A group of pro-New Patriotic Party(NPP) former Metropolitan, Municipal, and District Chief Executives (MMDCEs) have petitioned the National Council, seeking voting rights in all internal elections.

This petition adds to the growing calls for an expansion of the NPP’s electoral college to allow inclusivity while maintaining the integrity of the party’s structure, to foster a sense of ownership, reduce apathy, and strengthen democracy within the party.

The letter dated June 12 and copied to all Regional Chairmen and NPP General Secretary, Justin Koduah, was jointly signed by former Gomoa East MP, Solomon Darko-Quarm and former Achiase DCE, Richmond Amponsah.

The group are calling on the party to recognise their contributions and accord them full participation rights in the internal democratic processes.

“Extending voting rights to MMDCEs at all levels would serve as a significant motivation for them to contribute more to the party’s growth and success,” the statement added.

They argued that recognising MMDCEs as voters would enable the party to tap into their “wealth of experience and resources to reorganise for victory.”

They also emphasised the historical role of MMDCEs in electoral successes, touting their contributions as former constituency and regional officers during the 2016 landslide victory.

With the party now in opposition and navigating a challenging political climate, the group argues that former MMDCEs are poised to become vital financial and logistical supporters in their constituencies ahead of the 2028 elections.

He asserted that candidate Kufuor in 1996 had only a short three to four months to campaign, and that was why Kufuor was given a second chance in 1998.

This is false. In 1996, candidate Kufuor was elected flagbearer in April—a clear eight months before the general elections.

Everyone who was a delegate in 1998 knows Kufuor was re-elected due to his hard work in the 1996 campaign.

If the NPP considered the length of the campaign period, then Prof. Adu Boahen, who had only two months (September to October 1992) to campaign, would have been re-elected flagbearer in 1996.

Kennedy Agyapong also claims that Ghanaians say they will vote for the NPP if he, Ken, is flagbearer.

Which Ghanaians told him that?

He insinuated that the NPP lost the 2024 elections because Bawumia is a Muslim.

This insinuation is false. How come Bawumia performed better than over 50 NPP Christian parliamentary candidates, some of whom were pastors?

The Professor Oquaye committee also did not find religion to be a key factor in the NPP’s loss.

Adu Boahen lost in 1992, Kufuor in 1996, Akufo-Addo in 2008 and 2012, Professor Mills in 2000 and 2004, and John Mahama in 2016.

None of them was said to have lost because of their religion. But Bawumia’s loss, according to Ken Agyapong, is due to religion? How absurd and warped.

If NPP Christian leaders did not want a Muslim, how come they selected Bawumia in the 2024 super delegates’ contest against nine Christian contenders, including Kennedy Agyapong, and again in the main primary against five Christian contenders, including Kennedy Agyapong?

Or perhaps NPP delegates were predominantly Muslims?

Kennedy Agyapong even contradicts himself. In the same address at Mampong, he attributed the NPP’s loss to Akufo-Addo not appointing enough NPP members. Kennedy needs to resolve this confusion in his mind.

He has, in the recent past, described NPP members as foolish. Why does he want to lead a party he considers full of fools?

At Berekum, he wondered how poor people in the NPP want to speak. Does he expect poor people to elect him as their leader?

He called for unity at Mampong. But how do you unite a party by telling lies about it and maligning other party leaders?

They say, “Let Ken be Ken.” But Mampong was a poor reflection of who Kennedy Agyapong is.

The conviction had previously been handed down by the Koforidua High Court.

In a ruling delivered on Wednesday, June 11, the apex court also nullified the execution of a bench warrant that had been issued against the legislator.

The bench warrant, authorised by Justice Emmanuel Senyo Amedahe, followed Mr. Kumi’s conviction for contempt.

However, the Supreme Court’s latest decision bars Justice Amedahe from proceeding to sentence the MP in relation to the matter, effectively ending any punitive action under the original ruling.

The judgment was passed by a 4–1 majority, with Justice Gabriel Scott Pwamang, who presided over the panel, registering the sole dissenting opinion.

The majority decision was upheld by Justices Henrietta Mensa-Bonsu, Ernest Gaewu, Henry Kwofi, and Adjei Frimpong.

Background

Mr. Kumi filed a certiorari and prohibition application at the Supreme Court in February to overturn his contempt of court conviction issued on February 19, 2025.

The conviction, delivered by Justice Amedahe of the Koforidua High Court, also resulted in a bench warrant for Kumi’s arrest after he allegedly defied an interim injunction preventing his swearing-in as a legislator.

Kumi’s legal counsel, Gary Nimako Marfo, argued that Justice Amedahe erred in law by assuming jurisdiction over the Akwatia Parliamentary Election Petition despite the Electoral Commission’s failure to publish a Gazette notification of the election results.

The legal team contended that this omission rendered the petition filed on December 31, 2024, legally incompetent, as it failed to properly invoke the High Court’s jurisdiction.

The MP’s lawyers further accused the judge of bias and of violating principles of natural justice by proceeding with the contempt hearing, even though a motion challenging the court’s jurisdiction was pending.

Grounds of Application

The first ground of his application was that “the learned High Court Judge committed a jurisdictional error of law apparent on the face of the record when he assumed jurisdiction in a parliamentary election petition at the Akwatia constituency at a time when the Electoral Commission had not published the gazette notification of the results to which the election relates.”

Secondly, Ernest Kumi argued that “the learned High Court Judge breached the rules of natural justice when he proceeded to hear and determine the contempt application despite the pendency of the applicant’s motion to set aside the said contempt application for want of jurisdiction.”

Lastly, he contended that “the learned High Court Judge was biased and highly prejudiced against the applicant when he, among others, refused to grant counsel for the applicant audience on the basis that counsel had not filed ‘Appearance’ in the contempt application.”

Reliefs Sought

Based on these three grounds, Mr. Ernest Kumi sought six reliefs:

  1. A declaration that the petition filed by the 1st Interested Party on December 31, 2024, in the absence of the gazette notification of the parliamentary election results to which the election relates, was incompetent as it did not properly invoke the jurisdiction of the High Court, and that any order founded on it is void and of no effect.

  2. A declaration that the contempt proceedings and the ruling dated February 19, 2025, founded on the premature election petition filed on December 31, 2024, were void and of no effect.

  3. An order of certiorari quashing the ruling of His Lordship Justice Emmanuel Senyo Amedahe, sitting at High Court 3, Koforidua, dated February 19, 2025; the petition filed on December 31, 2024; the interim injunction order dated January 2, 2025; and the ruling dated January 6, 2025, made under the said premature election petition.

  4. An order quashing the ruling delivered on the contempt application and the execution of the bench warrant issued by the court dated February 19, 2025, by His Lordship Justice Emmanuel Senyo Amedahe.

  5. An order of prohibition against His Lordship Justice Emmanuel Senyo Amedahe from proceeding to sentence the applicant, Hon. Ernest Yaw Kumi, pending the hearing and determination of the instant suit.

This was disclosed by the Member of Parliament for Effiduase-Asokore in the Ashanti Region, Dr. Nana Ayew Afriyie, in an interview on Asempa FM’s Ekosii Sen.

Although he did not provide a specific date for the visit or name the members of the delegation, Dr. Afriyie indicated that the initiative has Wontumi’s full backing.

“I spoke to Wontumi and suggested that we should go and beg, and he agreed. So we are ready to go and apologise to President Mahama. We will plead with him to exercise restraint,” he said.

Chairman Wontumi is currently under investigation by the Economic and Organised Crime Office (EOCO) for alleged financial offences, including fraud and money laundering.

The Deputy Attorney-General, Justice Srem-Sai, has also linked the matter to a possible international organised crime syndicate.

Wontumi spent nearly six days in EOCO custody following his arrest on Tuesday, May 27, 2025. All initial attempts to secure his release on bail proved futile.

He was eventually granted bail on June 2, 2025, after meeting the bail conditions of GH₵50 million with two sureties to be justified.

“The strength and wellness of every man rest in the hands of the Almighty. We urge individuals and groups within the party he leads and beyond to desist from politicising the health status of Mr. Ntim,” the family stated.

The statement warned that the family would resist any attempt to force Mr. Ntim to attend the said meeting.

This message marks the latest development regarding Mr. Ntim, who took a break from the NPP’s “Thank You” tour on May 1, 2025.

A statement at the time, signed by the party’s Director of Communications, Richard Ahiagbah, explained that Mr. Ntim was stepping aside temporarily to attend to “some pressing matters.”

He was expected to rejoin the team later, but this did not happen before the tour concluded on Wednesday, June 4, 2025.

The Minority in Parliament has announced plans to embark on a series of actions to protest the controversial Energy Sector Recovery Levy.

The Ofoase-Ayirebi MP and Ranking Member of the Economy and Development Committee, Kojo Oppong Nkrumah, disclosed this at a press conference on Monday.

Mr. Nkrumah noted that the caucus intends to roll out a sustained nationwide campaign to resist what they describe as a “draconian” and unjust tax measure.

“It is already clear that the government intends to go ahead with the implementation of this draconian levy.

“We want to advertise that we would be embarking on the following: We will continuously engage the people of Ghana, civil society groups, driver unions and the media to showcase the true impact of these draconian taxes and the negative levy that the government is imposing on us,” he declared.

The Minority further pledged their support for driver unions, the Chamber of Oil Marketing Companies, and other stakeholders who have openly demanded a withdrawal of the levy or broader stakeholder consultation.

“We would continue to stand with groups of honest Ghanaians, the driver unions, the Chamber of Oil Marketers who are opposing the levy or asking government to pull back and to engage better—not to go by this midnight introduction into Parliament and using their numbers to push it through,” he stated.

The Minority reiterated that the new levy would worsen the already heavy tax burden on fuel, pushing the total tax component at the pump to approximately 26%.

““We know the government has a lot of goodwill, but this is not the way to do things. We will continue to stand in solidarity with the Chamber of Oil Marketing Companies in their position that this downstream sector is already heavily over-taxed.

“If you add this new levy, effectively about 26% of what you are paying at the pump is all taxes,” he explained.

They called on the government to withdraw the levy and adopt “less painful and more pragmatic options” for dealing with the financial challenges in the energy sector.

According to the government. the levy, passed under the Energy Sector Levy (Amendment) Bill, 2025, on June 3, seeks to generate revenue to address Ghana’s power sector debt and ensure a stable electricity supply.

It is expected to take effect on June 16.

The 55-year-old Thompson was captured on video, along with other suspects who are currently on the run, assaulting Iddrisu during his live coverage of the detention of the NPP Ashanti Regional Chairman, Bernard Antwi Boasiako, widely known as Chairman Wontumi, while in EOCO custody.

The courtroom on June 9 was filled with observers, including senior NPP executives.

Among them were the party’s National Organiser, Henry Nana Boakye (Nana B), and National Youth Organiser, Salam Mustapha, who were present to show support for Thompson.

During proceedings, Thompson pleaded not guilty to the charge of assault. His counsel argued that he is innocent and should be granted bail, noting that Thompson is not a flight risk and has a permanent place of residence.

Quoting directly from the law, the defence cited Section 97(4) of Act 30, stating: “The court shall not refuse or withdraw bail merely as a form of punishment.”

The State Attorney, however, objected to the bail application. She informed the court that the case is still under active investigation and that other suspects remain at large. She added that granting bail at this stage could allow the accused to interfere with evidence.

Responding to the State Attorney’s objections, counsel for the accused insisted that the prosecution had provided no evidence to suggest that his client would interfere with the ongoing investigation.

Despite the defence’s arguments, the court denied bail to Theophilus Thompson. He was remanded into custody, and the case was adjourned to 18 June 2025.

“Prof. Adu Boahen was a pioneer in resisting military dictatorship and played a significant role in the return to multiparty democracy. Yet after the 1992 defeat, he was replaced. That tells you the NPP is serious about performance,” he said.

He contrasted this with the cases of former President John Agyekum Kufuor and President Nana Akufo-Addo, both of whom earned second chances after demonstrating strong electoral potential in previous races.

“Kufuor had only a few months to campaign in 1996, yet his performance was impressive enough to earn him another chance in 2000. That is the NPP’s standard—performance,” he stressed.

Mr. Agyapong’s comments come amid growing discussions within the party regarding its future leadership and strategy going into the next elections.

The controversial bill aims to raise additional revenue to tackle the country’s crippling energy sector debt and ensure stable power supply. However, the move has drawn widespread criticism.

The Minority Caucus strongly opposed the bill, calling it an unfair burden on Ghanaians. They staged a walkout during the approval process, arguing that the Majority lacked the required numbers to legitimately pass the bill.

However, President John Mahama has said that while he acknowledges public concerns, the levy is both justifiable and prudent to prevent the collapse of the energy sector.

The 2024 Vice Presidential candidate for the New Patriotic Party (NPP), Dr. Matthew Opoku Prempeh, has revealed that the National Intelligence Bureau (NIB) is interrogating him over his tenure at the Ministry of Education.

According to Napo, as he is popularly known, he has been invited to the NIB offices to assist with investigations, with the most recent visit occurring on Tuesday, June 3, 2025.

“People don’t know that I’ve been invited by the NIB to assist in investigations into some issues during my time at the Ministry of Education. I couldn’t have declined that invitation,” he stated in an interview with 1957, which has gone viral.

Dr. Prempeh served as Minister of Education from January 2017 to January 2021 under President Nana Akufo-Addo’s administration.

Given the time that has passed, Napo, who also served as Energy Minister, acknowledged that he may not recall every detail but assured he would fully cooperate.

“I’ve forgotten some of the issues; I can’t remember everything that happened while I was in office. That is why we have technocrats and others who assist in running the ministry and keep records,” he explained.

He further urged public officers to act with integrity while reflecting on the transient nature of political power.

“I always say that those of us in politics should know that no condition is permanent. Today, you can be in power; the next day, you could be in opposition.

“So politicians in power should always be mindful of what they do with the authority entrusted to them, so that if they are asked to account for their stewardship tomorrow, they can easily do so,” he advised.

Although the NIB has not released a formal statement on the ongoing investigations, some NPP members, including Professor Ameyaw Ekumfi and former National Service Authority Deputy Director of Operations Kwaku Ohene Gyan, have also been invited for questioning.

Kwabena Agyei Agyepong, has launched a scathing critique of the Office of the Special Prosecutor (OSP), questioning its relevance, performance, and legal posture in the ongoing matter involving former Finance Minister Ken Ofori-Atta.

Mr. Agyepong accused the OSP of conducting a “media trial” instead of following due process through the courts.

“So what is wrong with this OSP? Is he conducting a public and media trial of Ken Ofori-Atta? As of now, no charges have been brought against Ken, so he’s not an accused person yet—even if the OSP sees him as a person of interest,” he said.

He also questioned the delay in prosecution, suggesting that if the OSP indeed has credible evidence, it should have filed charges by now.

“If the OSP truly has what he claims, why hasn’t he charged Ken with all the assembled facts and evidence and begun prosecution in a proper court of law? After all, people have been tried in absentia several times in the past. Does he need Ken’s physical presence before doing his job?” he asked.

Mr. Agyepong challenged the legality of the OSP’s attempt to label Mr. Ofori-Atta a “fugitive from justice,” arguing that only a competent court has the authority to make such a declaration.

“That cannot be the mandate of a prosecutor. He should be busy trying to prove his case before a judge. When he claimed his life was under threat, didn’t he find it necessary to operate outside the country at our expense? If he could work from abroad, he could also reach Ken. This is clearly a PR stunt to justify his presence in an office that, frankly, should never have been set up in the first place—a worthless drain on our overstretched public purse.”

He also defended Mr. Ofori-Atta’s constitutional right to remain silent, warning against any form of pressure that could violate his legal rights.

“I think Ken’s legal team should call his bluff. Why should Ken provide him with evidence that could incriminate him in a potential trial? The OSP is not a judge and must be stopped from exceeding his mandate,” he stressed.

Despite his strong disapproval of the OSP’s operations, Mr. Agyepong reaffirmed his commitment to lawful accountability in public service.

“As a patriot of our beloved motherland Ghana, I want all who have misconducted themselves whilst in government to face the full consequences of their actions—but in a lawful way, not through high-handed, Rambo-style invasions being carried out under the guise of investigations.”

He warned that such actions risk political backlash, particularly for the NPP, if seen as excessive or politically motivated.

“We, the people, will not condone any moves calculated to further damage our party’s brand on the altar of political expediency. Period.”

Mr. Agyepong’s comments have reignited debate about the role and effectiveness of the OSP, and whether its continued existence justifies the cost to the taxpayer.

The Office of the Special Prosecutor (OSP) was established in 2018 by President Akufo-Addo as an independent anti-corruption agency, mandated to investigate, prosecute, and prevent corruption in both public and private sectors.

In an interview on Adom News, Mr Appiah-Kubi dismissed the significance of Mr Nimako’s action, stating that he has no interest in maintaining personal communication with him.

“He is not someone I call. I don’t need his chats for anything. If he has blocked me, so what?” he said firmly.

Mr Nimako, who is also a lawyer, had accused Mr Appiah-Kubi of throwing him under the bus.

He made the disclosure on Asempa FM’s Ekosii Sen, expressing concern over Mr Appiah-Kubi’s public claim that he was unaware of a variation application Mr Nimako had filed, which allegedly frustrated the bail process for Chairman Wontumi.

However, Appiah-Kubi admitted that Mr Nimako had previously called to criticise him for not communicating a key decision beforehand.

“He did not inform me that he was going to take another decision,” he stated, adding, “I am a senior to him, and he should take his time.”

Quoting Proverbs 4:7, the former Asante Akyem North MP emphasised the importance of wisdom and understanding in professional and personal conduct.

“Wisdom is the principal thing; therefore get wisdom: and with all thy getting, get understanding,” he said, stressing that there is no basis for comparison between the two of them in terms of academic qualifications.

“He cannot challenge me on my academic affairs. I can publicly advertise my results and let him come and publish his own. He is not someone I call. In fact, he would rather call me. He should never call me,” he declared.

“I had spoken to you prior to filing, then you later say you are not aware. I have blocked his number because if I can have a meeting with you in confidence and you act this way in public, then it means I cannot talk to you again—so I have blocked his number,” he stated.

Chairman Wontumi has been under investigation by the Economic and Organised Crime Office (EOCO) for alleged financial crimes, including fraud, money laundering, and causing financial loss to the state.

Although he was granted GH₵50 million bail with two justified sureties on May 28, delays in meeting the bail terms stalled his release despite conditions being met by May 30.

To expedite the process, Mr. Nimako on Friday, May 30, filed an application requesting the court to reconsider the bail terms, based on grounds outlined in an accompanying affidavit.

The motion was scheduled for hearing on Tuesday, June 3, 2025.

However, on Monday, June 2, 2025, Mr. Nimako withdrew the application while Chairman Wontumi continued to remain in EOCO custody amidst agitation by NPP members.

However, private legal practitioner and NPP Director of Legal Affairs, Gary Nimako Marfo, on Monday, June 2, withdrew the application.

Although the reasons for the discontinuation are not immediately known, Wontumi’s lead counsel, Andy Appiah-Kubi, earlier confirmed that all the necessary documentation for the two justified sureties has now been completed.

Chairman Wontumi was arrested by the Economic and Organised Crime Office (EOCO) on Tuesday, shortly after leaving the CID headquarters in Accra. His arrest has drawn widespread criticism from within the NPP.

 

He remains in custody after initially failing to meet his bail conditions of GH₵50 million with two justified sureties, amid reports of ill health.

Last week, the Minority in Parliament and some NPP members stormed EOCO’s headquarters to protest the bail conditions, describing them as excessive and unreasonable.

Former Vice President and 2024 NPP Presidential Candidate, Dr. Mahamudu Bawumia, also visited him in a show of solidarity after he was moved to the National Intelligence Bureau (NIB) headquarters on Friday.

According to Mr. Davies, this is due to the former minister’s current health complications.

Mr. Davies expressed concern over public skepticism regarding Ofori-Atta’s medical condition, emphasizing that the former minister is currently undergoing treatment in the United States.

“If I tell you I will come and see you tomorrow, and just on the brink of tonight, I suffer a casualty, would you see me tomorrow? Why is it so difficult for people to understand that the person involved has a health challenge? This was known long before these charges were prepared against him; who didn’t know that Ken was not well?” Mr. Davies questioned on Joy FM’s Super Morning Show on Monday, June 2.

The OSP had previously warned that failure to appear on June 2 could result in Ofori-Atta being declared a fugitive and the initiation of an INTERPOL Red Notice, potentially leading to international arrest and extradition proceedings.

Background of the case

In January 2025, the OSP notified Ofori-Atta that he was a suspect in five separate cases and requested his appearance on February 10, 2025.

His legal team informed the OSP that he was abroad for medical reasons and offered to represent him in his absence. The OSP rejected this, insisting on a firm return date. When no definitive date was provided, the OSP declared him a fugitive on February 12, 2025.

Subsequently, Ofori-Atta’s lawyers submitted a doctor’s note indicating he was undergoing tests and possibly surgery, with no clear return date. On February 18, 2025, after providing a definite return date in May, the OSP removed his name from the wanted list.

In March 2025, Ofori-Atta filed a lawsuit against the OSP and the Special Prosecutor, seeking compensation for what he described as an unlawful declaration of him as wanted.

He also requested the removal of related content from the OSP’s social media platforms. The Human Rights Court is expected to rule on the case on June 18, 2025.

Current developments

Despite assurances of his return, Ofori-Atta’s health has reportedly deteriorated, preventing his appearance before the OSP today.

According to Mr. Davies on the show, a letter was submitted to the OSP on May 27 communicating this development.

He also suggested the OSP consider a virtual interrogation with the former minister.

Speaking on Newsfile on Saturday, May 31, Dr. Asante noted that conflicting legal strategies from different NPP lawyers appear to have complicated efforts to secure Wontumi’s release.

“From what has happened with Andy Appiah Kubi and what Gary Nimako went to do, it seems like there is a conflict on who exactly is representing Wontumi, and that is what has complicated the matter,” he said.

Dr. Asante explained that while one legal team, led by Andy Appiah Kubi, had attempted to meet bail conditions set by EOCO, another faction within the NPP preferred a more aggressive legal challenge, deeming the detention unjust.

“Appiah Kubi was trying to meet the bail conditions—that was the strategy, as they felt confident they could meet the low condition. He thought that as of yesterday night, that could have been addressed. Then there was other legal representation, more from the party, who thought it was outrageous and wanted to challenge it, but they waited,” he stated.

The CDD-Ghana researcher speculated that this internal conflict within the NPP legal team may have inadvertently delayed Wontumi’s release, prolonging his stay in EOCO custody.

Chairman Wontumi was moved from the EOCO office to the National Intelligence Bureau (NIB) headquarters, as officials cited security concerns over the large crowd that had gathered, demanding his release.

Meanwhile, his lawyers have filed a motion at the Accra High Court seeking a review of his bail conditions, with the hearing set for June 2.

He explained that “On Tuesday after he (Wontumi) had left (The CID headquarters) in the afternoon, he was picked up, so naturally 48 hours would lapse in the afternoon on Thursday. So we were trying to get all these you bill conditions met before that time.”

“So on Friday, Gary was instructed by Chairman Wontumi’s wife and his aid, not the party. Gary is the Director of Legal for the party, but he was not instructed by the General Secretary or the chairman of the National Council, but by Chairman Wontumi’s wife. So he got in touch with honorable Andy Appiah Kubi, and was asking for updates. Where are we? We haven’t been able to get all the necessary,” he explained.

The NPP legislator said Gary Nimako proposed to Mr Appiah Kubi that they “file processes or let’s file another motion for variation of the bill conditions.”

“According to Gary, Andy said he was in the process of doing so up to about 2:35 pm when the process was filed, I think Andy hadn’t done so. So clearly, Chairman Wontumi’s wife was agitated, and she did that.

“She wants to see her husband, regardless of what is going on behind us. She wants to see her husband, and she wants to see the lawyers to be doing something. So if you are doing something and it’s not known to her, obviously, she will not be satisfied. So she properly instructed Gary,” he added.

Also on the same show, Senior Research Fellow at the Center for Democratic Development (CDD-Ghana), Dr Kojo Pumpuni, suggested internal disagreements within the NPP’s legal team.

The General Secretary of the New Patriotic Party (NPP), Justin Frimpong Kodua, has condemned Dr. Nyaho Nyaho-Tamakloe over his recent remarks about the party’s leadership and the handling of the arrest of Ashanti Regional Chairman, Bernard Antwi Boasiako, popularly known as Chairman Wontumi.

Responding to the founding member’s claim that the party “currently has no leadership,” Mr. Kodua expressed deep surprise and disappointment.

“I am very surprised that Dr. Nyaho Nyaho-Tamakloe, a founding member of our party, chose not to criticise the manner in which Chairman Wontumi was arrested,” Mr. Kodua said.

“He saw nothing wrong with the rough and romble way our Chairman was taken into custody. That in itself is troubling.”He asked.

According to Mr. Kodua, the party is struggling to meet the harsh bail conditions set for Chairman Wontumi.

“As I speak, they have imposed unreasonable bail conditions which we are finding very difficult to meet,” he explained.

Mr. Kodua said he was shocked that Dr. Tamakloe did not sympathize with the challenges the party is facing.

“It’s surprising that a founding member of the party does not sympathize with the trauma, the issues, and the challenges that the party is going through, but instead chooses to criticize the very party he helped to establish.”

He also took issue with Dr. Tamakloe’s remarks about former party leaders.

“I’m even more surprised that he refers to former chairpersons as though they would have done the same,” Mr. Kodua said.

“If those people truly respected the rule of law—most of them being constitutional lawyers—they wouldn’t have stayed silent. They would have spoken out and supported our members who have been taken to the NIB and EOCO,” he said.

Mr. Kodua described the ongoing situation as deeply concerning and unacceptable.

“We have detained a citizen of this country from Tuesday to Friday, and he’s facing outrageous bail conditions. If this is not political persecution, then what else is it?”

He concluded by affirming the party’s right to protest and demand justice.

“We want the world to know what is happening in Ghana and what is happening to our Chairman. We have every right to demonstrate our displeasure,” he said.

“Yes, we can go to court as an option but nothing also stops us from going to the EOCO headquarters to solidarize with our Regional Chairman,” he asserted.

Speaking in an exclusive interview with JoyNews on Friday, May 30, legal counsel Andy Appiah-Kubi confirmed that all bail requirements have now been met, with Mr Acheampong stepping in to provide property documentation exceeding the financial value required by EOCO.

“We have been able to provide the sureties, that one, I can assure you, and I’m very grateful to Honourable Bryan Acheampong, who has supported me to file the documents,” Mr Appiah-Kubi said.

“He has brought his documents, which go over and above the value of money that is required. So I thank him very much.”

Chairman Wontumi was arrested and detained over allegations of fraud, money laundering, and other financial crimes. Though he was granted bail with two sureties to be justified, efforts to fully meet those conditions took days.

The breakthrough in securing the final surety came just ahead of the weekend, but Wontumi remains in EOCO custody due to a new legal development.

According to his lawyer, a fresh court application filed by unknown persons has stalled his release, despite all bail conditions being satisfied.

“My client is not going home tonight. We encountered a challenge that needs to be addressed before we can go forward,” Appiah-Kubi explained.

“Unknown to me, there was an application to frustrate what we are doing… It is an application that was not filed by my good self, but that prohibits us. We’ll deal with it on Monday.”

He also confirmed that Wontumi’s health remains stable, dismissing rumours of a hunger strike, and explained why a planned meeting between the former Vice President, Dr. Mahamudu Bawumia, and Wontumi could not happen.

“We had brought him to meet with the former Vice President, but the situation we saw was difficult to arrange this meeting, to pass through the crowd… So we had to take him back. His condition of health requires attention, so he’s receiving attention and there’s nothing to worry about.”

Wontumi’s arrest has stirred significant political and public attention, prompting visits from top NPP officials including Dr. Bawumia and Minority Leader Alexander Afenyo-Markin. Supporters have also massed at the EOCO and NIB headquarters demanding his release.

Appiah-Kubi stated that unless the pending legal obstruction is withdrawn or resolved, Wontumi will remain in custody until Monday, June 2.

Chairman Wontumi was arrested by EOCO on Tuesday, shortly after leaving the CID headquarters in Accra. His arrest has drawn widespread criticism from within the NPP

He remains in custody after failing to meet his bail conditions of GH₵50 million with two justified sureties on Wednesday, amid reports of ill health.

On Thursday, the Minority in Parliament and some members of the NPP stormed EOCO’s headquarters to protest the bail conditions, describing them as excessive and unreasonable.

Meanwhile, lead counsel and former Asante Akyem North MP, Andy Appiah-Kubi has revealed that all the necessary documentation for the two sureties has been completed, with significant support from the former Minister for Food and Agriculture and Abetifi MP, Bryan Acheampong.

The Economic and Organised Crime Office (EOCO) has defended its handling of the arrest and detention of the Ashanti Regional Chairman of the New Patriotic Party (NPP), Bernard Antwi Boasiako, popularly known as Chairman Wontumi.

According to the EOCO’s Ashanti Regional Director, Edward Cudjoe, critics are exaggerating the situation and that the agency has adhered to legal procedures in granting bail.

“I think that the institution has followed the laid down processes, and if you hear from the commentary, his legal representatives are telling you that due process has been followed. It’s only those who are on the other side who don’t know what is happening and are making noise,” he said.

Chairman Wontumi was arrested earlier this week and granted bail of GH¢50 million with two sureties, both to be justified.

His lawyers have secured one surety but have yet to meet the second condition, resulting in his continued custody.

The bail amount has been criticised by various political figures, including former Vice President Dr. Mahamudu Bawumia, who described it as unrealistic.

Dr. Bawumia stated that few individuals in Ghana possess properties worth GH¢50 million to satisfy such bail conditions.

The situation has sparked protests from NPP supporters and members of Parliament. The Minority caucus staged a walkout from Parliament and marched to EOCO’s headquarters, demanding Wontumi’s release.

They argue that the bail conditions are excessive and politically motivated.

Despite the protests, EOCO maintains that the bail conditions are appropriate given the severity of the allegations against Wontumi, which include fraud, money laundering, and involvement in international organized crime.

The agency asserts that any concerns regarding bail conditions should be addressed through the courts, not public demonstrations.

As of now, Chairman Wontumi remains in custody pending the fulfillment of his bail conditions. His legal team has indicated plans to seek a variation of the bail terms through the judicial system.

Meanwhile, he revealed that his efforts to visit Wontumi at the NIB headquarters was unsuccessful due to security concerns.

“We are very disappointed in our inability to see him because we made prior arrangements. We’ve expressed our disappointment and will continue engaging to ensure we can see him,” he stated.

However, NIB officials explained that the meeting could not take place because of the large crowd gathered outside the facility.

“Our Chairman, Wontumi, was arrested and has been held in custody by EOCO. We wanted to see him and find out how he is doing.

“Unfortunately, we are here, but the NIB feels that the crowd is such that they are not able to bring him here at the moment, and they have to make proper arrangements to bring him so that we can see him,” he stated.

Chairman Wontumi was granted bail by EOCO to the tune of GH¢50 million with two sureties, both to be justified.

As of Friday, only one surety had been secured, leaving him in custody. His continued detention has sparked widespread protests among NPP supporters and party officials.

Scores of NPP supporters thronged the headquarters of the NIB in Accra following reports about his transfer from EOCO, demanding his release.

According to lead counsel Andy Appiah-Kubi, all the necessary documentation for the two sureties has been completed, with significant support from the former Minister for Food and Agriculture, Bryan Acheampong.

“We have been able to provide the sureties, that one, I can assure you, and I’m very grateful to Honourable Bryan Acheampong, who has supported me to file the documents,” Mr Appiah-Kubi told JoyNews’ Michael Ashaley exclusively on Friday, May 30.

“He has brought his documents, which go over and above the value of money that is required. So I thank you very much.”

Chairman Wontumi was granted bail on Tuesday, May 27, to the tune of GH₵50 million with two sureties, both to be justified, after he was arrested by EOCO on suspicion of involvement in fraud, money laundering, and other financial crimes.

Until today, his legal team had only been able to secure one surety.

Mr Appiah-Kubi, however, confirmed that despite having met all bail conditions, his client will not be going home yet due to a fresh legal application filed earlier in the day.

He noted that the legal team is working swiftly to resolve the new court matter and expressed hope that the issue could be cleared by Monday, which would pave the way for Chairman Wontumi’s release.

“My client is not going home tonight. We encountered a challenge that needs to be addressed before we can go forward,” he said.

“Unknown to me, there was an application to frustrate what we are doing, so we will deal with it on Monday. It is an application that was not filed by my good self, but that prohibits us.”

The lawyer disclosed that although EOCO officers were ready to proceed with the inspection of the properties listed by the sureties, the pending court application legally restrains them from moving forward until the matter is resolved.

“They had agreed to do the inspection tonight, so all the officers are there, but the challenge that I faced is legal. We can’t do it,” he explained.

He also clarified confusion over the whereabouts of Chairman Wontumi, contradicting earlier claims by Minority Leader Alexander Afenyo-Markin, who had indicated they were unaware of his location.

Touching on his client’s health, the lawyer dismissed rumours of a hunger strike and assured the public that Wontumi was receiving medical care.

“We had brought him to meet with the former Vice President, but the situation we saw was difficult—to arrange this meeting, to pass through the crowd, to get the Vice President to see him and talk to him. So we had to take him back,” he recounted.

“I told you that his condition of health requires attention. So he’s receiving attention and there’s nothing to worry about in respect of his health.”

Mr Appiah-Kubi is optimistic that once the court matter is resolved, Chairman Wontumi will be released by Monday, June 2.

The legal team has met the GHS 50 million bail conditions imposed by EOCO, which require two justified sureties, but they have to wait until Monday to ascertain the fate of the outspoken regional chairman, as EOCO has filed another suit in court.

Wontumi’s legal representatives have already filed an application in court seeking a variation of the bail conditions, which they describe as “most difficult and worse and most unfair”.

The lawyer highlighted that while EOCO has the mandate to arrest, the “mode” of Wontumi’s apprehension, being “accosted in the middle of the road and arrested” without prior direct invitation, is a primary concern.

Chairman Wontumi was initially invited by the Criminal Investigations Department (CID) for allegedly mining without a license and polluting a river in the Western Region.

“We were surprised when they were sitting on the floor in front of EOCO yesterday, but when we went there at 7pm, they had disappeared,” he said.

The Minority in Parliament had on Thursday, May 29, boycotted parliamentary proceedings and held a sit-in protest at EOCO to demand the release of Chairman Wontumi, who had been detained for questioning.

The former Asante Akyem North MP’s comments follow reports that former Vice President Dr Mahamudu Bawumia had secured all the necessary sureties for Chairman Wontumi’s release.

Dr Bawumia’s aide, Akbar Yussif Rohullah Khomeini, stated in a social media post that the required documents had been submitted and were awaiting verification by the relevant authorities.

However, Mr Appiah-Kubi said he could neither confirm nor deny the development, though he acknowledged they were expecting some individuals to arrive on Friday morning.

“We are still here waiting, and I am praying that the person bringing the sureties comes. I haven’t had any information regarding Dr Bawumia’s sureties, but I know someone is coming,” he stated.

According to Ahiafor, Parliament lacks the constitutional authority to intervene in matters under the jurisdiction of the judiciary or security agencies. He advised the Minority to apply to the High Court for a review of the bail terms if they consider them harsh.

“This is a matter that can adequately be addressed by the judiciary. If a security agency imposes a bail condition that you feel is harsh, I do not think Parliament has the authority to call for a review of that decision,” Ahiafor stated.

He further added that if someone is held beyond the constitutionally allowed period, the law provides a clear legal path for redress.

The Deputy Speaker’s comments follow concerns raised by Minority Leader Alexander Afenyo-Markin in Parliament over what he described as excessive and unjustifiable bail conditions imposed on Wontumi.

Afenyo-Markin noted that Chairman Wontumi has been in the Economic and Organised Crime Office (EOCO) custody for 48 hours despite being unwell, and was recently transferred to a clinic at the National Intelligence Bureau (NIB).

He argued that the GH₵50 million bail amount and the requirement to justify property ownership were excessive and unfair, especially since Wontumi is not yet on trial and has cooperated with investigations.

“I must argue that EOCO cannot arrogate the power of demanding justification at the enquiry level. You are conducting an investigation; the matter is not before a court for trial, yet the bail conditions are onerous. It is clear that this is being used to punish him,” Afenyo-Markin said.

Chairman Wontumi was arrested earlier in the week and later granted bail by EOCO. His detention and bail terms have sparked protests from NPP MPs and supporters, who accuse the government of using state institutions to target political opponents.

Meanwhile, the Deputy Attorney-General and Minister of Justice, Justice Srem-Sai, revealed that Chairman Wontumi is under investigation for alleged serious criminal offences, including fraud, causing financial loss to the state, and money laundering.

Speaking to JoyNews‘ Kwaku Asante at the Economic and Organised Crime Office (EOCO) headquarters in Accra, the Minority leader, Alexander Afenyo-Markin, described the GH¢50 million bail condition imposed on Wontumi as excessive and unjustifiable.

Chairman Wontumi, who was arrested earlier this week and interrogated by EOCO, was later granted bail of GH¢50 million with two sureties to be justified, a condition party members claim is excessive and politically motivated.

Mr Afenyo-Markin questioned the rationale behind asking a citizen to first provide properties worth GH¢50 million before being granted bail, especially when the individual had already cooperated with law enforcement agencies.

He called on the authorities to reconsider the GH¢50 million bail condition, arguing that it is both unreasonable and unnecessary.

“He was arrested in a rambo-style… you interrogate him, he makes himself available, and your next thing is ‘go and bring title properties worth 50 million cedis. What kind of country are we in,” he asked.

“Have they looked at the Constitution? They should vary the bail term, the man is unwell. He’s in their [EOCO] custody, they know, so they should vary. Wontumi will not run away.

The Minority Leader also issued a stern warning to the governing National Democratic Congress (NDC), urging them to reflect on their actions.

“I’m telling our friends in the NDC, four years will soon come, and if they think that what they are doing is right, they should watch it.

“Treat others the way you expect them to do unto you. If you keep Wontumi, are you using bail to punish him? We’re here protesting. What has Wontumi done?”

Also addressing the media, MP for Ofoase/Ayirebi and former Information Minister, Kojo Oppong Nkrumah, described the situation as a misuse of state power to achieve political ends.

“We all understand that what is going on is not law, it is politics, and people need to get that at the back of their mind. The government is seeking to use the legal process to achieve political ends.

“This is a man [Wontumi] who is already cooperating with CID investigations. He’s been granted bail, then on his way home, you now find another state organisation comes to arrest him in a rambo-style swoop. Now, you impose this bail conditions just so that he will struggle to meet it and then you can keep him behind bars,” he said.

He warned that the State was setting a dangerous precedent, using what he described as “the coercive power of the State” to intimidate political actors.

“This is politics, it is not law, and that is why we have to draw the attention that this is unacceptable. They are using the coercive power of the State in an attempt to intimidate political opponents, and that’s what we need to draw attention to,” Mr Nkrumah added.

Meanwhile, the NPP’s National Organiser, Henry Nana Boakye, also known as Nana B, raised serious concerns over Wontumi’s current whereabouts, claiming EOCO officials were unable to confirm his location.

“What they [EOCO] are telling us is that Wontumi is not here. We have asked about his whereabouts, and they are unable to confirm. We’ve asked the director, and we are told the Director-General is not here, his deputies are not here. We demand that there should be fairness in all of this,” he said.

Addressing President John Mahama directly, Nana B said, “President Mahama, what is happening in this country? This is not the rule of law.

“This is a rule of a certain person somewhere wanting to show that yes we have power, we are in charge. He was picked up on Tuesday, as we speak, its been 48 hours and they are telling us that they don’t know his whereabouts.”

The Minority caucus, along with NPP supporters, has been protesting at the EOCO office, demanding a review of the bail conditions and immediate release of Chairman Wontumi, who has been in custody for over 48 hours.

The NPP members insisted they were going to remain at the EOCO headquarters until Wontumi was released, but they eventually dispersed a little after 6:00pm.

Speaking to JoyNews during the solidarity walk to demand the release of NPP Ashanti Regional Chairman Bernard Antwi Boasiako, also known as Chairman Wontumi, the MP said they were exercising their constitutional rights.

“Under the laws of Ghana, we also have the right to protest. In fact, there is a right of protest under the constitution and that right is what we are exploring in addition to whatever other avenues we will be exploring,” he said.

He added that their protest was not just about one person but about the broader issue of how state power is applied.

“Which in this case is to say that it is inappropriate for state agencies to use the power given to them by the Republic to intimidate people, to place on them onerous bail conditions,” he explained.

Mr Baffour Awuah said the action was necessary to send a message that such treatment could happen to anyone.

“I think it is important that we also do this because it might be Wontumi today; we don’t know who it might be tomorrow,” he said.

He said the protest was not meant to disrupt public order but to call attention to what he described as an abuse of power.

“And so sending a clear signal for the whole of Ghana to see that this is inappropriate and to draw their attention to it, I don’t think it spoils anything,” he added.

He also noted that state agencies like EOCO were fully aware of the law but had still acted in ways that raised concerns.

“Don’t forget they have their lawyers; don’t forget it is a security agency; don’t forget they know that this is the position of the law, but they have done it,” he said.

According to him, going to court alone may not be enough, and peaceful protest is also a legitimate way to seek redress.

“And so it will not take just the court but also protests of this nature, which is what we are exploring,” the MP said.

Earlier in the day, the Minority in Parliament staged a walkout in protest of the bail conditions imposed on Chairman Wontumi, who had been in custody for nearly 48 hours.

Upon arrival at EOCO, the supporters gathered at the main entrance, holding hands and chanting solidarity songs as they demanded his immediate release.

Tensions escalated when a police riot control vehicle attempted to access the EOCO compound. The crowd hooted at the vehicle and defiantly used a pick-up truck to block its path.

In a further act of protest, some demonstrators dragged car tyres onto the road to reinforce the blockade.

As the confrontation intensified, others were seen banging on the vehicle while vowing not to let it through.

Meanwhile, police officers on the ground engaged with the crowd in efforts to de-escalate tensions and understand the supporters’ concerns.

“We don’t have GH₵50 million worth of properties. Where is he going to get it from?” he questioned.

The Minority Leader vowed to lead a boycott of parliamentary proceedings until EOCO reviews and relaxes the bail conditions for Wontumi’s release.

“Until EOCO is able to do the right thing, we the NPP side—however few our numbers—will protest by absenting ourselves from Parliament and join him. We are all going to sleep there with him,” he declared.

Calling for bipartisan support, Afenyo-Markin urged fellow lawmakers to stand united in defense of fundamental rights.

“I pray that my colleagues will support so that with one voice EOCO will know that when it got to this matter of Chairman Wontumi, Parliament was united,” he added.

The group’s visit to EOCO came shortly after Minority MPs staged a symbolic walkout in Parliament, chanting lines from the national anthem: “and help us to resist oppressors’ rule with all our will and might forevermore.”

“Mr Speaker, they [EOCO] must do the right thing, and we will not be part of any proceedings until the right thing is done.”

He further urged members on the Majority side to show solidarity.

In a dramatic scene before the walkout, Minority MPs stood and chanted a line from Ghana’s national anthem — “And help us to resist oppressors’ rule with all our will and might forevermore.”

They repeated the line in defiance as they exited the chamber.

After leaving Parliament, the MPs began a symbolic march to the EOCO office — a journey of approximately 30 minutes.

“Since both institutions have the legal mandate to probe these issues, I see nothing wrong with it. When we went, he answered all questions he was asked, so the investigation is still ongoing and nothing stops them.

What is left for us to do is to push through the bail and sureties that need to be justified, and we are working on that,” he stated.

Speaking on the bail progress, the lawyer confirmed that several individuals, though unnamed, have come forward to assist.

“I’m looking forward to them bringing the necessary documents for verification so we can proceed, but we are ready to avail ourselves for further investigations,” he added.

“It is not true he has been granted bail. Nobody has seen him. We don’t know whether he is at the EOCO office, NIB clinic in Kawukudi, or Korle Bu. Nobody knows,” he stated.

A visibly distressed Yandoh revealed that the Chairman, who is on medication, missed his Tuesday evening dose and had still not taken it by Wednesday afternoon.

“I have his drugs to give to him, but nobody knows where he is. Lawyer Appiah-Kubi is here with me. So if he has been granted bail, how come we are not aware?” he questioned.

Speaking on Asempa FM’s Ekosii Sen, Mr Gyamfi, the former District Chief Executive (DCE) for Amansie South, expressed deep concern about the arrest.

“This is very worrying and sad. They attempted to arrest him last Friday and that failed. The Police invited him for interrogation, which he honoured, only for him to be arrested afterwards,” he said.

“I sense this is a setup, especially with the decision for him to report again to the CID after being granted bail. If they considered him a flight risk, they would have taken his passport.”

Known widely as Kwame Opoku CID, Mr Gyamfi questioned the legal basis for a re-arrest after bail, calling it “unusual.”

He stressed that while no one is above the law, enforcement agencies must act within legal bounds.

“Law enforcement must operate within legal procedures that uphold the rule of law and mutual respect among state institutions,” he added.

Chairman Wontumi is under investigation over alleged involvement in illegal mining activities, including mining in forest reserves and entering protected areas without proper authorisation.

According to him, the sequence of events surrounding the re-arrest of Wontumi not only risks creating avoidable public tension but also undermines the integrity of Ghana’s democratic institutions.

He stated that while no individual is above the law, enforcement agencies must act within procedural boundaries that reflect the rule of law and mutual respect among state institutions.

“For the sanctity of our democracy, we don’t need to go through this drama and this rambo-style of arresting people and trying to show that we are in government and we have the power,” he said.

Mr. Kodua further recalled a statement by President John Mahama during his swearing-in, in which he pledged to be “a father for all.”

He questioned whether the recent developments reflect that vision, cautioning that such acts could erode public confidence in the country’s governance and legal systems.

“What we are seeing, is it the kind of resetting that they are resetting the country? Then I’m afraid for our democracy.”

He stated that if EOCO wanted to invite someone, “let us go through the normal process just like what the police did,” saying, “I don’t know what EOCO intends to achieve with this kind of rambo-style arrest.”

Chairman Wontumi had earlier turned himself in to the CID in relation to ongoing investigations into alleged illegal mining activities, including operating in forest reserves without authorisation.

He was released on bail and directed to return for further inquiry. However, EOCO operatives arrested him as he exited the CID premises, with the precise grounds for the action yet to be officially clarified.

According to him, despite a one-week ultimatum from the Speaker of Parliament for the individual responsible to own up, no one has taken responsibility. He insisted that the Majority Caucus will not allow the matter to go unresolved.

“The Majority Caucus will demand that all the NPP members of the backbench who were sitting in the direction where the unsavory statement came from should be referred to the Privileges Committee for investigation of a contempt and breach of the privileges of a member,” he stated.

Reiterating the National Democratic Congress (NDC) caucus’s stance, Mr. Ayariga condemned the remark and described it as a disgraceful moment in the House’s recent history.

Background

The controversy surrounds the “daughter of a murderer” comment made in Parliament, a derogatory remark directed at Dr. Zanetor Agyeman-Rawlings, the Member of Parliament for Klottey Korle and daughter of the late former President Jerry John Rawlings.

The incident occurred during a parliamentary session on February 4, amid heated discussions commemorating the 60th anniversary of the death of Joseph Boakye Danquah.

As Minority Leader Alexander Afenyo-Markin addressed the House, an unidentified male voice from the parliamentary backbench interrupted, shouting, “Daughter of a murderer, sit down!”

The comment insinuated that Dr. Agyeman-Rawlings’ father was responsible for past political killings—a claim that has long been the subject of historical debate.

The outburst triggered immediate chaos in the chamber, with members expressing shock and disapproval.

The Speaker of Parliament subsequently issued a one-week ultimatum for the MP responsible to voluntarily come forward or face severe consequences.

To date, no MP has owned up to making the statement.

The arrest occurred shortly after he left the Criminal Investigations Department (CID) headquarters in Accra on Tuesday.

Confirming the development in an interview on Asempa FM’s Ekosii Sen, the Ashanti Regional NPP Communications Director, Paul Yandoh, said Chairman Wontumi is currently in EOCO custody and has been denied access to his legal team.

“One of his lawyers, Andy Appiah-Kubi, who was with him at the time of arrest, was prevented from following him,” Yandoh claimed.

The reasons behind the arrest remain unclear at this time.

Chairman Wontumi had earlier reported to the CID for further questioning over alleged involvement in illegal mining activities, including mining in forest reserves and entering protected areas without proper authorisation.
