Speaking on the Citi Breakfast Show on Tuesday, September 16, 2025, as part of reflections from his 163-day road trip across 39 African countries, Mr. Mubarak noted that while Ghana has much to be proud of, systemic flaws continue to limit progress.

“The challenge for us in Africa is that we beat ourselves a lot on some of the things. And if you are Ghanaian, you just have to travel to other countries to see what a beautiful country Ghana is, even though we could be doing a lot better than we are doing,” he observed.

He criticised the appointment model for local government leadership, stressing that political loyalty often takes precedence over competence.

“There is no way you can get it right with local governance if you keep appointing DCEs and MCEs in a manner that we do in Ghana. This is because the person has zero experience; his claim to fame is that he is a party person and was appointed. You think such a person can seriously advance a community’s sanitation issues or bring in investments? It is not going to happen,” he argued.

Mr. Mubarak insisted that reforming the system is key to ensuring local governments can attract investment, address basic needs, and drive real development.

Mahama nominates 2 new DCEs in Ashanti Region https://www.adomonline.com/mahama-nominates-2-new-dces-in-ashanti-region/ Thu, 17 Jul 2025 15:06:41 +0000 https://www.adomonline.com/?p=2556595 President John Dramani Mahama has nominated two individuals for appointment as Municipal and District Chief Executives (MDCEs) in the Ashanti Region, pending approval by their respective assemblies.

The nominations were made in accordance with Article 243(1) of the 1992 Constitution and Section 20(1) of the Local Governance Act, 2016 (Act 936). They were announced in a statement issued by the Ministry of Local Government, Chieftaincy and Religious Affairs on Thursday, July 17, 2025.

The nominees are Ibrahim Issahaq for the Atwima Mponua District Assembly and Yakubu Issifu for the Asante Mampong Municipal Assembly.

The statement, signed by the Minister, Ahmed Ibrahim, noted that the nominations form part of ongoing efforts to strengthen local governance.

It further clarified that the appointments will only take effect upon confirmation by the respective assemblies.

The appointment was announced in a statement issued by the Ministry of Local Government and Decentralization on Tuesday, May 6, 2025.

The nominations were made in accordance with Article 243 of the 1992 Constitution and the Local Governance Act, 2016 (Act 936), as amended by the Local Governance (Amendment) Act, 2017 (Act 940).

These constitutional and legal provisions empower the President to appoint DCEs, subject to the approval of the respective District Assemblies.

The statement explained that the President has submitted the list of nominees for consideration and subsequent confirmation by their assembly members.
