This represents 9.6% of Gross Domestic Product (GDP).

However, it was below the target of GH¢104.77 billion (10% of GDP) by 3.4 percent despite its 66.5% year-on-year increase.

Compensation

Compensation of Employees including wages and salaries, pensions & gratuities, and other wage related expenditure) was GH¢29.30 billion.

This was marginally lower than the target of GH¢29.96 billion. This outturn fell short of its target by 2.2% and recorded 48.4% year-on-year growth.

In terms of fiscal flexibility, compensation of employees constituted 39.5% of domestic revenue mobilised during the period under review.

Goods and services

Use of Goods and Services totalled GH¢5.77 billion, higher than the expected target of GH¢4.56 billion, an overrun of 26.6%.

This expense was lower than the GH¢6.25 billion observed in the corresponding period of 2023, reflecting a year-on-year contraction of 7.6%.

Interest payments

Total interest payments of GH¢19.03 billion fell below the envisioned target of GH¢26.35 billion for the review period.

This outturn compares with GH¢13.39 billion recorded in the corresponding period of 2023.

The decreased interest payment was mainly on account of a partial freeze on debt service because of the debt restructuring programme by the government to help resolve Ghana’s fiscal and debt vulnerabilities.

Grants

Grants to other government units made up of National Health Fund, Education Trust Fund, Road Fund, Energy Fund, District Assemblies Common Fund, Retention of IGFs, transfer to GNPC, Ghana Infrastructure Fund and other earmarked funds all summed up to GH¢19.70 billion, higher than the target of GH¢17.55 billion.

This resulted in a positive deviation of 12.2%. It also recorded a year-on-year growth of 83.4%.

Capital expenditure

Capital expenditure for the period under review was GH¢13.91 billion (1.3% of GDP), lower than the programmed target of GH¢19.13 billion (1.8% of GDP) by 27.2 percent.

This outturn represented a year-on-year growth of 107.8%.

Other expenditure

Other expenditure for the second quarter of 2024 was GH¢12.98 billion, 95.1% above the target of GH¢6.65billion.

Out of this, the energy sector payment shortfalls totalled GH¢10.60 billion (1.0% of GDP), higher than the programmed target of GH¢2.84 billion (0.3% of GDP).

This contributed to the resulting positive deviation of 95.1%. This outturn of GH¢12.98 billion dwarfed the GH¢3.76 billion recorded in the corresponding period of 2023.

The Wenchi High Court has ruled that the state must compensate six individuals with GH₵45,000 each for injuries sustained during a shooting at the Techiman South Collation Centre during the 2020 general election.

The incident occurred amid unrest before Martin Adjei Mensah Korsah was declared MP, with security personnel firing shots, resulting in two deaths and several injuries.

The plaintiffs argued that their constitutional right to life was violated, while the state claimed the shots were warning shots.

The court, however, found the use of force unjustified and rejected the state’s defence. The plaintiffs’ request for higher compensation was not granted due to insufficient evidence.

Mr Mahama also expressed his commitment to reopening investigations into the violence that erupted during the disputed election results.

“We would investigate the matter and ensure the perpetrators are brought to book and face the law,” he added.

Addressing Chiefs and Queen mothers of Tongu at Juapong, Mr Ablakwa emphasised the need for respect for the fundamental human rights of the affected individuals.

He stated that, many residents remain in tents, while farmers whose farms were destroyed and residents whose houses were submerged have not received compensation.

Mr Ablakwa revealed that his office has come across a letter from the Volta River Authority (VRA) indicating a controlled spillage in the coming weeks.

According to him, an emergency preparedness plan is needed, along with alternative drainage measures, and further engagement with chiefs, political leaders, and other relevant stakeholders to avert a possible repeat of the incidents that occurred last year.

The MP, however, said his lawyers are putting together data and verify properties lost to pursue rightful compensations from VRA.

Additionally, he urged the government to reconstruct the damaged Sayikope steel bridge, which collapsed on January 26, disrupting socio-economic activities, and posing risks to school children and pregnant women who must use boats to cross to Adidome.

According to them, some farmers have been paid through a perceived back door method, while attempts by others to get their monies have proven futile.

The anxious farmers who shared their plight on Adom FM’s morning show, Dwaso Nsem, Thursday said life has become unbearable for them and their families.

They will therefore want to know if the government will pay their money or not so they can rest.

The Public Accounts Committee (PAC) in February 2024 instructed the Ministry of Food and Agriculture (MOFA) to compensate these farmers.

This was on the back of the 2022 Auditor General’s Report revealed that a significant portion of the allocated compensation funds, exceeding GH¢1.8 million, remains unused in the Ministry’s account.

The Chairman, James Klutse Avedzi, emphasised that the directive should be implemented within one month

He warned that, if the Ministry fails to comply within the stipulated timeframe, it will be summoned before the house for questioning.

However, months after the timeline, the farmers say nothing has been heard from the ministry.

One of the farmers, Charles Quaye, who owned 850 birds, disclosed he followed all due processes as instructed but there has not been any positive result.

“At that time, a bird was sold for GH₵60 so imagine how much money I lost. Nobody from the Ministry is telling us anything, but you will be there a colleague farmer will call that he has been settled. What is happening and how do they want the rest of us to survive?” he quizzed.

Another farmer, George Anim Larbi, who also lost 2062 birds, said he suspects foul play in the disbursement.

“I have lost all my workers and can barely feed my family. We all know the difficult times we find ourselves in, yet nobody is paying attention to us. I suspect someone is deliberately withholding the money,” he added.

However, the District Chief Executive (DCE) Solomon Darko Quarm has fought off the claims, stating the affected residents have already been paid 65 per cent with preparations underway to settle the remaining 35 per cent.

In an interview on Daybreak Hitz, the ‘Abodam’ crooner said he feels humiliated after he was sentenced to a day’s imprisonment and a fine of GHc1,200 in 2015 for smoking marijuana in public.

According to him, he has proof that the Ghana Police turned a blind eye when Jamaican music star, Popcaan, smoked marijuana publicly.

He explained that, even though Ghana Police has no photo or video evidence to support their claim against him, he was jailed, but “the foreigner was protected and spared”.

“I was jailed for it and the same police that arrested me are now guarding someone to smoke in public and that person goes scot-free. If that is so, then I have to be compensated; it’s not fair. Ghana Police didn’t treat me right, and I think the system has not been fair to me,” he told Andy Dosty.

When asked how much money he wants from the Police for allegedly denting his reputation, he simply said “one million dollars.”

This is not the first time Kwaw Kese has expressed his displeasure about the Popcaan incident.

When the Jamaican musician stormed Ghana to enjoy the #YearofReturn initiative in 2020, Kwaw Kese took to social media to register his sentiments when Popcaan popped his head out of the sunroof, so fans could catch a glimpse of him smoking.

The police who were at the venue, he claimed failed to arrest him.

“I was living in a single room with my husband but he informed me that he was done building a house so we would be moving in there soon. But I later found out he was living with another woman in that house and they had three children,” she said.

Maame Afia Birago reported her observation to their families but her husband has failed to return to her.

“Since, he doesn’t have the will to marry me, I need compensation from him,” she demanded.

But Kwabena Poku, who was also on the Obra show, accused his wife of displaying ‘bad character’ that made him cheat to have a child with another woman.

“She traveled to Enchi to visit her sister’s child but refused to pay just a visit to her rival’s child,” he claimed.

Kwabena Poku,vhowever, says their marriage is not dissolved.

“The last time I offered her alimony was three months ago,” he said.

The man also claimed the house belongs to his second wife.

Mama Effe and the Obra team have pledged to investigate ownership of the house and find an amicable settlement to the matter.

Checks at the Office of the Attorney-General by Myjoyonline.com revealed that a letter dated July 22, 2022, was written to the Interior Minister, Ambrose Dery, setting out the basis and formula to be used in paying the compensation to the victims.

It would be recalled that the Justice Koomson Committee, after investigating the Ejura shooting incident, recommended the formation of a Medical Board to assess the injured victims to inform the computation of compensation payable to them.

The three-member board submitted its assessment report to the Attorney-General and Minister of Justice to determine the parameters.

That notwithstanding, the A-G requested the victims to also provide all receipts covering their medical bills relating to injuries sustained during the incident. These were duly submitted.

The victims are; Louis Ayikpa, 30, Nazif Nuhu, 20, and Awal Mesbawu, 16.

According to MyJoyOnline’s sources, Mr Ayikpa and Mr Nuhu made claims for compensation.

The A-G also made an assessment in respect of the third victim, Awal Mesbawu.

After his assessment and computation of the compensation, Mr Godfred Dame, in the said letter advised the Interior Minister – using similar cases – on how to go about the payment.

Administrative processes hindering compensation

On July 6, 2022, the Interior Minister blamed the non-payment of compensation to victims of the Ejura shooting incident on administrative processes.

His revelation was in response to a question posed by the Ejura Sekyeredumase MP, Bawa Braimah Mohammed, who said the victims suffer just to make ends meet.

“After the three-man committee set up to investigate the unfortunate incident in Ejura had submitted their report, my Ministry wrote to the Ministry of Health informing them of the three persons that sustained various degrees of injury during the Ejura disturbances on 29th June 2021, to facilitate the process of compensating the victims.

“The Ministry of Health subsequently requested that the Komfo Anokye Teaching Hospital which attended to the victims submits a report on the extent of injury to the victims to inform the decision on the quantum of compensation due then,” he explained.

Victims agitated

The victims of the shooting incident were agitated over what they say is the Attorney-General’s delay in ensuring payment of their compensation.

During court proceedings on Tuesday, they also lamented the inaction of the prosecutor who has been absent from the court for several months.

The Asokwa District Court which has been hearing the case says it is still waiting for advice from the Office of the Attorney-General (A-G) for committal processes to commence at the high court.

It is reported that the prosecutor was again absent in court on Tuesday because the advice from the A-G is not ready.

However, the directive has to be discussed at the management level to see the best way to go about it.

The General Manager, External Communications at ECG, Charles Nii Ayiku Ayiku, disclosed this on Beyi W’ano segment on Adom FM’s Dwaso Nsem.

“ECG has sighted the directive from PURC but management will have the appropriate conversation with PURC and the outcome will be made known to the public,” he said.

A Deputy Head of Research and Corporate Affairs, Deborah Bonney, who also spoke on the show indicated ECG is expected to implement the directive.

“It is an order and they [ECG] have no other option than to implement it and furnish the commission with all the data,” she stated.

Throwing more light on the compensation rates, Madam Bonney explained household consumers should expect 10 units which is GHS 120 worth of prepaid units.

“Industrial customers per the directive are to be given 100 units which is worth GHS1,200 and when customers buy their prepaid units, these compensations are supposed to reflect on the receipts issued,” she explained.

She further pledged PURC’s commitment to ensure consumers’ satisfaction by ensuring service providers deliver on their mandate.

ECG in the past few days had technical challenges affecting smooth service provision to prepaid customers in some operational areas of the country.


The Management of ECG in a release dated October 1, 2022, however, announced that the issues of the third party vending have been resolved.

But to PURC, the development is a breach of ECG’s obligations specifically sections 11 and 12 (1) and (2) of the Public Utility Act, 1997, (Act538).

A statement signed by Executive Secretary, Ishmael Ackah (PhD), therefore, explained the compensation is in compliance with the law and a demonstration of good customer service.

According to the Ministry, victims are not restrained from taking legal action to demand compensation.

This comes on the back of an appeal by former President John Mahama to government to work towards compensation for the victims.

Mr Mahama made the call on Tuesday when he visited the area to donate food items to the residents and also cash to the relief fund which the ministry has lauded him for.

But in a statement, the ministry has explained its preoccupation since the incident has been to provide emergency relief to victims, investigate the matter, apply necessary sanctions and reconstruct the town.

It has, therefore, in collaboration with relevant agencies provided emergency relief by moving the victims from tents to temporary accommodation.

However, the outfit says it is committed to raising enough funds to reconstruct the community and support the victims of the incident.

The Ministry has, therefore, called on Ghanaians to continually donate to the Fund to help raise enough funds to complete the reconstruction and support the community.

The Member of Parliament for the area, Dr John Kumah, disclosed this at the Farmers’ Day celebrations at Kwaso, Ejisu.

Almost 3,000 pigs in the town were destroyed by the African Swine Fever during the outbreak.

More than fifty farmers at the Ejisu Cluster in the Ashanti Region lost their livelihoods as a result.

The compensation, according to the MP, is expected to be delivered by Christmas.

“This is at the Ministry level and very soon the payment will be made. I have followed up with the Ministry of Agriculture on processes to revive them with compensation, so they can start business again”, he said.

Dr Kumah revealed that the cluster will also receive a facelift as part of moves to enhance the bio-security of farms.

Ejisu MCE, Samuel Oduro Frimpong, also revealed a support system for both affected farmers and youth interested in farming.

He said, “The assembly intends to increase Agric productivity in the coming year. We are giving 20,000 seedlings to farmers who want to engage in agriculture”.

“We advise farmers to produce more even for export”, he added.

One of them, Noah Sabutey, who spoke on Beyi W’ano on Adom FM’s Dwaso Nsem, said their farms were affected by the construction of the Tema – Akosombo rail lines.

The 97.625 kilometres project is part of the Tema-Mpakadam railway under the Ghana-Burkina Inter Connectivity Railway Project being constructed by Afcons Infrastructure Limited, an Indian Construction Company.

He explained two of his 20-acre land was destroyed, adding that the havoc wreaked on other farmers was severe.

Despite assurances of compensation following the incident in 2017, they are yet to receive any good news.

A private valuer, Aunty Naa, was contracted to access the land for the necessary compensations to be awarded.

But after completing the work, he claims the report has been swept under the carpet with the Lands Commission insisting on paying GHS 8,000 to the farmers.

“The valuer has also not been paid and the Lands Commission is telling us it’s either we accept the GHS 8,000 or forget about any compensation,” he alleged.

He has, however, appealed for the immediate intervention of the Ghana Railways Company Limited, and other relevant stakeholders, adding that they are yet to formally draw their attention to their predicament.

Raymond Affum, Secretary to an Assessment Committee, tasked to evaluate the extent of damage and make recommendations, revealed this on Beyi W’ano segment on Adom FM’s Dwaso Nsem.

Residents had earlier bemoaned apart from the destruction of their homes, the blasting, which is being carried out by the ADV Infrastructure and Logistics Limited, a sub-contractor of Afcons Infrastructure Limited, is having adverse effects on their health, safety and security.

According to them, the ongoing railway project is gradually becoming more of a curse to them than a blessing as no compensation has been paid for the havoc wreaked.

But Mr Affum has assured authorisation has been given for payments to be made to some of the affected residents, adding others are to benefit from health insurance packages.

“The committee recommended medical screening for the entire community as well as the insurance packages but the company pleaded that was going to be a challenge.

“But they have expressed readiness to cater for people who have been confirmed sick and provide the insurance for them,” he said.

Despite admitting the stakeholders have been cooperative with the processes, he, however, noted building damages were yet to be paid.

“About 40 houses are to be roofed with some to be collapsed and reconstructed while cracks were expected to be patched in others but after three weeks of submitting the report, we are yet to see any work,” he lamented.

But with the commitment the stakeholders have demonstrated so far, he assured he was convinced they would achieve positive results by the end of the week.

There was drama at the National Security Ministry as lawyers for the victims of the Ayawaso West Wuogon bye-election violence rejected a compensation package for their clients while calling for more engagement and transparency on the matter.

The lawyers, Abraham Amaliba and Victor Kodjoga Adawudu, said the Ministry did not engage them and therefore they were unaware of what went into the computation of the compensation package.

They described it as an “ambush”.

“See, if you invite the individuals to come and provide some documentation and they have come to provide the documentation and that has lasted for two months that is not negotiations. In fact if they had told them that they needed to come here with their lawyers, they would have done so by informing us.

“But today, they were asked to come here for a meeting. They assumed that this is the beginning of the negotiation… and that is where the surprised element comes in,” said Abraham Amaliba.

According to him, they suggested that the compensation process should be held for transparency sake until the lawyers engaged the National Security to understand how the figures were arrived at in order to break it down for their clients.

“We are not against the compensation but we just think that the right thing should be done. We want to bring to their attention the fact that two of the victims are virtually vegetables now and cannot engage in meaningful work to feed their family… that must be factored into the compensation package, the level of compensation will depend on the extent of damage sustained,” he added.

The Chief Director of the National Security Ministry, Lieutenant Colonel Ababio Serebour (Rtd), had no choice but to reschedule the planned ceremony to next week Thursday for the aggrieved parties to iron out their differences.

“This country is for all of us. We should not be politicising things, do you understand? They are aware. If you ask them, they are aware so if you are their lawyers, fine, but don’t say that you are surprised. We haven’t surprised you. They are the people that we are dealing with. Just take a date,” he said.

On his part, the Director of Legal at the National Security Ministry, Osei Bonsu Dickson, said they had a prior engagement with the victims and asked them to bring persons who they will want to be part of the negotiations.

 “So when you’re invited to communicate with your intermediaries, your lawyers and things like that, it is okay.

“In most cases, they came directly. Some also come with their spouses. As far as we are concerned, they always had the opportunity to engage whichever lawyer or solicitor,” he said.

The workers say they have used their hard-earned compensations to secure the Prestea Gold resources.

Following the sale of the Bogoso Prestea Mine under the previous owner, Golden Star Resources (GSR), the workers say they were expecting to be paid their monies.

This expectation was, however, not met, leading to a series of strikes and lawsuits against the company.

Speaking on Beyi W’ano, a segment on Adom FM’s Dwaso Nsem morning show, a former worker at the mines, Richard Quaicoe accused a section of his colleagues of trying to outsmart others.

He alleged that some of the workers who were affected during the change of ownership went to court on the blindside of the majority to demand about 70% of the compensation due, over 1700 workers.

The situation, he explained, has left the fate of many hanging as there is only about 30% settlement left for more than 700 workers.

But former Prestea-Huni Valley MP who was also a worker at the mines, Francis Adu Blay, on the same show, fought off the claims.

According to Mr Blay, all the affected workers were offered an opportunity to join the legal action against the company, adding they wrote names and paid monies for the processes but others later came for their monies and withdrew from the process.

“We had 823 names on the list but there were rumours and threats that those still at post will be sacked if they joined the legal action.  As at that time, we were pursuing our severance package which started in 2002 even before I became Assemblyman and MP. So the money was awarded to only those who went to court,” he explained.

Mr Adu-Blay, however, indicated the workers are expected to appear before the Takoradi High Court Human Rights Division on November 1, 2021, to put the matter to rest.

Speaking on Top Story, Friday, the spokesperson of the PURC stated that a panel has been set up to ensure appropriate compensation is given to customers who were affected.

Bawah Munkaila explained that in the parts of the country where these outages were taking place not every household had been impacted on the same level.

“When you consider the commission’s tariff system we have a graduation tariff structure, so when you have all these things the compensation definitely should not be the same.

“So, we are going to determine the frequency of outages in a neighbourhood and the duration of that particular outage in a particular neighbourhood. So it is not everybody that is going to be compensated at all levels so that is now the work the commission is doing now through a panel.”

This comes after PURC concluded its investigations on the causes of the recent erratic power supply which began earlier this year.

The report established a number of factors that led to the challenges in power supply including technical challenges in the natural gas supply network, new transmission infrastructure being constructed on National Interconnected Transmission System (NITS) and Planned and unplanned maintenance activities on the aspects of the NITS.

Others include reduction in reactive power support in the mid-portion of the country and emergency upgrade and modification works on the NITS to increase reactive power support and improve voltage is in the mid-portion of the country.

Mr Munkaila told Evans Mensah that the compensation once determined will be paid by the utilities as punishment.

He added that the compensations are usually paid in a form of credit or energy which will be given to customers.

“Currently the secretariat is working without a board, so even if it is done with its findings and appropriate compensation to be paid customers, we still have to wait for a board for the approval to be given before the utilities can be sanctioned to compensate consumers in that regard,” he added.

Meanwhile, PURC in its report stated that it is the need for an updated and consolidated generation and transmission
the master plan cannot be overemphasized.

Thus, the Commission would therefore engage all relevant stakeholders to ensure that this is achieved.

“Finally, the Commission calls for capital injection by the shareholders for the speedy execution of their stalled and planned network improvement projects,” parts of the report read.

Even though there were fears the Council will renege on its pledge to make the payment, the latter stuck to their end of the bargain by making payment Wednesday, April 28.

Authorities of the Western North RCC, on behalf of Regional Minister, Richard Ebbah Obeng, Louis Owusu Agyapong, presented a cheque of GHS 201,273.

Speaking to the press, Mr Agyapong explained that some of the 23 selected farmers will receive GHS1,800.00 as compensation, while others will receive GHS 34,000 depending on the size of lands.

Mr Anyetei, who is now bedridden, asserts that the Ministry of Agriculture in 2015 during the battle against bird flu (Avian Influenza Virus), burnt 1,730 of his birds in a bid to tame the spread of the virus which is transferable to humans.

“The ministry came to burn 1,730 of my birds and promised me that the government would compensate me,” he said

According to him, the 1,730 birds burnt, as at 2015 had a market value of between GHC 40,000.00 and GHC50,000.00.

Mr Anyetei asserted his poultry farm no longer became viable after the mass burning of his poultry birds and as a result, he is unable to cater for his family.

The government in 2016 is said to have allocated some $11 million to the Ministry of Agriculture as compensation for poultry farmers affected by the Avian Influenza Virus.

But fresh reports seem to suggest that the monies allocated to the Ministry were not used for their intended purpose as numerous poultry farmers have complained of not having been paid their compensation.
