The Minister for the Interior, Henry Quartey, has issued an Executive Instrument renewing curfew hours for Chereponi Township and surrounding areas in the North East Region.

The curfew will be in effect from 10:00 pm to 4:00 am, starting Wednesday, November 6, 2024.

The government is urging chiefs, elders, opinion leaders, and youth in the area to remain calm amid ongoing challenges and to pursue peaceful, non-violent ways to address issues, promoting stability in the region.

Additionally, a total ban has been placed on carrying arms, ammunition, or any offensive weapons within the designated communities. Individuals found with such weapons will face arrest and prosecution.

Mr. Quartey has also renewed curfew hours for Saboba Township and its surrounding areas in the Northern Region, effective from 10:00 pm to 4:00 am on Wednesday, November 6, 2024.

The statement called on chiefs, elders, opinion leaders, youth, and residents to remain calm amid ongoing challenges.

The Minister also urged the community to seek peaceful solutions through non-violent means.

The statement further emphasized that a total ban on the possession of arms, ammunition, or any offensive weapons remains in place in Chereponi and its surrounding areas.

“Anyone found in possession of arms or ammunition will be arrested and prosecuted,” the statement warned.

Following the clashes, which resulted in casualties and damage to property, many professional public sector workers left the affected communities.

In response, the Regional Minister, Yidana Zakaria, in an interview with JoyNews said authorities are mobilising civilian volunteers from the local population to fill essential roles such as teaching and healthcare.

“If you have a community where due to violence, teachers, nurses among others have all run away leaving school children and as a result the schools have closed down, it should come to every Ghanaian as sad.

As a result, we are trying to mobilise the local people who have at least minimum education of diploma to degree level to take charge of the schools,” he said.

The goal is to restore normalcy in schools and health centers, and revive socioeconomic activities in the impacted areas.

The mobilisation effort is expected to conclude by January 4th, 2024.

The clash was said to have occurred as a result of a chieftaincy disagreement between two Chokosi factions in the community.

Four people were killed and over 25 houses were burnt in addition to motorbikes and other property.

According to the National Disaster Management Organization, over 600 people have been displaced by the violence. Schools remain closed as the community is deserted.

Speaking to JoyNews, the District Chief Executive, Hajia Zuweiratu Nashiru, said the 10 suspects had been remanded for two weeks to reappear in court. 

The DCE assured that the suspects will be made to face the law if found guilty.

The injured include an officer with the Ghana Armed Forces.

The incident happened on Thursday morning at Wenchike, a town in the North East Regional District.

The violence is said to have spread to six other communities.

JoyNews’ correspondent, Eliaso Tanko, said scores of houses and household granaries had been set ablaze.

Dozens of residents are also reportedly leaving for the district capital.

Deputy Regional Director of the National Disaster Management Organisation, Imoro Nashurideen, said the violence was triggered by the enskinment of a sub-chief by the Chief of Wenchike.

Mr Nashurideen is currently at the hospital at Chereponi to ascertain the extent of injuries sustained by the victims.

Several persons have sustained severe gunshots and machete wounds while a number of houses and property have been set ablaze.

It has emerged that the incident that has resulted in residents fleeing to neighbouring Togo for safety because of the fear of reprisal attacks, is a renewed dispute between the Konkonba and Chekosi ethnic groups over land.

Graphic Online is learning that some of the residents have also sought refuge at the palace of the Chereponi Chief.

Security deployment

The District Chief Executive for Chereponi, Mr. Abdul-Razak Tahidu told Graphic Online Wednesday morning, that a joint military and police team has since been deployed to the community to restore calm.

He said the violent clashes have escalated to all Konkomba and Chekosis settlements in the district such as Tekasu and Nanburunu and some parts of the Saboba district.

“Information I am getting this morning is that several houses and property in all the Konkomba and Chekosis settlements have been set ablaze and I have called the Northern Regional Police Commander and the Northern Regional Minister to inform them about the situation so that they can deploy more security personnel to the area”, he said.

The Chief of Wenchiki, Bosoro Abubakar Awufor has called for the deployment of more security personnel to the area to help calm the situation and protect lives and property.

Background

Two persons were shot dead while several others sustained severe gunshot wounds last year in yet a renewed conflict between the Konkomba and Chekosi ethnic groups at Naaduni over an alleged land dispute.

Thirteen persons were arrested in connection with the violent clashes between the two ethnic groups but they were later released without charge.

The violent clashes started after some alleged Konkombas attacked a Chekosi man who was said to have sent a tractor to plough part of a disputed land.

The dispute was finally resolved at the palace of the Paramount Chief of Chereponi which went in favour of the Chekosis.

In an interview with Adom News, the Chairman warned that if the NPP does not desist from online registrations and appointments for the NABCO, the party will collapse.
He complained that there was no form of online registration during elections, so why then has the party devised an online strategy to address graduate unemployment.
He added that party youth who voted the NPP into power are unemployed but the appointment has been given to non-party people.
He expressed his displeasure in the actions taken by the NPP in the registration and appointment processes for NABCO.
The Chairman also lamented that with the 50 persons per district, less than 10 of the 50 persons in the Cheriponi District are party supporters.
The Constituency Chairman reiterated the threat that if the DCE should be ready for various forms of attacks from the youth if he grants permission for NABCO to commence their interviewing processes in the district.
“How can we the party members who suffered be neglected as you give the chance to non-party members, do you think we don’t know why we voted?”
“I’m the constituency chairman and I’m warning the government and the DCE of Chereponi that if they want to see the other side of us, we will show them because we can’t suffer for other people to enjoy. For that, we will not agree,” he said.
“If the DCE continues to do whatever he wants, we will be going to his office and attack him because we don’t understand what is going on and more to the point we didn’t vote through online,” he said.

Joy News’ Martina Bugri reports that the chief is against the addition of the Chereponi District to the North East region, which may be created after the referendum.

The Chereponi chief is against the move because he does not want he and his people to lose their loyalty to the Dagbon tribe.

They have said their loyalty will be shifted to the Mamprusi ethnic if they are carved into the North East region.

The Dagbon tribe swears allegiance to the Yaa Naa who enskins the chief of Chereponi.

Martina says a District Security Council Meeting is currently underway with the security services, the District Chief Executive of Chereponi and Electoral Commission (EC) officials to find an amicable solution to the situation.

In the other regions, however, the registration exercise is going on without any major hitches.

In the Volta region, Hohoe District, from where Ivy Setordzi reports, some 30 people have been successfully registered.

The only problem there, she said was the low turnout which she attributes to the fact that many people are yet to return from church.

EC officials there are hoping for an improvement once churches close.

“Apart from that, the exercise is very smooth,” Ivy said.

In the Tano South District of the Brong Ahafo region, Precious Semevor reports that process has been orderly and problem free.

Only 13 people had been registered at the time of his report.

But since the church situation seems to be playing there too, EC officials are confident the numbers will increase once church services end.

At Techiman, which forms part of the proposed Bono East region, Anas Sabit Anas reports that the process began at exactly 7 AM.

He said fresh registrants from both Techiman North and South constituencies have been taken through the process of acquiring their voter identification cards.

As at midday, some 60 people had been successfully registered.

The registration exercise will take place within 47 districts offices of the EC for the affected areas and will be done online through the Commission’s Voter Management System.

The EC is mandated by law to hold the referendum to determine whether the voters in the regions to be created support the creation of the new region or not, the EC Chair Jean Mensa said.

The registration will, therefore, will take place from Sunday, September 16, to Tuesday 25.

He revealed that, he is working hard to bring jobs to the teeming unemployed youth in the region.
This follows clashes between the two tribes over a piece of land which resulted in the death of two people over the weekend.
The chief and some elders were picked up by police to assist with investigations.
A joint police and military personnel have been deplored to the area to ensure peace.
Addressing the media, Hon Salifu Saeed admonished the people to channel their energies into productive sectors of the economy.
He said he wants the Chekosi and Konkomba youth to join government’s efforts to make northern Ghana the food basket of the nation.
“This is farming season, people are ready to go and farm if these things are happening they are scared to go to farm. What I’m telling the people in Northern region is that we want to be a lead region in the implementation of the planting for food and jobs so therefore no conflict.
“People should stop fighting and let’s put all our energies into cleaning our lands and then making sure that we’ll do the necessary weeding by the end of the day there will be enough food for us to eat, leftovers we can sell and get additional income,” Hon Salifu Saeed said.
The Minister added that the Regional Security Council (REGSEC) is meeting over the Chereponi Clash and also review other hot spots to see how they can restore peace in those areas.
