabi and the Attafua Bridge on the Barekese Road.

“We are doing to prevent the water from overflowing onto the roads and blocking access. We want to clear the sand debris to ensure the water flows freely in the drains. This is not our job but as an Organisation tasked to prevent any disaster, we are de-silting these drains,” Ashanti Regional NADMO Director, Alhaji Mohammed Nasir Ibrahim, said.

For years, residents living along these waterways have demanded an expansion of the narrow culverts underneath bridges over these drains.

The regional NADMO is adding to calls for the bridge elevation and the construction of concrete slabs on the shoulders and floors of the drains.

“We must construct a concrete floor and a 200-m concrete envelope on the shoulders of the drains so that once it rains, the water doesn’t hit back and flood homes,” he said.

As private individuals continue to build on waterways, NADMO says it will in the coming days launch an attack on structures erected in wetlands.

“People are still building near streams and on watercourses,” he said.

“Until we collectively clean our drains and remove these illegal structures, the flooding menace will persist.”

He urged Metropolitan, Municipal, and District Assemblies (MMDAs) to step up collaboration in addressing what he described as a “persistent and dangerous challenge.”

Mr. Osei Kissi also blamed the worsening floods on poor public discipline, including indiscriminate dumping of refuse and failure to acquire building permits.

“This is the time for Assemblies to unite and act decisively. If we continue dumping refuse recklessly and constructing buildings without permits, we are heading toward a bigger disaster,” he warned.

With more rainfall forecast in the coming weeks, NADMO has activated rapid response teams nationwide to handle flood-related emergencies.

He advised motorists to avoid driving during heavy downpours and cautioned pedestrians against walking through floodwaters due to the risk of strong currents and limited visibility.

“NADMO is doing its part, but the public must also take responsibility. We all have a role to play in reducing the impact of flooding,” he emphasized.

“The assembly here, how did you sit and allow this to happen? How did the assembly allow this to happen? And that is why you have the chief executive and assembly members. They must be conscious of all this. These are waterways. Can you imagine the volume of water that this place alone can hold when it rains?” Mahama said.

He continued, “And so if you fill it up and you say there should just be a drain passing through, the drain cannot contain that water. And so let’s do what we have to do. They should remove all these.”

Flooding remains a major urban challenge in Accra, particularly in low-lying areas like Mallam Junction, Weija, Odawna, Kaneshie, and Circle.

The issue is mainly driven by inadequate drainage systems, improper waste disposal, and encroachment on natural floodplains. Despite calls for intervention from residents and environmental experts, unauthorized construction continues to worsen the situation.

Speaking to the media after her inaugural lecture at the University of Ghana on Thursday, March 27, 2025, Prof. Klutse stressed the importance of halting construction on Ramsar sites to protect vulnerable areas from the impact of floods.

Her remarks come after heavy rainfall and a storm on Tuesday, March 26, which led to flooding in parts of the Greater Accra Region. The storm also caused trees and billboards to collapse, resulting in damage to vehicles.

“We see flooding happening, and this year, we are going to have a lot of flooding happening. Two days ago or even yesterday [Wednesday, March 26], we had heavy rain for a short period, but heavy and stormy,” she said.

“These are some of the extreme events we are going to be having this year, and we need to prepare our adaptation plan so that we can survive the impacts when they happen.

“There are a few things we do that actually cause us the flooding. We have to stop building on waterways. So no matter how heavy it rains, water should find its way running into wetlands or areas that are supposed to store water,” Prof. Klutse added.

Prof. Klutse, former Head of the Department of Physics at the University of Ghana, delivered the lecture titled “Physics, Policy, and Politics of Climate Change: The Foundation of Human Survival.”

The lecture brought together many prominent personalities, including the Vice President of the Republic, H E Prof Jane Naana Opoku Agyemang.

He told Evans Mensah on JoyNews’ PM Express that “It’s going to be a medium to long-term matter. It requires all of us to participate.

“For example, government has to do its bit. I’ve just told you about the hydro authority, hydro fund, and the fact that we need to mobilise more resources. We can wish it into being, but if we don’t mobilise the resources, we’ll talk about it umpteen times and never get responses.”

The Ofoase Ayeribi MP expressed that the flooding situation has been one of his major concerns since his move to the Housing Ministry.

“When the rains start here in Accra, you start getting palpitations because you start worrying, knowing very well that due to the inadequacy of the work done so far compared to the increasing pressure, there will be challenges,” he said on JoyNews’ PM Express on Wednesday.

Mr. Oppong Nkrumah added that during heavy downpours, he tries to understand how severe the situation is on the ground, how much of the work can contain it, and what needs to be done in the short to medium term.

“It is a challenge. As I’ve said on a number of occasions, we are behind schedule on putting in place the kind of infrastructure that is required. So within the constraints, we’re trying to do our best,” he stated.

The Minister said, government will do its part but it should be the collective responsibility of all citizens which includes the people who live in these areas with the drains.

“Even for places where limited drains have been constructed there is evidence to show that we choked them with solid waste based on our lifestyle daily,” he said.

Mr Oppong Nkrumah said the Ministry is rolling out a communication campaign aimed at encouraging people that “while we are building the drains, don’t choke them.”

“Don’t choke the little drains that we have built with the solid waste. We need some behavioural change as well. So what I say to everybody is that we have a collective responsibility. It will take a while, let’s all get together and get this done.”

Last week, as part of the government’s efforts to strengthen flood resilience in communities along the Odaw River basin, the Housing Minister broke ground for the reconstruction of the Nima-Paloma storm drain, which runs from Asylum Down to the Odaw Channel.

“This significant milestone is expected to help reduce the perennial flooding challenges in Accra and bring much-needed relief to residents, commuters, traders, and businesses.”

Mr Oppong Nkrumah also disclosed at the ceremony that the government’s newly launched Flood Early Warning System would be ready ahead of the next rainy season.

Areas such as Labadi, Kpogas, Trade Fair, and their environs have been particularly affected, with reports of submerged streets and properties.

Additionally, the stretch from West Hills Mall to Old Barrier has also experienced flooding, compounding the challenges faced by residents.

The Ghana Meteorological Agency has issued warnings of more rains, heightening concerns among affected residents about the possibility of further flooding and its consequences.

This latest flooding incident comes just days after a similar occurrence on Tuesday, which left residents in SCC, Weija, and Kasoa areas stranded for over eight hours as they struggled to navigate through flooded roads to reach their destinations.

The recurrence of flooding in these areas  begs for the urgent need for comprehensive and sustainable measures to address the city’s drainage and flood management systems.

She indicated that, various areas across the country, particularly in the southern regions, could expect thunderstorms accompanied by strong winds.

Ms. Ahafianyo said these winds might lead to damage such as roof detachment from buildings, dislodged tree branches, and even uprooted trees with unstable roots.

“For us in the southern sector, we should put our minds at rest that between now and the end of June/July, we will be getting some rains and most times, it’ll be accompanied by moderate windy conditions with lightning and thunderstorms,” she added

The flooding resulted in hundreds of residents being forced out of their homes, with water levels reaching window levels.

The resident who spoke on condition of anonymity on The People’s Forum, a segment on Adom FM’s morning show, Dwaso Nsem said dredging of the dam was all that was required.

“This flooding was avoidable and shouldn’t have caused this devastation. All authorities needed to do was to dredge the dam to increase its depth to contain any volume water but for the past five years I have been in this community, I have never seen them do that,” he said.

The resident who disclosed he has been part of major dredging exercise in the country, including the Odaw river has called on the relevant stakeholders to immediately get to work to prevent further havoc.

“This is not just about bringing excavators. We must get dredging machines to work on the dam and its estuaries so the water can flow freely into the sea,” he proposed.

Some affected residents who are still counting their losses also blamed the flooding on construction of houses in waterways, urging the authorities to take action against it.

They appealed to all well-meaning individuals to come to their aid to alleviate the hardship and burden the flooding has caused.

Meanwhile, the Member of Parliament for Ningo Prampram, Sam George, attributed the dam spillage’s impact to negligence by the dam’s management.

He also accused them of selling portions of the lands.

But the residents living close to the river are packing out what they can salvage while others who have their property inundated are crying for help.

Speaking to Akua Boakyewaa Yiadom on Adom FM’s Burning Issues on Wednesday, on the topic, ‘Curbing Impact of Perennial Floods and the Role of the District Assemblies,’ he said although daily sweeping of compounds is a norm in Ghana, it removes the topsoil, causes erosion and subsequent flooding.

The Local Governance Expert further added that ideally, rainwater should be harvested yet the opposite has been the case in Ghana.

“The issue is that, when you build, you have to green the compound. If you don’t green it, you concrete it. You don’t have to allow the rainwater to touch the ground to wash the topsoil and cause erosion. The running water gathers elsewhere and causes flooding.”

He indicated that in some advanced countries, it is an offense to allow rainwater from your roof to hit the soil.

Mr Kotei admonished Ghanaians to inculcate the habit of rainwater harvest to reduce flooding issues.

“Go to places like Sweduro or Nyaakrom some buildings are about collapsing and you can even see the foundations of those buildings because the soil covering their foundations has been washed away by erosion. Sweeping of homes is a bogus idea.”

Several lives and property have been lost as a result of perennial flooding in almost all regions of the country in recent times.

Human activities such as the filling of wetlands and lagoons, the dumping of solid waste in drains, the obstruction of lagoons and wetlands for development purposes, construction on drainage channels that restrict stormwater flow, the dumping of waste in drains that reduce their capacity, and inadequate enforcement of planning and building laws by local authorities have been identified as the leading causes of the annual records of flooding.

Such activities as the filling of wetlands and lagoons, the dumping of solid waste in drains, the obstruction of lagoons and wetlands for development purposes, construction on drainage channels that restrict stormwater flow, the dumping of waste in drains that reduce their capacity, and inadequate enforcement of planning and building laws by local authorities are some of the human impediments. 

Mr Asenso-Boakye expressed worry about such negative activities when he appraised Parliament, in Accra, on measures taken to address flooding in the country following recent heavy downpours. 

He told the House that, despite the government’s allocation of GH¢450 million for drain construction and desilting since 2018, human activities had made it challenging to tackle the recurring issue of flooding. 

“Mr Speaker, it has become more evident that human activities are severely impeding the government’s efforts to tackle flooding. 

“The observation includes blocking of lagoons and wetlands with construction materials for development purposes, building on drainage channels and blocking the free flow of stormwater, dumping of solid waste in drains thereby reducing their capacity to hold stormwater and the gap in the enforcement of planning and building laws by the various MDAs,” he said. 

Mr Asenso-Boakye, also Member of Parliament (MP) for Bantama, said flooding in the capital, Accra, especially, was considered a national security issue; and the Ministry was engaging with other relevant agencies to resolve the issue. 

“Mr Speaker, Cabinet noted the need to consider flooding in Accra as a national security issue since effective law enforcement has a role to play in resolving the issue. Subsequently, the Cabinet constituted a committee to develop a comprehensive plan with appropriate measures to strengthen the enforcement of laws relating to lands and sitting of buildings. 

“While the Committee does its work, my Ministry will continue its engagement with the National Security Ministry in seeking support for the Assemblies to enforce planning laws and building regulations,” he said. 

Touching on the progress made on the projects aimed at mitigating the effects of flooding in Accra, the Minister said since 2018, the government had committed more than GH¢400 million to address flooding under a special programme. 

According to him, under the programme, 384 desilting projects and 202 channel projects were initiated. 

“Mr Speaker, today, 370 desilting projects representing 96 per cent have been completed and 84 drainage channel projects have been completed, with the remaining 118 at various stages of completion and the effects have been the mitigation of flood hazards in beneficiary communities,” he said. 

The Speaker of Parliament, Alban Sumana Kingsford Bagbin, directed Mr Asenso-Boakye and Mr Ken Ofori-Atta, the Minister for Finance to come to the House to provide details on how the government intends to deal with the recurrent flooding.

He said the design of the flood early warning system has been completed and processes for the engagement of a service provider will be finalised for deployment to be effected before the major rainy season sets in.

Through the initiative, people living in flood-prone communities in the Greater Accra Region will benefit from the advance notice of flooding to enable them to take steps to protect their lives and properties.

He observed that while progress has been made, there is a need to improve drainage infrastructure in many other communities, dredge drainage channels and water bodies and continue with the flood control programme.

He noted the ministry has identified human activities that undermine the impact of government’s investment to mitigate flood risks.

The plants are the Akyem Oda Treatment Plant in the Eastern Region and the Jambusie Treatment Plant, near Wa in the Upper West Region.

The flooding in Oda was due to torrential rains and illegal mining, also known as galamsey, while rainfall, in addition to the spillage of the Bagre Dam in Burkina Faso, led to the flooding of the plant in Jambusie.

Other plants

Damaged equipment arising from flooding and high turbidity has also resulted in a reduction in production of five other plants of the GWCL, thereby affecting water supply to their catchment areas.

The five plants are the Dalun Treatment Plant in the Northern Region, the Densuano Treatment Plant, which serves Koforidua and surrounding areas in the Eastern Region, the Daboase Treatment Plant in the Western Region and the Winneba and the Kwanyarko Treatment plants in the Central Region.

The Head of Public Relations and Communications of the GWCL, Stanley Martey, in an interview with the Daily Graphic, said the heavy rains and the spillage of the Bagre Dam had caused many dams and rivers from which the GWCL drew raw water for treatment to overflow their maximum limits.

For instance, he said, the Nawuni River, which feeds the Dalun Treatment Plant, and the Black Volta, which serves the Jambusie Treatment Plant, overflowed their banks, flooding the pump houses of the intake points and causing damage to some equipment and infrastructure of the company.

Furthermore, the company’s pump house at the intake point (abstraction point) of the Oda Treatment Plant had been flooded, causing damage to equipment such as electronic control panels and pumps, leading to its complete shutdown, he said.

Effects

Mr Martey said the shutdown of the Oda Plant had affected water supply to Oda, Akwatia and Kade.

He said residents of Koforidua were also experiencing low pressure in some areas of the municipality due to the flooding of the plant at Densuano.

“The flooding has affected all the equipment at the plant,” he added.

Weija Dam

The Weija Dam is currently at 49.5 feet (ft), as against the maximum operating level of 48ft, and Mr Martey said spillage normally began when the level got to 46.5ft.

As a result, four spill gates have been opened to safeguard the integrity of the dam, save it from collapse and save lives and properties,” he said.

He said in the Upper West Region, the Pump House at the intake of the Jambusie Treatment Plant got flooded and production had to be curtailed.

He added that the rains and the spillage from the Bagre Dam had caused a rise in the water level of the Nawuni River where water is abstracted at Dalun and treated for the people of Tamale.

Mr Martey said two transformers that fed the treatment plant got damaged and power to the plant was curtailed.He said the challenges forced the GWCL to cut production at the plant, while engineers from the Northern Electricity Distribution Company (NEDCo) were assisting the GWCL to solve the power problem.

Western RegionThe Head of Communications mentioned similar challenges at Daboase in the Western Region, Winneba and Kwanyarko in the Central Region and other areas.

The Daily Graphic reported that in the Western Region, the challenge had been worsened by the negative effects of galamsey, which had raised the colour and purity (turbidity) level of raw water.

Reports say that the colour of the Pra River, which feeds the Daboase Treatment Plant, has increased from the recommended five Hezen Units (Hu) to 9014Hu, while the turbidity has increased from five tbu to 3,000tbu.

As a result of galamsey activities, the GWCL is using more chemicals and energy to treat water, while spending so much to maintain its machines.

For example, due to the excessive pollution of the Bonsa River in the Western Region, the GWCL now uses 10 bags of alum a day for water treatment, up from the 1.5 bags it used in the past.

Again, at the Daboase Treatment Plant, excessive pollution has resulted in the use of 60 bags of alum a day, up from 20 bags a day in pre-galamsey period.

The management of the company has, however, assured the public and its customers that engineers of the company are doing everything possible to forestall further eventualities.

Transformers powering the Nawuni-Dalun treatment plant have been damaged while rain waters have flooded the pump house at the Jambusi plant.

The Communications Head for the Company, Stanley Martey, gave this assurance in an interview with Joy FM on Monday.

“Affected areas will have low pressures but will still have water because you have to do water demand management within the metropolis so that you can share the water equitably, so that is under control,” he said.

Touching on the Weija dam, Mr Martey said GWCL had to open four spill gates of the Weija treatment to save the integrity of the dam.

“When you go around [Jigawa State], we lost about 50 people to the flood,” Yusuf told reporters on camera Sunday from the city of Dutse, which was broadcast by local media.

Yusuf said at least 237 homes had been damaged in the area of Balangu alone, forcing people into temporary camps. Eleven temporary camps have been set up for those displaced, he said.

Nigeria’s Federal Minister of Humanitarian Affairs Sadiya Farouq also visited Jigawa State recently to distribute relief materials, the federal ministry tweeted.

“This incident is particularly sad because it has become perennial. This is causing serious damage to schools, houses, and the livelihood of the people,” Farouq told reporters on camera.

Farouq said Nigeria’s President Muhammadu Buhari has directed the Ministry of Humanitarian Affairs and Disaster Management to activate National Emergency Management Agency to provide the necessary support to those affected by the floods.

The floods come after days of severe thunderstorms, which have prompted flash flooding warnings from the Nigerian Meteorological Agency.

Many parts of Jigawa are vulnerable to flooding after rainstorms. Earlier in August, around seven people died and dozens of buildings were destroyed following flooding from heavy rains in seven districts in the northeastern Nigerian state.

Last year, more than 120 families were displaced in the state’s Guri district when their homes were submerged by floods after a heavy downpour.

‘No quick solution’

Water resources minister, Suleiman Adamu, who is also from Jigawa told local media two years ago there were no quick solutions to the state’s flooding problem, and not even funding could curb it.

“Desilting a river is not a solution to flooding, it’s a temporary solution, it takes a lot of money. If all the budgets of the federal government and Jigawa State are combined to desilt River Hadejia, we cannot achieve it,” Adamu said, adding that: “There are no short-term measures to stop flooding but we can mitigate and do early warning.”

Millions of people have been stranded while emergency workers have struggled to reach those affected.

Forecasters are warning that the flooding is expected to get worse over the next few days.

Bangladesh government officials have described the recent flooding as the country’s worst since 2004.

Unrelenting rains over the last week have inundated vast swathes of the country’s north-east region, exacerbated by runoff from heavy downpours across mountains in neighbouring India.

Schools have been converted into makeshift shelters and troops have been deployed to evacuate households cut off from neighbouring communities as a result of rising waters.

“The whole village went under water by early Friday and we all got stranded,” Lokman, whose family lives in Companiganj village in Bangladesh, told AFP news agency.

“After waiting a whole day on the roof of our home, a neighbour rescued us with a makeshift boat. My mother said she has never seen such floods in her entire life,” the 23-year-old added.

In Assam state in neighbouring India, more than 1.8 million people have been affected by floods after five days of incessant downpours.

Assam Chief Minister Himanta Biswa Sarma told reporters he had instructed district officials to provide “all necessary help and relief” to those caught in the flooding.

“Our house is submerged in water. I’ve never seen such huge floods in my life,” Husna Begum, a resident of Udiana village in Assam, told the BBC.

The 28-year-old has been living in a rickety plastic tent with her children since Thursday. “There is no drinking water in the camp here. My son has a fever but I am unable to take him to the doctor,” she said.

Ronju Chaudhary, who lives in the same village, described the scale of the flooding. “We are surrounded by water on all sides. There’s water inside our homes too,” he said.

This week’s rains come as Bangladesh’s Sylhet region was still recovering from its worst floods in nearly two decades in late May, when at least 10 people were killed and four million others were affected.

Syed Rafiqul Haque, a former lawmaker, said Bangladesh was at risk of a humanitarian crisis with “almost the entire Sylhet-Sunamganj belt.. under water and millions of people… stranded”.

Some 3.1 million people were displaced in the region, officials said, with 200,000 of them now being housed in makeshift shelters on higher ground.

Seasonal monsoon rains represent a lifeline for farmers across South Asia, but typically cause deaths and destruction to property every year. Bangladesh and India have both experienced increasingly extreme weather in recent years.

Environmentalists – while not ascribing single weather events to climate change – do warn it could lead to more disasters, especially in countries that are low-lying and densely populated.

A heavy downpour in the Central Region has washed away portion of a bridge linking the Cape Coast-Twifo Praso road cutting it into two.

The road has completely caved in rendering the route inaccessible to motorists.

The bridge serves commuters from Cape Coast to Jukwa and also from Dunkwa-On-Offin.

A house belonging to the Chief Executive Officer (CEO) of the Ghana Export Import Bank, Lawrence Agyinsam, was flooded.

The EXIM Bank CEO’s house is built in a wetland area.

Information gathered by Adom News‘ Kafui Justice indicated the residence of the Denkyira queen mother was also flooded.

Her linguist, Nana Agyemang, who confirmed this, said the downpour is novel to them.

David Okantah, assemblyman for Jukwa East electoral area, called on the government to immediately come and fix the road to enable transportation to go on.

Meanwhile, the Regional NADMO Director, Joe Donkoh and his team are on grounds to ensure the safety of residents and communters who have been stranded.

He has also admonished residents with their buildings in low-lying areas to relocate as more rains are expected in the coming days.

The songstress said rainwater has covered her McCarthy Hills apartment, forcing her to sleep outside with her children since last Saturday.

In an emotional interview with Zionfelix, she recounted the shock on her face when she caught sight of her belongings floating inside the dirty water which had reached waist level.

“It was really scary. Everything was scattered. The bed was floating, I had to lift my children to the top because they were scared and screaming ‘mummy I’m afraid. It just broke my heart,” he said.

iOna revealed the situation has cost her most of her electrical appliances and clothes. She also revealed she, in the last few days, has been making efforts to dredge the water out of her abode.

She expressed shock at the whole flooding issue as her area is not noted to be a waterlogged spot.

However, she indicated there had been a flooding situation some three years ago, but it was relatively better.

She blamed the situation on poor planning and housing projects on the waterways, while siding with president Akufo-Addo’s diagnosis of human behaviour being a major factor of flooding in Ghana.

According to him, most school children cannot move from home anytime it rains because flooding has been the order of the day, especially in Greater Accra.

“This is a worry because we have structured our syllabus with the number of weeks we have so if students are not able to go to school because the whole place is flooded due to rainfall, then it affects the academic performance of the child because the final examination is written by all regardless of you been able to complete your syllabus or not,” he said at a media briefing.

He also pointed out that this flooding issue we are facing as a country poses a lot of threats to school children.

“This is because some electrical wires do fall off as a result of strong winds which ushers the heavy downpour in. After the rains, these wires are no longer visible and school children who are not privileged to have parents pick them up after school will find themselves trucked by such electrification,” he added.

Mr Gyetuah further pleaded with the Director-General of NADMO, Eric Nana Agyeman Prempeh to help curb this flood situation by putting measures such as fining anyone caught dumping refuse into gutters.

He proposed two years imprisonment for persons caught dumping refuses at inappropriate places.

He also called on the Accra Metropolitan Assembly (AMA) to give much attention to the issuing of permits for construction.

The latest incident happened when the rain started at midnight of Tuesday, May 24.

Some areas in the capital affected include Kaneshie, Adabraka, Weija, Teshie, Kwame Nkrumah Circle, Dansoman, Tse Addo and Tesano among others.

The torrential rain which has lasted over 7 hours has caused many residents to abandon their homes and seek shelter elsewhere.

The previous incident on Saturday night saw a similar situation where many were left counting their losses after the downpour.

Today, social media is back within the cycle as the platforms are awash with images of flooded areas homes and cries for help.

This comes after the Ghana Meteorological Agency earlier warned of “pockets of rain over Southern Ghana.”

About three hours of torrential rains left part of the Kumasi-Obuasi road flooded.

The people who were part of a group who joined a KIA truck jumped off as the rain pulled the vehicle which attempted to cross.

At the time of filing this report, the National Disaster Management Organisation (NADMO) was yet to visit the scene.

Residents are blaming poor construction and building in waterways for the flood.

Other areas of the city witnessed similar incidents.

Residents at the Block Factory, SCC, Broadcasting all the way to parts of the Weija Old Barrier and its environs have been victims of perennial flooding as a result of drainage systems in the area with several displaced and properties destroyed annually.

Speaking on the Beyi W’ano segment of Adom 106.3 FM’s morning show, Dwaso Nsem, Monday, Assemblyman for Akwasa, Yaw Atamfuri, said all attempts to get the attention of relevant authorities over the years have proven futile.

Until last year when a contract was awarded for waterways to be created, Mr Atamfuri explained there have been times the assembly had to mobilise its own resources to desilt gutters coupled with occasional support from the urban roads.

He said the contractor was now mobilising resources and was yet to commence work but another big hurdle is a Ghana Water Company pipeline close to the gutter line which needs to be relocated.

Despite notices served the company, Mr Atamfuri said they were yet to take any action regarding the relocation of the pipeline to pave way for work to begin.

Assemblywoman for Weija East, Grace Ntiamoah, who also spoke on the show, complained of similar issues affecting her people.

The duo has therefore appealed to the government to treat the matter as urgent to bring a lasting solution.      

Meanwhile, the Ghana Meteorological Agency has predicted that more floods will hit Ghana’s major cities of Accra and Kumasi during this year’s rainy season.

According to him, the drainage system connecting Race-Course to the Kumasi Zoo and other areas around the market is choked.

“Throwing waste indiscriminately was a major factor of the flooding; traders must learn to manage waste to curb unfortunate incidents like these,” he said in an interview with Nhyira FM.

Mr Danso’s revelation comes after traders at the market accused the company and city authorities of shoddy work.

A two-day downpour on Wednesday and Thursday flooded the ground floor of the market, affecting over 500 stores.

The rains left many traders and residents devastated as roof leakages at the new market were an eyesore.

Leaders of the traders association, Michael Kwabena Fosu and Patricia Acheampong, in an interview with Nhyira FM, said they were disappointed.

They asked the city authorities to ensure that such issues do not occur at the Central Market facility site when it is completed.

Mr Danso, however, explained that their men have always been on standby at the Market for periodic maintenance, therefore, the flooding was not as a result of shoddy works as claimed by the traders.

Meanwhile, the Chairman of the Kejetia Petty Traders Association has called for the re-engineering of the drainage system.

He also called on the authorities to relocate traders who are unlawfully plying their wares on pavements around the Kejetia Market.

Perennial flooding: Housing Minister calls for stakeholder support https://www.adomonline.com/perennial-flooding-housing-minister-calls-for-stakeholder-support/ Thu, 25 Mar 2021 18:25:11 +0000 https://www.adomonline.com/?p=1939089 Government has reiterated its resolve at improving the perennial flooding challenges in Accra through the implementation of the Greater Accra Resilient and Integrated Development (GARID) project with funding from the World Bank.

Chairman of the inter-ministerial committee and Housing Minister, Francis Asenso-Boakye, said the project, when completed, will help improve flood risk and solid waste management.

He said it will also improve access to basic infrastructure and services in the targeted flood-prone communities in the Greater Accra Region.

“The project also seeks to improve access to basic infrastructure and services in targeted flood-prone communities and foster adaptation of the flood management infrastructure to climate change in the region,” he added.

He was speaking at the 3rd Steering Committee meeting of the GARID project held in Accra.

GARID is a collaborative effort of four implementing ministries, that is, the Ministry of Works and Housing; Ministry of Sanitation and Water Resources; Ministry of Local Government, Decentralisation and Rural Development.

“The Government believes that no Ghanaian deserves to die or lose his/her property just because God has decided to bless us with rains.

“Every single life is important, and that is why we are making the right investments to find more lasting solutions to sanitation and flooding challenges in Accra,” said Mr Asenso-Boakye.

The Minister also underscored the importance of stakeholder support, especially from the public.

“I am certain that the holistic approach being adopted by the GARID project in tackling the twin challenges of flooding and solid waste management will help improve sanitation and flooding situations in Accra.

“I, therefore, appeal to all stakeholders, especially residents of Accra and affected areas to support this initiative”, he asserted.

The meeting was also attended by the Sanitation Minister, Cecilia Abena Dapaah; Ministry for Local Government, Decentralisation and Rural Development, Dan Botwe as well as officials from the project implementing office ministries.
