The group is demanding the release of four soldiers and two National Security officers who were arrested for allegedly attempting to install a new chief at Awutu Quashi Abbey in the Awutu Senya West District.

Reports indicate that the arrests followed the officers’ attempt to carry out the installation despite the community already having a recognised chief.

The situation has sparked outrage among the Asafo members, who have gathered at the police station calling for the immediate release of the detained officers.

Eyewitnesses describe a tense atmosphere at the police command, with the Asafo group refusing to leave and police insisting that due process must be followed.

A military pickup truck with registration number 52 GA 62 has reportedly arrived at the scene with additional soldiers, allegedly to secure the release of their colleagues.

Speaking to Adom News, the leader of the Kasoa Ofaakor Asafo group, Asafo Supi Nipa-Nka, cautioned military officers against involvement in land and chieftaincy matters.

“The military should stay away from issues of land and traditional authority; that is not their work,” he said.

Police presence at the station has been reinforced to prevent the situation from escalating into violence.

OSP names Ken Ofori-Atta as ‘key figure’ in controversial SML contract https://www.adomonline.com/osp-names-ken-ofori-atta-as-key-figure-in-controversial-sml-contract/ Thu, 30 Oct 2025 19:55:36 +0000 https://www.adomonline.com/?p=2594428 The Office of the Special Prosecutor (OSP) has intensified its probe into the controversial Strategic Mobilisation Ghana Limited (SML) contract, revealing findings that directly implicate former Finance Minister Ken Ofori-Atta.

According to the OSP, the former minister was personally and centrally involved in advancing the deal despite being fully aware that the company lacked the capacity to deliver on its mandate.

At a press briefing on Thursday, October 30, Special Prosecutor Kissi Agyebeng stated that Mr. Ofori-Atta’s consistent involvement and clear awareness of SML’s operational shortcomings point to his alleged complicity in causing financial loss to the state.

The OSP indicated that the former minister ignored repeated warnings and red flags while endorsing millions of cedis in questionable payments from key state accounts.

Findings from the investigation revealed a consistent pattern of intervention by Mr. Ofori-Atta to promote SML’s interests. Evidence cited includes a directive issued on August 29, 2019, instructing his technical advisor, through his chief of staff, to integrate SML into the existing system managed by West Blue Consulting alongside the Customs Technical Services Bureau.

Investigators discovered that Mr. Ofori-Atta was copied on nearly every email related to the process, which the OSP described as a clear indication of his direct knowledge of SML’s deficiencies.

As Finance Minister, he was reportedly aware that SML lacked the tools and technical capacity to perform its duties but allegedly continued to approve payments.

The OSP contends that his silence and failure to act, despite knowing of the company’s non-performance, amounted to willful endorsement of an unproductive arrangement that drained public resources.

The investigation also suggests that Mr. Ofori-Atta’s alleged personal interests in the deal may have influenced his inaction.

According to the Special Prosecutor, if the former minister had not been benefiting from the arrangement, he would have intervened to suspend payments and hold SML accountable.

Instead, he is accused of quietly endorsing payments made from the Consolidated Fund, the Petroleum Revenue Account, and the Tax Refund Account without any legitimate technical justification.

Evidence gathered by the OSP shows that SML failed to perform its core functions, including transaction audits and external price verification. Even 15 months after its engagement, the company reportedly lacked systems to receive essential customs control and valuation records.

Despite its inability to deliver, SML allegedly continued to receive payments, leading to what the OSP describes as a significant financial loss to the Republic.

SCHOLSEC, NIB arrest suspected fraudster behind fake scholarship scheme https://www.adomonline.com/scholsec-nib-arrest-suspected-fraudster-behind-fake-scholarship-scheme/ Thu, 30 Oct 2025 14:39:55 +0000 https://www.adomonline.com/?p=2594326 The Scholarship Secretariat (SCHOLSEC), in collaboration with the National Investigations Bureau (NIB), has arrested a man, Emmanuel Ofori, for allegedly defrauding Ghanaians through a fake government scholarship scheme.

Reports indicate that Ofori created multiple social media accounts on Facebook, LinkedIn, and Instagram, impersonating the official Scholarship Secretariat. Using these accounts, he reportedly promised victims government-sponsored scholarships in exchange for money and even issued counterfeit certificates bearing forged signatures of the Secretariat’s Registrar.

Ofori was apprehended in Tema following an intelligence-led operation after the Registrar, Alex Kwaku Asafo-Agyei, lodged a formal complaint with the NIB. The suspect is expected to appear in court on Monday to face charges of fraud and impersonation.

Speaking to journalists, Mr. Asafo-Agyei praised the NIB for its swift action and called on potential victims to assist with the investigation.

“We encourage anyone who may have fallen victim to this fraudulent scheme to contact the Secretariat on 0302907058 or 0302907051 and provide any evidence to support the prosecution,” he said.

He emphasised that the Secretariat does not charge fees for scholarships, and all awards are based on transparent and verifiable processes.

“I urge the public to remain vigilant and rely only on the Secretariat’s official communication channels. Be wary of individuals or online platforms promising scholarships for money,” he cautioned.

The Ghana Scholarship Secretariat, established to support brilliant but financially constrained students, continues to warn against fraudulent intermediaries and fake accounts. This arrest is part of a broader crackdown on online scams targeting scholarship applicants.

Three policemen, 4 civilians injured after armed youth attack Nsuaem station over suspect’s arrest https://www.adomonline.com/three-policemen-4-civilians-injured-after-armed-youth-attack-nsuaem-station-over-suspects-arrest/ Thu, 30 Oct 2025 12:48:11 +0000 https://www.adomonline.com/?p=2594242 The Western Central Regional Police Command has confirmed that calm has returned to Nsuaem in the Tarkwa-Nsuaem Municipality following a violent attack on the local police station on Wednesday, October 29, 2025.

According to a statement issued by ASP Beatrice Turkson on Thursday, October 30, the incident began after officers detained 25-year-old Sulley Moses.

During the confrontation, three police officers and four civilians sustained injuries and received treatment at Nsuaem Government Hospital, with one civilian referred to Effia Nkwanta Regional Hospital for further care.

Preliminary investigations indicate that Moses was arrested after residents accused him of attempting to lure two children, aged seven and five, to an unknown location.

“On Wednesday, October 29, a group of about 15 men, accompanied by two children, brought suspect Sulley Moses to the station, reporting that they had spotted him near Nivo Filling Station talking to the children,” the statement said.

“They suspected he intended to lure the children to an unknown destination and demanded police action.”

Following the children’s confirmation that Moses had forcibly held them, tensions escalated as news of his arrest spread. A mob of about 500 people, reportedly armed with stones and other weapons, stormed the station, demanding his release.

The crowd blocked the Takoradi–Tarkwa highway, set tyres ablaze, and hurled stones at police, causing damage to two vehicles, parts of the station building, and several impounded motorbikes.

Reinforcement teams, supported by military personnel, were deployed to disperse the crowd and restore order. Sulley Moses has since been transferred to the Tarkwa Regional Police Headquarters for further investigation.

All personnel at Nsuaem Police Station have been relocated for safety, and the station has been temporarily closed.

The Western Central Regional Police Command strongly condemned the attack, assuring the public that all perpetrators will be identified, arrested, and brought to justice.

“The Command assures the public that all perpetrators will be identified, arrested, and brought to justice,” the statement concluded.

Mr. Assibey Antwi appeared before the court on Tuesday and pleaded not guilty to multiple charges brought against him by state prosecutors.

Adom News’ Kodwo Mensah Aboroampa, who was in court, reported that he was escorted by personnel from the National Intelligence Bureau (NIB).

The case stems from a corruption scandal allegedly involving the misappropriation of about GH¢653 million.

Court documents filed at the High Court in Accra accuse Mr. Antwi, along with former Deputy Executive Director Gifty Oware-Mensah, of orchestrating schemes that siphoned public funds through “ghost” service personnel and fraudulent bank loans.

Osei Assibey Antwi faces fourteen counts, including causing financial loss to the Republic. The flagship charge alleges he authorized the payment of allowances to over 60,000 non-existent national service personnel, resulting in a loss of GH¢500,861,744.02.

He also faces multiple counts of theft totaling GH¢8,256,000 between August 2023 and May 2024 and is accused of misusing project funds by authorizing the withdrawal of GH¢106 million from the NSA’s Kumawu Farm Project account on five occasions without spending any of the funds on the project.

Anti-LGBTQ+ Bill: I won’t return to Parliament if… – Ho West MP https://www.adomonline.com/anti-lgbtq-bill-i-wont-return-to-parliament-if-ho-west-mp/ Thu, 30 Oct 2025 07:00:06 +0000 https://www.adomonline.com/?p=2593994 Ho West MP Emmanuel Kwasi Bedzrah has vowed not to seek re-election if the Proper Human Sexual Rights and Ghanaian Family Values Bill is not passed and assented to.

Speaking on JoyNews’ PM Express, Mr Bedzrah said his stance is rooted in principle and moral conviction rather than politics.

“If it’s not assented to, I will not come back to Parliament again,” he declared. “This is a live studio, and I’m saying it. I’ve even told my colleagues and everybody that if it’s not passed and assented to, I’ll not come back. What do I come to do? If I don’t have a moral principle to my generations unborn, then what am I doing?”

He emphasised that his entire parliamentary career and personal beliefs are tied to defending the bill, which seeks to criminalise LGBTQ activities and promote what its sponsors call “proper human sexual rights and family values.”

“That is my whole life. Some of us did not just enter Parliament because we wanted to be members of Parliament,” he stated. “We must defend our principles. My colleagues who think we are just there to do politics are mistaken. Some of us are there for a purpose — for the forward movement and advancement of this country.”

Mr Bedzrah, one of the bill’s sponsors, also accused Minority Leader Alexander Afenyo-Markin of being “untruthful” about claims that he once sought to amend the bill when he was Majority Leader in the previous Parliament.

He denied any engagement with Mr Afenyo-Markin or his office over proposed amendments.

“He has never come to us as sponsors either to change or do any amendment, or even hold on the bill,” Bedzrah insisted. “This is the first time I’m hearing anything like this, and I am surprised that the same Minority Leader today will stand in front of everybody in Parliament advocating for this bill. So what kind of double tongue is this?”

According to him, as one of the eight sponsors of the bill, he worked closely with other members, including Ntim Fordjour and Sam George, to coordinate its progress in Parliament.

“We meet as eight members, including Hon. Fordjour, to agree on how to go about this business,” he said. “When he brought those amendments, he lost miserably.”

His comments were in response to Mr Afenyo-Markin’s earlier claim on JoyNews that the then-opposition NDC refused to cooperate with efforts to amend the bill to make it more acceptable for presidential assent.

For Mr Bedzrah, however, the issue transcends politics — it is a matter of moral conviction. He insists that if the bill does not receive presidential assent, his 16-year parliamentary career will come to an end.

Police arrest 12 for possession and transportation of ammunition at Nsakye https://www.adomonline.com/police-arrest-12-for-possession-and-transportation-of-ammunition-at-nsakye/ Wed, 29 Oct 2025 20:28:44 +0000 https://www.adomonline.com/?p=2593930 Twelve individuals have been arrested in connection with the transportation and possession of 598 cartons of BB cartridges at Nsakye, near Nsawam in the Eastern Region.

A police update on Facebook identified the suspects as Emmanuel Tsornyake, the driver of a DAF articulated truck with registration number EN 792-19; Ofori Jumbo; Paul Darko; Charles Laryea; Theophilus Laryea; and George Teye. They were reportedly caught while loading the ammunition into a hidden compartment inside the truck.

Three others — Noah Tretsu, Eric Danquah, and Billy Gamati — were also arrested for their alleged involvement. The arrests followed an intelligence-led operation carried out on Tuesday, October 28, 2025.

Initial investigations revealed that 317 cartons contained live cartridges, while 281 were empty, all concealed within the trailer to avoid detection. Police acted swiftly after receiving intelligence that the vehicle was being used to transport ammunition from a farm.

Further inquiries led to the arrest of three more suspects. Police sources indicated that one of them, Ebenezer Okyere, implicated Samuel Kwadjo Baffoe as the owner of the cartridges. Baffoe was later apprehended at Amasaman and reportedly identified Gloria Bartels as his supplier.

He is also said to have confessed to supplying ammunition to two Nigerian nationals, Tony and Chika, who allegedly intended to export the items to Nigeria.

All twelve suspects remain in police custody, assisting with ongoing investigations, and are expected to be arraigned in court soon.

The police emphasized their renewed commitment to strengthening intelligence-led operations and implementing stricter measures to combat the illegal trafficking of arms and ammunition nationwide.

Former Deputy NSA boss was simultaneously enrolled as National Service personnel https://www.adomonline.com/former-deputy-nsa-boss-was-simultaneously-enrolled-as-national-service-personnel/ Wed, 29 Oct 2025 16:15:06 +0000 https://www.adomonline.com/?p=2593852 Auditor-General’s Forensic Audit Finds Deputy NSA Boss, Gifty Oware-Mensah, Improperly Enrolled as National Service Personnel

A technical and forensic audit by the Auditor-General has revealed that Gifty Oware-Mensah, Deputy Executive Director of the National Service Authority (NSA), was improperly enrolled as a national service personnel while already serving as a full-time, salaried public officer.

The audit report indicates that Mrs. Oware-Mensah was manually uploaded into the National Service Scheme system on March 16, 2021, based on her Master of Public Administration degree from KNUST, despite being ineligible under statutory rules.

Her full allowance of GH¢6,708.48 (GH¢559.04 per month for 12 months) was deducted and paid to a vendor through the NSA’s “MarketPlace” platform for a purported credit facility. The enrolment was approved on April 22, 2021, by then-Minister for Youth and Sports, Mustapha Ussif, who the audit notes lacked the authority to approve such a PIN assignment.

Mrs. Oware-Mensah was posted to Koblimahagu Sobriya Primary School in Tamale but did not report for duty or undergo any biometric validation, yet her name remained on the payroll.

The forensic audit further revealed that she was among 4,556 individuals improperly enrolled as service personnel, resulting in irregular expenditures totaling GH¢899,349.67. Only 19 of those enrolled met the basic criteria for validation and approval.

Investigators attributed the anomaly to manual overrides, weak system controls, and the absence of automated checks to prevent salaried public officers from being enrolled as national service personnel. The report also highlighted misuse of the NSA’s “MarketPlace” platform, which facilitated deductions and fund diversion without proof of goods or services delivered.

The Auditor-General warned that such actions breached public trust, compromised the integrity of the National Service Scheme, and created avenues for fraud. Recommendations included recovering the funds involved and surcharging Ms. Oware-Mensah and other responsible officials, including Osei Assibey Antwi and Eric Nyarko, with the full amount plus interest at the prevailing Bank of Ghana rate.

The report also advised that disciplinary action be taken against officers who bypassed standard protocols and that automated checks be implemented to prevent future instances of dual enrolment of public officers.

Citing Articles 110(1), 125–127, 144(1), and 146 of the 1992 Constitution, as well as relevant Standing Orders, the Minority urged Parliament to halt the Appointments Committee’s vetting process and any subsequent plenary debate or approval.

The motion highlights several pending cases, including one before the ECOWAS Court (Suit No. ECW/CCJ/APP/32/25) and others before Ghana’s Supreme Court and High Court, all of which directly contest Justice Torkornoo’s removal from office.

It also calls on the Attorney-General and Minister for Justice, Dr. Dominic Ayine, to appear before Parliament to brief members on the status of all related litigation.

The Minority seeks detailed information on the cases, including their identities, the nature of any interim or conservatory orders, the reliefs being sought, and their implications for the Chief Justice’s position.

Additionally, the motion requests clarification on Ghana’s obligations under regional treaties connected to the ECOWAS Court case and the government’s assessment of possible legal and constitutional consequences should the nomination process continue while the cases remain unresolved.

The motion comes in the wake of Justice Baffoe-Bonnie’s nomination by President John Dramani Mahama to replace Justice Torkornoo and the announcement of his upcoming vetting.

Gov’t urged to raise salaries and extend retirement age to 65 https://www.adomonline.com/govt-urged-to-raise-salaries-and-extend-retirement-age-to-65/ Wed, 29 Oct 2025 08:15:56 +0000 https://www.adomonline.com/?p=2593515 A pensioner, Dr. Nana Sefa Twum, has appealed to the government to increase public sector salaries and review Ghana’s retirement age from 60 to 65 years to promote fair pensions and strengthen the labour force.

Speaking on Adom FM’s Dwaso Nsem morning show, Dr. Sefa Twum observed that the low pensions many retirees currently receive reflect the poor salaries they earned during their active years of service.

“Someone is receiving as high as GH₵140,000 monthly pension, while others get as little as GH₵400. For such people, nothing will change even in 200 years if they were to live that long, because their salaries were too low and they didn’t adequately plan for retirement,” he lamented.

He explained that improving public sector salaries would not only ensure a decent standard of living for workers but also guarantee better pension benefits after retirement.

Dr. Sefa Twum also proposed that Ghana’s retirement age be reviewed to 65 years, arguing that the change would enable workers to contribute more to national development and ease the burden on pension funds.

“If the retirement age is extended by five years, more people will be contributing to the pension scheme while fewer will be withdrawing. That will strengthen the fund and also help workers better prepare for retirement,” he noted.

Citing global trends, he pointed out that most Western countries, including the United Kingdom, have retirement ages above 60, with the UK currently at 67 years.

“In many developed countries, no one retires at 60. By that age, people are more experienced and still capable of working. It is not true that everyone at 60 lacks the strength to contribute,” he stressed.

Dr. Sefa Twum, a strong advocate for labour reforms and sustainable pension systems in Ghana, urged policymakers to prioritise salary adjustments and retirement reforms to promote fairness and long-term economic stability.

Heavy-duty truck kills pupil, 2 others in critical condition at Aburaso https://www.adomonline.com/heavy-duty-truck-kills-pupil-2-others-in-critical-condition-at-aburaso/ Wed, 29 Oct 2025 07:38:55 +0000 https://www.adomonline.com/?p=2593481 Aburaso, a community along the Bechem–Kumasi Highway, was thrown into mourning on Tuesday afternoon, October 28, after a heavy-duty truck loaded with lumber lost control and killed a pupil.

Information gathered by the Ghana News Agency (GNA) indicates that the deceased, whose identity is yet to be confirmed, was returning home from school with two other pupils when the accident occurred around 2:00 p.m.

The two other pupils are said to be in critical condition.

An eyewitness, Mr. Evans Owusu, told the GNA in a telephone interview that the driver of the truck, with registration number GE 9901-11, lost control, causing the lumber to fall from the vehicle’s bucket and trap the children.

He said some young men in the area quickly mobilised to rescue the victims but discovered that one had already died. The two others were rushed to a nearby hospital for treatment.

As of the time of filing this report, Mr. Owusu said the truck had blocked the Aburaso section of the highway, causing heavy vehicular traffic as vehicles from both directions were unable to move.

He added that several passengers were stranded, while the truck driver and his mate escaped unhurt and fled the scene.

Daddy Lumba’s body belongs to the family, not the partner – High Court rules https://www.adomonline.com/daddy-lumbas-body-belongs-to-the-family-not-the-partner-high-court-rules/ Wed, 29 Oct 2025 06:36:11 +0000 https://www.adomonline.com/?p=2593465 A Kumasi High Court has ruled that the body of a deceased person belongs to the family and not the partner

The court observed that, irrespective of the form of the marriage contracted in Ghana, customary law is applied in the unlikely event of the death of the partner

Justice Dorinda Smith Arthur, in her ruling on an interlocutory injunction application seeking to enjoin the burial and funeral service of legendary highlife musician Charles Kwadwo Fosuh, aka Daddy Lumba, says the matrilineal family is entitled to a deceased person’s body and funeral rites.

Kofi Owusu Fosuh www.myjoyonline.com

It follows the court’s refusal of an injunction application brought against the head of the family, Priscilla Ofori, also known as Odo Broni, and the Transitions Funeral Home by Akosua Serwaa, who identifies herself as the only surviving wife of the late musician.

Dorinda Smith-Arthur’s court was characterised by heated legal arguments and banter as counsel for the plaintiff and defendants battled it out to advance their positions on the law.

Lawyers for the plaintiff, led by William Kusi, had spent 56 minutes to advance his arguments, praying the court to absorb his client’s plea to prevent the head of the family and another woman who also identifies as the wife of the musician, the funeral home, as well as their assigns, from moving the body and conducting the burial and funeral rites of the late musician

Plaintiff counsel averred, Akosua Serwaa is the only surviving spouse since she has a certificate of Civil Ordinance Marriage issued in Germany, and she ran to court knowing very well that the law was on her side as the only surviving wife.

This, he said, is an indication that the late musician cannot be married to another woman.

Referring to several legal authorities, including the Practice Direction of 2024, lawyer William Kusi argued the application was not strange and that it was known by law since due procedure was followed.

Quoting paragraph 3 of the practice, he said the plaintiff filed the application promptly, that is, on October 3, 2025.

Akosua Serwaa www.myjoyonline.com

But the hopes of the plaintiff’s relatives being granted by the court were shot down when defence lawyers questioned the legitimacy of the evidence put before the court in the form of a purported marriage certificate of the marriage of the late musician.

They also pointed out procedural errors in the interpretation of the certificate, claiming it did not comply with Section 8 of the Evidence Act.

They pleaded Exhibit A1 could not be admissible since it was in Dutch and should have been certified by the German authorities, Ghana’s consul in Hamburg, and further interpreted by approved institutions in Ghana.

On the part of the counsel of Transition Funeral Home, the evidential burden of duty was not met by the applicant as prescribed by Section 11 of the Evidence Act

But the human rights court, which also has to make a determination of the substantive application filed by Akosua Serwaa, who is seeking to be recognised as the only surviving spouse of the late Ghanaian music legend, Charles Kwadwo Fosuh, popularly known as Daddy Lumba, refused the injunction application.

Presiding Judge, Her Ladyship Dorinda Smith Arthur, who cited Order 25, Arthur, rule 1:1 of the High Court (Civil Procedures) Rules, 2004, and several legal authorities, assured parties her ruling shall be just and convenient as she refused the application.

Dominic Kwadwo Osei www.myjoyonline.com

Lawyer for the defendants, Dominic Kwadwo Osei, the counsel for the 1st respondent, Abusuapanin Kofi Owusu, said, “It has been by dint of hard work from the team. As the judge read (ruling), I was very confident in our position.

“We had an objective. Our objectives first, to ensure that any impediment, such as this injunction, would be denied by the court for the proper burial to proceed.

“What the judge read sounded like someone who appreciated both arguments; saw the superior argument from our side-from Baba Jamal and Associates, and sided with our position, so we are very, very happy, ‘ he said.

“It also means victory for the family. What it means is that now bury this giant of a musician and then look at other matters.”

Family games

Meanwhile, the court has set out plans to rule on the substance case by November 25, 2025.

The court has set November 14, 2025, for case management.

In a statement issued on Tuesday, October 28, 2025, the Authority noted that the figure excludes certain categories of personnel—such as teachers, nurses, and midwives—whose placements are still being verified due to data inconsistencies. Their postings, it added, will be published once the verification process is completed.

The NSA explained that the deployment process was carried out meticulously and appealed to the public to appreciate the technical nature of the exercise. It also cautioned prospective service personnel against engaging middlemen or fraudulent agents who claim they can influence or alter postings.

According to the statement, all prospective personnel are required to complete the following steps:

  1. Check postings at gnsa.gov.gh.
  2. Print appointment letters and have them endorsed by their assigned institutions.
  3. Book an appointment online for registration and validation.
  4. Visit the designated regional registration centres with the endorsed appointment letter and Ghana Card to complete the process.

The regional validation and registration exercise will run from Wednesday, October 29, 2025, to Friday, November 21, 2025, while the official commencement of national service is scheduled for Monday, November 3, 2025.

Director-General of the NSA, Ruth Dela Seddoh, congratulated all newly posted graduates and encouraged them to serve diligently.

Court rescinds bench warrant for Chairman Wontumi https://www.adomonline.com/court-rescinds-bench-warrant-for-chairman-wontumi/ Tue, 28 Oct 2025 12:26:34 +0000 https://www.adomonline.com/?p=2593255 The Accra High Court has rescinded the bench warrant it earlier issued for the arrest of the New Patriotic Party (NPP) Ashanti Regional Chairman, Bernard Antwi Boasiako, popularly known as Chairman Wontumi.

The bench warrant was issued on Tuesday, October 28, 2025, by Justice Audrey Kocuvi-Tay after the court observed that Chairman Wontumi and his legal team were absent when the case was called for case management at 9:40 a.m.

At the time, Chief State Attorney Stella Ohene Appiah and her team were present, but the accused and his lawyers failed to appear or offer any formal explanation.

The judge therefore issued a bench warrant, directing law enforcement to arrest the accused.

However, Adom News’ Kodwo Mensah Aboroampa, who was in court, reported that moments after the warrant was issued, Chairman Wontumi and his legal team arrived, prompting the judge to rescind her earlier order.

Chairman Wontumi, together with Kwame Antwi, a director of Akonta Mining Company Limited, and the company itself, is facing six charges, including assigning mineral rights without approval and facilitating unlicensed mining operations, contrary to provisions of the Minerals and Mining Act, 2006 (Act 703), as amended by Act 995.

The case forms part of ongoing investigations into alleged illegal mining operations linked to Akonta Mining in the Samreboi area of the Western North region.

During earlier proceedings on October 7, 2025, the accused persons pleaded not guilty and were granted bail. The court had adjourned the matter to October 28 for case management and disclosure.

Following the brief confusion over his absence, Chairman Wontumi’s case is now expected to continue at the next scheduled sitting, with the bench warrant formally withdrawn.

Court issues bench warrant for arrest of Chairman Wontumi https://www.adomonline.com/court-issues-bench-warrant-for-arrest-of-chairman-wontumi/ Tue, 28 Oct 2025 10:25:35 +0000 https://www.adomonline.com/?p=2593186 The High Court in Accra has issued a bench warrant for the arrest of Ashanti Regional Chairman of the New Patriotic Party (NPP), Bernard Antwi Boasiako, popularly known as Chairman Wontumi, for absenting himself without permission.

On Tuesday, October 28, when the case was called at 9:40 a.m., the team of state prosecutors, led by Stella Ohene Appiah, a Chief State Attorney, was present. However, the accused person and his lawyers were absent without any explanation.

Justice Audrey Kocuvi-Tay, the presiding judge, noted that the business for the day was for disclosure to be filed and subsequent case management.

She stated, “Notwithstanding the inability on the part of the republic to execute the exercise today, the accused person and his legal representative are absent in court with no excuse of any sort to the court.”

The court explained that on October 7, 2025, when bail was granted and the matter was adjourned to October 28, it did not fix a specific time for the accused person and his lawyers to be in court.

However, it was expected that they would be in court by 9 a.m. for the business of the day to start.

Justice Kocuvi-Tay added, “Having not given any notice to the court as to their absence, a bench warrant is issued for the arrest of the accused.”

Chairman Wontumi has been charged together with Kwame Antwi, a director of Akonta Mining, and Akonta Mining, the company itself, for allegedly assigning mineral rights without approval. They had pleaded not guilty and were granted bail.

Per the Charge Sheet filed on Monday, October 6, 2025, Chairman Wontumi and the two others are facing a combined six charges, with each facing two counts.

The charges comprise three counts of assignment of mineral rights without approval, contrary to Section 14(1) and Section 99(2)(b) of the Minerals and Mining Act, 2006 (Act 703), as amended by Section 3 of the Minerals and Mining (Amendment) Act, 2019 (Act 995), and another three counts of purposely facilitating an unlicensed mining operation, contrary to Section 99(2)(b) of the Minerals and Mining Act, 2006 (Act 703), as amended by Section 3 of the Minerals and Mining (Amendment) Act, 2019 (Act 995).

Chairman Wontumi is currently before the High Court in Accra to respond to the charges.

Brief facts

Per the brief facts of the case, as filed on October 6, signed by the Attorney General, Dr. Dominic Ayine, the 1st Accused Person (A1), Bernard Antwi Boasiako, alias WONTUMI, a 49-year-old entrepreneur, is a native of Kuntanase in the Ashanti Region.

On paper, he is one of the two shareholders and one of the two directors of Akonta Mining Company Limited – the 3rd Accused Person (A3).

According to the Charge Sheet, Akonta Mining Company was incorporated on November 5, 2010, with “mining and exploration” as its object and principal business activities.

While Tarkwa is listed as its principal place of business, it operates mainly in the Samreboi area.

The Charge Sheet stated that the 2nd Accused Person (A2), Kwame Antwi, is at large and is listed as the other shareholder and director of Akonta Mining (A3).

Chairman Wontumi stated in both his police charge statement and investigative caution statement that he never saw or heard of Kwame Antwi since 2010 after they completed the company registration and other registration formalities.

Investigations have established that Chairman Wontumi (A1) alone has since exercised absolute control over Akonta Mining Company’s (A3) activities.

Further investigation is ongoing to establish the existence and, if so, the identity of Kwame Antwi (A2).

Items retrieved

As part of the Republic’s fight against the galamsey (illegal mining) menace, the Ghana Police Service embarked on a special operation on April 16, 2025, in the Samreboi area.

At the end of the operation on April 17, 2025, the police arrested Michael Ayisi Gyedu, a 50-year-old native of Samreboi, and 28 others within Akonta Mining Company’s (A3) concession in Samreboi.

During the arrest, the police retrieved the following items: eight pump-action guns, one single-barreled gun, five pieces of metal suspected to be gold concealed in a sachet, four machetes, several water pumping machines, 310 AAA/BB cartridges, one grease gun, four motorcycles, two vehicles, cash amounting to One Hundred and Fifty-seven Thousand Ghana cedis only (GH₵157,000.00), 25 serviceable excavators, and four non-serviceable excavators.

The Charge Sheet added that at the end of the trial, the Republic will pray the Court for a forfeiture order in respect of all items of value retrieved from the concession.

Galamsey activities

Per the charge sheet, upon his arrest, Michael Ayisi Gyedu named another, Henry Okum (a 44-year-old native of Krobo Odumase), as his employer who assigned him to supervise the mining activities on the concession.

Further, Michael Ayisi Gyedu stated that he and his fellow employees, as part of the mining activities on the concession, undertook land reclamation on parts of the concession that had been devastated while mining on the unmined portions of the land.

Henry Okum was subsequently arrested and cautioned. During interrogation, Henry Okum told police investigators under caution that sometime in September 2024, he approached and sought permission from Chairman Wontumi (A1) to undertake mining operations within the concession, which he believed belonged to Chairman Wontumi (A1) at Samreboi.

Investigations have established that Chairman Wontumi (A1) did agree to this proposal and gave Henry Okum permission to carry out mining operations within the concession.

Further investigations have, however, established that A1 allowed Henry Okum to carry out mining activities within A3’s concession without seeking or obtaining the legally mandated approval of the Minister.

NPP race: Why I won’t publicly endorse any flagbearer – Afenyo-Markin https://www.adomonline.com/npp-race-why-i-wont-publicly-endorse-any-flagbearer-afenyo-markin/ Tue, 28 Oct 2025 06:24:04 +0000 https://www.adomonline.com/?p=2593026 Minority Leader, Alexander Afenyo-Markin, says he will not publicly endorse any of the flagbearer aspirants in the NPP’s upcoming internal elections, stressing that neutrality is key to maintaining party unity and credibility.

Effutu MP, speaking on JoyNews’ PM Express, said his position as a leader in Parliament requires restraint.

“No, I cannot publicly say I am going to campaign for this person,” he stated. “I don’t have to because of where I sit.”

He explained that while he may have private preferences, he must remain publicly neutral to be trusted when reconciling different factions after the primaries.

“I cannot publicly… I have a role to play in the aftermath of the 31st. I played a major role in 2023. The dynamics haven’t changed much, and where I sit, I see some work that will require a lot of energy after 31st January.

“So if I would have to play that role, show my hand openly, it will be difficult to be trusted when I am doing that midnight walking,” he said.

The Effutu MP noted that although some MPs have openly declared support for various aspirants, they have conducted themselves decently.

“Initially, my concern was how those who will declare openly will manage themselves,” he said.

“You recall that I came out openly to say that, look, let’s be very neutral. And my good reason was that after the primaries, we, the leaders in Parliament, would have to do some legwork, do what I call the midnight walking, get people together here and there.”

Afenyo-Markin added that he respects those who have chosen to declare their support publicly.

“Some disagreed. You are in a democracy. And for those who disagreed, they have chosen to go about their views decently. For me, that is commendable,” he said.

“I will continue to encourage those who are showing faces that look like I belong to Mr A or Mr B, sell the message of your candidate. For me as a leader, I cannot.”

Asked if his deputies and other parliamentary leaders were expected to follow his example, Afenyo-Markin said he has shared his position with them.

“Some have respectfully made their views known to me. They did disagree and said that, ordinarily, I would be with you, but I would want to go this way. But I will be decent, which I’ve already said is good. Some have also said, Leader, we think it’s better to keep calm and go by this approach. So we are watching, but so far, so good,” he said.

Despite differing loyalties within the caucus, he insisted that the internal competition has not affected their work in Parliament.

“I do not think that that has affected the way we work in Parliament,” he emphasised.

Reflecting on the broader significance of the primaries, Afenyo-Markin said the upcoming contest shows the party’s strength and future potential.

“We have five gentlemen of our stock, hardworking, determined, they’ve made their name in the party, so bold, courageous to say that, look, we want to take the flag and bring you victory,” he said. “That, in itself, tells me that the party has a future.”

He added that the determination of the aspirants gives him confidence in the NPP’s vitality.

“The fact that this remains that determined, that fire in their belly keeps burning, gives me assurance that there’s hope for the party. Because you see, a party that has no future will not have people wasting their time to use its brand to serve at all,” he said.

Afenyo-Markin said once the primaries end in January, the party will focus on rebranding and uniting behind its new leader.

“By 31st January, we will be done with this. A leader is chosen. Once that leader is chosen, a manifesto committee will be set up. Then the proper rebranding starts,” he said.

Judge threatens to proceed with Ameyaw-Ekumfi’s trial if… https://www.adomonline.com/judge-threatens-to-proceed-with-ameyaw-ekumfis-trial-if/ Mon, 27 Oct 2025 17:06:32 +0000 https://www.adomonline.com/?p=2592918 The prosecution in the high-profile $2 million Sky Train scandal case is poised to present its first witness, but proceedings were stalled on Monday, October 27, 2025, forcing the High Court to issue a firm warning to one of the key defendants.

Presiding over the Criminal Division, Justice Audrey Kocuvi-Tay cautioned former Ghana Infrastructure Investment Fund (GIIF) Board Chairman, Prof. Christopher Ameyaw-Ekumfi, that the trial would proceed in his absence if he fails to appear with formal legal representation by Wednesday, October 29, 2025.

The stern caution came after Prof. Ameyaw-Ekumfi appeared in court without counsel, explaining that his newly acquired lawyer, Yaw Boafo, had not completed the necessary court registration process.

The Charges: Financial Loss to the State over Sky Train Fiasco

Prof. Ameyaw-Ekumfi and co-accused Solomon Asamoah, the former GIIF Chief Executive Officer, are facing serious criminal charges, including conspiracy and wilfully causing financial loss to the state.

The charges stem from their alleged roles in the disbursement of a substantial $2 million from GIIF towards the controversial Accra Sky Train project.

This project, which was touted as a massive 200km urban rail network, allegedly involved a payment made to Africa Investor Holdings Limited in February 2019 for shares in an associated entity, a payment that prosecutors contend was made without proper board approval and lacked due diligence.

The total cost of the ambitious project was once estimated to be between $2.6 billion and $3.2 billion, yet the $2 million initial payment has been widely criticised as an unauthorised loss, especially since the Sky Train system never materialised.

Chief State Attorney Sefakor Batse expressed significant frustration with the continued delays, stating unequivocally that the prosecution was ready to commence its substantive case.

The Chief State Attorney, Sefakor Batse, expressed frustration over the delay, noting that the prosecution’s first witness was ready to testify.

Defence Fails in Bid for Crucial Documents

Prior to the judge’s caution, the court ruled on a contentious application from the defence seeking to compel the prosecution to disclose documents they deemed exculpatory—meaning they could prove their clients’ innocence.

Victoria Barth, counsel for the first accused (Mr. Asamoah), argued that documents, including minutes of GIIF board and committee meetings, contained information vital to their clients’ defence.

Victoria Barth, counsel for the first accused, argued that the documents—including minutes of board and committee meetings—contained information crucial to demonstrating that the investment was duly authorised.

Duke Aaron Sasu, who previously represented Prof. Ameyaw-Ekumfi, fully adopted this position, insisting on full disclosure by the prosecution.

However, Deputy Attorney-General Dr. Justice Srem-Sai opposed the motion, stating that the requested materials were not in the possession of the prosecution or investigators.

Justice Kocuvi-Tay dismissed the defence’s application, ruling that the materials had not been proven to be in the prosecution’s possession.

She added that the defence could pursue other legal avenues to obtain the documents if necessary, clearing the way for the trial to finally begin this week.

Hair policy in SHSs is about hygiene and safety, not discipline – Adutwum https://www.adomonline.com/hair-policy-in-shss-is-about-hygiene-and-safety-not-discipline-adutwum/ Mon, 27 Oct 2025 15:01:51 +0000 https://www.adomonline.com/?p=2592802 Former Education Minister Dr. Yaw Osei Adutwum has called for a shift in how schools approach the issue of students keeping their hair, stressing that policies on hair length should be rooted in hygiene and safety rather than discipline.

Speaking on Adom FM’s Dwaso Nsem, Dr. Adutwum explained that while many schools in Ghana require students to cut their hair, the motivation behind such directives must be rational and considerate of students’ well-being.

“We sometimes think we are the adults and they are the children, so we force certain decisions on them without proper engagement,” he said. “We see it as discipline, but in reality, the hair issue is about hygiene and safety.”

The Bosomtwe MP cited the Accra High Court’s decision in the case of Achimota School and Tyrone Marhguy, noting that the court’s position reflected the importance of fairness and understanding in school policies. According to him, the rule on haircuts was historically introduced to help maintain cleanliness and ensure students devoted time to their studies, not as a form of punishment.

“When schools make rules that students must cut their hair, it’s not about discipline. It’s because not everyone has the luxury to keep their hair neat all the time,” he said.

Dr. Adutwum drew comparisons with schools abroad, where students are allowed to keep long hair but must follow safety measures, especially during physical activities.

“In my schools abroad, people come with long hair, but we have put measures in place to avoid injury during P.E. So we tell parents to either cut the length of the hair or tie it in a ponytail, and they always understand,” he shared.

The New Patriotic Party (NPP) presidential hopeful urged Ghanaian schools to adopt a similar approach that emphasizes communication and understanding between teachers, parents, and students.

“We can make the children understand the issues because keeping long or short hair is not about discipline but hygiene and safety,” he said.

Dr. Adutwum also advised that exceptions be made for students whose parents cite religious or cultural reasons for not cutting their hair.

“If parents give valid reasons their child’s hair cannot be cut, any court will rule in their favour. So schools must handle these cases with flexibility,” he explained.

He concluded that the focus should be on rational policy grounded in health and safety rather than enforcing uniform behavior for its own sake.

“We must let the children understand it’s for their own good, not just a disciplinary measure,” Dr. Adutwum added.

Finance Minister expected to present 2026 Budget on Nov. 13 https://www.adomonline.com/finance-minister-expected-to-present-2026-budget-on-nov-13/ Mon, 27 Oct 2025 06:24:54 +0000 https://www.adomonline.com/?p=2592509 Finance Minister Dr Ato Forson is expected to present the 2026 Budget Statement and Economic Policy to Parliament on November 13, Joy Business has learned from persons familiar with the preparation process.

The proposed date, which is subject to parliamentary approval, will mark the government’s first major budget presentation since winning the 2024 elections and having nearly nine months to steer the economy.

Some analysts have observed that the 2025 Budget largely operated within the framework established by the previous administration.

Under the Public Financial Management Act, the Finance Minister—acting on behalf of the President—is required to present the national budget to Parliament no later than November 15 each year.

The Finance Ministry has reportedly completed several rounds of stakeholder engagements and industry consultations to finalise the policies and programs that will feature in the 2026 Budget.

Expectations

Dr Forson has indicated in earlier interviews that the 2026 Budget will focus on job creation and economic growth stimulation.

Sources also suggest that the Finance Minister is set to introduce new policy measures aimed at reforming the tax system and improving revenue mobilisation.

According to the Commissioner-General of the Ghana Revenue Authority (GRA), Anthony Sarpong, the 2026 Budget will include a review of the Value Added Tax (VAT), with the effective rate expected to be reduced from 22% to 20%.

This adjustment is part of ongoing reforms to simplify the VAT structure and make it more business-friendly.

Additionally, Dr Forson is expected to review several tax levies, including the COVID-19 levy, as part of efforts to ease the tax burden on businesses and households.

With Ghana set to exit the IMF programme in May 2026, attention will also be on how the Finance Minister plans to manage the economy in the post-programme period.

The 2026 Budget will, therefore, be one of the government’s most significant economic policy documents, setting the tone for fiscal management and growth strategy after the IMF programme.

Another key area of interest for industry players and economists will be how Dr Ato Forson intends to manage the fiscal deficit and expenditure in 2026 while maintaining macroeconomic stability.

Four reportedly killed in Upper East within 24 hours https://www.adomonline.com/four-reportedly-killed-in-upper-east-within-24-hours/ Sat, 25 Oct 2025 13:44:30 +0000 https://www.adomonline.com/?p=2592323 Four people, including two women, have been shot dead by unknown gunmen in the Upper East region within the past 24 hours.

The latest attack occurred around 6 a.m. on Saturday, October 25, along the Atuba road near Binduri.

On Friday morning, a woman was reportedly gunned down after stepping out to meet a colleague.

Later that evening, around 7 p.m., a man identified as Salam was shot dead by two armed men on a motorbike at a drinking spot in Garu. At about 11 p.m. the same day, another woman was also killed in Binduri.

The most recent attack took place at dawn on Saturday, when gunmen ambushed and killed a man identified only as Azimbe.

Reports indicate that the deceased was the son of the late Kusasi chief, who was murdered in Asawasi, Kumasi, in July this year.

The killings have further heightened tension in the already volatile area.

Sources indicate that military personnel have arrested 10 people in connection with the murder of the second woman in Binduri.

Violence and tensions have reduced the otherwise buoyant municipality of Bawku in the Upper East Region.

It has disrupted peace efforts in the municipality and led to the imposition of a curfew, restricting movement and leading to the ban on arms.

Security forces have intensified patrols in the area, with military personnel reportedly arresting the latest incidents have reignited fears among residents and renewed calls for a lasting resolution to the protracted Bawku conflict, which has claimed numerous lives over the years.

“I haven’t been neglected,” Anita Desoso says as she confirms appointment https://www.adomonline.com/i-havent-been-neglected-anita-desoso-says-as-she-confirms-appointment/ Fri, 24 Oct 2025 17:08:06 +0000 https://www.adomonline.com/?p=2592177 National Democratic Congress (NDC) stalwart, Anita Desoso, has refuted claims that she has been sidelined or abandoned by the current government, clarifying that she currently serves on the Board of the National Population Council.

Speaking on Asempa FM’s Ekosii Sen, following the passing of former First Lady Nana Konadu Agyeman-Rawlings, Madam Desoso assured party supporters and well-wishers that she remains an active contributor to national development.

“I have not been sidelined or abandoned. When we talk about appointments, I have been given one, but I cannot come and make noise about it,” she explained.

The former NDC National Women’s Organizer said some members might have misinterpreted her low public profile as neglect, but she took time off after the 2024 elections to rest. “After the election, some of us needed to rest because I am growing old,” she noted.

Touching on the death of Nana Konadu Agyeman-Rawlings, Madam Desoso described the loss as deeply painful, acknowledging the immense role the late former First Lady and her husband, Jerry John Rawlings, played in shaping her political journey.

“Besides God, it is her and her husband who helped make me somebody,” she said emotionally.

Her comments come amid renewed conversations about recognition and inclusivity within the NDC.

Madam Desoso’s assurance, however, signals her continued loyalty and contribution to the party and national governance.

Koku Anyidoho reveals touching message he received from late Nana Konadu https://www.adomonline.com/koku-anyidoho-reveals-touching-message-he-received-from-late-nana-konadu/ Fri, 24 Oct 2025 12:06:54 +0000 https://www.adomonline.com/?p=2592057 Former Deputy General Secretary of the National Democratic Congress (NDC) and CEO of the Atta-Mills Institute, Koku Anyidoho, has shared a heartfelt recollection of his last interaction with the late former First Lady, Nana Konadu Agyeman-Rawlings.

Speaking on Adom FM’s Dwaso Nsem following news of her passing, Mr. Anyidoho reflected on their close relationship, which blossomed after he became familiar with the late President Jerry John Rawlings.

He revealed that on International Women’s Day earlier this year, he wrote a tribute in honour of Nana Konadu, commending her for her leadership and advocacy for women’s empowerment, particularly her instrumental role in the Beijing Conference and the establishment of the 31st December Women’s Movement.

“The article was published across several news portals, and I sent her the link,” he recounted.

“Her message to me was, ‘Koku, God bless you for remembering me and the role I was able to play. It looks like some people have forgotten, but God bless you for remembering me and for remembering leaders who have served this country during your time. One day, people will remember and honour.’”

Mr. Anyidoho said those words have remained with him, especially now in the wake of her death.

“I extend my condolences to the bereaved family — the children, Zanetor, Asantewaa, Amina, and Kimathi — as well as the entire nation,” he expressed solemnly.

Recounting the moment he learned of her passing, he said, “Around 1:00 to 1:15 p.m. on Thursday, I got wind of the sad news. I was in the Ridge area, so I went to the 31st December Women’s Movement office, but no one was there. I then proceeded to the Rawlings’ office, where I met some people, and together we put a few things in place and later addressed the press.”

He said he will always remember Nana Konadu through the lens of the Women’s Day tribute he wrote in her honour, a piece that celebrated her lifelong commitment to empowering women and shaping national development.

Mr. Anyidoho concluded that the late former First Lady’s humility, resilience, and sense of duty would forever remain a guiding light for those she inspired.

The longest-serving former First Lady in the history of Ghana passed on Thursday, October 23, 2025, at the Ridge Hospital after a short illness.

Some MPs declaring support for Bawumia funded Ken Agyapong’s campaign – Stephen Amoah alleges https://www.adomonline.com/some-mps-declaring-support-for-bawumia-funded-ken-agyapongs-campaign-stephen-amoah-alleges/ Fri, 24 Oct 2025 06:07:26 +0000 https://www.adomonline.com/?p=2591840 Member of Parliament for Nhyiaeso, Dr. Stephen Amoah, has accused some of his colleague MPs who recently declared support for Dr. Mahamudu Bawumia of double standards.

He claimed that some of them funded Kennedy Agyapong’s 2026 campaign with car donations.

Speaking on Asempa FM’s Ekosii Sen show, Dr. Amoah said the recent endorsement by 63 New Patriotic Party (NPP) MPs in favour of Dr. Bawumia is “psychological propaganda” meant to influence public perception ahead of the party’s presidential primaries.

“If you want to be elected into power, you need to be honest and uphold integrity. They are claiming that more than 60 MPs support Bawumia, but only about 20 were present at the press conference. The deception is too much; they have realized they would lose the election.

“They want to use psychological warfare, but we will see the results on election day. Some of the MPs who have written their names on the list have bought cars for Ken Agyapong’s team. The politics of lies, deception, and propaganda are in the past. Ghanaians are awake now; that won’t change their minds about who to vote for. They are clearly showing that they have lost the elections,” he said.

He added that the move undermines the integrity of the party’s internal democracy and violates the secrecy of voting.

“I dare them to conduct a secret ballot with the 63 MPs, and if Bawumia wins, I will stop supporting Kennedy Agyapong. This is psychological propaganda. Ken has already won the election. I know someone whose name was forcefully added to the list. What they are doing is even against the law by writing people’s names to join a camp. Voting is private, which means they cannot even rule the country. The secrecy of our vote is a legal mandate, and what the parliamentarians are doing is against the law,” the MP added.

On Thursday, 63 NPP Members of Parliament publicly declared their support for Dr. Bawumia, describing him as the most capable candidate to lead the party to victory in 2028.

The group, led by Mampong MP Kwaku Ampratwum-Sarpong, insisted that their support was voluntary and based on confidence in Dr. Bawumia’s leadership.

According to the statement, the party’s former 2024 presidential running mate, Wayoe Gjanamanti, made claims about submitting a petition to Parliament without the knowledge or approval of the CPP’s Central Committee.

The leadership, therefore, urged the public to disregard any reports linking the CPP to the said petition, reiterating its unwavering commitment to the party’s core principles and values.

ORAL data included ‘garbage’ entries collected without verification – Domelevo https://www.adomonline.com/oral-data-included-garbage-entries-collected-without-verification-domelevo/ Thu, 23 Oct 2025 06:48:53 +0000 https://www.adomonline.com/?p=2591535 A member of the Operation Recover All Loot (ORAL) Committee, Daniel Domelevo, has admitted that the team collected and compiled data without verification—including entries he described as “garbage.”

Speaking on Joy News’ PM Express, the former Auditor General stated that the ORAL team’s work was limited to gathering complaints and documentation submitted by the public, without conducting any investigations to verify their validity.

“I completely agree,” he said, responding to comments by the Deputy Attorney General that the estimated $21 billion expected to be recovered under ORAL was exaggerated.

“I remember I had an interview with you earlier, and I said that those figures are just a summation of the complaints which came. And I even said that after an audit or investigation, those figures may balloon further or may shrink. It is possible,” he said.

He explained that the actual test of the figures would be in court, where the amounts could change significantly.

“The actual game is in the courtroom,” he said. “When you get to the courtroom, the amount may reduce significantly. And I caution. I remember saying that I know even if we should win the 21 or close to $22 billion, collecting it is another game altogether.”

Mr. Domelevo emphasized that even after successful court rulings, recovering the money remained difficult.

“There are two lawyers that will tell you that even the fact that you have won the case in court does not necessarily mean you will collect the money,” he said. “I remember citing the Woyome case. The Supreme Court said pay. But it took some time. I don’t know up to now whether it has fully been paid. So winning the case is one thing, but recovering it is a different ball game.”

He said the ORAL figures represented raw, unfiltered data that had not been subjected to scrutiny.

“As for us, we just collected data and summed it up. We didn’t do any investigation,” he noted. “A preliminary investigation even may show that some of the complaints were just noise. There’s nothing in it. But we collected the data as it did so, including the garbage.”

When asked to clarify his use of the word “garbage,” Mr. Domelevo said the team received every submission that came its way without turning anyone away. “Yes, because nobody came to us that we turned away and said, ‘Yours we will not take,” he explained.

“So we collected all the information. Remember, we are not investigating. So when you come, we are not going to say that Mr. Mensah substantiates what you are saying. So you just come and say that I know Mr. Amaliba is involved in this, that, that, that, and the amount is this. We look at the document you have, and we capture it.”

He revealed that some complaints even came through emails, without any supporting evidence. “Some even came in the form of emails. What about if the person is just making it up?” he said.

Drawing from his auditing experience, Mr. Domelevo said he knew some of the documents submitted might not have been authentic.

“Being an experienced auditor, I know that you can even submit documents, and later on, when we test the document, the documents may not have any substance, or they may not be authentic,” he said. “So there will be a lot of garbage in it. There’s no two ways about that.”

Mr. Domelevo also commended the Attorney General for taking time to correct public misconceptions about attempts to influence ORAL’s work.

“It is good that the Attorney General spends some time,” he said. “I listened to him. Clearly, he spent some time to disperse that view that anybody or any member or legal team of the NDC, for that matter, was trying to bribe their way through. I think that is very, very, very necessary.”

I’ve no evidence of GH¢30,000 SHS placement bribe claim – Akrofuom MP https://www.adomonline.com/ive-no-evidence-of-gh%c2%a230000-shs-placement-bribe-claim-akrofuom-mp/ Wed, 22 Oct 2025 18:12:04 +0000 https://www.adomonline.com/?p=2591429 Member of Parliament for Akrofuom, Joseph Azumah, has clarified his earlier comments regarding allegations that a parent paid GH¢30,000 to secure senior high school (SHS) placement for her child, explaining that he is yet to receive evidence to back the claim.

Speaking on Adom FM’s Dwaso Nsem, the National Democratic Congress (NDC) legislator confirmed that a woman had approached him to seek help with her child’s school placement.

“It is true that someone came to me to request help with the placement of her child. But I made it clear that politicians do not play any direct role in the placement process,” he said.

Mr. Azumah added that while he took the parent’s details, he did not make any promises but assured her he would see what he could do.

He recounted that a few days later, the woman returned, claiming she had paid GH¢30,000 to secure the admission through unofficial means.

“I asked her to provide the name of the school and other details as evidence so I could present them to the Education Minister, who has vowed to crack down on such illegality in the placement system,” he stated.

According to the MP, despite several attempts to convince the woman to share the evidence, she has since stopped responding to his calls.

“I don’t know whether she has blocked me because I haven’t been able to reach her again. She revealed the school to me, but I cannot publicly name it since she is reluctant to provide further details,” he added.

Mr. Azumah said he is unsure whether the money was collected within the school or at a placement centre, but believes the woman’s cooperation would have helped retrieve the funds and possibly secure her child’s placement lawfully.

“She could have helped to retrieve the money and even ensured that her child stayed in the school without any hindrance, but she is not willing to cooperate,” he lamented.

The Akrofuom MP reiterated his call for stronger oversight in the Computerised School Selection and Placement System (CSSPS) to eliminate corruption and restore fairness in Ghana’s education sector.

EOCO places GH¢100,000 bounty on ex-Bank Manager over GH¢30m theft https://www.adomonline.com/eoco-places-gh%c2%a2100000-bounty-on-ex-bank-manager-over-gh%c2%a230m-theft/ Wed, 22 Oct 2025 14:26:07 +0000 https://www.adomonline.com/?p=2591055 A manhunt is underway for a former bank manager, with authorities offering a GH¢100,000 cash reward for information leading to his arrest over the alleged theft of more than GH¢30 million.

The Economic and Organised Crime Office (EOCO) has named Akwasi Agyemang-Abebrese, a former Customer Service Manager at the bank (name withheld) in Kumasi, as the prime suspect in a complex fraud case. He is wanted for the alleged offences of “Stealing and Money Laundering.”

According to internal bank documents, an audit uncovered that “a total of GH¢33,384,494.00 was stolen by Akwasi Agyemang-Abebrese.”

The scheme, which ran from November 2023 to February 2025, involved siphoning funds from the bank’s internal accounts and a KNUST Postgraduate Student Hostel account.

The bank’s petition to EOCO detailed that Agyemang-Abebrese “debited both internal accounts and Kwame Nkrumah University of Science and Technology (KNUST) accounts” before channeling the money into his personal bank account. A total of GH¢4.85 million was allegedly taken directly from the student hostel’s funds.

The bank’s investigation revealed a web of complicity, identifying several other staff members as “inputters,” who are said to have processed 61 transactions totaling GH¢29.7 million. However, the bank stated that “all the transactions were authorised by Akwasi Agyemang-Abebrese.”

The suspect’s disappearance was first noted in a letter dated March 7, 2025, which stated that after being asked to provide source documents for suspicious transfers, “Akwasi, in the bid of searching for the source documents, left the branch without the knowledge of the branch manager or any staff.”

The bank reported that “all efforts to reach him have proven futile, as his phone is switched off.”

In a public notice, EOCO has announced the “GH¢100,000 Cash Reward” for information on Agyemang-Abebrese’s whereabouts.

The public is urged to contact the EOCO Head Office on Barnes Road in Accra, any regional office, the nearest police station, or call 0256957742 or 0579709066.

Mrs. Oware Mensah appeared before the Accra High Court on Wednesday, October 22, 2025, where she was formally charged with five counts, including willfully causing financial loss to the state, stealing, money laundering, and using public office for profit.

According to prosecutors, during her tenure at the NSA, she allegedly generated about 9,934 non-existent national service personnel and unlawfully profited from the monthly allowances paid under those ghost names.

The alleged acts reportedly caused the government financial losses exceeding GH¢38 million.

The case, prosecutors say, forms part of ongoing efforts by state authorities to address administrative and financial malpractices within public institutions, particularly those involving payroll fraud and ghost name syndicates.

Bail Granted

Counsel for the accused, Nanabayin Ackon, in an application for bail, argued that his client was a “responsible public servant with a fixed place of abode and no intention of interfering with investigations.”

He maintained that Mrs. Oware Mensah had “cooperated fully with investigators and was not a flight risk.”

After hearing the arguments, the court granted bail in the sum of GH¢10 million, with three sureties, two of whom must be justified.

As part of the bail conditions, Mrs. Oware Mensah is required to deposit all her passports with the court’s registry and report to the police on the first Tuesday and Thursday of every month until the case is concluded.

The prosecution is expected to file and serve all witness statements and evidentiary documents before the next sitting

In an interview with Accra-based Radio Gold, Dr. Aidoo, known in the political circles for speaking his mind, minced no words in questioning the character of Kennedy Agyapong and passing a vote of no confidence in his ability to lead the country.

“Oh my God! Kennedy Agyapong as president of Ghana? Ei!,” Tony Aidoo said, before launching attacks on claims made by Kennedy Agyapong, including being a grassroots man and the claim that he will pursue the vision of Kwame Nkrumah if elected president.

“What does he know about Nkrumah? He Kennedy Agyapong, what does he know about Nkrumah?” Tony Aidoo asked.

“He is a loudmouth. He lies, he insults. He knows he can’t be touched, but one day somebody is going to touch him. He doesn’t tell any truth. He concocts stories about people,” Tony Aidoo added.

On Kennedy Agyapong’s claim of being a grassroots person, Tony Aidoo alleged Kennedy had made millions from contracts secured under previous NPP governments and wondered how much of those contracts had been used to support grassroots members of the NPP.

“How much contracts has he got from Kufuor and Akufo-Addo? How much of that did he extend to the party?”

“I’m doubtful if the presidency of Kennedy Agyapong can be beneficial to Ghana. It won’t.”

GNAT directs teachers to vacate classrooms after deadly shooting in Garu https://www.adomonline.com/gnat-directs-teachers-to-vacate-classrooms-after-deadly-shooting-in-garu/ Tue, 21 Oct 2025 09:14:12 +0000 https://www.adomonline.com/?p=2590598 The Ghana National Association of Teachers (GNAT) has directed all teachers in the Garu District of the Upper East Region to withdraw from classrooms and flee for their safety following the fatal shooting of a headteacher, Yahaya Bukari, and three others on Monday.

Speaking on Adom FM’s Dwaso Nsem, GNAT National President, Rev. Isaac Owusu described the attack as “heart-wrenching” and condemned the continued violence in parts of the Upper East Region.

“When we heard the news about the shooting, we were really shaken,” he said. “We don’t know why our brothers and sisters in Garu, Bunkpurugu, and Bawku cannot prioritise peace. And sadly, we don’t see what the government is doing to ensure lasting peace.”

Citing the Labour Act, the GNAT President stressed that safety at the workplace is a legal obligation of the employer.

“Section 118 mandates the employer to ensure the safety of employees. If the environment is unsafe, section 119 gives the employee the right to vacate for their own safety,” he explained.

He said, given the current insecurity in Garu, GNAT cannot guarantee the safety of any teacher and is therefore calling on all educators in the district to leave immediately.

“The withdrawal is not just from the Garu D/A School but across all schools in the district. We are asking our teachers to flee for their lives,” he declared.

He added that the slain headteacher, who served as GNAT’s District Treasurer and oversaw over 1,000 members, died protecting his pupils.

“He sacrificed his life for the children. But for his intervention, many more pupils might have died,” he said solemnly.

Rev. Owusu noted that the deceased teacher left behind a wife and three children and urged the Ghana Education Service (GES) and the Ministry of Education to immediately announce support measures for the bereaved family.

“Death is inevitable, but it is sad that someone will go to school to work and be killed in broad daylight. Others have been injured, yet no arrests have been made,” he lamented.

Rev. Owusu further appealed to President John Mahama to ensure justice for the victims and their families.

Speaking on JoyNews’ PM Express, he explained that misconduct in public office, particularly within the judiciary, is not a vague or subjective concept but a clearly measurable standard grounded in the people’s expectations.

“It is very objective,” he stressed. “When you talk about the fundamental law of the land, you are not seeking to set out everything in detail.

“The Constitution must be a compact document that sets out generally what we expect our framework of government to be like.”

According to him, the public’s trust forms the foundation of the judiciary’s legitimacy.

“The Constitution says justice emanates from the people. So the people have a certain expectation of you,” he said.

Mr. Sory warned that when a Chief Justice contradicts her own judicial rulings by benefiting from privileges she has previously ruled against, it undermines the integrity of the justice system.https://www.youtube.com/embed/VWzkGOuBoZM?si=AS_rf4m8YLDIFYVw

“If the Chief Justice gets drunk whilst in office, that’s a stated misbehavior. If we find out that she has passed a number of decisions which say that Article 71 office holders are not entitled to have their family members benefit, but she can benefit from it under the excuse that her appointment letter, written by her subordinate, says so—that amounts to misbehaviour,” he fired.

He argued that such conduct erodes public confidence.

“If your Chief Justice can decide that I will take money that I know I don’t have the right to, with the weirdest excuse that it was given to me by somebody who works under me—what do you think the ordinary man will think?” he asked.

The lawyer emphasised that standards of judicial conduct must reflect public morality, not insider sympathies.

“We should make all of those people lay people,” he said, referring to the composition of disciplinary committees.

“Because the ordinary person who sits down there says, if the Chief Justice can do this, how do I trust the system?”

He explained that while the Constitution provides broad guidance, the committee established to investigate judicial misconduct must interpret “stated misbehaviour” through the lens of societal expectations.

“They could say that under this particular situation, these amounts that were spent for a plane ticket for your husband and your daughter—when there are district courts without standing fans and broken chairs—amount to misbehaviour,” he said.

Sory contrasted such conduct with the case of former Electoral Commission Chair, Charlotte Osei, arguing that her removal reflected a troubling inversion of values.

“Her crime was that she saved Ghana GH¢15 million,” he said. “She canceled a contract because there was no value for money. Procurement came and testified there was no breach. Yet she was removed. If that is what society wants, so be it.”

He maintained that judges should not be exempt from scrutiny by ordinary citizens.

“Those involved in the justice system judge ordinary men. If it affects us, let them also judge us,” he declared.

On concerns that such a process could be abused, he dismissed fears of unpredictability.

“It has predictability. You now put me in an official position, and the public sees that the head of the institution which should ensure justice is reversing justice—the public will tell you they don’t like that,” he said.

He concluded that public confidence, not internal privilege, is the ultimate standard.

“Everybody is accountable to the society. If they say they don’t like your style, you are too gentle—so be it,” he added.

Eyewitnesses told Adom News that a group of armed men attacked the National Health Insurance Scheme (NHIS) office in Garu, where they shot and killed one person on the spot.

The assailants then moved towards the Garu school area, where two others were also gunned down.

The motive behind the attack remains unclear, as police have launched investigations into the incident.

However, some residents believe the victims were deliberately targeted, suggesting that the attack was premeditated.
