Speaking on Adom FM’s Dwaso Nsem, Afenyo-Markin said that despite attempts by some to inflame the situation, the CID demonstrated impartiality and diligence throughout the investigation.

“There are people who still don’t understand and want to inflame issues. They have this ‘deal with him’ mentality. But I must commend the CID Boss, Lydia Donkor. Not everyone is bad in Ghana, and neither are all police officers. I saw real professionalism and determination from her to ensure fairness,” he stated.

The Effutu MP explained that the CID visited Parliament to assess the scene, interviewed witnesses, and requested CCTV footage from the Signals Bureau to aid their probe.

“When the incident happened, I provided them with witnesses. Some police officers even reprimanded the man involved in my presence. Eventually, a letter was sent to the Signals Bureau for the videos,” he said.

Afenyo-Markin also highlighted the extensive security coverage in Accra, noting that multiple cameras captured the incident from different angles.

“The Accra you see today has full security. Between Parliament and the Accra International Conference Centre, there are three national security cameras covering the main entry and both side views. After reviewing all the footage, they confirmed my conduct was peaceful — there was no aggression,” he added.

In a lawsuit filed at the High Court in Accra on January 22, 2025, she accuses NIB officials of manipulating account balances belonging to her late husband, COP Stephen Andoh-Kwofie.

COP Stephen Andoh-Kwofie died over nine years ago.

As the administrator of his estate, Faustina Andoh-Kwofie claims he had informed her about significant deposits in various accounts associated with him and his company, ANEBONA.

Upon requesting statements for specific accounts, including 5012002254901-USD-ANEBONA and 5012002254902-GBP-ANEBONA, she claims she found substantial discrepancies, revealing balances much lower than anticipated.

Despite multiple requests for a detailed transaction breakdown, she states in her writ that NIB has not complied.

She is therefore seeking a court order compelling NIB to provide complete and accurate account statements from December 1, 2014, to the present date, along with general damages and legal costs.

NIB reaction

Graphic Online has reported that the bank has acknowledged receipt of the suit.

It said the legal outfit of the bank was handling it and would respond to the writ.

The Head of Customer Service of NIB, Mary Owusu-Brefo, said the bank had received the writ of summons and the legal team is preparing to respond to it accordingly as the law demands.

The late Stephen Andoh-Kwofie passed away in 2015 as a Commissioner of Police.

He was commissioned into the Officer Corps of the Ghana Police Service as Deputy Superintendent of Police on April 1, 1991, and rose through the ranks.

He served in several capacities at various stations across the country and on international assignments.

This was after the Police leadership through Superintendent Sylvester Asare, head of the Legal and Prosecution, appeared in Court on Wednesday, April 17, to apologize to the Court for their inability to show up in Court previously.

He also told the court that, the vehicle in question had been released to the Applicant yesterday, (Tuesday, April 16), as a measure to purge themselves of the contempt.

The High Court on April 15, last Monday, issued a bench warrant for the arrest of the Director General (DG) of the Criminal Investigation Department (CID) of the Ghana Police for failing to appear in Court for Contempt.

The orders of the Court also directed the arrest of the DG of the Legal and Prosecution Unit of the Ghana Police Service.

This was after the Court held that the two who are respondents in an application filed by Sureword Global Outreach for an order for the respondents to release a vehicle with registration number GN2925-20 to the applicant have “blatantly refused”  to appear before the Court.

In Court on Wednesday, April 17, Justice Lydia Osei Marfo while rescinding the bench warrant said an institution like the police should uphold the rule of law at all times.

“Therefore, if they fail to uphold the rule of law by disrespecting the orders of the court would be pushed to call them to order,” she stated.

Police apology

Supt. Asare who represented the Respondents as Counsel rendered an unqualified apology to the Court for the incident that led to the issuance of a bench warrant.

“Respectfully my lady, first and foremost, I humbly want to render an unqualified apology for and on behalf of the Respondents (Director Generals of CID and Legal and Prosecution) for their inability to appear before this Court as directed by the Court which warranted the issuance of a bench warrant,” he submitted.

According to Supt. Asare, it was not the intention of the Respondents to disobey the orders of the court but their inability to be present was due to a mix-up.

“I want to bring it to the notice of this court that it is not the intention of the Respondents herein to disobey the orders of this court,” he added.

“In fact, it has never been the characteristic of the Respondents at all, saved to say that, the Respondents never had notice of proceedings in this court,” he stated.

“Therefore, we apologise for the mix-up.”

Media information

Supt. Asare submitted that the Respondents only got knowledge of the case in the media after it was reported on Monday.

“Be it that it may, upon hearing of the proceedings in the media, I quickly called the counsel for the Applicant and he came to my office and as we stand here this morning, (Wednesday), I want to tell this court that the matter has been resolved and the vehicle in question has been released to Counsel for the Applicant yesterday (Tuesday).”

“We deem it necessary to bring this latest development to the notice of this court and also to demonstrate that the Respondents at all material times will obey and adhere to orders of this court,” Superintendent Asare submitted.

Confirmation

Counsel for the Applicant Abraham Arthur, confirmed to the Court that, the vehicle which forms the basis for the contempt has been released.

He expressed commendation to Justice Lydia Osei Marfo for the bold action to issue an arrest warrant against the top police officers.

“We agree with submissions of Counsel on the other side (Respondents),” and confirmed to the Court that, the vehicle has been released to his client.

Incontrovertible evidence

Justice Afia Serwah Asare-Botwe, the presiding judge, said there was incontrovertible evidence that, the Respondents in the matter were served with all proceedings of the hearings.

“The truth of the matter is that there is incontrovertible evidence that the Respondents were served with all the proceedings of this court at various stages of proceedings,” Justice Marfo said.

She added that the secretaries of the (Inspector General of Police) received all the proceedings and in law “it is a good service.”

The Judge said, “The Respondents are deemed to be officers and law enforcement,” adding that, “they are major stakeholders of policing in this country.”

Call to order

Justice Marfo said, for the purpose of ensuring the rule of law, the Court would be compelled to call the police to order if they fail to uphold the rule of law.

“Therefore, if they fail to uphold the rule of law by disrespecting the orders of the Court, the Court would be pushed to call them to order,” the Court said.

She added “After all, the law says nobody is above the law,” before describing what happened as “very unfortunate.”

The Court said, but for the publication in the media, the Respondents would not have appeared before this court, to buttress her point.

Justice Marfo before rescinding the bench warrant said, “It is hoped that this occurrence will not happen again.”

“Be that as it may, the Respondents have purged themselves from the contemptuous act and therefore the court will forgive their trespass. This being so, the application becomes moot, and same is struck out as settled,” Justice Marfo ruled.

This followed his attainment of the compulsory retirement age of 60, after serving 30 years, nine months and 22 days in the police service.

In attendance were the Inspector-General of Police, George Akuffo Dampare, former IGPs – Patrick Acheampong and David Asante-Apeatu, former COPs and senior police officers among others.

Ceremony

Dressed in ceremonial regalia, COP Yeboah earlier inspected a Guard of Honour after which he was graciously pulled out in a Pickup vehicle as he waved goodbye to colleagues, friends and family who had turned up in their numbers to bid him farewell.

COP Yeboah said he was happy to have served in the service and the nation for many years without blemish.

He said the experience he had gathered over the years will shape the rest of his life.

“It is time to spend the rest of my life in private. I am proud to be a Ghanaian and extremely proud to have served in the Ghana Police Service and my country honourably without blemishes.

“I will forever be grateful to the Almighty God for giving me the wisdom to choose a career as a police officer and serving under very fine officers at various times in my career,” COP Yeboah added.

He thanked senior officers who he said made his journey in the service a fruitful one, especially those who encouraged him when the going was tough.

Commendation

The Chaplain General of the Police Service, DCOP Very Reverend Father George Arthur, who read the exaltation, commended the out-going CID boss for the important role he played in the service which he said had helped to improve the image of the Police Service.

About COP Yeboah

COP Yeboah rose through the ranks to become the CID boss.

He was a member of the National Security Council, a member of the Small Arms and Light Weapons Commission, and a former member of the Police Council.

He had Bachelors and Masters Degrees from the Kwame Nkrumah University of Science and Technology (KNUST) and was a Lawyer.

COP Yeboah was also a graduate of the Federal Bureau of Investigation (FBI) National Academy in Quantico, and a product of the University of Virginia, both in the US.

He held several managerial positions in the Police Service, including Director-General, Administration; Director-General, Technical; Director-General, Legal and Prosecution, and Northern and Ashanti Regional Police Commander, among other positions.

COP Yeboah is married with four children.

He was presented with a citation by the Police Service for his selfless contributions.

She replaces COP (retired) Isaac Ken Yeboah who retired.

COP Isaac Ken Yeboah retired from active service (September 22, 2022) and was pulled out of the service at a ceremony held in his honour at the National Police Training School in Accra.

This followed his attainment of the compulsory retirement age of 60, after serving 30 years, nine months and 22 days in the police service.

In attendance were the Inspector-General of Police, George Akuffo Dampare, former IGPs – Patrick Acheampong and David Asante-Apeatu, former COPs and senior police officers among others.

Replacement

Globally, the issue of a lack of female representation at the upper echelons of security services becomes topical but Ghana achieved a major milestone in August 2021 with the elevation of the then Assistant Commissioner of Police (ACP) Faustina Agyeiwaa Kodua Andoh-Kwofie as the first woman to head the high profile Intelligence Department of the Ghana Police Service (GPS).

She has moved from that step to take over as CID boss at her current rank of DCOP.

Who is ACP Andoh-Kwofie?

Until her elevation last year to head the Intelligence Department, she was the Director in charge of the Commercial Crime Unit under the CID at the National Police Headquarters.

Her duties at her former office included leading and directing investigations into fraudulent transactions such as money laundering.

She, is, therefore, coming into her new position with critical firsthand experience in what has become the menace of financial crime that thrives in a globalised digital economy.

Having risen through the ranks by dint of hard work, she has over 29 years of work experience in active policing.

She was enlisted into the service on October 1, 1992, and passed out on October 1, 1993, as a Constable,” she recounted to The Mirror in an interview which was published last year. 

Breakthroughs

With excellent managerial and leadership skills, she has held various command positions in the GPS and symbolic of what is becoming a trend of excellence in Ghana’s policing leadership, she holds a professional qualification outside of her policing work. She is a trained lawyer.

Memberships

She is a member of the International Police Women Association.

She was a member of a task force that drafted a national action plan for the Elimination of Child Labour in 2007 at Sogakope and was also a member of a committee that was set up by the then IGP Kwarteng Acheampong to review the syllabi used by the Ghana Police College in 2007 and a member of Police UN & UN Mission selection text team in 2007.

She has also been a Board member for Africa Centre for Counter-Terrorism since 2016.

Academic background

Her desire to achieve academic laurels is undoubtedly manifested in the various academic programmes she has undertaken and the positive impact these have on her work performance.

She holds a Bachelor of Laws (BL) from the Ghana Law School and an LLB from the University of Ghana. She was called to the Bar in 2013.

Among her tall list of academic successes are MA in International Relations, MBA in Human Resource from University of Ghana, MSc Criminology & Criminal Justice-University of Portsmouth, UK, and a Bachelor of Education in Psychology, University of Cape Coast.

She has four academic research works to her credit. ACP Andoh-Kwofie had her secondary education at St Monica’s Secondary School and Nsutaman Catholic Secondary where she was the Assistant Head Girl from 1990 to 1991 and the Girls Prefect from 1988 to 1989 respectively.

Currently, she is the Vice-President of the Nsutaman Old Students Association (NOSA).

Family

She is from Kwamang in the Sekyere Central District in the Ashanti Region. She is a Presbyterian and a mother of two boys.

She enjoys researching modern trends in policing and how to combat crime.

For her, cooking is her passion and she loves to sing when in a great mood.

Commissioner of Police (COP) Isaac Ken Yeboah said two persons were arrested upon suspicion but later through investigations, it was discovered that they were nowhere near the crime scene on that day and therefore could not be linked to that crime.

COP Yeboah appealed to the public to assist the Police with vital information that will lead to the arrest of the perpetrators.

He added that crime combat is a shared responsibility, thus, crime could be reduced through joint effort between the Police and the public.

He advised that any information about any criminal activity should not be put on social media.

Mr Yeboah assured the public that confidentiality of informants would be guarded and called on all to have confidence in the Police.

The public could reach the police through these emergency lines: 191, 18555, 0275000156 and 0206639121. He cautioned those who misuse them to desist from it, whether to divert attention, insult police, among others so as to make way for genuine calls.

On June 14, 2021, at about 1228 hours, police received a distress call from James Town that three armed men on two unregistered motorbikes had attacked and robbed a bullion Nissan van with the registration number  GT 8592 W belonging to MON-TRAN Company.

Police rushed to the scene and found Constable Osei on board shot dead and the driver injured.

The body of the deceased of the National SWAT member was found at the front seat bleeding from the head and other parts of the body, with his AK 47 snatched by the robbers.

Witnesses led police to a wooden structure where a body of one Afua Badu, 40, a casualty, was found.

 A search found Grace Essel, an official of the financial institution who escaped unhurt and had taken refuge in the community. She was sent to the Police Hospital.

Meanwhile, the bodies have been kept at the Morgue for preservation and autopsy.

The gang made away with the AK 47 rifle the police officer was wielding as well as an unspecified amount of money.

Among other things, COP Tiwaa has listed the resolution of a 30-year impasse between the National Lottery Authority (NLA) and Private Lottery Operators as one of her greatest achievements.

She revealed that a planned demonstration by the Private Lottery Operators over the impasse almost morphed into a security concern until her outfit called both parties to find a way to resolve the issue.

Speaking at an event where the NLA and Private Lottery Operators met to sign an MOU, COP Tiwaa said she was happy at the consensus that had been reached.

“This is one of my remarkable achievements as the director of CID; I am grateful to NLA for marking us a part of this,” she said.

Outspoken Member of Parliament for Assin Central, Kennedy Agyapong, has called for the resignation of the CID boss, Maame Tiwaa Addo-Danquah.

Speaking on Accra-based Net 2 TV, the outspoken lawmaker said Madam Tiwaa courted controversy when she said at a press conference some months ago that the Police knew the whereabouts of the girls, a statement My Agyapong believes was based on false information received from the suspect.

According to him, the leadership of the Ghana Police and by extension the entire service is incompetent, saying the latest development does not surprise him.

Mr Agyapong was reacting to the news of police confirmation of the death of the four kidnapped girls from Takoradi.

According to the Bentum family, the CID boss was in constant touch with them and did enough to assuage their pain.

Speaking to Starrfm.com.gh Wednesday, cousin of Priscilla Bentum, Isaac Ackon said calls for the CID boss’ resignation are nonsensical and misinformed.

“The truth is one. I’m saddened that one person is being unfairly blamed for what has happened. Whoever is pushing for her resignation is being misinformed. We are just sensational in this country, we rather target people for nothing and when we are asked to prove we fumble.

“Whatever she ought to do she did it, she has been calling us, checking up and help us in every way possible. As a mother she did everything she could for us. We are targeting her unfairly, it is nonsensical for people to ask her to go, I will stand with her any day,” he said.

Also jumping to the defends of the CID chief was Philip Korankye, a brother of one of the victims saying the Maame Tiwaa was huge shoulder for them to rely on.

” She was calling my father all the time. She has been helpful indeed. People don’t know what she was doing behind the scenes,” he said.

The Director of Public Affairs of the Ghana Police Service, ACP David Eklu said the service is open to a second opinion in the DNA outcome of the bodies that were retrieved at Kasawrodo in the Western region.

According to him, the police has nothing to hide in the results that confirmed that the bodies were those of the missing girls.

“The news on the girls isn’t a pleasant one. There are some concerns in the media which we may find difficulty understanding . We deal with the families on individual basis. If the families want the remains for independent tests we won’t object to that,” he told Starr News Naa Dede Tetteh.

It comes after two of the families rejected the outcome of the DNA test conducted by the police.

The acting Inspector General of Police, James Oppong Boanuh, on Monday confirmed that results of DNA tests conducted on some human parts exhumed in a house in Takoradi are those of the four missing girls.

A special police operation led to the discovery and exhumation of the bodies of the four missing Takoradi girls at Kasawrodo in the Western region, Starr News confirmed in August this year.

Maame Tiwaa Addo-Danquah says her resignation will not automatically resolve the issue and bring back the girls.

Speaking at a programme organised by Commonwealth Africa in Accra Wednesday, she said her focus is working to “bring whatever situation that we have at a very conclusive stage not to waste your time thinking you want to resign or not.”

The girls, Ruth Quayson, Priscilla Blessing Bentum and Priscilla Koranchie are believed to have been kidnapped between August 2018 and January 2019.

On August 2, 2019, the police confirmed they retrieved human remains from a septic tank on a property previously occupied by the key suspect in the kidnapping of the three missing girls, Samuel Udoetuk-Wills.

The skulls were retrieved at Kasaworodo a suburb of Takoradi following a search in the premises by the Police with the aid of sniffer dogs.

The police through their investigations got the information that the girls were dead and were buried in the septic tank behind the accused person’s house, a source said.

Following the discovery, there have been calls for the head of the CID boss after she told reporters “We know where the girls are,” at a news conference in Accra.

While confident of wrapping up the saga, she urged patience and assured the public “they are safe…very soon they will be brought back home.”

Then, families of the missing girls questioned why the police failed to disclose the information to them before going public.

Weeks later, under-pressure Maame Tiwaa beat a retreat saying she was misunderstood when she announced the three missing girls had been located.

She told Accra-based Atinka TV, she ‘wanted to give the families hope’ by that announcement.

The CID boss who could be the next Inspector-General of Police said her comments have been misinterpreted. ‘Maybe people did not understand me well’ she said in Twi, a local language.

The opposition NDC has announced it is collecting signatures calling for the CID boss’ sacking.

But in the latest rebuttal, Mama Tiwa said when it is time for her to leave, “I will leave because somebody was there [before] and I am here [today].”

She said her current “position is not one that I applied for” stressing one climbs the ranks by working hard and earning it.

According to her, but for the position of head of Legal and Prosecution that she cannot command because she is not a lawyer, “there are other schedules that I can go as the Commissioner of Police.”

“I don’t need to resign…resigning is like resigning from the Ghana Police Service…the position is not something that I have to resign and say I am no longer a Director General of the CID.

“It is like a posting or transfer, so I have to be transferred. When the time comes for me to be transferred, I will be transferred…maybe I will be taken to a different position,” she said.

Maame Tiwaa Addo-Danquah said when everyone “is calling for your resignation, the question you have to ask yourself is if leaving will solve the problem.”

Afoko contempt case: IGP, CID boss fail to show up in court for third time https://www.adomonline.com/afoko-contempt-case-igp-cid-boss-fail-to-show-up-in-court-for-third-time/ Mon, 22 Jul 2019 16:14:55 +0000 https://www.adomonline.com/?p=1686979 The Inspector-General of Police, David Asante-Apeatu and the Director-General of Police the Criminal Investigations Department (CID), COP Maame Tiwaa Addo Danquah have for the third time failed to show up at an Accra High Court where they have been cited for contempt.

At the two previous sittings, the judge, Justice Jennifer Dodoo indicated she would only deliver her ruling if the two officers were present.

She further indicated that she would have issued a warrant for their arrest if they were ordinary citizens.

Lawyers for murder suspect Gregory Afoko initiated the contempt proceedings in court and asked that the two top police officers be sanctioned for refusing to release Afoko despite meeting the bail conditions set by the High Court in March 2019. 

Justice Dodoo fixed July 22, to deliver her ruling following the absence of the IGP and CID boss.

However, as at 3:pm Monday when the case was called to be heard in chambers, the IGP and CID Director-General were both not present.

Joy News sources said the case has been adjourned to October 10.

Some of the varying uses include beddings, window shields, food mats, toilet papers among others; as such it was no surprise that it found its way being used as a bread wrapper by a hawker.

This time however, it became a stepping stone for the first female Director General of the Criminal Investigations Department in Ghana.

“Those days that I was selling, one of the newspapers I was wrapping bread for someone I saw the police advert that they were recruiting as I was wrapping bread. So I kept that paper and I applied” she recounted.

Narrating her police enlistment ordeal

With the love and passion she has for police, The CID boss remembered walking all the way from Achimota to Tesano to join a long queue to submit her form and go through vetting.

According to her, when it got to her turn, she was sacked because of her height and was told could not meet the police standards but she never left the police premises after she was disappointed. Maame Yaa Tiwaa Addo-Danquah, then met her ‘angel’ , Mrs Jane-Christine Donkor the first female Commissioner of the Ghana Police Service who asked her to handover her documents and gave her the opportunity.

“The enlistment day I took a car from Konongo and came to Accra. The person who gave me direction said Police depot is near Achimota. So I stopped at Achimota, and I think it was somewhere St Johns thereabout. So I walked all the way from St Johns to Tesano… That was my second time of coming to Accra. So I came with my O’level. When I got there the queue has formed. When I joined the queue and it got to my turn and they took my measurement, They sacked me. They said my measurement was not up to 5’4, so I should go.” she narrated.

“When they said I should leave I didn’t go. I stayed there. Yes, I was disappointed… The Chairman of the Committee doing the enlistment who became the first female Commissioner of the Ghana Police Service, Mrs Jane-Christine Donkor called me and I will never forget her. She gave me the opportunity. She had observed that I was still standing [around] after they told me to go. She asked me ‘why are you here? I remember we said you are not up to the height so go!’ And I said [please] Madam, ‘I really want to be a police woman’.”

“Then she asked for my results slip. She looked at it and then she told the team members they should allow me to go and write the exams. That was how come I became a Police woman.” the CID Boss recalled.

DCOP Addo-Danquah in the interview also refuted claims that she is related to President Nana Addo Danquah Akufo-Addo, noting that, the ‘Addo-Danquah’ is her husband’s name and her husband who is a lecturer at UCC French Department is not related to the President in anyway.

CID boss ordered to proceed on leave https://www.adomonline.com/cid-boss-ordered-proceed-leave/ Mon, 16 Oct 2017 06:09:04 +0000 http://35.232.176.128/ghana-news/?p=580821 Bright Oduro, Director-General of the Criminal Investigations Department (CID), according to reports, has been asked to proceed on leave.

According to Starrfmonline.com, sources from the police service have revealed that, Mr. Oduro is not expected to return to his position.

Sources also have it that, Mr. Oduro assumed office on January 28, 2017 but has been asked to go on leave which supposedly coincides with his retirement in January 2018.

There is however no indication that the Assistant Commissioner of Police (ACP), Maame Yaa Tiwaa Addo-Danquah also the Second in Command will take over from her boss as she was recently associated with a scandal involving A-Plus and the two deputy chiefs of Staff Samuel Abu Jinapor and Francis Asenso-Boakye.

A new CID boss is expected to be introduced soon.
