The Premier League newcomers have included a clause that would see them sign the 22-year-old on a permanent basis for £30m should they avoid relegation.

A transfer would also be contigent on Ipswich agreeing a contract with Broja at the end of the season.

Albania international Broja was initially reluctant to move to Portman Road but was convinced on Tuesday to make the switch, which is expected to go through on Wednesday, pending the completion of a medical.

Ipswich have used the windfall from promotion to upgrade Kieran McKenna’s squad, adding Omari Hutchinson on a permanent basis from Chelsea, along with Ben Johnson, Liam Delap, Arijanet Muric, Sammie Szmodics, Kalvin Phillips and Jens Cajuste.

Broja took part in Chelsea’s pre-season tour of the United States but begun training with Chelsea’s ‘loan group’ when he returned to London after being deemed surplus to requirements.

The homegrown star has struggled to earn game time at Stamford Bridge since an anterior cruciate ligament injury in December 2022 and also had a disappointing spell on loan at Fulham last season.

Gallagher and Chalobah, both 24, were significant parts of former manager Mauricio Pochettino’s plans, and he was ready to advocate for the duo to stay but his departure has added further uncertainty about their futures.

The Argentine left Stamford Bridge in an amicable exit by mutual consent on Tuesday evening.

Chelsea are believed to value Gallagher at around £50m as he enters the last year of his contract next month.

Gallagher remains reluctant to move despite Pochettino’s departure after a successful season, in which he often wore the captain’s armband, and made the most appearances.

The England midfielder is also cautious about rushing a move through before the European Championship this summer after being called up to Gareth Southgate’s preliminary squad.

Chalobah is also in no rush to leave with four years remaining on his contract in west London.

He was previously valued at £25m when Chelsea accepted an offer from Nottingham Forest last summer – only for him to reject a move to the East Midlands.

The English defender would only entertain offers from top seven Premier League clubs or Champions League clubs in Europe.

Left-back Maatsen, who is preparing for the Champions League final while on loan at Borussia Dortmund, is also up for sale.

The Netherlands Under-21 international, 22, extended his Chelsea contract before joining the German giants on loan in January but it included a £35m release clause.

Albania striker Broja, 22, who endured an unsuccessful loan spell at Fulham this season, is also available for sale and is attracting interest from a host of European clubs.

The two loanees are willing to move before 30 June which could help Chelsea adhere to Premier League profit and sustainability rules (PSR).

Chelsea have spent more than £1bn on transfers in the past four transfer windows – albeit while also selling £400m worth of talent – and want to continue investing in the playing squad.

However, the club deny any activity is in relation to concerns of PSR sanctions for falling foul of financial rules.

The Blues have agreed a £29.1m fee to sign 17-year-old Palmeiras winger Estevao Willian but he will only join the club in 2025 after turning 18.

Broja, 22, has made 19 appearances across all competitions for Chelsea this campaign, scoring two goals.

The Albania international was also a target for Wolves and AC Milan during the winter transfer window.

“It feels amazing. I’m really happy to be here and I can’t wait to get started, meet the players and manager and play for the fans,” said Broja.

“The fans always play a big role and I can’t wait to go to Craven Cottage and meet them all. I’m going to work hard for the team and create a real bond. I’m really honoured and excited to be here.”

He missed half of the 2022-23 season after rupturing his anterior cruciate ligament in December 2022.

Broja is a graduate of Chelsea’s academy and has scored three goals in 38 appearances since making his debut against Everton in March 2020.

Fulham are 12th in the Premier League, two places and six points behind Chelsea, and just six teams have scored fewer than the Cottagers’ tally of 28 goals in 2023-24.

Meanwhile, Chelsea midfielder Andrey Santos has joined French Ligue 1 club Strasbourg on loan.

The 19-year-old was on loan at Nottingham Forest at the beginning of this campaign, but only made two appearances before being recalled by Chelsea this month.

The club always planned to loan Santos out again this season to continue his development.

Strasbourg are also owned by Todd Boehly and Behdad Egbahli, with the Chelsea co-owners buying a majority stake in the club in June 2023.
