In a news release dated April 9, 2026, EOCO said it had taken note of public comments by the chiefs regarding its handling of the case involving Dr. Kwamigah-Atokple, who is also a member of the Council of State and owner of SESI-EDEM Company Ltd.

The anti-graft agency disclosed that it is currently investigating three separate petitions against the suspect and his company, all linked to alleged gold fraud and said to follow a similar pattern.

EOCO rejected suggestions of wrongdoing, maintaining that its actions are grounded in law. It further indicated that there are attempts to obstruct its work.

According to the statement, promoters of SESI-EDEM Company are acting as though they are above the law while mobilising support to frustrate the investigative process.

The Office revealed that since November 2025, it has given the suspect the opportunity to respond to the allegations and assist with investigations, but he has failed to cooperate. Instead, EOCO accused him of resorting to political, traditional and media avenues to evade scrutiny.

EOCO has since declared Dr. Kwamigah-Atokple a fugitive from justice, stating that he is currently on the run and is believed to be hiding in the Volta Region. It added that its Surveillance and Asset Recovery Unit has been deployed to track and arrest him.

The agency also appealed to the public to provide information that could lead to his arrest, stressing that no individual is above the law.

The response follows criticism from the Volta Regional House of Chiefs, which cited a recent High Court ruling that found EOCO had acted without lawful mandate in its handling of the matter.

The chiefs urged EOCO to respect the authority of the court and adhere to due legal processes if it disagrees with the ruling.

Despite the concerns raised, EOCO maintains that its actions remain lawful and says it will continue its investigations until the suspect is brought before the law.

Attorney-General and Minister for Justice, Dr Dominic Ayine, disclosed the development while addressing the government’s Accountability Series on Thursday, December 18, 2025.

Dr Ayine explained that investigations traced the fraudulent crypto wallets to OKX, an offshore cryptocurrency exchange based in the Seychelles. Internal probes by OKX confirmed EOCO’s findings, verifying that the accounts were used for fraudulent transactions.

According to the Attorney-General, over 1,000 transactions originated from a single computer IP address at a specific location, suggesting the actions of one individual rather than multiple users. Further checks, including Know Your Customer (KYC) verification, identified the wallet owner as a Chinese national residing and working in Ghana under a valid resident permit.

Dr Ayine added that the suspect was employed by the company allegedly used to defraud several Ghanaian and British citizens. EOCO acted swiftly to shut down the company and seize its operations to prevent further financial losses.

“In the course of the investigation, the company used to defraud Ghanaians was shut down, and its operations were seized. On November 19, 2025, ZODIAC successfully converted the cryptocurrency assets of the criminal enterprise and transferred the amount of USD 15,191,730 to the EOCO exhibit account,” he said.

In a statement issued on Sunday, November 2, 2025, EOCO described the reports as “false and misleading” and urged the public to disregard them.

The Office clarified that there are currently two ongoing investigations involving Springfield Energy — one stemming from a petition filed against the company, and another concerning a case between Springfield Energy and the Bulk Oil Storage and Transportation Company (BOST).

“It is the policy directive of EOCO’s leadership that investigations must precede arrest, not the reverse,” the statement said. It added that the BOST-Springfield Energy case is being prioritised due to its potential impact on BOST’s finances and the broader national economy.

EOCO also criticised Norvanreport.com for failing to verify the information before publication. “Though EOCO does not comment on active investigations, it is regrettable that Norvanreport.com did not seek clarification from EOCO before running the false story,” it stated.

The Office reaffirmed its commitment to investigating and prosecuting economic and organised crimes, assuring the public of its professionalism and diligence.

EOCO concluded by urging the public to ignore the publication and remain confident that the agency “is actively working on not one, but two investigations involving Springfield Energy.”
