Adams’ nomination was confirmed on Tuesday as part of the third batch of ministerial appointments.

Speaking in an interview, Dr. Abbey, who is the chairman of the newly formed Black Stars Management Committee, praised Adams for his qualifications.

“I firmly believe that Kofi Adams is the right person for the role,” he told Original FM.

“He possesses excellent managerial skills and I have no doubt he will excel in his position,” he added.

If approved by the Vetting Committee, Kofi Adams will succeed Mustafa Ussif, who has served as the Sports Minister since 2021 under the leadership of President Nana Akufo-Addo.

Despite substantial investments over the past two years aimed at expanding its services, the company says it has encountered challenges in achieving profitability within the Ghanaian market.

The announcement of Glovo’s exit from the Ghanaian market was communicated to its network of restaurant partners via email.

In the message, Glovo cited the difficulty in attaining profitability as the primary factor influencing its decision to withdraw from Ghana.

Glovo stated its intention to shift its focus towards bolstering its presence in other African markets where it sees more promising growth opportunities.

Specifically, the company aims to concentrate its efforts in countries like Morocco, Uganda, Kenya, Côte d’Ivoire, and Nigeria.

By reallocating resources to regions with greater potential for success, Glovo seeks to optimize its operational efficiency and maximize returns on investment.

Despite the closure of its operations in Ghana, Glovo expressed appreciation to its partners and customers for their support throughout its tenure in the country.

The company acknowledged the contributions of its stakeholders and valued the relationships forged during its time in the Ghanaian market.

It is with a thankful heart that we announce the ushering into the presence of God Almighty, our son, brother, uncle and friend; Vincent E. McCauley, Jr., (now of Blessed Memory) on Monday, 15th January 2024, after undergoing surgery in South Africa for a brain tumour. 

His was a glorious magnificent transition, having the great privilege to see and encounter Heaven.

An administrator at Soul Clinic International School, Vincent was an ardent actor who starred in many films and TV productions, including being celebrated for his role as “Max” in the popular series ‘Things We Do For Love’. 

At Perfect Peace, our Vincent now has an Eternity of Rest. He leaves a large void and will be greatly missed. 

The family is grateful for the time you spent with us, dear Vincent! You were a gem, a gift straight from God and you were greatly loved and cherished.

However, God loves you most perfectly. We sincerely thank all those who genuinely cared and loved him too.

The family has designated Tuesdays, Wednesdays, and Thursdays for visitation, welcoming guests between 11 am and 4 pm each day.

In honour of Obaapanyin Busia, a Book of Condolence has been opened for those who wish to share their memories and messages of comfort with the bereaved family.

Abusuapanyin Obeng Gyan Busia also took the opportunity to extend the family’s gratitude to all those who have expressed their support during this difficult time.

Obaapanyin Amma Busia was not only a revered figure within her family but also a former member of the Council of State and a dedicated member of the NPP Council of Elders.

She passed on at the Nyaho Medical Centre on December 12, 2023, following a prolonged battle with illness. O

As friends and family grieve the loss, funeral arrangements have been made to honor her memory and celebrate her life.

The burial service and reception, as well as the funeral rites, are scheduled to take place on Friday, June 16th, 2023, starting at 7:30 am.

The solemn ceremony will be held at the Immanuel Methodist Church, located in the serene surroundings of Regimanuel Gray Estates, just off Spintex Road in Accra.

To pay their respects, attendees are kindly requested to adhere to the dress code of black attire for the Friday service, reflecting the somber atmosphere and traditional customs associated with such occasions.

Following the burial service, a private interment will take place, allowing close family members and loved ones to bid their final farewell to Mrs. Rebecca Appiah De Graft-Johnson in a more intimate setting.

Mrs. Rebecca Appiah De Graft-Johnson’s passing leaves a void in the hearts of many, but her legacy of kindness, compassion, and dedication to her community will continue to inspire those who had the privilege of knowing her.

She was a pillar of strength, a loving sister, and a source of guidance and support to her family and friends.

Surviving Mrs. Rebecca Appiah De Graft-Johnson is her sister, Rose Abakah-Sey, who, along with extended family and friends, will be present during the funeral services to commemorate and celebrate a life well-lived.

The late former First Lady, Mrs. Emily Akuffo was the wife of, the late Gen F W K Akuffo. Emily Akuffo, widely known as Ceci Amma Oduraa passed on at the age of 88 on Friday, April 8, 2022.

Mrs. Emily’s husband Gen. Akuffo was head of state and Chairman of the Supreme Military Council in Ghana from 1978 until his overthrow by Jerry John Rawlings on June 4, 1979.

And was executed at the Military Shooting Range in Teshie along with other senior military officers on June 26 that same year.

Mrs. Emily Akuffo was the First Lady of Ghana during that period.

Following the execution of her husband, Mrs. Akuffo spent the rest of her years at Akropong in the Eastern Region quietly.

She was a teacher by profession and was a humble woman of substance who left an indelible impression on many young women/men in Ghana.

The late Amma Oduraa was from the Nketiaa/Adum family of Akropong Akwapim and the Anum Royal family of Anum Nkorkubiew.

The Humanitarian actions of late Emily Akuffo are the visible effects of her deep commitment to improving the human condition”, especially the generosity of a woman attentive to vulnerabilities and pain of humanity.

She is a woman who has got strength, vision and foresight. She was highly innovative and never slacked in pursuing her mission of fulfilling her set goals.

She was a very good example of the woman in Proverbs 31:10-30.

She was known to be a woman of virtue and modesty who was the strength behind her late husband, former President of Ghana F W k Akuffo.

Fondly named ‘Ceci Amma Oduraa’, she was a loving mother and a devoted trained Presbyterian wife who wanted very much to live an ordinary life.

There are two types of people who populate Ghana, those who make themselves and those who make history. History-making individuals are rare to come by.

That is what Mrs Akuffo stood for.

They are dominated by the desire to fulfill a noble goal. They think less about personal comforts. They reflect more on the common goal.

Profit in worldly pursuits does not appeal to them. She embraced everybody.

The moment I received the news of her ascendance, my world caved in. My heart was torn into two, one was filled with heartache and pain, and the other died with you. Sleep still eludes me.

I am however honored and delighted to be able to share a few words about this great and profoundly good woman who is not only a former First Lady of Ghana but also a great patriot and nationalist and an outstanding elder stateswoman.

Ghana has Lost an Epitome of Integrity, late Emily Akuffu – was an “icon of transparency and an epitome of integrity who lived an incorruptible life.”

Mama, you demonstrated passion for unity, “Indeed we’ve lost a great woman, a patriot, and a shining star.

The people of Akropong will tell you she is one of those that has stood firmly on her principles, displayed great fidelity and commitment to her cause and shown that there are women of courage that are consistent, true to their word and loyal to their Maker.

There are very few women in this category. Some come like a comet, only to fizzle out like the foam from a detergent, some like a temporary whirlwind, Ceci Amma Oduruaa.

I keep awake at night when the world is fast asleep, through the stillness of the dark; alone I take a walk down memory lane with tear-filled in my eyes when my late mother Sussana Obeng Darko, her maternal Cousin, passed on and she took me as a son, consistently guiding my path and shaped me the more.

OKuapeman will miss you. It would be the greatest ever story told of a kind and warm-hearted woman, a loving, caring and consummate professional who had a generous heart of gold. Diction fails in providing the right words that would correctly describe your sterling qualities.

I could write a million pages yet unable to say just how much you gave yourself, your love, your resources, your everything; how dedicated you were to care for your children and others around you to the admiration of all.

You have left behind a legacy of a detribalized Mother, and a soil that was fertile enough to grow trees whose shade you would never enjoy.

I always say Society sets certain standards by which people are measured and it is the conviction of every Ghanaian that if the nation cannot bequeath anything to Ghanaians at all, it must at least bequeath to them, a Ghanaian with a high sense of morality, uprightness and humility.

That was Mrs. Emily Akuffo. Your demise is a great loss not only to the people of Okuapeman but to the entire nation. Ghana has Lost an Educational Compass’ Train up a child in the way he should go: and when he is old, he will not depart from it’. She trained as a teacher and impacted a lot of knowledge into the future generation.

Mama, you have fought a good fight and have run the full course of the race as far as Education in Ghana is concerned.

Your soul would be delighted that, what you sought to achieve in life was accomplished – an achievement evidenced by the number of persons who mentored and tutored you.

Following your path as an educationist and a mother. Notably, your children; Barbara, Henry, Sylvia and Fred and all other students you shepherded as a teacher and a mother say thank you Da Yie Maa.

Your contribution to the educational development of this country is inscribed on a marble, inerasable and available for generations yet unborn to admire.

Ceci Amma Oduraa, yòu were role models who inspired many to rethink their nonchalance about education at a time when it was not a fashionable and attractive pastime to many, especially among parents.

I personally reinvigorated together with others when the name of Mrs. Emily Akuffo is mentioned. You were full of Smile consistently. A Royal of the Nketiaa /Adum / families of Akropong and Anum Nkorkubiew Royal Family.

She was one of the trailblazers who had impacted positively on the lives of many internally and beyond the shores of Ghana, being an educationist and a mother, she always had time for the youth and advised them to have excellent results, live morally upright lives and contribute meaningfully to the development of Ghana.

She was also an advocate for respect for Traditions and customs. “Amane ne Amamree” I write this to attest to her Leadership’, in recognition of the principles of discipline, commitment, truth and service that I have benefited from as a Journalist.

When word spread about your demise, I was soaked in disbelief because I recently visited you although your health was failing. Ceci Amma Oduraa was an example of a good and disciplined teacher who motivated others.

Excellence was her hallmark and had a common personality trait of a good mother who pivoted on Trustworthy, Confidence, Intuition and proactiveness.

She is resting in the bosom of her Maker – a transition which amplifies the dictum ‘to dust thou shall return’. Man proposes but his Maker disposes.

She had served well. She has served her nation and humanity so let’s celebrate her.

The Akufo-Addo government, in its first term in office, undertook an ambitious project of constructing multi-purpose sports stadia at all the then 10 regional capitals.

The facilities are nearing completion, but there have been recent concerns that works have stalled.

Speaking on Asempa FM’s Ekosii Sen programme on Tuesday afternoon, Mr Ussif, who is also the Member of Parliament for Yagaba-Kubore constituency, assured that works will soon complete.

“The construction of these facilities is a vision of President Akufo-Addo to give every region in the country and we are very committed to completing them,” the Minister said.

“My predecessor did very well to supervise the start of these programmes and I am also committed to ensuring that they are completed,” he said.

Works across the regions are grounded since the turn of the year which led to claims that the facilities have been abandoned by the Ministry under Mr Ussif.

But, he said he has met consultants and contractors and works will soon continue at the various facilities.

“I have met the contractors and the consultants to listen to their challenges and they will soon go back to site,” he said.

He reiterated that: “I can assure you and all Ghanaians that we will complete these works so that they can be used for their intended purpose.”

The Sports Minister also assured that other national stadia, which are undergoing renovation works, are also due to complete soon.

“Other projects which my predecessor started were the renovation of our national stadia and works are ongoing and scheduled to be completed soon,” the Minister stated.

The government’s construction of multi-purpose facilities began in February 2018.

The event has been scheduled to take place at the Echoing Hills Village, Madina Social Welfare in Accra from 9:00 am to 5:00 pm.

Due to the Covid-19 restrictions, their burial will be a private one, hence the location was not disclosed.

However, the thanksgiving service will take place on Sunday, August 1, 2021, at the Harvest Chapel International at Adentan from 9:00 am.

Additionally, friends and sympathisers are to note that the Covid-19 protocols will be strictly adhered to.

Sekyere Poporo Boateng became a household name in the media industry due to his unique style of delivering the Akan news.

Mr Ofori explained his father had been down with stroke for some years but recovered along the way.

However, he was struck with the stroke again, which unfortunately led to his demise.

He noted his mother, Rose Yaa Akyaa Boateng, aged 67, who was taking care of the deceased, also passed about two months earlier, with preparations set to bury them together.

This is contained in a release by the Chamber on Monday, September 14.

The Chamber notes tariffs charged mobile subscribers will be adjusted to reflect the reduction in the tax.

Customs officials at the Elubo land border – one out Ghana’s six land borders – have denied claims of challenges faced by the use of Integrated Customs Management System (ICUMS) in processing and releasing cargo vehicles into the country.

This follows media reports and a video in circulation in which dozens of vehicles are seen parked behind the Elubo border and are unable to be processed for entry into Ghana due to some challenges encountered by the newly deployed ICUMS at the land borders.

Mr Isaac Adongo, a member of parliament’s Trade and Finance Committee, in a media interaction cited the video as reference, stating that it affirms the defects of the new system.

However, a Customs Long Room official at Elubo in an interview asserted that the vehicles parked behind the border had nothing to do with the use of the ICUMS at the border. 

It is not unusual to see cars parked behind the border, it happens occasionally. The cars park on the no man’s land between Ivory Coast and Ghana a lot of time for many reasons. These vehicles are allowed to park behind the border awaiting documentations. It has nothing to do with the ICUMS, he said.

The Custom official further asserted that, the processing of documents for early release of vehicles into the country known as Compliance was now being done at the headquarters of the Customs Division due to GCNET system not working again, as many of these guys processed their BOE’s in that system. This means we at the boarder cannot process those old BOE’s unless the head office hence the delay.

He added that, the only challenge they faced was the approval of their documents from the headquarters. Previously the approval and compliance was done by us at the Long room here and that fastens the job, but now that the old system is off the compliance has to be done at the Headquarters hence the delay in processing and releasing the vehicles. But with ICUMS, everything is going on well and we have passed export and imports, plus the transits this week, he noted.

Transit Declarations

On transit declarations customs officials at the Elubo boarder said they have passed two of that so far since last week. According to him, the clearing agents started the process last week Friday and this week they were cleared on Monday.

On Thursday two more came in the declarations are to be passed today Friday June 12, 2020. The registrations and the BOE’s were processed through the ICUMS and it was successful but the agents will pass the declarations today.

It is important to note that the two declarations that were passed in total they are 19 cargo vehicles and all of them have been dispatched, the customs official said.

Some drivers who also spoke gave various reason for their parking there which had nothing to do with the ICUMS. One indicated that, they were waiting for their agents from the Ivorian side to complete declarations processes to enable them to enter Abidjan as they have completed their processes from the Ghanaian side while another said the agent was waiting to receive funds from the importer to pay for the duties required which will then enable customs to allow them into Ghana.

ICUMS last week in the first four days registered some 1,452 transactions at the land frontiers. Out of this, 408 were direct imports into home use, 900 Temporary Vehicle Imports, 34 Warehouse, 20 Transit and 9 Free Zones.

Every transaction done in ICUMS including TVI is issued with their required Certificate. For the avoidance of doubt, a TVI Certificate is generated and given to the driver, which is verifiable

The new policies, according to the reports, are due to MTN’s huge market share in the telecommunication industry almost making it a monopolist situation in the sector and creating an uncompetitive and unprofitable environment for the less dominant telecom companies like AirtelTigo and Vodafone.

MTN Ghana, reacting to the media reports, noted the company had not been formally notified of the new policies to be implemented by the NCA, hence will refrain from making statements on the matter.

Industry statistics released from the Statistical Bulletin – Quarter 4, 2019 of the NCA indicated that MTN has almost 75% of telecommunications market share.

According to the NCA, the statistics, although impressive and show growth in the telecommunications sector, provide a noncompetitive and unprofitable environment for the less dominant players like AirtelTigo and Vodafone.

Mrs Ursula Owusu-Ekuful, Minister for Communications, speaking at a consultative meeting with relevant stakeholders in the telecommunications sector to communicate the new policy directive, said the decision by the Ministry is not punitive but only intended to open up the market to ensure fairer competition.

GOVERNMENT BEGINS IMPLEMENTATION OF POLICY TO ADDRESS TELECOMMUNICATIONS MARKET IMBALANCE

Accra, Saturday June 6-The National Communications Authority (NCA) will in the coming days begin the implementation of specific policies to ensure a level-playing field for all network operators within the telecommunications industry.

Government, through the Ministry of Communications, has directed the NCA to enforce the provisions of the Electronic Communications (EC) Act 2008 and the National Telecommunications Policy to address glaring disparities in market share and revenue share in the sector.

This Policy Directive is motivated by evidence of a growing market imbalance and creation of a near monopoly in the telecom sector. This imbalance potentially exposes the country to the dictates of the dominant operator and negatively impacts on competition and choice for the consumer as well as investments within the sector. The policy is therefore aimed at ensuring proper and healthy competition among telecommunications players, secure a much better pricing policy for the consumers and facilitate a sound regulatory regime.

Industry Statistics released from the Statistical Bulletin – Quarter 4, 2019 of the National Communications Authority (NCA) indicate that MTN has almost 75% of telecommunications market share. A review of these reports have shown that this has been the trend over a three (3) year period. This trend has continued into the first quarter of 2020 as well. These statistics while impressive and showing growth within the telecommunications and financial sectors clearly shows an uncompetitive and unprofitable environment for less dominant players in these industries.

Under the National Telecommunications Policy (NTP), any operator with 40% or more market share in voice, data, SMS and value added services like Mobile Money, is considered a Significant Market Power (SMP).

The NCA in accordance with the above has, therefore, declared SCANCOM (MTN) as a Significant Market Power (SMP).

With this designation of SMP, the Regulator is required to take corrective measures under the law to facilitate more market competition, ensure proper pricing for consumers and facilitate the overall growth of the telecommunications industry.

Government, through the Ministry of Communications, acknowledges the investments MTN has made in their operations over the years and noted that their investments have enhanced their operations, however, its growing dominance has impacted negatively on competition and consumer choice, necessitating corrective action.

The NCA’s functions and duties in this regard are outlined in the National Communications Authority Act 769 of 2008, Section 3e of which states that, “the Authority shall ensure fair competition amongst licencees, operators of communications networks and service providers of public communications”

At a consultative meeting with relevant stakeholders in the telecommunications sector to communicate this Policy Directive and to ensure its smooth implementation, the Minister  for Communications, Mrs Ursula Owusu-Ekuful, stated that “while the telecommunications policy aims to encourage the growth of the telecommunications sector, it also seeks to create a level playing field and ensure a regulatory regime that ultimately benefits the consumer”. This currently does not exist as MTN enjoys a near monopoly.

To correct this imbalance, the NCA will apply the following measures in exercise of its regulatory mandate:

  1. Asymmetrical Interconnect rate in favour of the disadvantaged operators.
  2. Setting of floor/ceiling pricing on all minutes, data, SMS, Mobile Money, etc.
  3. Review and approve all pricing by the SMP as required by law.
  4. Require SMP not to have differential prices for on-net and off-net transactions.
  5. Ensure various operator vendors are not subject to exclusionary pricing or behavior.
  6. Ensure that SMP’s access to information does not disadvantage any value added service of non-SMP operators.
  7. Require operators to present implementation plans on National Roaming Services within the next 30 days for execution on or before the next 90 days.

These measures kick in immediately and the NCA is expected to work with all Network Operators who must cooperate to ensure it is done painlessly. We have come a long way in a very dynamic industry which has seen ancestors of all the current operators being the dominant player at one stage. Ghana Telecom, Mobitel, now MTN. Measures taken then to open up the market to ensure fairer competition, though unpleasant to the dominant player then, eventually enured to the benefit of the consumer and resulted in the vibrant telecom sector of today . This will also have the same result over time. It is corrective and not punitive.

The increase in the telecommunication company’s profit margin was made public via its media release on May 14, 2020.   

The MTN Group, despite the novel coronavirus pandemic and its adverse effects on businesses, built commercial momentum by adding 6.6 million subscribers by the end of the first quarter with active data users increasing by 2.9 million and MoMo subscribers by 0.4 million.

Integrated Customs Management Systems (ICUMS), says the new electronic customs
management system is Ghana’s best bet in deploying end-to-end single window.

It said ICUMS, which is the name of the Ghana version of Universal Pass (UNI-PASS),
built by Korea Customs, is a new all-in-one customs management solution owned by
government.

Ghana Link Network Services Limited, which has a 10-year contract with the Ministry of
Trade and Industry, partnered Korea Customs to introduce UNI-PASS in Ghana.

Public Relations Manager of Ghana Link Network Services Limited, Norvan Acquah-
Hayford, in a statement, said over the period many questions have been raised, and
Ghana Link wants to use this opportunity to answer some of the questions.

He stated that ICUMS is live at Ghana’s boarders and at the Takoradi Port while waiting
to deploy at the Kotoka International Airport (KIA) and Tema Port.

Is the $93 million abrogation term in the UNI-PASS deal a sustainable and
advantageous investment worth taking?


First, to define TVM, the time value of money (TVM) is the concept that money you
have now is worth more than the identical sum in the future due to its potential earning
capacity.

This core principle of finance holds that provided money can earn interest, any amount
of money is worth more the sooner it is received.

Having said this, assuming $40 million was the principal that was invested in this
contract, and bearing in mind that contract was signed almost two years ago, we all will
admit that if this money was invested elsewhere, it would have earned some interest
now.

Also, it’s important to note that the contract implementation cost has not been stated
there, but Ghana Link has spent money in implementing the project.

I’m sure by now you understand that the US$93 million abrogation term in the UNI-
PASS deal is indeed a sustainable and advantageous investment worth taking by the
government.

This is because we must direct our minds to damages that must be paid if a contract
ought to be abrogated.

The net cash flow expected during the period of the contract is calculated at the time of
termination, and that is what one must pay for.

The above table gives you an idea of the cost to the government, comparing the
vendors providing the trade facilitation. It is important to note that with UNI-PASS or the
ICUMS, the government gets to save about 0.17% on FOB.

Another question that has come up is: if such an investment is even considered worth
taking, why have the top government officials widely speculated by the media to have
pushed the UNI-PASS deal through failing to educate stakeholders at the Ghana ports
on the importance of rolling out such a deal?

I’m sure we have heard many times, including some interviews I even conducted when I
was in mainstream media, that education has been done several times.

All stakeholders, including freight forwarders and importers, have been trained, and
training is still ongoing.

It’s untrue to say we have failed to educate stakeholders at the Ghana ports on the
importance of rolling out such a deal.

But let me state here and now that training is not an event, but a continuous process
which we will continue to do for the freight forwarders and all other stakeholders even
after full rollout.

But the question one may ask is: we speak of single window at the ports; can we
say we have that now?

Yes, we do, with the introduction of the ICUMS. The Government of Ghana, in its
commitment to ensure value for money and end-to-end single window system, signed
an agreement with Korea Customs, through its partners here in Ghana, Ghana Link
Network Services Limited, to deploy ICUMS/UNI-PASS (a single entry), i.e. UNI
(Unified, Universal or Unique), PASS (to clear fast and offer efficient service) that
serves all purposes in trade (goods) and travels (passengers).

It is a modern and world-class technology acknowledged by international bodies such
as the World Trade Organization (WTO), the World Customs Organization (WCO), The
World Bank, and World Economic Forum (WEF), which is used to facilitate trade,
ensure supply chain security and increase revenue.

UNI-PASS is the only technology in the area of trade facilitation, security/safety and
revenue mobilization developed by a customs agency aimed at solving customs and
trade-related issues. Hence, it is a tailor-measured technology.

Why has UNI-PASS failed immensely in piloting such a system?

There is nowhere in the world that a government will allow for such a system to be
deployed without piloting it.

Indeed, we acknowledge that implementing a national single window system will not
happen without initial challenges.

But what is important is that while these challenges emerge, the rate at which one
resolves them is what is important, and Ghana Link and its partners have been very
swift to resolve all the challenges that have been raised with the system.

The ICUMS or the UNI-PASS system, which is currently deployed at the various
frontiers, was piloted at Aflao and Elubo, with Takoradi having simulations and stress
test before take-off on April 1, 2020.

The UNI-PASS offers importers and exporters an integrated system of filing all
documents and helps businesses to send information regarding consignment
simultaneously to each agency concerned for swift response in trade facilitation.

Was UNI-PASS able to learn from its failed piloting system and come up with a
better system?

The technology has been built to suit the need of Ghana. The system was developed
with the client’s needs from scratch.

After the expiration of the contract, the whole system and its infrastructure will be
handed over to the government, as by that time officials of the Customs Division of the
GRA would have been trained and would be ready to man the system.

To this end, a state-of-the-art data centre was built and is housed at the Ministry of
Finance premises in Accra.

UNI-PASS is a comprehensive clearance system that does not only work to facilitate
trade, but ensure that every pesewa is collected and compliant and risk-free passengers
are given special processing. The system also works to ensure national security and
safety.

ICUMS prevents harmful goods, such as narcotics, guns and explosives, from
entering or exiting the country.

It’s also the only system built to prevent the importation of unsafe and fake goods.

UNI-PASS is internationally recognised for protection of intellectual property (IPR). This
is critical for Ghana, especially as we are about to set up many factories.

For example, in 2006, UNI-PASS received an award from the World Customs
Organisation (WCO) for being able to protect intellectual property. It is an all-
encompassing system that goes beyond import and export regimes of customs,
covering all customs regimes such as warehousing, free zone, transhipment, and
transit.

Other countries such as Dubai Customs also focus on transhipments. This fact is
contained in the WCO news (2016), which recognised transhipments as a regime
applied to a significant number of consignments flowing through Dubai and the UAE”
(p.66). This regime does not earn revenue for a country. Because of the revenue-
focused nature of UNI-PASS, it has a valuation data warehouse, which is a pre-requisite
for proper valuation and revenue collection.

Has the ongoing record of Ghana Link in Sierra Leone served as an enhanced
notice if UNI-PASS is to go ahead with its system at the Ghana ports?

Let’s set the records straight: Ghana Link/COPIA is not and has never been in Sierra
Leone to implement UNI-PASS, a single window system, as is being speculated. UNI-
PASS or the ICUMS system has only been deployed in Ghana.

It is a known fact that the African Link Inspection Company (ALIC) is an affiliate
company of Ghana Link.

ALIC was contracted in 2012 by the Sierra Leonean government to deploy a destination
inspection scheme, and not a single window, and this we have been doing for the last
eight years.

What is the unexpected benefit of the ICUMS/UNI-PASS deal?

The introduction of ICUMS/UNI-PASS gives you a one-stop service for all trade
activities at the country’s frontiers and ports for all customs and trade clearance
processes.

In Ghana, UNI-PASS is going to fully integrate all government agencies that have
interest in trade, revenue management and statistical purpose, among others.

This enables the sharing of timely information among regulatory agencies, stakeholders
(such as those mandated by government to perform special tasks), and customs.
Regulatory information sharing goes beyond the issuance of permits, but information for
statistical analysis and decision making.

The UNI-PASS system cannot be duplicated without the authorization of the office of
the GRA Commissioner and the Finance Minister, who hold the patent and trade mark
rights of the system.

Through the clearance management system, all customs business will be conducted
in a paperless environment.

When ICUMS/UNI-PASS is fully deployed, export will take 1.5 minutes and import 1.5
hours. This is the current standard in Korea.

Real time cargo tracking management through the cargo management system
(CMS)

By using this sub-system, UNI-PASS is able to collect bills of lading from shipping
companies, airlines and agents, and assign a cargo tracking number to each
consignment.

The Cargo Management System is connected to delivery companies, warehouses and
other private entities moving goods.

It allows customs officers and traders to access information on the process, as well as
the status of the cargo at each stage, stating the time, the customs officer in charge and
the location of the cargo, including access to the manifest, the customs declaration, and
other documents required during the clearance procedure.

Moreover, the time it takes to deliver or clear goods is also measured in order to avoid
logistics issues, such as bottlenecks.

Effective passenger clearance through the Advance Passenger Information
System (APIS)

The APIS on the UNI-PASS uses various data, such as passenger lists, reservation
data and the entry/exit history, to analyse risks prior to the arrival of travellers so that
high-risk travellers may be selected and controlled while ordinary travellers can swiftly
clear their goods or personal items.

Fifty million travellers are screened every year through APIS in order to prevent any
harmful goods, such as narcotics, guns and explosives, from entering or exiting the
country.

Finally, to conclude, I will say many developing countries, especially those in need of
revenue from cross-border trade, as well as facilitate trade across their borders, ensure
security and transact business in a transparent, efficient and less costly manner, have
always made UNI-PASS their best ally.

UNIPASS technology is used by many countries around the world and is fully
operational in these countries: Ecuador, Nepal, Mongolia, Guatemala, Kazakhstan,
Kyrgyzstan, Dominican Republic and Uzbekistan.

In Africa, Tanzania and Cameroun have adopted the UNI-PASS. It is operational in
Tanzania, but yet to be fully deployed in Cameroun.

In Tanzania, the introduction of UNI-PASS (called TANCIS) in 2012 led to revenue
increase of $390 million in 2013, $495 million in 2014, and $651 million in 2015.

Ecuador implemented UNI-PASS model (ECUPASS) IN 2011. In 2012, they collected
revenue of $3.5 billion, $3.7 billion in 2014, and $3.9 billion in 2015.

ECUPASS also won a WCO Innovation award at a Technology Innovation forum in
Argentina in 2013 (KCS, 2016).

Between June 2015 and December 2015, Korean Customs conducted feasibility study
to improve Ghana port clearance system so as to improve revenue collection and
facilitate trade.

After this report was issued, the Government of Ghana sent customs officials to Korea
to understudy what they have.

This led to the development of a comprehensive report, which is what the Government
of Ghana adopted and got CUPIA to develop the tailor-made system, which is known as
the ICUMS/UNI-PASS.

According to the Ghana Tourism Federation (GHATOF), the sector is currently on the verge of collapse due to the outbreak of the novel coronavirus which has infected 3,091 people in Ghana of which 18 have died and 303 clinically cured.

Also, about 752 car rental workers in the Greater Accra region alone are said to have lost their jobs whilst 352,000 people at the informal sector are jobless now.

Executive Secretary for Ghana Tourism Federation, Mr Emmanuel Frimpong, who revealed this on Onua FM’s morning show, ‘Yen Nsempa’ on Thursday, said more job losses are expected as the Covid-19 pandemic continues to wreck their businesses.

The sector, according to Mr Frimpong, is currently dwindling by 90% and expressed fears the situation would persist for quite a long time due to the global loss of confident in tourism.

“The hospitality sector will take time to recover even if countries open borders allowing airlines to operate,” he stated, and explained that is “because people are now surviving on savings made let alone to get money and travel to other places.”

He observed that even if the COVID-19 pandemic is over, it will take about a year to maintain or revive the tourist sector “and if nothing is done about the situation, the sector would suffer total fold up.”

Mr Frimpong revealed they are in talks with the government to support them in paying their workers otherwise they will be forced to sack them and shut down their businesses.

He expressed optimism that the government will do everything possible to give them stimulus package to sustain their businesses.

“The last time we met President Akufo-Addo at Jubilee House, he made us understand that the Finance Ministry was processing to secure about 3 billion Ghana cedis from the Central Bank to support small and medium-sized enterprises which they stand a chance to benefit,” Mr Frimpong recalled.

Once government does that, he said, players will be able to sustain their businesses and re-employ all staff.

Among the relief packages was the absorption of electricity and water bills by his government.

President Akufo-Addo stated that the government will be absorbing the entire electricity bills of Electricity Company of Ghana (ECG) lifeline consumers and 50 per cent of those of non-lifeline consumers.

Since the president’s announcement, Ghanaians have questioned what exactly it means to be classified as a lifeline consumer.

Speaking in a press briefing held by the Information Ministry on Thursday, Minister for Energy, John Peter Amewu, explained to the media what it means to be classified as a lifeline consumer.

According to the Minister, a Ghanaian who consumes between 0 to 50 Kilowatts of energy daily is classified as a lifeline consumer.

Ghanaians who consume electricity between 0 to 50 KW, that is those who have two lighting bulb points, a table top fridge and a fan for a limited number of hours on a daily basis can be considered as a lifeline consumer, he said.

The cost to government for absorbing the electricity bills of lifeline consumers of ECG, who cover over 1 million metres population and form 27.4 per cent of ECG’s entire customer base, will be GH¢ 8.5 million a month and a total GH¢ 25.5 million for the three months, he further stated.  

In all, Mr Amewu stated that, the government will be spending a cumulative GH¢ 1 billion in absorbing the electricity bills of ECG customer population base of about 4.8 million metres across the country for the three months.

Whose sad event occurred on Saturday, 21st September 2019 in Accra. He was 89 years old.
