NOT THE DEAD !!! SET STANDARD STATE PROTOCOLS TO HONOUR PEOPLE WHO ARE ALIVE AND WHO HAVE ACHIEVED THOSE MERITS. USUALLY, STATE HONORS AFTER DEATH ARE SPECIAL FOR THOSE WHO PERISH WHILE ON STATE DUTIES.
